Campbell, was a David Bruce Campbell who was a member of the Tooting branch of the SPGB and, according to the incomplete SPGB membership records, was a member of said branch on and off between 1911 and 1929. He lapsed and rejoined the SPGB on many occasions, though it doesn't say why he had a habit of lapsing.
