The profit paradox: How capitalism’s engine fuels its own replacement

Capitalism’s greatest irony is that the very force driving its expansion — relentless technological innovation — is also paving the way for its peaceful replacement. Each leap in technology makes it increasingly clear that our society possesses tools powerful enough to meet human needs directly, sustainably, and abundantly. As the means of production and communication become almost god like in their capabilities, it grows harder to justify using them primarily to generate private profit rather than to serve the common good.

While a socialist transformation could have occurred long ago, today’s technological landscape makes such a transition far more achievable. Automation, global communication networks, and advanced artificial intelligence have dramatically reduced the barriers that once made large scale social change difficult. As these technologies continue to advance, the path towards a democratic, worker induced re-organisation of society becomes smoother still.

More and more workers around the world are recognising this reality. As they see machines capable of producing immense wealth with minimal human labour, they increasingly question why that wealth remains concentrated in the hands of a small capitalist class. This growing awareness is likely to inspire peaceful, democratic organisation on a global scale. In my view, the accelerating development of modern machinery could make such a transformation possible within the next thirty years.

Against Technocracy (Part 1) (2026)

There is a scene in Star Trek: First Contact (1996), where Captain Jean-Luc Picard comments: ‘The economics of the future are somewhat different. You see, money does not exist in the 24th century…The acquisition of wealth is no longer the driving force in our lives. We work to better ourselves and the rest of humanity’.

Such sentiments draw on a long tradition of utopian thinking. A common feature of such thinking is the idea of material abundance. Abundance is what renders money obsolete.

In the painting The Land of Cockaigne by the Flemish Renaissance artist Pieter Bruegel the Elder (1567), a trio of figures is depicted dozing beneath a tree, their tools of the trade lying unused beside them. This is a magical world in which a cooked goose makes itself available on a platter and a roasted pig trots past with a carving knife stuck in its flank. No need to lift a finger to satisfy one´s hunger pangs.

The painting has attracted different interpretations. For some, it represents a moralising critique of the spiritual emptiness associated with sloth and gluttony (‘consumerism’); for others, the wistful dream of a world beyond grinding labour and material deprivation.

The Cockaignian tradition can be traced to the folk utopias of early medieval Europe and even earlier. What is striking about it is the relative lack of emphasis on technology as the means of achieving abundance. Mother Nature, not human ingenuity, was the provider of plenty.

This began to change over time, Bacon´s scientific utopia, The New Atlantis (1627), being an early example. From the mid-18th century, small-scale cottage industries gave way to the factory system. This was the first industrial revolution based on steam power and mechanisation. We have since had a second industrial revolution, commencing in the late 19th century (Fordist mass production and electrification), a third in the late 20th century (automation and digital electronics) and are currently in the throes of a fourth, featuring such cutting-edge innovations as AI, machine learning, the Internet of Things, advanced robotics and biotechnology.

Marx and Engels
When Marx and Engels published their Communist Manifesto in 1848, the Second Industrial Revolution had not yet begun (the first patented electric light bulb was still decades away). They held that socialism depended not only on a majority wanting it and understanding what it entailed, but also on the productive apparatus being sufficiently developed to ensure the reasonable needs of the population could be adequately met.

In the mid-19th century, this was not possible. For this reason, the Manifesto called for the ‘centralisation of all instruments of production in the hands of the State, ie, of the proletariat organised as the ruling class; and to increase the total productive forces as rapidly as possible’. State ownership was thought to be a more effective way of achieving this by capitalising on economies of scale.

However, by the late 19th century, there was a clear shift in their thinking. Thus, their 1872 Preface to the Manifesto stated that, because of the advances of modern industry since 1848, the state capitalist transitional measures they earlier proposed had become ‘antiquated’ and that ‘no special stress’ should be laid on them.

Interestingly, in 1878, we find Engels writing: 
‘The possibility of securing for every member of society, by means of socialized production, an existence not only fully sufficient materially, and becoming day by day more full, but an existence guaranteeing to all the free development and exercise of their physical and mental faculties – this possibility is now for the first time here, but it is here’ (1878, Anti Dühring, Part 3).
New thinking about how to expedite a post-capitalist society was certainly required (and Marx and Engels were moving in this direction), but sadly, many supposed ‘Marxists’ today seem to be trapped in a time warp, their vision limited to nothing more ambitious than the nationalisation of the ‘commanding heights of industry’.

Edward Bellamy
Back then, socialists were not alone in recognising the growing technological potential to supersede the capitalist money-based economy. A foretaste of a non-Marxian technocratic version of this was provided by the American journalist, Edward Bellamy, in his fictional work Looking Backward (1888).

This was an enormously influential book, particularly in America, selling over a million copies shortly after publication. In it, Bellamy described the huge economic benefits that would result from dispensing with money:
‘Another item wherein we save is the disuse of money and the thousand occupations connected with financial operations of all sorts, whereby an army of men was formerly taken away from useful employment’.
However, his vision of a future moneyless society was a statist one, the ‘nation’ being deemed ‘the sole employer and capitalist’ (reminiscent of Lenin’s later description of ‘socialism’). Production was organised under the aegis of a ‘General Council of the Industrial Army’.

There was limited political democracy insofar as the government was elected, with this kind of society enjoying broad support, but practical decision-making itself was generally top-down and paternalistic. Labour would take a compulsory, quasi militaristic form (unlike Marx´s idea of ‘freely associated labour’) with individual consumption being rationed via a credit card scheme.

Bellamy saw this future moneyless society as being technically advanced and exhibiting a high degree of automation. This was not a vision that appealed to everyone, however. William Morris, who likewise wrote about a future moneyless society in News from Nowhere (1890), was critical of Bellamy´s outlook – in particular, its negative depiction of work as a coerced activity requiring extrinsic incentives to motivate individuals to work.

The idea of work being intrinsically undesirable is also implicit in some contemporary representations of a moneyless future. One example is the concept of ‘Fully Automated Luxury Communism’ (FALC), associated with writers such as Aaron Bastani.

Automation will undoubtedly play an important role in a post-capitalist society, particularly when it comes to work deemed dangerous, dirty or monotonous. However, we would surely not want to eliminate all work and the potentially enormous creative pleasure to be derived from working. It is the terms and conditions under which we currently work that are the problem, not necessarily work itself.

All too often, work is unthinkingly equated with waged employment. These are not the same. In fact, even today under capitalism, most work is performed outside the money sector, not within it (María Ángeles Durán 2012, ‘Unpaid Work in the Global Economy’, Fundación BBVA).

We need work, or labour, as a form of creative self-expression. In hunter-gatherer societies, the distinction between work and play tends to be blurred. Much the same approach to work is found in Marx´s description of a higher phase of communist society in which ‘labour has become not only a means of life, but life’s prime want’ (1875, Critique of the Gotha Programme).

The Technocracy Movement
Bellamy´s futuristic society has been interpreted to represent a proto-technocratic utopia. However, the term ‘technocracy’, denoting governance by technical experts, was only coined somewhat later, in 1919, by an engineer, William Smyth. The basic idea behind this subsequently found expression in the rise of a movement in the 1930s in America (also in Canada and parts of Europe), bearing that name: the ‘Technocracy Movement’.

Though Howard Scott and Marion King Hubbert founded this movement, the individual thought to have first clearly set out the basic principles of technocracy was the American sociologist Thorstein Veblen in 1921, in an article titled ‘Engineers and the Price System’.

Veblen saw technological development as paving the way to the reorganisation of the economy, leading automatically to the gradual disappearance of money. Technological innovation followed its own developmental trajectory. The price mechanism was regarded as simply a wasteful and unnecessary encumbrance on production. It did not so much ‘guide’ technological development as follow it (and profit from it).

Veblen envisaged the decline of business culture and its replacement by a more technically-minded society in which people like scientists and engineers would lead the way. There was, he suggested, a built-in or deep-seated antagonism between the pecuniary values promoted by financiers and businesspeople and the industrial values embraced by the technicians and skilled workers.

The economist J M Keynes later said something similar in his 1930 essay ‘Economic Possibilities for our Grandchildren’. Keynes suggested that within a century, technological progress and rising affluence would cause our obsession with money to die out. At the same time, the working week would contract to a mere 15 hours on average.

During the Great Depression, interest in the Technocracy movement grew rapidly, and the movement became quite popular for a brief period (at one point attracting hundreds of thousands of adherents) before going into steep decline following the implementation of Roosevelt´s New Deal reforms that drew support away from the movement.

Among the various ideas it advanced was the suggestion, grounded in Scott´s ‘Energy Theory of Value’, that energy units (joules) should replace money as the unit of accounting in the production and distribution of goods, with citizens being allocated ‘energy certificates’ to regulate consumption. What lay behind this was the belief that the money system was something inherently wasteful and oriented towards the perpetuation of needless scarcity. As one contemporaneous article noted:
‘Technocracy states that price and abundance are incompatible; the greater the abundance, the smaller the price. In a real abundance, there can be no price at all. Only by abandoning the interfering price control and substituting a scientific method of production and distribution can an abundance be achieved’ (Sept 1937, “What is Technocracy”, The Technocrat).
Jeremy Rifkin and Zero Marginal Cost
The claim about increasing abundance brought about by the price-collapsing effect of technological innovation is the stuff of much recent sensationalist speculation. According to Jeremy Rifkin, author of the best-seller The Zero Marginal Cost Society (2015), the ‘emerging Internet of Things is speeding us to an era of nearly free goods and services, precipitating the meteoric rise of a global Collaborative Commons and the eclipse of capitalism’.

However, Rifkin´s thesis is based on a flawed understanding of marginal cost pricing. Even if the marginal cost of producing some item (the cost of producing one additional unit of this item) fell to zero, there are still fixed costs to account for. Information goods, for example, may be ‘non-rivalrous’ in the sense that if I use the internet to do a Google search, it doesn’t prevent you from doing the same. But, internet-based corporations like Google or Meta still have enormous fixed costs to pay for. They still have to generate revenue to cover these costs and realise the huge profits they make in the process.

For the same reason, the prognosis of people like the billionaire, Elon Musk, about AI eliminating all jobs within two decades is fanciful in the extreme. Remarkably, someone who has profited so much from capitalism seems to know very little about how it actually works.

Capitalist production presupposes sufficient ‘effective demand’, such that a business can expect to realise a profit meeting this demand. Without the prospect of profit, even essential needs will remain unmet. To satisfy them, workers depend on paid employment in a capitalist, money-based economy.

How would this be possible if no one had a job? Living labour, not machinery, is the source of capitalist profit. In theory, if all work were automated, the rate of profit would fall to zero, and capitalism would cease to exist.

However, this is not remotely likely to happen. Well before that, Marx’s famous ‘counteracting tendencies to the falling rate of profit’ would kick in. For instance, growing technological unemployment would depress wages, thereby paradoxically making it more profitable once again to employ more labour.

Thus, there are self-correcting mechanisms that pre-empt the sort of scenario that people like Musk have in mind. Indeed, some studies suggest AI will lead not to a reduction but to an increase in jobs overall, with its main impact being to transform the nature of work under capitalism.

We cannot depend on technological innovation alone to transcend capitalism. This is a major weakness of the technocratic paradigm, which we will examine in Part 2.

What price energy? (1986)

The main problem facing humanity when it comes to satisfying its needs is not so much resources — either mineral resources or food resources — as energy. Resources are virtually infinite, the problem is to find the energy to get at them. For most of human existence on the planet Earth the main source of energy for production was the energy of human beings and domestic animals, supplemented by various mechanical devices and by limited amounts of wind and water power. Then, beginning in the 18th century, came the widespread use of steam power (based on burning wood and later coal to heat the water) and. at the beginning of the 20th century. the internal combustion engine (based on burning another fossil fuel. oil).

What will probably turn out to have been the greatest technological advance made by humans since the introduction of agriculture was the discovery of how to generate and use electricity in the second half of the 19th century. Electricity is a form of energy that can be generated by mechanical means (by turbines) and then later transformed back again into mechanical energy to be applied to production when and where required. It can be generated on a large scale (in power stations) or on a small scale (as by windmills and waterfalls) and so can be adapted to various different ways and combinations of ways of living.

Most of the electricity used in the world today is generated by huge steam-powered turbines in which the steam is still, overwhelmingly. raised by burning fossil fuels but also, increasingly, by the heat given off when atoms of uranium and now plutonium are split (nuclear fission). Electricity generated by using turbines turned by water, wind or tidal power is still relatively marginal. From an ideal point of view, burning fossil fuels is an irrational way of using these natural resources since this wastes a large part of their potential as useless and harmful gases.

Nuclear fission, too. is not the long-term solution to humanity’s energy problem since it has been well described as "the dirtiest and most unpleasant method of releasing energy that man has ever discovered". It merits this description because, besides heat, the process of splitting the atom releases lethal radioactivity which can escape into the atmosphere (as at Chernobyl) and which, in any case, remains in the waste products. Nuclear fission reactors should be quickly phased out.if not stopped completely, in any rationally-organised human society, rather than being extended to meet the problem in the supply of fossil fuels. Certainly there can be no humane justification for embarking on the mad idea of building more and more "breeder" reactors (so called because they produce radioactive plutonium which can be re-used as a nuclear fuel).

So what, in a rational world of common ownership and production solely for use, could be the solution to the energy problem? In the light of present-day scientific knowledge. there are two main candidates for the not-too-distant future: solar power and nuclear fusion. Solar energy, in its natural form of heat and light, is the product of nuclear fusion, the sun being a sort of fusion reactor in which atoms of hydrogen are continually being fused into becoming helium, a process which generates huge amounts of heat and light energy. The sun is in fact the source of the energy that sustains all life on Earth (its rays being converted, in the first instance, by plants into chemical energy which serves as food for animals including humans); solar energy is thus nature’s source of energy. It is also the indirect source of some of the other forms of natural energy that humans have been able to harness such as wind and water power. If humans could find a way of harnessing solar energy, then our energy problem would be solved.

Solar batteries, which directly convert the sun’s light rays into electrical energy, already exist and are used in satellites and space vehicles. But an efficient method of doing this at Earth ground-level — where the sun’s rays are much less powerful — has yet to be devised, as the experimental batteries being developed use up more energy than they create. Further research into this is still necessary but a world socialist society would be able to direct resources, such as those that will be released by abandoning all military research, towards it. Another possibility would be to launch a satellite that would function as a power station, converting the sun’s light rays into energy and beaming this down to Earth. But once again until more research has been done, more energy would be needed to get such a power station into orbit than it would initially produce.

At the moment the only practical way of using solar energy, apart from small scale uses in particularly sunny parts of the world, is to use the heat from the sun to raise steam to drive electricity-generating turbines. Such power stations using mirrors to concentrate the sun’s rays could be situated in sunny, desert areas and linked to a grid that would allow the electricity to be transported to whatever part of the world it was needed. Since, however, considerable amounts of electricity are lost in transport, such a change-over from fossil fuel and nuclear fission power stations to solar power stations. to be most effective, would demand a corresponding re-allocation of industry to the sunnier parts of the world.

In view of the geo-political considerations involved under capitalism in such a re-allocation of industry — and so also of economic and political power — a change to solar power on a massive scale is unlikely to occur while capitalism lasts. If capitalism is allowed to continue, it is much more likely that the states where industry is currently concentrated will choose to develop nuclear fission power stations, including breeder reactors, in these areas as a way of maintaining their economic and political power. This is one example of how capitalism prevents a rational solution to humanity’s energy problem and a reason why anti-nuclear protestors. justified as their protests are. are unlikely to succeed as long as capitalism lasts.

Nuclear fusion has nothing in common with nuclear fission beyond the fact that both are examples of nuclear engineering. Nuclear fusion is. as its name suggests, a process whereby atoms of the lightest chemical elements are fused together (as in the sun) as opposed to fission when atoms of the heaviest elements are split. Both processes release energy in the form of heat but fission also leaves a radioactive waste material, some of it extremely dangerous, fusion does not. and so to this extent is a clean source of energy.

It is true that, as the equipment used to contain the fusion process will become radioactive, fusion power will not be entirely clean, though the levels of radioactivity involved would be nowhere near those caused by the process of nuclear fission. It is also true that the technically-easiest process, now in the experimental stage, does involve the production of a radioactive gas. but other possible fusion processes could avoid this. If the technical problems involved in these latter can be solved, humanity will have at its disposal a relatively clean and virtually unlimited source of energy since the raw material — an isotope of hydrogen, deuterium — exists in abundance in the sea. to the extent of 1 gramme in every 30 litres.

Since neither solar batteries nor fusion power yet exist in a form that can be applied to production, it is clear that if socialism is established in the near future it is going to have to rely on existing ways of generating electricity, essentially burning oil and coal even if. ideally, this is not the best way of using these resources. Since socialist society will need all the energy it can muster to clean up the initial problem of world poverty and hunger it will inherit from capitalism, on present day knowledge it may well not be able to afford not to use any nuclear fission reactors in existence at the time, dirty and dangerous though they are — though, freed from the profit and cost considerations of capitalism they could be and would be made less dangerous than they are now. It will be a question of deciding to use them temporarily to help eliminate the more pressing evil of deaths from world hunger, disease and poverty. But the aim will have to be to take such reactors out of service as soon as these immediate problems have been cleared up. Nuclear fission reactors have no long-term or even a medium-term future in socialism.

As to whether the substitute that will sooner or later be necessary for power stations based on burning coal or oil will be solar power or nuclear fusion, only future socialist society can decide but since certain forms of power can be applied straight away this would seem to be the obvious choice at the moment.

Letter: Elements of socialism (1996)

Elements of socialism

Dear Editors,

I have recently come across two examples where people who do not necessarily regard themselves as part of the socialist movement nevertheless have been advocating and trying to practice what are. in my opinion, elements of socialism.

I found the first down a country lane in Western Ireland, where a tiny sign directed drivers to visit a woodcraft workshop—a shed with its doors flung wide, with lathes and benches in and outside, and lots of hand-crafted useful items for sale. There were also pieces of text on display, which explained the ideals of the man who made things: here is an extract:
"In this computerised and mechanised age we are in danger of neglecting the artistic, romantic side of man, pretending to ourselves that we are purely practical beings with no emotions. If a machine can produce it cheaper than man, fine, the important thing is the price tag. But is such an attitude not depriving us of something money can't buy . . . the personal touch? Can a computer reproduce the Mona Lisa? Yes I'm sure it can, perhaps well enough to fool all but the experts. Then why aren’t we all decorating our hallways with computer reproductions of Old Masters at £4.99 a pair: because . . . well you know why. For a pointing or craft piece to have real value it must have a personality, something to appeal to the sentiment, to carry it beyond vulgar monetary worth. At Glendun Woodcraft we want to have a relationship with our customers. Ideally we want to know them, to meet them in the street, to socialise with them so that our craftwork has meaning for them . . . not simply because it was worth the money or a good investment... Of course we would love to be able to pass on our work for no cost, but I am afraid we fall short of that ideal yet"
I bought a couple of things and the man told me and my partner what pub he and his friends would be in that evening, if we could drop by. He clearly lacked the middle class pretentiousness or lifestyle which might have turned the above sentiments in candidates for Pseuds Corner. I said that I presumed he found inspiration in William Morris. "Who is that?", he asked, “never heard of him!" Clearly socialist ideals come spontaneously from within people: you don't have to get them from books.

The second example comes from an article in the latest issue of Communes Network about some “free shops" in Wales where goods are donated and taken rather than bought and sold: "join and everything in the Free Shop is free. Available without charge. People can give or take goods as they please."

We might think of such examples of socialism (and ecologism) "in action” very partial, insignificant and associated with utopianism, but I get encouragement from them. I hope you do.

Utopia or socialism? (2002)

Book Review from the January 2002 issue of the Socialist Standard

Yes – Utopia! – we have the technology. Ron Cook. Self published. There is a lot to like in this book, written by a long-standing member of Birmingham Branch of the Socialist Party. It is a well-researched analysis of contemporary capitalism, together with speculations about a possible and desirable future. Ron Cook is a keen technophile and much of his book reflects this stance. There are more references to computers than to revolution, more to machines than to education,. But he is by no means obsessed with technology. His 16 chapters range over democracy, production, shopping, crime and violence, women and children, and much else.

The book essentially puts the case for socialism, but instead of using that word utopia is substituted for it. Why can perhaps be guessed at.

There will probably be two main kinds of reader of the book. One kind will already know something about socialism. At various points in the book those readers will come across the word utopia. They will learn that utopia is something to be established by knowledgeable people who don’t need leaders. In utopia there will be freedom and scope for personal fulfilment. There will be no money in utopia. So when readers of the first kind learn that utopia is going to be that kind of world they can be forgiven for thing “But isn’t that what the Socialist Party stands for?”.

The second kind of reader won’t have come across the idea of socialism except as described by one of the capitalism-supporting parties or writers. They will read about utopia as discussed in the book and they may well like the idea of it. But there isn’t actually a Utopian Party – or even a utopian movement worth talking about. So to get anywhere they will have to look around and see what other organisation expresses the author’s views, which they would like to know more about and perhaps even join. And the answer is, of course – the Socialist Party.

In defence of the use of the word utopia, it has to be admitted that the word socialism does carry a lot of unfortunate baggage. But so does utopia. Labelling things is easy. But when the same label is attached to different packages it becomes necessary to inspect the packages. I hope the book has a future. But in a revised edition I personally would like him to seriously consider changing the title to something like “Yes – Socialism! – we have the vision and the means”.

Pathfinders: No Man is an Island . . . (2011)

Socialism won’t be got by evolution but by intelligent design, though it would be nice to think there was an easier way. The political shortcuts turned out to be circular, but some people never give up hope that technology might open up some fast track to the Promised Land.

It was always so. Probably when the plough was first invented there was some Neolithic version of futurist Ray Kurzweil running around the Fertile Crescent gibbering about the Coming of the Singularity, while autodidactic peasants sat around in the smoke-filled back rooms of tribal longhouses discussing the revolutionary implications of the social democratisation of agriculture. Much to their chagrin what they ended up with was kings, wars, plagues and a lousy diet. With the later invention of the printing press some people no doubt foresaw a new flowering of subversive thought and the imminent rising of the masses, just prior to being drowned in a tidal wave of pulp fiction and religious junk mail.

Of course there has been huge progress, but behind each screaming wave-front of optimism trails the long, Doppler-shifted whine of hindsight. For all the smart phones and sushi bars we’re still slaves chained to the day job, compared to whom the playboys and girls of the Neolithic seem to have enjoyed great diet and health, endless holidays and free art classes.

The plough and the printing press were key technological developments in two of the most essential human activities of all, production of material goods and distribution of information. The whole trajectory of capitalism has been towards the efficiency and economy of scale of mass production and distribution, together with their correlates, state-imposed mass ideologies. When the horrors of Nazism and Soviet Communism turned people off ‘mass’ concepts, and rising affluence meant people couldn’t be fobbed off with production-line uniformity, a new cult of the individual was born.

At first this ‘lifestyle’ capitalism was little more than a marketing scam. We could ‘individually’ commute to our individual replica jobs, eat our individual replica food in our individual replica residential boxes, while watching mass-entertainment on our individual idiot-boxes. Advertisers called us princely consumers and we bought the flattery along with the products. The more we acquired a bit of individual ‘class’, the more we forgot the collective power of class consciousness. The more the notion of individualism was fostered, the more sheep-like we became. We didn’t mature into a society of individuals, we fractured into an atomised mass, our former commonality too vulgar to preserve.

Technology is embedding the illusion. Under Soviet rule dissidents were forced to resort to self-publishing their own material, a difficult and risky business known as samizdat, or self-made. The desktop publishing and internet revolutions have given us all the technology for this kind of independent self-expression. But people forget we are all products of society and therefore not so very different, so the upshot of all this self-publishing, blogging, Facebook and supposedly interactive Web 2.0 is that we have ended up with infinite versions of uniformity. Homogenous variety, samizdat become same-as-that.

If we don’t see the illusion it’s because we don’t have the attention-span to look at the big picture but only into a mirror. Instead of opening the doors to infinity we are mostly using the internet to create a narcissistic bubble around ourselves, a self-promoting solipsism which closes out every fact or idea which contradicts our own world-view. And the advertisers are slavering to make it more so. People now get different results for the same Google search due to ‘personality’ filters they don’t even know about (New Scientist, 23 July). Each person’s information environment is determined not only by their own conscious likes and dislikes but also by automated trackers deciding what is good for them.

Astoundingly, a similar thing could happen in the world of production, with the development of individual 3D printing, now being called by some the second Industrial Revolution. When the Socialist Standard first reported on this (August 2005) it was at an early stage, able to turn out fragile trinkets. Now it is possible to ‘print’ sophisticated equipment using composite materials with complex circuitry. The first 3D-printed Unmanned Aerial Vehicle has just been successfully flown (New Scientist, 30 July) and enthusiasts predict that in the future robots will walk out of printers, fully functional with batteries included.

If they were only foreseeing a revolution in new research and development at the lab-bench, the optimists could well be right. The lag between plan and prototype is certain to decrease by at least an order of magnitude. But no, they are talking about nothing less than the ‘democratisation’ of production, just as the digerati talked about the democratisation of knowledge through the internet. Even supposing 3D printers one day become as cheap as computers, this is still to confuse democracy, where people act together, with the cult of the individual, where people act alone en masse.

While the new parochialism of the internet involves huge waste of heat and storage in order to deliver infinitely slight variations of the same thing, so each person under the illusion of personal choice may end up printing separately what they could have produced collectively. This would be like boiling a single serving of rice in separate pots, one grain at a time. Capitalism is quite capable of this sort of stupidity if there’s money in it.

Most of the benefits of progress have historically percolated up like champagne bubbles to the rich, instead of downwards like loam deposits on the poor. If the rich can afford to print whatever they want, it follows that whatever mass-production still remains must exist only to cater for the poor, with all the quality and variety that implies. The poverty gap could then become unimaginably wide. In response to this, the poor majority might use the technology, with ‘hacked’ designs to get round regulations, to print their own guns and ammunition.

The most significant aspect of 3D printers is that they can ‘print’ themselves. They can’t print food or organic compounds though, or things larger than themselves. If 3D printing is the second industrial revolution, then nanotechnology is potentially the third. Eric Drexler is famous for his inspirational writing about the possibilities of nanotech, but even he overlooked the obvious political implication of a means of production that can reproduce itself. Not only would it abolish material scarcity (which has already effectively been done) but also any possible artificial barrier to individual abundance (which certainly has not). What worker would consent to slavery when they had the means to provide all their material needs through a domestic replicating device, which itself could be infinitely replicated? Capitalism would collapse, practically overnight.

No need to get too excited though. Nobody has come close to creating a self-replicating nano device, and like nuclear fusion it may remain permanently years away. Even if it could be done, such a replicator could run away with itself and convert the entire Earth into ‘grey goo’. Even if it were made safe, the ruling class would have every reason to ensure that the technology was never developed. Even if they couldn’t suppress it, material abundance does not imply socialist consciousness any more than knowledge implies wisdom. It’s no use to live as a king in an empty palace. One way or another, socialists have still got work to do.

Democracy and the Silicon Chip (1978)

Karl Marx once said that the hand mill gives you feudalism and the steam mill gives you capitalism.  Had he lived for another hundred years, he might have added with a wry smile that the computer gives you Socialism.  The ways in which human society can be organised, is organised and ought to be organised depend on the techniques and resources which can be used in its running.  The idea of a society where no one goes hungry and all co-operate to control the conditions of their existence is no more than a pipe dream unless there is the wherewithal to translate idea into reality.

It is the case of the SPGB that the wherewithal is there.  The potential for providing for everyone’s needs has been created by capitalism.  Thanks to the development of machinery and automation, wealth can be produced in quantities which would have been unthinkable in earlier phases of human society.  However, one of our greatest difficulties in getting anyone to accept our view is to convince them on just this point.  For its truth is masked in capitalism.  The potential for plenty is there, but it cannot be made actual.  A profit system can only work with a labour force compelled to sell its energies.  If an abundance of the necessaries of life were freely available, the system would grind to a halt.  (Who would work at the kinds of jobs on offer in our society if they did not have to?)

We do not ask anyone to take our word for it that the problem of producing enough wealth has been solved.  Rather, we refer them whenever possible to the facts unearthed by non-Socialists who are particularly concerned with such issues. (See, for example, in our pamphlet Questions of the Day, the chapter on the myth of overpopulation, and our Canadian companion party’s pamphlet A World of Abundance).  In this way we hope to show that hackneyed prejudices about human greed are irrelevant and that, far from being a pipe-dream, a society based on common ownership is a practical necessity.

But this is only one aspect of our case.  Our aim is not just common ownership; it is democracy.  For us, democracy is not an optional extra or simply a means to an end.  It is part of our end, as anyone can discover by reading our Object on the inside back cover of this journal.  We define Socialism as “. . . common ownership and democratic control of the means and instruments for producing and distributing wealth . . .”

What do we mean by democracy? Amongst other things, a world in which people are not bossed around by a government or told what to do by their “superiors”.  More positively, a world where everyone takes an equal and responsible part in making decisions which affect society, without the strife which is inevitable in a class-divided society.  That is one reason why we say there will be no socialist society until a majority desire it.  As long as most people are content to be told what to do by elected representatives there will be no democracy in the sense defined.  (Not that an electoral system is completely worthless.  More of that later).

At first sight, this suggestion of literally everyone taking part in social decisions may seem as unrealistic as the earlier one of common ownership.  Surely, it might be said, these matters have to be left to the experts, and surely modern populations are far too large for active participation by everyone?

Objections like these are meat and drink to political theorists and political philosophers.  They think the point so obvious that they state them far more often than actually arguing for them.  Yet they are not obvious.  In view of the demonstrated failure of legions of experts and government advisers to solve any of the major problems of civilisation, the less said about expertise the better.  On the other hand, numbers may seem a genuine problem.  How can millions of people all have a say in running society?

The answer, once again is that this would be a mere “good idea” unless the means were available to make it a reality.  And the means are available.  Here, too, it is a matter of pointing to existing resources and developments within capitalism.  It would be futile for us to offer a blueprint, of course.  The exact form the future democratic society takes will depend on the historical circumstances prevailing when it is established.  But there are aspects of the technology already available which show how large numbers of people could be drawn into the decision process.

Communication is the lifeblood of capitalism.  This is reflected in the facts that by 1975 over 95 per cent of households in Britain had TV sets, 53 per cent had telephones, and world traffic in telecommunications has continued to grow at a rate of 12-15 per cent per year (much higher than the rest of world trade).  If no vested interests were involved, and if there were a desire for it, imagine how much useful information could be disseminated and how far the ordinary citizen could participate in decisions, just by replacing one old American film every week with an information-and-decision programme.  People listen to proposals for some project (say, the building of a new playground or power station), discuss the issues by phone-in, and then ring in to some central point with their vote for or against.

But this is only the tip of the iceberg.  Developments are now taking place which will put phones and TVs in the museum along with the stone-age axe.  The device which will be responsible is the microelectronic silicon circuit.  It is about one centimetre square and is made, incredibly, of grains of sand.  In effect, this “silicon chip” is a tiny computer, enormously efficient and dirt-cheap to produce, which has been responsible for bringing together computer and telecommunications technology in one all-embracing “information technology”.

The first fruits of the marriage will be available next year when the Viewdata system goes into public service.  This will make available to its select customers 100,000 pages of information, any part of which can be called up on a screen literally at the touch of a button.  Not only that, but the system will be fully “interactive”—which  means that as well as it giving you information, you can give it information, which it will then store.  Even the feeblest imagination should be able to grasp the implication for democracy.  Such technology gives the opportunity for the population to keep themselves better informed and to take a more active role in decisions than at any time since the small city-states of ancient Greece.

But back to reality.  Viewdata is being developed in capitalism, which means it is first and foremost a commercial venture.  It will be used not for the sake of participatory democracy but to store information for its customers—advertising agencies, financial institutions, mail order firms and the like.  Moreover, systems of this kind have already begun to cause headaches in America, producing the telephone equivalent of junk mail and the hard sell.  The micro-computer works its way methodically through a list of victims, automatically ringing them up to relay its recorded message to buy someone’s goods.  You may not want to buy them, but it’s no use putting the receiver down because the computer will automatically continue to ring you back until you have heard it out.

And that is the least of it.  This potential boon to mankind is not just proving to be a nuisance:  it threatens to produce a crisis.  Microelectronic technology is so flexible it will be throwing people out of skilled jobs such as making precision watches and cash registers.  In the UK telephone equipment industry alone the number of jobs is expected to fall by 30 per cent between 1976 and 1979.  How far the capitalist system can cope with these far-reaching consequences is a problem for those who continue to support it.

Not to labour the point, here as elsewhere capitalism is double-edged.  The system has itself called forth instruments which could, in a different framework, be of untold benefit.  But under capitalism their use is perverted and only means further trouble.  Once again, therefore, the implication is clear that we must change the framework.

The development of information technology is double-edged in a further way.  At the turn of the century most political organisations depended largely on outdoor meetings for getting their message across.  With the widespread introduction of radio and TV this ceased to be true for the larger and richer parties.  But the gap which thus opened up has begun to close again.  The SPGB has managed to snatch the odd few minutes of broadcasting, and no doubt if capitalism lasts long enough we shall also, like our companion party in America, come to have our own programmes.  For the technology developed by capitalism for its own needs eventually becomes available for those who wish to replace capitalism.  The computer will make the dissemination of Socialist propaganda an easier and more efficient affair.

That it is something for the future.  For the present all we can do is make the best use of our limited resources in what is at least a relatively open political climate.  In Britain we can publish a journal and make tapes of our meetings without the threat of immediate persecution.  In a one‑party state like Russia we could not.  We do not exaggerate the extent of this freedom: it costs a lot of money to exercise it fully, and we know that such political freedoms as we have now can be withdrawn.  But equally we do not underestimate its importance. (Only a person who had never imagined living under a totalitarian regime would do that).  A climate of tolerance is useful to Socialists.  It is also fragile, and constantly endangered by our opponents of left and right.  Their policies of confrontation and smashing this, that and the other serve only to make it easier to place further curbs on political activity.  We received tangible proof of this recently, when one of our London branches lost the use of its meeting room in a pub as a result of threats between other organisations which use the room.  The SPGB will have no part in such tactics, and the only force we shall continue to use is the force of rational argument.

A number of points have been made in this article to show that out aim of a democratic society is a practical possibility.  There is also another kind of evidence—that of example.  The structure of the SPGB is democratic, foreshadowing the future society we advocate.  We have no leaders or ruling groups.  Though we cannot afford a computer or even to become a customer of Viewdata, our affairs are run according to the decisions of the entire membership through instructed delegates at Annual Conference, and all our officials are elected annually, again by the entire membership.  Any organisation can claim to be in favour of democracy.  We ask to be judged not on what we claim but on what we do.  Having nothing to fear from the presence of non‑members (welcoming them, in fact), we have never held a closed meeting in our entire history.  That is completely in keeping with our conviction that the revolution to establish the Socialist democracy will not be ours; it will be a revolution itself decided upon by a majority of humanity.

Urban Mining – E-Waste Recycling (2022)

The more modern neo-Malthusians disparage the idea that a post-scarcity society of bountiful abundance is possible by insisting that the world’s resources are finite and such a vision is unsustainable. Economic growth and calculating the planet’s ‘carrying capacity’ are conceived in their capitalist context. One of socialism’s aims will be to reduce waste of all kinds where the goal will be conservation. Quality goods will replace built-in obsolescence. Cleaning up their mess robs corporations of their profits, the costs in human health and environmental problems are not their worry. With socialism, resources will no longer be frittered away and instead people will devote their energy and skills to healing a sickened poisoned planet.

Mining is a dangerous, dirty, destructive and damaging method of extracting metals and minerals. It is harmful to the environment and to the local communities. Yet it is viewed as the inevitable price to be paid to supply the world’s industry and technology.

Could it be different?

Some of the richest deposits of valuable elements necessary for manufacturing are found in refuse dumps and landfill, ranging from gold in smartphones to cobalt in electric car batteries.

Tons of disused electronic equipment are wastefully dumped every year. According to UN research, 50 million tons of e-waste were produced in 2018. Discarded mobile phones, televisions, computers, car parts and countless other items contain varying amounts of gold and silver, lithium, nickel, cobalt, copper and zinc. They can be reused if processed properly.

The annual production of electronic goods worldwide requires 320 tons of gold and 7,500 tons of silver. Yet only 15-20% of the world’s electronics are recycled annually.

The US generated an estimated 6.92 million tons of e-waste in 2019. To put that into monetary terms, the value of the materials contained in those electronics is estimated to be around $7.49 billion. But in terms of labour, it is millions of hours of toil.

If we look at cell phones alone, one ton of cell phones produces 150g of gold. Not a lot but consider that one ton of ore excavated from a gold mine produces only 5g of gold. The Environmental Protection Agency estimated that for every million units recycled, one could extract: 75 pounds of gold, 772 pounds of silver, 33 pounds of palladium and 35 thousand pounds of copper.

‘…we need a circular economy for these materials. At the moment, we’re just mining them out of the ground constantly,’ Elizabeth Ratcliffe from the Royal Society of Chemistry has explained (bbc.in/3SMz2KV).

Prof Richard Herrington, the head of Earth sciences at London’s Natural History Museum, has suggested that ‘…by 2035, we’ll have sorted out a good source of recycled metal; we’ll need to continue some mining. But hopefully, by 2050, we would have built a truly circular economy so that most if not all of what we need can come from metals that we’ve already mined and are already being used in products and technologies’ (bbc.in/3y7QDFc).

However, the Socialist Party doubts such optimism. Costs of recycling deter investments in urban mining. Currently, companies choosing to skirt the regulations around how e-waste is processed means more money for them in the short term.

In the name of profit production, capitalism depletes an enormous amount of the world’s resources and its people’s abilities. We’ve got the technology to reduce, repair, reuse, and recycle much of what we throw away, but its use isn’t encouraged enough by our current system. Before we can apply more sensible and practical approaches to using our resources, capitalism itself needs to get thrown onto the rubbish dump. Production can be geared to meeting needs in an ecologically acceptable way, instead of making profits without consideration for the environment.

The Socialist Party is not appealing to individuals or governments to launch lifestyle campaigns to recycle more. We want systemic change to make a real difference.

Not because the limits of production have been reached — even for today ndand by present-day means. No, but because the limits of production are determined not by the number of hungry bellies, but rather by the number of purchasers with full purses. Bourgeois society has no desire, and can have no desire, to produce more. Those impecunious bellies, the labour which cannot be utilised with profit and is thus incapable of purchasing, fall prey to the mortality figures. Let us assume that there is a sudden boom in industry, such as is constantly occurring, to enable this labour to be employed with profit, then the labour will acquire the money with which to purchase, and the means of subsistence have as yet always been found. It is the endless circulus vitiosus [vicious circle] in which the whole political economy revolves. One takes bourgeois conditions in their entirety as one’s premise, and then proves that each separate part is a necessary part thereof — ergo, an ‘eternal law’ (Marx, letter to F.A. Lange, 29 March 1865).

Digital technologies as a core of social organisation of the future.

Direct democracy may have worked well in ancient Greek city-states with thousands of decision-makers. Now with most modern states having millions of citizens, the most widespread form of democracy is representative, and it is easily hijacked by the interests of capital owners or political figures who serve them. Even if socialist ideas were to become more widespread, it remains a question, how exactly would democratic principles that we all consider indispensable be put to work for a socialist society to function efficiently? One of the earliest markers of human societies differentiating themselves from other animals was language, and later its written form, text. We have learned to pass knowledge on to future generations, and the earliest texts are almost exclusively collections of rules and laws that helped organise societies according to their commonly shared values and beliefs. If we want to create a successful future society based on socialist principles, we need to cement these principles in the text of modern technologies – software code – that will have principles of equality, fairness and resource- and need-based economy built into the digital technologies specifically designed to help run this society.

Dear Editors,

I read with interest the article on technology in May’s Socialist Standard. The consequences of the industrial revolution have been a terrible disaster for the human race, in fact had it not been for this revolution the need for socialism perhaps would not have arisen. Technology has only provided more and better exploitation. It has destabilised society, making life unfulfilling and subjecting us to the indignities of wage slavery, psychological suffering and starvation in the “third world” and untold damage to the environment by its need for natural resources. For socialists to champion technology seems to me to be a contradiction. One only has to read William Morris’s News From Nowhere to see the need for people to be near to nature. You seem to have got hold of the wrong end of the stick. We weren’t criticising technology as such but the abuse of technology under capitalism. Today, under capitalism where the means of wealth production are owned and controlled by a minority, technology is developed and applied in their interest with the aim of maximising profit. To blame technology, rather than capitalism, for our problems is a mistake which leads to wrong, indeed absurd, conclusions.

The industrial revolution, carried out as it was within the context of capitalism, certainly worsened conditions of many people at the time but it also created the material basis for a socialist society of common ownership and free access to wealth.

It is neither possible nor desirable to abolish industrial technology. Without it we would have to go back to a much harsher form of living. What is required is to change the basis of society so that technology can be developed and applied in the interests of the majority and not for profit.

We are all in favour of humans living in a balanced, sustainable relationship with the rest of nature but, even in the field of ecology and the environment, industrial technology is useful, indeed essential. Renewable energy sources such as solar power, wind power, tidal power and so on all involve the necessary use of quite sophisticated machinery and equipment which we would not be able to make and operate without the technological knowledge acquired since the industrial revolution.

William Morris, incidentally, wasn’t an advocate of abolishing technology. If it has no place in News From Nowhere this was because he wanted to bring out the changed social relationships that would obtain in a socialist society, and it is as an exploration of these relationships as compared with those that obtained under capitalism that his “utopian romance” is to be read. Even so, technology wasn’t entirely absent: there are the “force barges” and “banded workshops”, both powered by a non-identified source of energy (which was, in Morris’s mind, probably electricity which at the time was just beginning to be applied to production, so making it possible to move beyond the steam-from-burning-coal technology he certainly did hate).-Editors.


Reading Marx

In your reply to Prof Sakiranjan (Socialist Standard, July), I don’t think that your particular quotation from the Communist Manifesto supports the view that socialism must be brought about democratically.

“The first step in the revolution by the working class is to raise the proletariat to the position of ruling class, which is the struggle of democracy”, is simply saying that the achievement of democracy (in the Greek sense that the people rule) is dependent on the working class first establishing control over the state, in the place of the capitalist class. This quotation says nothing about how this control is to be achieved.

Your reply implied that the Manifesto uses the word democracy to describe a particular organisational procedure or method, where in fact the word is properly used to describe the possession and exercise of state power. If you are the class holding power, you do see it as democracy in that you can exercise power to further your interests. If you are not the class holding power, you see it as dictatorship, in the sense another class has power and is using it to act against your interests.

If you fail to be clear that “the struggle of democracy” (“the battle of democracy”, depending on the particular version read), has a fundamental class basis which is to establish the power of the working class, “the struggle of democracy” can start to sound abstract, suggesting socialists should be fighting for democratic rights under capitalism as well as for socialism.

In my view, the struggle for rights under capitalism is a reformist diversion from the political task of winning a majority of workers for socialism. Another quotation you use, that the struggle for socialism “is the independent movement of the immense majority, in the interests of the immense majority” describes much better the principle that socialism can only be established democratically and by workers ourselves.

We are far from sure that the passage in question from the Communist Manifesto bears either the interpretation you say we implied in our reply or your interpretation that it means that the achievement of democracy is dependent on the working class first establishing control over the state.

Of course full, social democracy, in which everyone has an equal say not just on administrative matters but also with regard to the use of the means of production, can only be established by the working class consciously using their control of political power to bring this about. But the context shows that Marx was not talking here about such social democracy (i.e. socialism) but only about political democracy as a form of state with universal suffrage and a sovereign elected assembly. So, what he was saying was that the first step in the workers’ revolution was the establishment of political democracy.

This is confirmed by Engels’s draft of the Manifesto where he answers the question “what will be the course of this revolution?”:
“Above all, it will establish a democratic constitution and through this the direct or indirect dominance of the proletariat. Direct in England where the proletarians are already a majority of the people” (Principles of Communism, Engels’s emphasis).
This was the point of view of the Chartists which Marx and Engels shared. As Marx wrote a few years later, when in exile in England, in an article on the Chartists:
” . . . Universal Suffrage is the equivalent for political power for the working class of England . . . Its inevitable result, here, is the political supremacy of the working class” (New York Daily Tribune, 25 August 1852, Marx’s emphasis).
Marx’s assumption that political democracy would be the equivalent of working class power was clearly based on an overestimation of the degree of class consciousness amongst workers, but at least it showed that he thought that socialism would have to come about democratically-though, as you point out, this was already more than implied in his statement that “the proletarian movement is the independent movement of the immense majority, in the interests of the immense majority”.

You are right on another point too. Marx did not believe that political democracy could be achieved peacefully, not even in England (Marx and Engels identified themselves with the “physical force” wing of Chartism). In fact, the translation as “battle of democracy” or “struggle of democracy” of the original German “die Erkämpfung der Demokratie” is a bit weak. The German means literally something along the lines of “the winning, by battling, struggling, fighting, of democracy”, which would be better conveyed by some such phrase as “the conquest of democracy”. If the English translation had said this (as most other language translations do) then the ambiguity would have been removed, both as to what kind of democracy Marx was talking about and as to how he envisaged it being achieved.

When, later, political democracy of a sorts had been established in some countries, whether by violence or other means, and Marx had had a chance to see how it worked in practice, he was obliged to abandon his earlier naïve assumption that it amounted to placing political power into the hands of the working class. He still held that this was the case, but only potentially, and that it opened up the possibility of the working class winning control of state power peacefully. But he now realised that winning control of political power required a higher degree of class consciousness than he had originally assumed. Political democracy could be used to dupe workers as well as being a means they could use to win power for socialism. Hence his call in 1881—which we wholeheartedly endorse—to transform universal suffrage (i.e. political democracy) from “the instrument of fraud that it has been up to now” into “an instrument of emancipation”.-Editors.


Teaching history

As a “time serving” History teacher (I must be serving time as I seem to have so little of it for myself) I have to admit to a certain measure of pique over Paddy Shannon’s assertions (“History as Mystery”, July Socialist Standard). He may well be describing his own unfortunate experiences, but he does not reflect mine.

When I studied History for GCE in the 1960s I was certainly taught about the Chartists. I also knew of the Luddites, extensively studied the nature of late 18th and 19th Century capitalism and the workers’ response, and briefly considered the ideas of Marx along with Adam Smith and Malthus. I was also informed about the 1848 European revolutions as the context for the later Chartist actions.

Thirty years later as a teacher I have recently covered the economics of the feudal system and the early glimmerings of capitalism in medieval towns with Year 7. The second year became quite heated recently when I explained the motivation of Richard Arkwright in terms of profit and how profit is generated through labour. The imperialist manoeuvrings and blatant competition that led to the First World War and the subsequent economic problems leading to the Second have been an important part of Year 9’s work on the 20th Century.

These are a few examples of how the teaching of History, whilst not Marxist, is nothing like the process of mystification the article suggested.

We are sorry that you got the impression that we think history teachers are time-servers. That was not our intention and in fact was not what the author actually wrote (he was only describing his own particular experience at school). Nevertheless, we take this opportunity to make it absolutely clear that this is not what we think.

We can also accept your point that a history teacher who is a socialist does have some leeway, in some schools at least, to introduce a class rather than a nationalist element into their teaching and that this does happen and it’s a good thing. However, given that we are at present living in a non-revolutionary situation where most people see no alternative to capitalism and think in nationalist terms, this is going to be the exception for the great majority of school students.

In a non-revolutionary period, the ruling ideas, as Marx put it, are going to be the ideas of the ruling class and the school system will inevitably reflect this. Also, given the division of labour within the workforce under capitalism, there are two types of schools for the working class: those turning out workers for routine factory and office work, and those turning out workers for jobs that require a certain amount of critical thinking (engineers, managers, doctors, teachers, etc). The minority who are admitted to the latter type of school will be able to get somewhat less crude history lessons than the majority.-Editors.
