For the record

Britain's industrial revolution was powered by coal and forged in iron. It was the Darby's of Coalbrookdale, a family of ironmasters, who pioneered the technique of first coking the coal which in turn enabled the use of English ores; in less than half a century, coal and iron between them had transformed the face of England. Since then coal has lost ground to oil, but iron and steel continue to dominate the economy of world capitalism.

It was iron that provided a material strong enough to stand up to steam and so paved the way for Watt’s engines. Industry was able to get away from the rivers and streams and its dependence on waterwheels. Hundreds of miles of canals were built in no time to cope with the increased demands of the blast furnaces for coal. Roads were built to carry away the manufactures.

In the I850's, iron gave way to steel with the developments introduced by Bessemer and Siemens of using “blowers” to raise the furnace temperature and get rid of the impurities in the iron. Since then there have been further improvements, using electric furnaces for special steels and, very recently, the use of oxygen instead of air for the blast. At the same time, as the industry has grown bigger and bigger, more use has been made of the integrated plant principle whereby all the processes of steelmaking are concentrated on the same site- hence the growth of the huge complexes which are the dominant feature today.

These installations need vast capital resources. United States Steel, the biggest producer in the world, has a share capital of over £1,000 million and its nearest rival. Bethlehem Steel, more than £500 million. The world is now scoured for iron-ore; mountains of it are literally taken away and transported thousands of miles to the furnaces. Marvels of engineering construction are built to load and unload it and bulk carriers of up to 100,000 tons ply a ferry service across the oceans. More and more, the furnaces are migrating to the coast to eliminate transport costs—the result is the huge new plants at Newport and Dunkirk, and the proposed giant complex at Rotterdam.

In the Darby’s time, a firm was big if it produced a thousand tons of iron a year; nowadays it is in economic danger if it produces less than a million, or even two million, tons. Steel is still one of the pillars of capitalism’s economy—it is still the barometer that can forecast whether the economy is set fair, or there are storms ahead, or just a period of doldrums.

As usual under capitalism, the tendency is towards bigger and bigger units. There are still absorptions and amalgamations going on, and more and more does an annual output of 2 million tons seem the minimum unit for present day efficiency and competitiveness. In the following table, showing the “top twenty” producers in the world excluding Russia and China, the minimum is actually about 2$ million tons a year.

The most striking impression from the figures is, of course, the overwhelming preponderance of the American firms, particularly U.S. steel, which on its own has a greater output of steel than the whole of the U.K. It is also interesting to note the apparently greater fragmentation of the British industry. United Steel is the only British firm to appear, in the table and there is only one other, the Steel Company of Wales, in the next ten, whereas there are three further German companies, three French, and one Japanese.

Rivalry v. Safety

We do not need to labour the point about the intense competition existing at present in the aviation industry. What with the excitement over Australia’s decision to buy American TFX's instead of British TSR-2's, the race between the Anglo/French Concord and the U.S. Mach 2 airliner; and the current struggle of B.A.C. to get their V.C.-10 into the air commercially before the Douglas D.C.-9; the aeroplane manufacturers must really be having a worrying time of it.

It was thus a major setback for B.A.C. when their prototype V.C.-I0 crashed recently, apparently as a result of trouble with the tail assembly.

As is well known, the V.C.-10 carries on a technique, engines set well back in the rear, that was developed originally by the French company, Sud-Aviation, with their Caravelle. And it is with Sud- Aviation that B.A.C. are developing the new supersonic Concord.

It has also been known for some time that the V.C.-10 has been running into snags with this particular tail assembly—only a few months ago B.A.C. announced publicly that they had had to modify it. Strong rumour also has it that the Caravelle went through similar troubles in its early development stages. What more natural, then, that B.A.C. should ask Sud-Aviation—after all, their collaborators in the Concord—for details of their earlier experiences of putting engines under the tail?

And what sort of an answer do you think they got? A very dusty one, according to an Insight report in the Sunday Times of October 27 -“Sud-Aviation would disclose nothing.”

A few months later, the V.C.-10 crashed, killing all its crew. There may conceivably be other crashes before the makers discover what is happening to the tail assembly.

In the meantime, the Caravelle flies on, with hardly a competitor. And the longer the V.C.-10 takes to get commercially off the ground the longer will Sud-Aviation enjoy this happy state of affairs. Co-operation may be all very well but under capitalism one must be very careful not to carry it too far.

Pathfinders: Boeing: out in the cold (2024)

After nearly three months on the International Space Station, two astronauts are to be marooned there until next February as their proposed transport home, Boeing’s Starliner capsule, remains out of service after a host of thruster failures, software glitches, parachute problems and helium leaks. The astronauts are being philosophical about it, but Boeing will be aggrieved at losing credibility points to its arch-rival NASA co-contractor, the Elon Musk-owned SpaceX, which will now take on the responsibility for bringing the astronauts home (tinyurl.com/3bj3ua2t).

Boeing is fast becoming a byword for ‘omnishambles’ with a recent history that showcases just how capitalist competition and corporate profit-chasing can result in highly uncreative destruction.

When Boeing swallowed up the last of its US aviation rivals in the 1990s, it saw the chance to adopt a less product-oriented and more shareholder-focused and monopolistic approach which sought to maximise returns by outsourcing not just part production but the cost of part development too, while also extorting price reductions. This put the squeeze on suppliers, who were faced with a Hobson’s Choice of a bad deal or no deal at all. But outsourcing creates complexity, and this compartmentalised approach on the wide-bodied 787 Dreamliner resulted in delays and overruns and never delivered the savings expected (tinyurl.com/fsmbd8mz).

While Boeing wrestled with a problem of its own making, its major European rival, the joint venture Airbus, announced the re-engined narrow-body A320neo, which it claimed could cut fuel use by up to 35 percent. This caused consternation at Boeing, whose 50-year-old 737 had previously dominated the core-segment single-aisle market. To compete, Boeing really needed a brand new plane, but the lead-time to mass production of an all-new design, outsourced or not, would be far too long, and Boeing were already haemorrhaging buyers to Airbus. So bosses resorted to the least-worst option, to re-engine the 737. Morgan Stanley said of this ‘reactionary’ solution, ‘Boeing’s hasty decision to re-engine the B737 is a clear indication of the success and strong competitive positioning of the A320neo’ while another business analyst was ‘astounded at the Airbus smackdown’ (tinyurl.com/36rkdsrr).

Enter the 737 MAX. But when you put new and bigger engines on a 100-ton aircraft they alter its centre of gravity and flight characteristics. Normally this would necessitate costly flight simulator retraining and recertification of pilots. Instead Boeing used a background software fix known as the Manoeuvring Characteristics Augmentation System (MCAS), which altered the plane’s rear flaps in response to sensor signals. As long as it worked properly, they reasoned, the pilots didn’t need to know about it. So Boeing did not tell them about MCAS or include it in the pilot manual. The Federal Aviation Administration wasn’t too worried, despite whistleblower allegations of its regulatory capture by Boeing, and agreed with the company to give pilots just an hour of training on an iPad, without mentioning MCAS. Boeing weren’t worried either. They had calculated the likelihood of a ‘major failure’ (one not resulting in the loss of a plane, which is termed ‘catastrophic’) as once in every 223 trillion flight hours – around 2 billion years of annual MAX fleet service (tinyurl.com/549z2ahj).

In the event they had two catastrophic failures in less than 6 months. The sensors and control panel light didn’t work properly, and pilots did not know about MCAS or how to override it when it malfunctioned. In October 2018 a Lion Air 737 MAX 8 crashed in the Java Sea, killing all 189 people. Airily dismissing this as ground crew and pilot incompetence, Boeing announced record $100bn earnings the following January. But in March 2019 an Ethiopian Airlines MAX 8 also fell out of the sky, killing all 157 on board. Clearly this was no coincidence, and Boeing immediately saw its orders, stock prices and reputation plummet. Its CEO promptly resigned, though with a cosy retirement package of $80m in stock options (tinyurl.com/498cvau4), and the new CEO issued a mea culpa to the US Senate, accepting the company’s responsibility for the deaths and agreeing to pay compensation and submit to regulators.

And then, despite all the regulation, a door panel blew off an Alaska Airlines flight in January this year, because bolts were missing. How could this happen? Multiple whistleblowers had faced company reprisals after drawing attention to falsified inspection reports and a string of unsafe practices due to cost-cutting and inadequate staff training. In July Boeing pleaded guilty to criminal conspiracy after being found to violate the terms of the regulatory agreement, meaning the company now has a criminal record (tinyurl.com/mv4av7m2).

On top of that, Boeing workers have been on strike against a union-busting and bullying culture, pay rates that have not increased in 16 years as the cash-strapped company grinds down on its own workforce, and ‘panic mode’ as managers hound staff to keep quiet over quality concerns (tinyurl.com/ysjh9mnc).

Now Boeing has $60bn of debt and is ‘one level above being potentially downgraded to non-investment grade status – junk status’. But nobody wants Boeing to collapse, not the airlines, who are faced with a global shortage of aircraft and fear an Airbus monopoly even more than the current Boeing-Airbus duopoly, and not the US government, which relies on Boeing’s aerospace defence arm and fears market capture by a major Chinese competitor like Comac (Economist, 20 June).

Airbus has seen A220-300 engine failures, diversions, groundings and supply chain problems but no crashes, and its stock has gone up, not down. The story of Boeing shows what can happen when market competition tightens the screws, and things like quality control, adequate training, product performance and company honesty begin to crack and splinter. Accidents will still happen in non-market socialism, but not because someone is eyeing the balance sheet instead of the safety inspection reports.

Meanwhile the astronauts continue to float in the ISS, patiently above it all. Compared to what many others have suffered at Boeing’s hands, they might consider themselves lucky only to be left out in the cold.

Miners and Airmen. A Contrast in Tragedies. (1930)

The manner in which the R.101 eclipsed the Walsall miners provides an object lesson in the function of the capitalist press. The scandalous waste of miners’ lives in the production of coal-owners profits makes a mine explosion a tit-bit of little value in the way of news. Of course, there is always “the Royal message of sympathy,” and for two or three days “the disaster arouses the feeling of the whole community”—then it is quietly dropped. In this case, the dropping was rendered quick and certain by the occurrence of a first-rate space-filler.

It was not the immense risk they ran nor the horror of their deaths which made them heroes. Nor yet the fact that they were British. In these respects their case did not differ from that of the miners, for whom there was no military funeral, no flags flying half-mast, no ornate pomp and ceremony, to draw tens of thousands to see their coffins.

The R.101 was bound for Egypt and India. Its mission was professedly a peaceful one; but it belonged to an arm of the State which exists to destroy human lives whenever capitalist interests so dictate. Had the voyage proved a success its next trip might not have been so peaceful.

One journalistic defender of capitalism appeared to have an inkling that its working class readers were not altogether blind to these facts. The Daily Express on October 11th, commented on the necessity for remembering the members of “that large industrial army who died in the performance of their duty.”

Is it duty, then, that sends miners down the pit or the engineers and riggers up in the air? Listen to one of the survivors, Mr. Sinks, of Sheffield. “Shall I fly again? Most certainly ! It is my living !” And any miner would say the same. The workers the world over are driven to risk their lives in order to fill their stomachs and provide shelter for their skins. Their inspiration is not patriotism, but want; and this same want is the modern equivalent of the slave-driver’s lash. By its aid are constructed edifices more mighty than the pyramids, more dreadful than Nero in their capacity for destruction.

To the British master-class the loss of the R.101 was more than mere material, for expensive experts shared the fate of their cheap subordinates. But as the present scribe is no expert, he does not intend to pronounce upon the hotly-debated question of lighter versus heavier-than-air-machines. Suffice it to point out that it is difficult to imagine the natives of tropical dependencies sharing their grief. Whether they are to be bombed from ‘planes or gasbags will, no doubt, appear in their eyes to be a matter of purely academic interest ; and in the eyes of Socialists also. What is of the greatest importance is that the workers of the world should understand that it is not in their interests that these giant war-weapons are being developed. Empires and trade routes do not provide them with fortunes, and (apart from the relatives of the immediate victims) it is not they who have suffered a loss in this “national calamity” ; but it is in the interests of the master-class that they should be led to think so. Hence the whole machinery for the manipulation of the “mass-mind” has been set in motion with a thoroughness reminiscent of 1914.

Free (?) Trade 

The embattled head of the World Trade Organisation, Mike Moore, is pledging to use next week’s global trade talks in Seattle to open up the rich markets of the west to poor countries in an attempt to defuse the biggest demonstration in America since the Vietnam war. With the FBI fearful that the arrival of up to 150,000 protesters against the start of a new round of trade liberalisation talks may result in widespread disruption and violence, Mr Moore said in an interview with the Guardian that he was seeking to put right the “great injustices” of the world’s trading system . . . However, attempts by trade diplomats to produce an agreed text in advance have foundered and the WTO has come under attack from non-governmental organisations for being undemocratic, indifferent to the environment and dominated by multinational companies. Guardian, 25 November.


The death trade 

Britain last year continued to sell weapons to countries with poor human rights records despite the government’s pledge to bring an “ethical dimension” to foreign policy, the annual report on arms sales published yesterday shows. The government approved export licences for a wide range of military equipment to Indonesia, Turkey, China, Bahrain, and Algeria, as well as Saudi Arabia, Britain’s main arms customer. The report shows nearly £2bn worth of weapons were exported by Britain last year, including 38 armoured combat vehicles to Indonesia, 18 Tornado aircraft, 100 air-to-ground missiles to Saudi Arabia, and over 400 air-launched missiles to the United Arab Emirates. Saving lives or profits 

The Boeing Corp. failed to disclose key findings from a 1980 report about fuel-tank problems in its jumbo jets that could have assisted federal safety investigators probing the crash off Long Island in 1996 . . . Sen. Charles Grassley (R-Iowa), chairman of the subcommittee that oversees airline-disaster probes, told the Post that Flight 800’s crash could have been prevented had Boeing disclosed the report earlier. In 1990, a fuel-tank explosion on a different model jet, a Philippines Airline 737, killed eight people. New York Post, 29 October.


Couldn’t care less 

Old people are dying after operations because of hospital staff shortages and poor training, according to an independent investigation. Delays and dangerous negligence lay at the heart of a “poor” standard of care for the elderly after surgery, the enquiry concluded. Times, 18 November.


Define “professional”, please 

Headhunters are “unprofessional, unethical, money-mad, short-term chancers who would shaft anyone for a quick buck”. It’s official. A headhunter says so. The recruitment industry has been shaken by an e-mail sent by one of its oldest members to staff at a number of rivals in an attempt to poach them. Yes, really. Is there no honour among thieves? Claiming to be “the truth about recruitment agencies”, the message included the above description and suggested that, since they are treated so badly, staff owe their employers no loyalty and might as well switch sides. It came from a director of Lorien, a quoted company specialising in IT staff, and found its way to Computer Weekly.


Free market madness 

Free coal, the traditional perk for retired miners, may soon be shipped from China. The pensioners are being urged by the government to take the cheaper, subsidised Oriental fuel to cut the cost to the taxpayer. Financial Mail on Sunday, 28 November.


Not ethnic conflict—plunder 

The war in the Congo perpetuates a conflict that affects nearly every country in Africa; Congo, located in the centre of the continent, has borders with nine other countries . . . It is, in reality, one giant war against all of Africa, as a detailed analysis of any one of these wars readily shows. The real belligerents were not even at the peace talk in Lusaka: the British Commonwealth and allied French interests who, operating with complicity channels in the United States, are seeking to destroy the nation states of Africa in a domino chain of wars, and to ensure the full domination of Africa’s vast resources for themselves. Boeing: the fatal price of competition (2019)

Capitalism’s supporters are always telling us that competition brings out the best in human beings. It is supposed to encourage efficiency and creativity and promote innovation. We are also informed that capitalism’s drive for profit creates high quality goods that most people desire at a competitive price. However, as we have shown time and time again, the reality is rather different, and as in the two recent air crashes, the consequences can be fatal.

On 10 March, an Ethiopians Airline flight bound for Nairobi from Addis Abba crashed shortly after take-off, killing all 157 on board. This was eerily similar to the Lion Air crash that took place five months earlier in Indonesia where 189 passengers lost their lives. In both cases the pilots were unable to prevent their planes from taking a steep nosedive and both planes were of the new Boeing 737 Max 8 design. Preliminary investigations in the Ethiopian Airlines crash absolved the pilots of any blame.

Competitive pressures
Around ten years ago, Airbus developed a new range of aircraft with enhanced fuel efficiency and lower operating costs. They were able to pick up a lot of orders from airlines keen to lower their running costs. Boeing feared that they might lose out on market share to their European rival and were spurred to action when American Airlines, a longstanding customer of Boeing, purchased a large consignment of the new Airbus model. Boeing set to work to design an aircraft to compete with Airbus.

For a plane to fly successfully without stalling, that is avoiding a situation in which the angle of the plane points so far upwards it stops flying and is at risk of falling and crashing, the weight and power of the engines needs to be in balance with the wings, the cargo areas and other component parts of the plane. Therefore, if you are going to build a plane with heavier, more fuel-efficient engines you normally need to design an entirely new aircraft. Indeed, Boeing did investigate this option, but they ruled this out as it was deemed to be too expensive and just as importantly the development timescale of up to ten years was considered to be too long, as Boeing needed to deliver the new planes more quickly in order to maintain its share price. So they made the fateful decision to fit the new heavier engines onto the existing 737 design. The 737 Max 8 aircraft was introduced in 2017. The aerodynamics of the new plane were altered with the heavier engines, in certain flying conditions, potentially forcing the plane to thrust upwards raising the likelihood of stalling. To counteract this, Boeing installed anti-stalling software, known as the ‘Manoeuvring Characteristics Augmentation System’ (MCAS). When the angle of the plane is too high, sensors on the nose would transmit signals to MCAS, which would then force the nose down. An advantage from the point of view of the manufacturer and the airlines was that this automated software obviated the need to retrain the pilots, thus saving Boeing and the airlines money.

This set up depends on the software working correctly at all times. However, It is now generally believed that in both fights incorrect signals were being transmitted from the sensors to MCAS indicating that the angle of the plane was too high when in fact it was flying normally, thus forcing it to point downwards. The only thing that the pilots knew about MCAS is that they could deactivate it and use manual controls. Unfortunately, as the sensors continued to supply incorrect signals, MCAS was reactivated after a few minutes, forcing the planes to nosedive until they crashed. Two safety measures, a so-called ‘angle of attack indicator’ and a ‘disagree light’ indicator which warn that the sensors are malfunctioning, were not installed on the planes as Boeing sold them as optional extras. Evidently, Neither Lion Air nor Ethiopian Airlines had decided to purchase them.

Largely due to budget cuts over the last ten years, the Federal Aviation Authority (FAA) has found itself short of the qualified staff that is required to oversee the airworthiness of new aircraft and have effectively delegated regulation to airlines and manufacturers. One thousand Boeing employees had been seconded to the FAA.

In the wake of the crashes, the US flight attendants’ trade unions called for the 737 Max 8 planes to be grounded and pledged that they would support any member who refused to fly in them. Airlines around the world grounded their 737 Max 8 planes. The FAA in the United States reluctantly agreed to ground the planes a few days after the crash in Ethiopia. Boeing shares plummeted and their image has been tarnished. They are facing expensive lawsuits from victims’ families. They are desperate to restore their reputation and get their 737 Max 8 planes flying again, and are working on a fix for their MCAS software and have pledged an improved safety manual and training for pilots.

Some do see that the market has played a role in these tragedies, but do not arrive at the conclusion that capitalism should be abolished. They argue that corporate power should be reined in with tougher regulations. Will Hutton, in an article published in the Observer (7 April), says ‘The Boeing scandal is an indictment of Trump’s corporate America’, citing ‘America First nationalism, indulgent free market economics, Republican libertarianism and a political system in hock to corporate lobbying’ as the villains. It is true that Trump’s government pursues a free market capitalist agenda which is hostile to regulation, and Trump is in favour of privatising the FAA. He has representatives from the major banks and corporations in his government. Indeed, former Boeing executive Patrick Shanahan is Trump’s acting secretary of defence and it is alleged that he has tried to enhance Boeing’s contracts with the government. Boeing has spent billions on lobbyists to obtain lucrative defence contracts and has given donations to both Republican and Democrat lawmakers

When a government is said to embrace free market ideology, what this really means is that it is committed to pursuing the interests of its capitalist class ruthlessly without the impediments of workers’ rights, human safety and human welfare. This is not just the case with Trump, but also with Republican and Democrat presidents before him. Indeed it is the function of governments within capitalist society to defend and promote the profits of their capitalist class. Over recent years, governments have come under global competitive pressures to cut their costs and therefore implement more ‘free market’ policies of deregulation.

Cheating the regulations
Then there are manufacturers who try to cheat the regulations. In September 2015, the US Environment Protection Agency discovered that Volkswagen installed software in the engines of their diesel cars that was able to detect when they were being tested and give out false emission readings to enable them to pass emission tests. These cars would be pumping out more pollution into the atmosphere compromising people’s health. As with Boeing, Volkswagen shares fell and its reputation was badly damaged.

In the era before Trump and ‘indulgent free market economics’, some companies would dangerously cut corners to maintain their market share. One notable case in the 1970s was the Ford Pinto car, in which the fuel tank was placed dangerously in the rear. This meant that if another car hit it from behind, the tank was in danger of exploding. In fact this happened in one instance and the driver was killed. An investigation by the victim’s lawyers found that Ford cynically calculated that it would be more cost effective to pay out damages than remedy the design flaw. Ford was forced to pay out substantial damages.

The ex-Militant Tendency Trotskyists claim, in an article, ‘Corporate capitalism jeopardises air safety’ (Socialist, 3 April) that ‘public ownership of the aviation industry under democratic workers’ control and management’ is the solution. However, companies under public or state ownership also have to compete in markets and keep their costs down. In 1966, disaster befell a small Welsh mining village called Aberfan when a colliery spoil tip collapsed and engulfed the village, including schools, killing 116 children and 28 adults. A period of heavy rain led to a build-up of water within the tip which caused it to slide downhill as a slurry, The National Coal Board, a state-owned company, decided it was cheaper to dump the colliery waste on the mountain slope above the town. In 1987, a fire ravaged Kings Cross station killing 31 people. A shortage of staff and lack of maintenance due to budget cutbacks resulted in more people losing their lives. More recently there has been the tragedy of the Grenfell fire where the local council had the block of flats covered with cheaper but highly flammable cladding.

Not only does capitalism exploit us, it is gambling with our lives. State ownership, tighter regulations and software fixes cannot change this. We need to stop being chips on capitalism’s roulette table and organise to get rid of this pernicious economic system once and for all.

Accidental costs (1979)

"Accidents will happen" is an old saying. Though "zero risk" is impossible with any form of technology, capitalism's priorities—profits before people—make the production and distribution of wealth an unnecessary risky business. Many avoidable accidents happen and when they do attempts are made to keep the facts secret and to cover-up or whitewash the cause or extent of the disaster. Even where governments impose regulations, these are blithely ignored by profit-seeking entrepreneurs and state-owned enterprises alike

Road Rail and Air
Railways are relatively “safe”, yet in Yugoslavia a train crash killed 153 people because the driver and his mate both fell asleep, ‘‘overtired after working 300 hours in a month”. Cars are often unsafe, and manufacturers’ recalls of unsafe models for modification are hushed up.

In Yorkshire, five coach passengers were killed when the brakes failed on a hill: no maintenance had been done on the coach for three months! Such “accidents” are preventable.

Over San Diego, California, a Boeing 727 collided with a light aircraft and 151 people were killed. Among the factors involved was “foot-dragging” by the Federal Aviation Agency in not compelling the use of a cheap electronic collision-avoidance system on all planes. “The only thing that forces an FAA ruling is when enough people get killed”, said the president of the Airline Pilots Association. Another cause of air-crashes was apparent in the Zagreb mid-air collision between a Yugoslav charter plane and a British Airways flight, which killed 176 people. The Air Traffic Controllers were understaffed and overworked. That “accident” too was avoidable.

Occupational Hazards:
Simple precautions are often lacking, even when required by Government regulations. Sweeping rainwater off the roof of a modern six-storey office block, a workman fell 55 feet and was seriously injured. A government inspector declared: “the accident would not have happened if Premier House had been fitted with a guard rail”. A lawyer defending the contractors argued that “it put the matter into perspective to appreciate that Ronmac Services’ contract was worth about £60 and to put up a guard rail would cost over £2,000”. In industries like building and mining, occupational hazards are a dime a dozen, and accidents are seldom “news”.

Chemicals:
The TUC handbook Health and Safety at Work lists many dangerous chemicals, including mercury, cadmium, beryllium, lead, chromium and polyurethanes made from isocyanates. There is also risk from inhaling dust, the worst known effects being from blue asbestos, arsenic, beryllium and coal dust. In Islington, London, the area round a scrap metal works was found to be seriously polluted with cadmium. Cadmium accumulates in the kidneys and the amount inhaled daily in Islington was above the level known to cause kidney damage. Pollution from secondary metal plants is not normally monitored—“the problem was uncovered only by chance”—and apparently “there are no national safety standards for heavy metals in the atmosphere”. No protection for people can equal bigger profits for business.

Fire:
There is also a greater fire risk with new synthetic materials-polyurethane foam, foamed, polystyrene and other polymeric substances-used in the home, especially in upholstered furniture. These produce toxic fumes and smoke or create a rapid surface spread of flame. They are cheaper than wood, wool, leather or horsehair, just as paraffin heaters are cheaper than electricity in the working-class home. Lethal fires in workers’ homes are part and parcel of their wage-saving poverty.

Asbestos:
This has been known to be lethal for more than half a century. Yet in American schools where ceilings were cheaply built with asbestos from 1940-1973, levels of the material in the atmosphere are close to those near asbestos mines and “in some cases, exposure exceeded workplace maxima . . .  at one school, simply moving books about in one room raised the exposure level to 13.5 fibres per cubic centimetre, well above the US government’s 10 fibre limit for the workplace”. Asbestos increases the risk of lung-cancer, including, incurable mesothelioma.

In Australia, the Baryulgil asbestos mine destroys the health of its mainly Aboriginal workers: asbestos tailings are used by the local council on the roads, there is a pile of it in the school playground and vast quantities of the dust in the settlement—“and our children—well, ever since my kids were born, ever since they could walk, they’ve been playing in heaps of shivers (asbestos tailings) and coming in snow white, covered in dust”. Half the workers have died from chest and lung complaints, 90 per cent of the Aborigines have lung problems, and the oldest was only 50 when he died. The company, and the New South Wales Division of Occupational Health, and the Australian Health Commission have known and done nothing about Baryulgil for more than twenty years.

Seveso—A “Preventable Accident”:
Sometimes chemical processes go wrong. This happened on July 10 1976 at Seveso, where a cloud of TCDD (dioxin)—an extremely poisonous by-product of trichlorophenol production—was vented into the atmosphere. Accidents with trichlorophenol production had occurred previously, injuring and killing workers in the USA (1949), West Germany (1953), Britain (Coalite), Holland, France and Italy. One plant was dumped at the bottom of the sea, another down a disused coalmine. Contamination is for keeps. The TCDD poison is 500 times stronger than strychnine and curare, 10,000 times more so than sodium cyanide. It deforms foetuses and may cause cancer. It also causes chloracne, liver and kidney damage, heart failure, crippling muscle pains, and many “neurological and psychological disorders”. In spite of the known dangers, after the accident workers were allowed to work “as normal” in the plant for nearly a week. A week later the hospital and local authority were informed about the poison, and evacuation of the area was not ordered till August 2—more than three weeks after the accident.

“Seveso should never have happened”, concluded The Economist. Yet the plant was run in compliance with Italian government regulations in that area over 300 chemical plants were breaking the notoriously lax regulations. The Economist emphasised that “Other Sevesos could happen, other Minamatas (a Japanese fishing village poisoned by mercury), other PCBs (a chemical whose nasty effects were not recognised till twenty years after it had been in widespread use)”.

In Michigan USA, cattle were fed PBB flame retardant accidentally mixed — more than once—into feedstuff. Health damage to the population has been serious—90 per cent of the people of Michigan had the chemical in their bodies five years later. PBBs are “close chemical cousins” of PCBs which are now regarded as carcinogens. PCBs are very long-lived in the environment, “in 1968 over 1000 Japanese were poisoned by eating rice oil contaminated by PCBs. Infants-unborn at the time of the incident-were poisoned by absorbing PCBs from their mothers’ milk”.

Living On A Dump:
In the USA 30-40 million tons of dangerous waste is produced each year. There are at least one thousand dumps which are “a serious danger to human health” and many others where information is lacking. No registers are kept of former chemical dumps. And in August 1978 Love Canal, where houses and a primary school were built over tons of waste chemicals, was declared a disaster area. “People who walked in the pools of foul-smelling chemicals found their shoes burnt through, and dogs became sick and lame . . . Health inspectors found no less than 82 chemicals — 11 of them known to cause cancer in animals, and at least one a known human carcinogen.” Miscarriage rates were 50 per cent above average and birth deformities are common among the children.

Such land is cheap to build on. Where the working class is treated like garbage, their houses will be built on garbage, and their children will make mud-pies in garbage. They will pay the price with cancer, epilepsy, asthma, liver, kidney and bladder complaints, miscarriages, nervous breakdowns and suicide attempts-byproducts of the production of pesticides in an economic system which cares passionately about profits and treats working people as expendable. Capitalism kills—by carelessness. Avoidable accidents expose the capitalist system’s priority—profits before people.

Disasters: who's to blame? (1991)

Events which leave one sickened seem to be everyday if not twice-a-day occurrences lately. Switch off the horror films, view reality instead.

The pace of life and the power behind that tempo are aspects of modern society to which we close our minds, except when a tragedy hits the headlines. The way we distance ourselves is by never imagining that the latest horrific accident will happen to ourselves or our loved ones. Nor do we think that we are in any way responsible. Usually the fault is laid at “their” door, “they” didn't do the job properly, “they” caused those people to drown, be burned or poisoned and “they” should do something about it. But if "we” think that a society operated by money and the wages system is the only way to be—if time is money and cutting corners a way to make more— if this is acceptable then so must be the Kings Cross fire, Hillsborough, Zeebrugge, Chernobyl, Bhopal, Seveso, Three Mile Island. Sellafield— the list could go on and on, and it is “we" who must share the responsibility.

What all these “accidents” have in common is that they are all related to the profit-making system of society that is capitalism—and its imperatives—and have all been attributed to human error. The Master of the ship the Herald of Free Enterprise (the name is a herald of foreboding) goes to sea with the bow doors open. The operators in the Three Mile Island disaster were said to have a "faulty mental model" of the system. The fire in the reactor at Sellafield/Windscale, in October 1957, was the result of certain control operations being performed too soon and too rapidly. In 1974 a DC10 plane crashed after taking off from Orly Airport near Paris killing 346 people: an overworked baggage handler had failed to secure the cargo doors, which subsequently blew out. The Torrey Canyon oil tanker ran aground when the captain who was trying to negotiate a difficult route through the Scilly Isles in order to meet an unrealistic schedule, failed to switch from auto pilot to manual control. At a critical moment, he turned the wheel hard and nothing happened.

The nature of the technology determines the scale of the disasters and human error is involved—but the error is the collective error of those who support present-day society rather than that of the individual workers. If the next terrible happening was to be in our own backyard, if our own child were to die of radiation-related leukaemia, surely we would say enough is enough, no more pain or grief over totally unnecessary events. There must be a better way of providing the necessities of our daily lives and, given collective responsibility, there is.

Air Sick (1985)

In the wake of the Air India crash off Ireland, the Tristar accident in Dallas and the Japan Airline disaster, the victims lying in the makeshift mortuary of hangar no. 7 at Manchester Airport last month brought the total number of dead from air travel accidents this summer over the thousand mark.

Everyone hopes they can avoid just such a tragedy. But is luck all we have to rely on? Is our fate totally out with our control as one aviation specialist would have us believe: "God was not with that flight”? As the Chairman of the British Airline Pilots’ Association said:
. . . we have had a string of survivable accidents on all types of aircraft in which we believe the effects of smoke and fire have been critical for the people trapped in the fuselage . . .  a lot more people have died in these incidents than should have done.

So what factors are within our technical capacities; what safety measures are there available?

FUEL: ICI have developed a fuel additive which will prevent misting and so lessen the flammability of fuel. But to do this took seventeen years of research and ICI are waiting for funding before developing the lifesaving additive. Although undoubtedly safer, there is no guarantee that it will even be used—some airlines still use JP4 gasoline rather than the less flammable Jet A kerosene. A study by Cranfield Institute of Technology shows that, on average, five times as many passengers will be burnt to death before they can escape, if JP4 is used. JP4, though, is cheaper. MATERIALS: Most deaths in aircraft fires are due to the inhalation of toxic fumes from the combustion of the foam inside seats. Airlines have been slow to introduce new, safer upholstery, as regulations will require by 1987. The cost to the airline is $200 a seat, and will give passengers an extra ninety seconds to escape. Of course, even safer materials are available, but they are found only in the Space Shuttle as the cost of replacement by the airline companies is too large. (Newsnight, BBC 2, 22nd August 1985)

WEIGHT: “Every gramme of structure (is) a gramme of commercial payload lost” (The Safe Airline - J M Ramaden, 1976). Therefore light aluminium alloys are used for the aircraft body although they have very poor heat resistance. This argument has long been used by the airlines to counter the requests for more, or improved, safety equipment.

The standard Boeing 737 flight has one hundred and fourteen passengers in nineteen rows. A charter flight — like that which crashed at Manchester — packs in an extra three rows, giving three inches less of space for each person. The Air correspondent for BBC News asks,
Why were 130 of those souls crammed into seats spaced just thirty inches apart? . . . The answer, of course, is that the average passenger represents 140 lbs of high-value merchandise, and that if you can compress three additional rows of seats designed to provide comfort for one hundred and fifteen people, it means you can earn another £600 or so on a Mediterranean flight. Multiply that by ten aircraft making a couple of round trips a day during the peak summer and winter holidays, and you come out with substantial earnings approaching an additional million pounds a year. So it is simply a case of the inexorable law of capitalism — payload and profits come a long way before safety. As David Vearmount of the Civil Aviation Authority said, "Airlines don’t mind applying the safety rules as long as all their competitors do so”. (Flight International, 14th September 1985) 

Considering the controversy that has surrounded the use of the emergency exits in the Manchester crash, it is important to note that British Airways are intending sealing two exits on their 747 Jumbo jets in order to increase seating capacity. (In case you had forgotten, BA are the airline that once claimed to “take more care of you”).

The risk, then, is quantified by the airline. Each passenger effectively has a price on their head — doubtless down to two decimal places. Under the facade of efficiency that is the accountants’ balance-sheets, the benefits of cost savings on cheaper fuel, or lighter planes, or more passengers is weighed against “acceptable” risks to safety:
It is on the definition of just what is an acceptable risk, however, that pilots and operators have some of their most bitter arguments, and many safety-conscious but disillusioned pilots have, perhaps unfairly, echoed Nevil Shute’s bitter comment, “of course operators are all for safety - just as long as it doesn’t cost them any money!” . . .  an airline may accept a risk, because to lessen it would put one or more particular departments over the allotted budget; while if a crash occurs, it is not the operator who foots the bill, but the insurer, (Pilot Error - A Professional Study of Contributory Factors, Ronald Aupt (Ed), 1976)
The definition of acceptable risk is rightly troublesome — whose risk is it, to fly (as passengers or crew) in a plane that could be safer? But who accepts the benefits?

The simple inequality, based on an inequality of ownership and control, explains why the interests of consumers (like the passengers flying on holiday) and of producers (like the cabin crew), are ignored in order to meet these needs of the minority class of owners, who don’t need to live on wages or salaries, and certainly don’t live for package flights to the Med once a year.

And as the bereaved families picked up their lives again, they were already being hounded by lawyers from America, who can get higher rewards — and a higher cut — from suits filed over there. One was reported to have booked into a hotel near Manchester Airport within 48 hours of the crash, fresh from a killing at Bhopal and now "ambulance-chasing” in Manchester. Definitely business as usual.
