Co-operation makes sense (1986)

Are you a sucker? Do you cheat? Or are you one to bear a grudge? For biologist Richard Dawkins, author of The Selfish Gene (1978). such questions impinge on a subject of great importance: what is the most effective behavioural strategy to ensure survival in evolutionary terms?

By the title of his book, it seems that, for Dawkins, this was a foregone conclusion — that natural selection would tend to favour, above all. behaviour that was nasty and ruthlessly competitive. As he says himself: 
The selfish gene view follows logically from the accepted assumptions of neo-Darwinism. It is easy to misunderstand but, once understood, it is hard to doubt its fundamental truth. Most of the organisms that have ever lived failed to become ancestors. We that exist are, without exception, descended from that minority within every earlier generation that were successful in becoming ancestors. Since all we animals inherit our genes from ancestors rather than from non-ancestors, we tend to possess the qualities that make for success in becoming an ancestor rather than the qualities that make for failure. Successful qualities are such things as fleetness of foot, sharpness of eye. perfection of camouflage, and there seems no getting away from it ruthless selfishness. Nice guys don't become ancestors. Therefore living organisms don't inherit the qualities of nice guys (The Listener, 17 April 1986).
Yet Dawkins is at pains to disassociate himself from the rather pessimistic implications of such views for society. Interestingly, in the Horizon programme on television (on which the above article is based) called Nice Guys Finish First he related how, after the publication of his book, he was wooed by various people of right wing persuasion who saw his book as a vindication of their belief in a system of cut-throat competition. Conversely. he found himself under attack from the left, one critic going so far as to suggest that the impact of The Selfish Gene was partly to blame for the subsequent election of the Thatcher government.

But Dawkins insists that both sides had misunderstood the point he was trying to make. Paradoxically, the pursuit of self interest is not necessarily incompatible with being "nice" — that is, co-operative. This is what is confusingly referred to in socio-biological circles as "reciprocal altruism". Since altruism implies the genuinely intended sacrifice of one's interests, it is difficult to see how this fits in with the idea conveyed by the term "reciprocal altruism", that if you scratch my back I will scratch yours and both will benefit as a result. It would be more accurate to call this "enlightened self interest": no "sacrifice" is involved.

Nevertheless, to show how this might operate. Dawkins refers to game theory — in particular a game called The Prisoner's Dilemma:
In the simplest version of this game, two players have each to choose between two moves. Co-operate and Defect (hereafter C and D). Unlike in chess or ping pong, the players don't move alternately but simultaneously, in ignorance of the other's simultaneous move. If you and I both play C we get more (say £3) than if we both play D (say £2). If one of us plays C and simultaneously the other plays D. the D player gets the highest possible score (say £4) and the C player gets the "sucker's payoff" (say £1). So. from my point of view, the best outcome is that I play D and you play C. But if I calculate this, and play D accordingly, you are just as capable of working out the same thing and playing D yourself In this case we both only get the low payoff. If only we'd both played C. we'd both have got the comparatively high payoff of £3. But, if I work this out and play C you do even better if you choose D. Therefore, rational players will always play D and will always obtain the low payoff of £2. But — here is the paradox and maddening dilemma — each rational player simultaneously knows that, if only he and his opponent could somehow manage to enter into a binding contract to play C. both would do better (ibid).
Here Dawkins provides an example of how this situation could arise in real life. Take a group of friends who like to eat out at a restaurant and split the cost of the meal equally between them. There will always be the temptation for any one of them to order a little more than the others, knowing that the extra cost will be equally shared. Conversely, any one of them will realise that if they do not order as much as the others they will be subsidising their friends. Therefore, there will be a built-in tendency for each of them to order as much as they can get away with.

The worst that can happen in such a situation is that some of them will benefit at the expense of the others and perhaps as a consequence they will fall out with each other. Come what may there will be both winners and losers. But it is possible to imagine a situation — even to point to real life examples such as the destruction of the herring industry through over-fishing in the early part of this century — in which this same competitive logic can result in everyone losing out.

In such a situation, no-one actually intends that as a consequence of each of them competing against one another they should eventually all lose out. Yet they are obliged, even in full knowledge of the fate that could await them, to continue with the very actions that will make that fate a reality.

This situation has been described by the American biologist, Garrett Hardin, as the Tragedy of the Commons (Science vol 162 13 December 1968). As he puts it:
The tragedy of the commons develops in this way. Picture a pasture open to all. It is to be expected that each herdsman will try to keep as many cattle as possible on the commons. Such an arrangement may work reasonably satisfactorily for centuries because tribal wars, poaching and disease keep the numbers of both man and beast well below the carrying capacity of the land. Finally, however, comes the day of reckoning, that is, the day when the long desired goal of social stability becomes a reality. At this point, the inherent logic of the commons remorselessly generates tragedy.

As a rational being, each herdsman seeks to maximise his gain Explicitly or implicitly, more or less consciously, he asks "What is the utility to me of adding one more animal to my herd?" This utility has one negative and one positive component.

1. The positive component is a function of the increment of one animal. Since the herdsman receives all the proceeds from the sale of the additional animal, the positive utility is nearly +1.

2. The negative component is a function of the additional overgrazing created by one more animal. Since, however, the effects of overgrazing are shared by all the herdsmen, the negative utility for any particular decision-making herdsman is only a fraction of - 1

Adding together the component partial utilities, the rational herdsman concludes that the only sensible course for him to pursue is to add another animal to his herd. And another; and another . . But this is the conclusion reached by each and every rational herdsman sharing a commons. Therein is the tragedy. Each man is locked into a system that compels him to increase his herd without limit — in a world that is limited. Ruin is the destination towards which all men rush, each pursuing his own best interest in a society that believes in the freedom of the commons. Freedom in the commons bring ruin to all.
Hardin's solution to this tragedy of the commons is "mutual coercion". An appeal to conscience, he argues, is altogether futile. Mutual coercion can be effected through, as it were, enclosing the commons and instituting a system of private property which will enforce a sense of responsibility among herdsmen as to the appropriate number of cattle their land can provide for without resulting in overgrazing. Since they cannot encroach on land owned by other herdsmen, the consequences of keeping too many cattle will be exclusively borne by them. This knowledge will therefore deter them from acting irresponsibly in the first place.

The problem here is that Hardin has quite obviously got hold of the wrong end of the stick. It is not the "inherent logic of the commons" which "remorselessly generates tragedy". The "commons" simply provides the setting in which this tragedy is played out. It does not embody the cause of the tragedy itself — that is, the overgrazing of the land by too many cattle.

That cause lies elsewhere, in the dynamism of competition which compels each herdsman to increase his herd beyond the carrying capacity of the land since his own livelihood is directly dependent on the number of cattle at his disposal. Had the cattle. like the land, been the communal possession of the herdsmen then it would have been possible to make a rational decision about the total number of cattle. In that case, the livelihood of each herdsman would be directly dependent on their collective wellbeing, which in turn would rest on securing an optimum ratio of cattle to land. As it was. each was obliged to make what was the only rational decision open to him within an irrational framework of decision-making, with inevitably tragic consequences. So much for the view expounded by Adam Smith in The Wealth of Nations that the individual who "intends only his own gain" is "led by an invisible hand to promote the public interest".

"In a reverse way", argues Hardin, "the tragedy of the commons re-appears in problems of pollution. Here it is not a question of taking something out of the commons but of putting something in". Just as in the case of the herdsman, a factory owner will be "locked into a system" that will ensure that the commons are treated as a convenient cesspool for the disposal of waste products. The owner will see that it will pay to avoid the costs of purifying the pollutants by simply dumping them in the environment because the saving this represents far exceeds the environmental cost the factory may have to bear though others bear it as well. Rational self interest will therefore demand pollution.

Following Hardin's suggestion let us assume that the commons have been enclosed. In theory, this would mean that anyone could prevent their neighbour from polluting their land just as the herdsmen could prevent their neighbour's cattle from straying onto their land. Anyone who chose not to purify their pollutants would be obliged to contain them within their own property and bear the total costs such pollution entailed. But what sounds fine in theory will prove quite unworkable in practice since what we mean by the "commons" embraces not just the land but the air and water surrounding us. These, as Hardin concedes, "cannot readily be fenced".

A simple example will make this clearer. Suppose my neighbour decided to build a factory alongside a stream into which were pumped the factory's effluents Suppose I delighted in fishing but now with all the fish killed I could no longer pursue my interest. What could I then do? I could of course purchase the right of ownership of that section of the stream that flowed past my back door but my neighbour, upstream of me. could do the same and argue plausibly for the right to use that section of the stream as they chose. Of course, the consequence of my neighbour's decision to site a factory on their property need not be confined to this. Its visual impact on the neighbourhood could depress the price of residential properties all around. The constant noise might disturb my sleep. The lorries carrying the raw materials it processed may congest the roads making commuting to work a hazardous slog.

If I were to grant my neighbour the absolute right to dispose of their property as they chose, it would be inconsistent of me to complain of the consequences. If, on the other hand, I sought to restrict the ways in which my neighbour could use their property then I would be asserting the need to retain the "commons" as an entity in one or other respect — the tranquillity of the neighbourhood or the right to fish in an unpolluted stream. We cannot live in a cocoon. Even capitalism itself, the most competitive and atomistic form of society that has ever evolved, cannot afford not to make some concession to this stark fact.

We see this in the way conventional thinking approaches the problem of pollution. Hardin himself points out that while (according to him), "our particular concept of private property deters us from exhausting the positive resources of the earth" it actually "favours pollution. The solution which he and many others suggest is the direct intervention of the state in the form of legislation to temper the excesses of competition committed by private citizens. "Mutual coercion", apparently, will not suffice.

The weaknesses in this approach are twofold. It does not strike at the root cause of the problem at the competitive advantage to be gained by minimising costs — in this case, the costs of purifying and disposing of pollutants in an ecologically acceptable manner — incurred by capitalist enterprises. It blandly assumes that the state is a more or less autonomous institution which presides over society and legislates in the interests of the whole community. But in fact the state is a class institution, financed through taxation by the very enterprises whose activities it seeks to regulate. Legislation is a matter of finely balancing the losses and gains that accrue to the capitalists themselves. Too lenient an approach might be politically unacceptable and excessively ruinous to the health of the workers who create the profits for the businesses that employ them. Too punitive an approach, on the other hand, can erode profit margins and drive investment into other parts of the world where regulations are more lax. And all the time, the dividing line between what is acceptable and what is not shifts as the economic climate itself changes: the more desperate the plight of business, the more lenient does the law become.

This brings us back to Richard Dawkins. What does he think is the way forward? Political scientists tend to see so much of life as a Prisoner's Dilemma. Many would argue that we therefore need to have some authority to take more of the decisions out of our hands — rather like the way the state supposedly denies the option to a capitalist enterprise to release its toxic wastes into the environment by declaring this illegal. But as we have seen things don't happen that way. The state, too. is enmeshed in the irrational framework that is capitalist competition.

Dawkins would set rather more store by the Law of the Jungle than the Law of the State as a model for encouraging co-operative behaviour. Suggesting that we have a lot to learn from the animal world around us, he gives the example of gulls which need to groom themselves in order to remove parasitic ticks. The difficulty arises in grooming their heads; which requires the co-operation of another gull. Gulls that cheated on other gulls would soon drive the suckers into extinction. But cheats themselves would eventually follow the suckers since there would be no gulls left willing to groom them.

What are the implications of this for society? Dawkins argues that we saw evidence of a tit-for-tat strategy developing in the trenches of the First World War. Soldiers would deliberately fire above the heads of their "enemies" to signal their desire to cooperate in minimising the mutual damage they could inflict upon one another. Their alleged enemies would respond in kind. Such was the extent to which the "disease of peace" took hold that after two years of this, the generals were eventually forced to completely re-write their battle plans turning instead to surprise tactics which served to destroy the unspoken trust that had been built up on both sides.

Though the insights that game theory has to offer are valuable, their possible application in the sort of society we have today — as the above example makes clear — is limited. We live in a world in which the means of living are monopolised by a small minority. Just as the hierarchical structure of an army invests a general with the power to command his troops so capitalist society itself can only ever be run in the interests of that capitalist minority. But the great majority of the population, the working people, whose interests are constantly thwarted by the dictates of capital, cannot do much to redress the balance within a social system which requires that we remain compelled to prostitute our working abilities for capitalist exploitation.

Real co-operation can only flourish on the foundations of social equality. Until then, for the great majority at least, we remain suckers with good reason to bear a grudge.

Cooking the Books: This year’s Nobel Prize for Economics (2009)

Every year the Bank of Sweden awards a prize to some economist, often called the Nobel Prize for Economics even though it wasn’t established by the old merchant of death himself. It has in fact only been going since 1968. Usually the prize goes to some obscure economist for work on some obscure aspect of the market economy. Sometimes it goes to a big name such as the Keynesian Paul Samuelson (1970) or the Monetarist Milton Friedman (1976). Even the mad marketeer Baron von Hayek got one, in 1974.

Very occasionally it goes to someone who has done some interesting work, as when in 1998 it went to Amartya Sen who had shown that famines were caused by a collapse in legal access to food (via money or direct production) and not by any actual shortage of food or overpopulation. This year, too, it has gone to someone whose work sounds interesting – Elinor Ostrom whose 1990 book Governing the Commons: The Evolution of Institutions for Collective Action refuted the so-called “Tragedy of the Commons” parable that is often used to try to show that socialism wouldn’t work.

In 1968 an American biologist Garrett Hardin conceived of a parable to explain why, in his view, common ownership was no solution to the environmental crisis and why in fact it would only make matters worse. Called “The Tragedy of the Commons”, his parable went like this: assume a pasture to which all herdsmen have free access to graze their cattle; in these circumstances each herdsman would try to keep as many cattle as possible on the commons and, in the end, its carrying capacity would be exceeded, resulting in environmental degradation.

Hardin’s parable was completely unhistorical. Wherever commons have existed there also existed rules governing their use, sometimes in the form of traditions, sometimes in the form of arrangements for decision-making in common, which precluded such overgrazing and other threats to the long-term sustainability of the system.

One of the conclusions that governments drew from Hardin’s armchair theorising was that in existing cases where producers had rights of access to a “common-pool resource” the solution was either to privatise the resource or to subject the producers to outside control via quotas, fines and other restrictions. Ostrom took the trouble to study various common property arrangements some of which had lasted for centuries, including grazing pastures in Switzerland, forests in Japan, and irrigation systems in Spain and the Philippines.

According to The Times (13 October),
“Based on numerous studies of user-managed fish stocks, pastures, woods, lakes and groundwater basins, she asserts that resource users frequently develop sophisticated mechanisms for decision-making and rule enforcement to handle conflicts of interest”.
In other words, common ownership did not necessarily have to lead to resource depletion as predicted by Hardin and trumpeted by opponents of socialism. The cases Ostrom examined were not socialism as the common owners were private producers. In socialism the producers, the immediate users of the common resources, would not be trying to make an independent living for themselves but would be carrying out a particular function on behalf of the community in a social context where the aim of production would be to satisfy needs on a sustainable basis. But the rules they would draw up for the use of the grazing land, forests, fishing grounds and the like would be similar to those in the cases she studied.

Material World: Travesty on the high seas (2023)

The high seas — the sea beyond the territorial waters of coastal states — and the seabed beneath them, belong to nobody. They are in effect a ‘global commons’, available in theory to everybody, but in practice only to private or state capitalist enterprises in pursuit of profits. Given capitalism, what happens is a classic example of the so-called ‘tragedy of the commons’ that has been advanced against socialism. This argues that, if there were common ownership, the individual common-owners would use it in their own self-interest to the eventual detriment of the overall interest of all of them, as fishers over-fish today. With free access to what they needed, people would grab what they could and the system would break down.

This has never happened to any historical commons since the common-owners have always followed rules, often customary, to avoid this. Under capitalism, however, the result is indeed the ‘travesty of the commons’. Capitalist enterprises do behave as presumed and put their particular short-term profits before the longer-term general interest of all of them. The high seas are a commons, but one currently effectively commonly-owned by all the capitalist states of the world. Somewhat belatedly (it was in 1970 that President Nixon proposed making the resources of the sea bed, in his words, ‘the common heritage of mankind’ – bit.ly/3KVUxYC) the capitalist states have realised that it is in the general interest of all of them to lay down some rules. The timid result is a Treaty, agreed to at the end of March, to protect the biodiversity of the high seas.

It is not common ownership as such — the absence of property rights — that has been the problem but no ownership rights within the context of the capitalist economic system. Common ownership — the whole Earth, land and seas, as a global commons — is in fact the only framework within which global environmental problems can be rationally and lastingly dealt with. But this has to be common ownership by the whole of humanity, not all capitalist states.

All over the world production is in the hands of business enterprises of one form or another – some private, some state-owned, some mixed (it doesn’t matter which) – all competing to sell their products at a profit. All of them aim to maximise their profits. This is not the result of the greed of the owners or managers, as some suggest, but an economic necessity imposed by the forces of the market. If a business does not make a profit, then it goes out of business. ‘Make a profit or die’ is the economics of capitalism.

Under the competitive pressures of the market, businesses only take into account their own narrow financial interest, ignoring wider social and ecological considerations. All they look to is their own balance sheet and in particular the bottom line which shows whether or not they have made a profit and how much.

The whole of production, from the methods employed to the choice of what to produce, is distorted by this drive to make and accumulate profits. The result is an economic system governed by irrational market forces which compel decision-makers, however selected and whatever their personal views or sentiments, to plunder, pollute and waste.

All these problems of pollution and the environment can be traced back to the fact that today production is carried on for profit, not to meet human needs. It is the profit system that is to blame. It, not the absence of property rights, is behind the high seas being a capitalist free-for-all. So, if we are going to solve these problems, it is the profit system that must go.

We have to restore to production its original and natural aim of providing things to directly satisfy human needs. But we can’t do this unless we are in a position to control production and we can’t do that unless the means of production – land, industry and natural resources – stop being the private property of individuals and states.

There should be no private property or territorial rights over any part of the globe. The Earth and its natural and industrial resources should not belong to anybody – not to individuals, not to corporations, not to states. They should simply be there to be used by human beings to satisfy their needs. Naturally there will have to be rules and procedures governing their use, just as there have been in all historical commons.

What is involved is the disappearance of the whole idea of property and its replacement by the idea of access and use. Use in accordance with democratically agreed procedures. Common ownership is the same thing as no ownership — the high seas are a commons because nobody owns them.

Private property and territorial rights over any part of the planet need to be abolished as the only basis on which the human species can organise production – our relationship with nature – in an ecologically acceptable way. The Earth as the common property of the whole of humanity.

Uncommon Tragedy (1992)

In 1968 the journal Science published an article by an American biologist, Garrett Hardin, entitled “The Tragedy of the Commons”. Its central argument, that common property leads to ecological ruin, has since become “part of the conventional wisdom in environmental studies, resource science and policy, economics, ecology and political science” (Human Ecology, No 1,1990).

Hardin did not exactly break new ground. Others had already elaborated a theory of the commons along similar lines. Nevertheless the publication of his article struck a chord at a time of growing environmental concern. It echoed the prevailing ethos of ecological pessimism articulated by the emerging environmental lobby and, more particularly, by the authoritarian anti-humanism of its neo-Malthusian wing.

Hardin set out to demonstrate the implications that different systems of property rights had for the sustainable use of natural resources. As the title of his article suggests, his main concern was with a system in which these resources were held in common (in the sense of not being monopolised by anyone).

Unrealistic model

He gave the example of a rangeland on which a population of herdsmen were able to graze their cattle without restriction. While the benefits of adding a head of cattle to his herd would accrue to the individual herdsman alone, the environmental costs of this decision would be shared by all the herdsmen. Thus, from the individual’s viewpoint, these costs would be largely “externalised”. That would encourage him as a rational economic actor to increase his herd still further—and thereby become richer—since the benefits would outweigh the private costs this entailed.

The problem, according to Hardin, was that every other herdsman would be inclined to do the same and thus, ultimately, the combined effect of their actions would be to increase the number of cattle on the commons beyond its carrying capacity. In short, common ownership of the rangeland will lead to tragedy. That the private ownership of the cattle might be equally implicated in his scenario was a point that appears to have escaped Hardin’s notice.

Some economists have tended to see the solution to this problem as something to be imposed from outside or above: leave the existing system of property rights intact but introduce measures such as cattle taxes or quotas to force herdsmen to reduce their stocking rates. An alternative approach, favoured by Hardin, is to enclose, or privatise, the commons. Private ownership, goes the argument, would compel the individual herdsman to bear the full costs of any decision to increase his herd and thus persuade him to maintain a stocking rate compatible with the sustainable use of grazing land. It would also provide the necessary incentive to upgrade pasture because the benefits of doing so would be similarly “internalised”.

Both these approaches concur on one fundamental point: there is no possibility of an internal solution to the “tragedy of the commons”. After all, if there was, there would be no reason to expect a tragedy. Yet it is precisely on this point that the theory is coming under fire.

Wherever a commons has existed it has been associated with a complex pattern of institutional rules governing a distinct community of users; unregulated open access regimes are more typical of sparsely populated frontier zones. As John Reader puts it:
  access to the commons was restricted by entitlement; use was regulated to ensure that no individual could pursue his own interest to the detriment of others. Far from bringing ruin to all, the true commons functioned to keep its exploitation within sustainable limits. (New Scientist, 8 September 1988).
There are numerous examples that bear this out, from the traditional Japanese village to Pacific island communities. Some have emerged only recently, such as the case of a number of Turkish coastal fisheries, but many contemporary examples have been in existence for hundreds of years. Indeed, it is the very persistence of the commons as an institution which testifies, in the view of some, to its inherent stability.

Carlisle Ford Runge has presented a cogent critique of Hardin’s theory (American Journal of Agricultural Economics, November 1981), in which he argues that it is not the existence of a commons that is the problem but uncertainty in the context of interdependent decision-making. Hardin assumes that the decisions reached by his herdsmen are made in isolation from one another. A more appropriate model, Runge suggests, permits communication between the parties concerned. In this way a compromise could be struck between them which results in a better outcome than would otherwise be possible.

Within actually existing pastoral societies such mutual assurance is secured through the institutionalisation of rules that allow herders to adapt their behaviour in the light of the expected behaviour of others. Once established, herders have a vested interest in maintaining such rules through the exercise of moral sanctions because of the high opportunity costs involved in finding an alternative. Group size may be an important consideration insofar as it affects the transmission of information within, and the cohesiveness of, the group.

Significantly, Hardin felt compelled to qualify his theory in his response to Reader’s article when he explained that the title of his article should have been “The tragedy of the unmanaged commons” (New Scientist, 22 October 1988). But since the commons as a rule are not unmanaged, this made the whole relevance of his theory questionable.

Land enclosures

When we look at the historical development of private property it is abundantly clear that what characterises this process above all is its coercive nature. The gradual demise of the commons in Britain from the 15th century onwards was not the result of their decline into ecological ruin. It was the deliberate result of the state’s policy of land enclosure to meet the agricultural capitalists’ demand for more land.

This same process of land enclosure is still going on in many parts of the Third World today. In the colonial era, conservationist arguments were often used to justify the appropriation of other people’s land. Communal tenure was dismissed as “primitive” and “unscientific”, and conducive to poor economic performance as well as environmental deterioration. By and large, these same attitudes continue to inform the policies of many post-colonial regimes. As Vink and Kassier point out, there are “numerous examples of livestock development projects in sub-Saharan Africa which have, implicitly or explicitly, been based on the tragedy of the commons hypothesis” (South African Journal of Economics, No 2, 1987). Such projects have sought to substitute private for communal tenure but have been “characterised by a pervading sense of failure”.

There is scant evidence to show that environmental management of rangelands has improved as a result of introducing private ownership. On the contrary, the undermining of communal institutions in the Sahel and Southern Africa has led to increased overgrazing. Land enclosures in drought-prone semi-arid areas preclude the application of traditional risk-avoidance grazing strategies involving the movement of cattle to less vulnerable areas. Moreover, the commercialisation of agriculture accompanying the spread of private tenure tends to make the private rancher vulnerable to the vagaries of the market. So, while, in theory, private tenure may induce them to maintain sustainable stocking rates by internalising their environmental costs, economic pressures often force them to disregard these costs to ensure short-term viability.

The social consequences of land enclosures have almost invariably proved calamitous. While some may benefit—usually government officials and multinational corporations—the high transaction and enforcement costs (such as stock-proof fencing) preclude most from participation in such schemes. This results in large-scale land eviction, increased inequality and rising discontent.

The small yeoman farmers evicted by the Enclosure Acts in Britain had little option but to migrate to the towns were some prospect of employment awaited them. In much of the Third World today, however, urban employment opportunities are few and far between and are declining still further under the current fad for “structural adjustment”. Many of those displaced by land enclosures tend to end up in the more ecologically marginal areas which are subsequently degraded under this strain.

Property and pollution

Despite his advocacy of private property, Hardin had to recognise its limitations where it concerned other kinds of natural resources to which—unlike his example of a rangeland—it was difficult, if not impossible, to prevent open access. As he put it. “the air and the waters surrounding us cannot be so readily fenced”.

But he saw the tragedy of the commons reappearing here in another form, as pollution, when a “rational man finds that his share of the costs of the wastes he discharges into the commons is less than the cost of purifying his wastes before releasing them”. Even where privatisation on a limited scale could be introduced the basic problem would remain:
  The owner of a factory on the bank of a stream—whose property extends to the middle of the stream—often has difficulty seeing why it is not his natural right to muddy the waters flowing past his door.
For Hardin, the solution to this problem necessarily entailed some infringement of the rights of property owners. In this regard, he saw a role for the state. However, the difficulty with this approach is that, though the state may have more room for manoeuvre, it is subject to the same competitive pressures that face industry on which it depends for its tax revenue. Ironically, state enterprises are often among the worst transgressors when it comes to pollution.

Hardin’s theory of the commons is basically an attempt to vindicate the principle of private property in respect of the Earth’s resources. As such it can be shown to be both empirically suspect and theoretically unsound. In the counter-arguments it has provoked, we can glimpse the potential of a sustainable alternative to the imposed monopoly on what should be our common heritage.

The tragedy of the planet (2019)

What we are looking at with respect to tackling climate change is reminiscent of what the biologist Garret Hardin wrote about in his famous essay in the 1960s on the ‘Tragedy of the Commons’. Hardin’s basic thesis was seriously flawed. In practice, actually existing commons do not generally result in serious environmental degradation since they are often quite closely monitored and subject to stringent rules to prevent overuse and destructive exploitation.

 More to the point, Hardin’s diagnosis of the problem was misplaced. It was not the fact that there was a commons to which the herders could gain free access that was the root cause of the problem of overgrazing. Rather it was the fact that the cattle herds were privately owned by herders in competition with each other that locked them into the destructive logic whereby each herder benefited exclusively from the addition of one more head of cattle to his/her herd but where the environmental costs of each additional head of cattle were externalised and shared by all the commoners.

The same kind of logic applies in the case of how capitalism is dealing with climate change. The trillions of dollars needed to tackle climate may well be less than the costs of inaction but as long as each capitalist state is seeking to externalise the costs of tackling climate change – get others to bear more of the burden of these costs so as not to impair its own economic prospects in its competition with others – inaction will result. States will only be dragged kicking and screaming into action as things get generally worse and the action they take will probably be too little too late.

That is the tendency of capitalism – to get away with what is minimally required.

Pathfinders: Caring and Sharing (2013)

You have a pie, and you have to share part of it with someone else. The question is, how much should you offer? Logically, not much, and logically, the recipient should be happy to accept any amount, no matter how small, since it’s better than nothing. But here’s the rub. If that someone thinks you’re being stingy they might refuse your offer, in which case neither of you gets anything.

In the human version of this ‘ultimatum game’, where the pie is replaced with money, the players tend  to make roughly equal or ‘fair’ offers, showing that human concepts of fairness can override the logic of economics. Exactly why this happens is uncertain. It may be that the donor is motivated by some internalised moral framework, or it may be that the donor feels nothing of the sort but is simply responding to the fear that the recipient is fundamentally irrational and will ruin everything by throwing their proverbial toys out of the pram in response to a perceived injustice.

In studies with chimpanzees involving food, the same does not apply. The recipient is happy to get whatever they can, and the donor shows no tendency towards generosity. However a new study with chimpanzees, using tokens instead of food, has found the same tendency towards ‘fairness’ that is found in human adults and young children (‘Sharing: Chimp study reveals origins of human fair play’, BBC Online, 15 January).

One of the awkward questions in evolutionary theory is the rationale for altruism, which on the face of it contradicts the principle of selfish interest, at least outside close kinship groups. But since we know it does exist in humans there is considerable interest in establishing whether something akin to it is present in our nearest relatives, in other words whether it  is ancient and innate behaviour or modern and socially acquired.

Unfortunately the chimp test is not entirely conclusive. It only used a small number of chimps, and critics argue that with limited abstract capability the animals may not have understood the test all that well, or just had less interest in tokens than in food, hence skewing the result. One would be tempted to dismiss the study altogether were it not for the fact that other studies have suggested suites of behaviour that might be summed up as ‘ethical’ in wolves and coyotes (‘The Ethical Dog’, Scientific American, 19 March 2010). Vampire bats are known for reciprocal meal-sharing, and a type of awareness which among humans would be called empathy has been observed in many other mammals, from elephants to rats and mice.

In game theory, the tendency to cooperate or defect (cheat) depends on how many times the game is played. In one single iteration or turn the logical strategy is to defect, because there is no opportunity for the other player to ‘retaliate’ tit for tat. The same is true if there are a finite number of iterations, because the end point logically dictates a defection,  which strategy then cascades in reverse all the way back to the beginning. But where the number of iterations is infinite, that is when there is no fixed end-point, the most stable strategy is tit for tat cooperation, where defection is punished and cooperation rewarded.

Professor Martin Nowak of Harvard describes how this direct reciprocity can evolve in a number of ways, most interestingly towards indirect reciprocity, where the individual ‘pays it forward’ without immediate expectation of return (Scientific American, January 2013). This behaviour is most developed in humans, possibly because of language and the evolution of gossip and the consequent emergence of ‘reputation’. However, defection still exists. In Garrett Hardin’s classic 1968 study ‘The Tragedy of the Commons’, a group of livestock owners who share common land each allow their animals to overgraze, ultimately leading to disaster for all. This ‘Tragedy’ has been offered up as a reason why socialism, based on sharing, won’t work, and real world examples of the Tragedy of the Commons abound, in particular with regard to natural resources and climate change, where humans share the world but are separately and collectively ruining it.

Nowak goes on to discuss game studies where players had to donate a portion of their money into a pool which was used to ‘save the world’. They didn’t always succeed, but cooperation was more likely to occur where the players felt properly informed, and where their acts of reciprocity were public, rather than private (the reputation factor again).

What these studies overlook is the question of private property, and how this motivates behaviour. The players failed to ‘save the world’ because their common interest in doing so was at odds with their personal interest in preserving their ‘private property’.  Here there was a clear temptation to cheat, hoping that other people would make up for the shortfall. Nowak does not describe any version of the game in which the players have no private money but only a common pool, yet it seems likely that behaviour would be quite different where no interests were in conflict.

Similarly, Hardin’s scenario is not a demonstration of why socialism won’t work because it involves livestock owners, whose interests are separate and conflicting, so even though the land is shared the animals are not, and this private ownership leads to conflicting interests resulting in the destruction of the Commons. Were they socialist farmers who shared ownership of the animals as well as the land, their interests would not be in conflict and therefore overgrazing would be a nonsensical strategy that would help none of them.

On a not unrelated note, and demonstrating that charities do fulfil a useful purpose in promoting awareness even if they don’t ultimately solve problems, Oxfam recently produced a report which pointed out in no uncertain terms what the consequences of private ownership are – massive and destructive inequality (The Cost Of Inequality: How Wealth And Income Extremes Hurt Us All, Oxfam, 2013). As they point out, the 100 richest people could abolish poverty for the world’s poorest four times over, and that during this global recession there has been ‘an explosion in extreme wealth’ (BBC Online, 19 January). As their Chief Executive states, ‘We can no longer pretend that the creation of wealth for a few will inevitably benefit the many – too often the reverse is true’. Quite so, and whether the human response to this is intellectual or animal, scientific or ethical, it would do well to look past Oxfam’s feeble and pious demands for tax reforms towards the one thing that really would be a game-changer – socialist revolution and the abolition of private property.

Letters: The Tragedy of the Commons (1992)

Dear Editors.

Congratulations on the article “The Tragedy of the Commons” (February). I am not aware that it has been dealt with before in the Socialist Standard yet it was a frontal assault on the whole idea of a propertyless society. As Robin Cox points out, the argument was an anachronistic howler. It tried to examine hypothetical medieval situations in bourgeois terms.

Hardin’s viewpoint comes straight out of the 18th century Utilitarian theory of society as a rabble, a collection of individuals. While society itself is today under attack from capitalism, it certainly meant something in the Middle Ages as it still means something in surviving pre-capitalist communities.

The Tragedy of the Commons can be faulted on three grounds. leaving out econobabble:
  1. Medieval society was structured—everybody knew their place in the village, there was no free-for-all.
  2. The idea of producing a surplus for its own sake, beyond that to cover bad harvests and to exchange for iron ploughshares and blue ribbons, did not occur to anybody, as Werner Sombart pointed out.
  3. Even if it had, there were no means of storing it, i.e. money, and market to dispose of it in the form of cattle or corn.

Medieval life was integrated, even if it did include the pimp in the Manor House. Co-operation ran from barn-raising to clubbing together to make a plough-team of oxen. If Little Boy Blue and The Boy Who Looks After The Sheep were falling down on the job, there was more than one villager to kick their arse.

References to American rangeland, Argentine pampas or Siberian steppe are unhelpful. The American Indians and Mongol herders never had any problem. There is even talk of handing back the West to the buffalo because of problems with soil and water.

I did not state in my letter in the March issue that overpopulation is the cause of pollution, resource depletion and environmental degradation. I agree with you that the capitalist system with its profit motive is the main culprit. I mentioned the probable doubling of population as something that a socialist society would have to take into account when planning production.

Material World: Socialism as a World Commons (2016)

The world’s environmental crises stem largely from the failure to share the ownership and use of the world’s natural and industrial resources. The principle of sharing has always formed the basis of social relationships in societies across the world. We all know from personal experience the importance of sharing to family and community life. In fact, sharing is far more prevalent in society than people often realise. The idea of individual (or private) ownership of land is a relatively recent phenomenon. There is now a growing movement that reminds us of this and which promotes the development of ‘the Commons’ and which has gone beyond the prevailing ideas of conventional capitalist private property economics.

Professor Cosmo Innes (1798-1874), Advocate and Professor of Constitutional Law and History wrote in his Scotch Legal Antiquities,
‘Looking over our country, the land held in common was of vast extent. In truth, the arable - the cultivated land of Scotland, the land early appropriated and held by charter - is a narrow strip on the river bank or beside the sea. The inland, the upland, the moor, the mountain were really not occupied at all for agricultural purposes, or served only to keep the poor and their cattle from starving. They were not thought of when charters were made and lands feudalised. Now as cultivation increased, the tendency in the agricultural mind was to occupy these wide commons, and our lawyers lent themselves to appropriate the poor man’s grazing to the neighbouring baron…’
Many parts of the world have had a tradition of common property rights. In Scotland, for example, they include rights arising from commonties, grazing rights, peat-cutting rights, salmon rights, rights to use harbours and foreshore, mineral rights, sporting use rights, rights to usufruct, rights of access to resources and rights of passage over land and inland water. ‘Commonty’ in Scots Law means a piece of land in which two or more persons have a common right. A widespread example of such common property is living in a tenement. Those who own or rent a flat also hold other parts of the property, e.g. the stairs or close (and have its common responsibility – taking turns to clean the stairs) and access to the communal back-garden (drying greens).  It is estimated that half the land area of Scotland was still common land in 1500. They provided areas of free access. It was not a ‘free for all’ but their use was covered by sets of rules that were well established and understood locally. The resources of the commonty were solely for personal usage, and individuals could not, for instance, cut timber for sale or rent grazing to someone else. No-one could make any financial profit.

This past still lives on in many Scottish place-names. A green provided an area where markets and other events were held, garments bleached and a host of other communal activities carried out. The greens in fishing communities were used for the repairing of nets, the salting and drying of fish.  A loan was a common route through private property to and from an area of common land or some other ‘public’ place. The distinction between this and a right of way was that the loan was itself common land and not just a right of use. Rigs were narrow strips of cultivated land. Traditionally, rigs were used by different cultivators and the rigs periodically re-allocated between them. This system was known as runrig.

In socialism the immediate users of parts of the Commons that the world’s resources will have become would not be trying to make an independent living for themselves but would be carrying out tasks on behalf of the community where the aim of production would be to satisfy society’s needs on a sustainable basis. This is not the kind of ‘one size fits all’ solution since socialism need not be exactly the same everywhere and at all times, though plainly its basic principles will not vary: a system of economic production and consumption where the Commons is for all and wealth is shared by all but owned by none. Humanity has to move away from today’s private and state ownership models, and towards a new form of resource management based on non-ownership. Common ownership would embody the principle of sharing on a global scale, and it would enable all communities to take collective responsibility for managing the world’s resources. Without a global movement of ordinary people that share a collective vision of change, it will remain impossible to overcome the influence of the vested interests of the capitalist class.  Currently, the world still lacks a broad-based acceptance of the need for planetary reconstruction but such a mood is beginning to stir.

Material World: Commons - Tragedy or Blessing? (2016)

In 1968 Garrett Hardin notoriously argued that collectively owned resources or ‘commons’ will be over-used and destroyed because no individual has an interest in protecting them for the long term, while everyone has an incentive to grab what they can before the others wreck it. His pessimistic analysis was that collective ownership doesn’t work and the commons should be privatised or nationalised.
Elinor Ostrom, surprising winner in 2009  of Nobel Prize for economics, from her lifetime’s study of real-life commonly owned lands and resources, concluded that communities can and do successfully manage vital commonly owned resources. A recent report by various NGOs,Common Ground: Securing land rights and safeguarding the earth, summarised below, argues that Ostrom was right.
Indigenous peoples and local communities protect half the world's land, but formally own just 10 percent. Indigenous and community lands are lands used, managed or governed collectively, under community-based governance. This governance is often based on longstanding traditions defining, distributing and regulating rights to land, individually or collectively, and is usually referred to as customary or indigenous land tenure.
Community lands are owned and managed by a variety of women and men, usually farmers, pastoralists, hunter-gatherers, fisher-folk and others using resources such as forests, water bodies and pastures as a common resource. But they are not static. Every generation adjusts how they use the land to meet new needs and aspirations. Indigenous and community lands are as important to the future as to the past. The ‘Commons’ are lands that communities maintain as their shared property. As such, they can be considered the heart of indigenous and community lands.
Some indigenous peoples and local communities use all their land as shared property. Others do not, and allocate lands to individuals and families within the community; however, the community exercises jurisdiction over the entire lands, which are held and managed collectively. Lands for grazing and wildlife, forests and woodlands, mountaintops, sacred sites, lakes and rivers are usually retained as shared property. These lands are the most vulnerable to land grabbing.
A frequent charge against collective ownership of pastures and forests is that it locks people into poverty. In reality, community tenure – either through collective rights or individual rights under community jurisdiction – is often much more productive than statistics suggest. This is partly because national statistics typically only count cash sales or income that is taxed. Around half of rural house-holds in India derive part of their income from resources on common or state lands often officially categorised as wastelands. For example, millions of rural Indians live by harvesting wild bamboo. But statistics rarely capture this.
Up to 2.5 billion people depend on indigenous and community lands, which make up over 50 percent of the land on the planet; they legally own just one-fifth. The remaining five billion hectares remain unprotected and vulnerable to land grabs from more powerful entities like governments and corporations. Ninety percent of Africa’s rural land is undocumented, leaving rural communities vulnerable to land-grabbing. The lack of land rights is directly linked, the report says, to the continent’s high poverty rates, where almost half of the population lives on less than $1.25 a day. ‘African countries and their communities could effectively end land grabs, grow significantly more food across the region, and transform their development prospects if they can modernise the complex government procedures that govern land ownership and management,’ the World Bank reported. Modernisation, it said, required not the removal of rights from communities but the ‘documentation of communal lands... recognising customary land rights and regularising tenure rights on public land’.
Collectively-owned forests and pastures are better protected and cared for than government lands. A review of 130 local studies in fourteen countries found that community-run forests suffer less deforestation and store more carbon than other forests. Another international study found that state-protected areas are deforested on average four times faster than neighbouring community forests. This evidence contradicts decades of conservation thinking, which long held that forest communities were widely responsible for deforestation through shifting cultivation.
Research now shows that under most circumstances, forests swiftly regrow after cultivators move on. The evidence, says the report, also contradicts decades of conservation practice in which governments, often at the urging of environmental groups, have removed indigenous peoples and local communities from forests in the name of environmental protection. The scale of this dispossession – and the resulting hunger and poverty – remains undocumented, but has undoubtedly affected millions of women and men.

Uncommon Tragedy (1992)

In 1968 the journal Science published an article by an American biologist, Garrett Hardin, entitled "The Tragedy of the Commons". Its central argument, that common property leads to ecological ruin, has since become "part of the conventional wisdom in environmental studies, resource science and policy, economics, ecology and political science" (Human Ecology, No 1,1990).
Hardin did not exactly break new ground. Others had already elaborated a theory of the commons along similar lines. Nevertheless the publication of his article struck a chord at a time of growing environmental concern. It echoed the prevailing ethos of ecological pessimism articulated by the emerging environmental lobby and, more particularly, by the authoritarian anti-humanism of its neo-Malthusian wing.
Hardin set out to demonstrate the implications that different systems of property rights had for the sustainable use of natural resources. As the title of his article suggests, his main concern was with a system in which these resources were held in common (in the sense of not being monopolised by anyone).
Unrealistic model
He gave the example of a rangeland on which a population of herdsmen were able to graze their cattle without restriction. While the benefits of adding a head of cattle to his herd would accrue to the individual herdsman alone, the environmental costs of this decision would be shared by all the herdsmen. Thus, from the individual's viewpoint, these costs would be largely "externalised". That would encourage him as a rational economic actor to increase his herd still further—and thereby become richer—since the benefits would outweigh the private costs this entailed.
The problem, according to Hardin, was that every other herdsman would be inclined to do the same and thus, ultimately, the combined effect of their actions would be to increase the number of cattle on the commons beyond its carrying capacity. In short, common ownership of the rangeland will lead to tragedy. That the private ownership of the cattle might be equally implicated in his scenario was a point that appears to have escaped Hardin's notice.
Some economists have tended to see the solution to this problem as something to be imposed from outside or above: leave the existing system of property rights intact but introduce measures such as cattle taxes or quotas to force herdsmen to reduce their stocking rates. An alternative approach, favoured by Hardin, is to enclose, or privatise, the commons. Private ownership, goes the argument, would compel the individual herdsman to bear the full costs of any decision to increase his herd and thus persuade him to maintain a stocking rate compatible with the sustainable use of grazing land. It would also provide the necessary incentive to upgrade pasture because the benefits of doing so would be similarly "internalised".
Both these approaches concur on one fundamental point: there is no possibility of an internal solution to the "tragedy of the commons". After all, if there was, there would be no reason to expect a tragedy. Yet it is precisely on this point that the theory is coming under fire.
Wherever a commons has existed it has been associated with a complex pattern of institutional rules governing a distinct community of users; unregulated open access regimes are more typical of sparsely populated frontier zones. As John Reader puts it:
“access to the commons was restricted by entitlement; use was regulated to ensure that no individual could pursue his own interest to the detriment of others. Far from bringing ruin to all, the true commons functioned to keep its exploitation within sustainable limits.”  (New Scientist. 8 September 1988).
There are numerous examples that bear this out, from the traditional Japanese village to Pacific island communities. Some have emerged only recently, such as the case of a number of Turkish coastal fisheries, but many contemporary examples have been in existence for hundreds of years. Indeed, it is the very persistence of the commons as an institution which testifies, in the view of some, to its inherent stability.
Carlisle Ford Runge has presented a cogent critique of Hardin's theory (American Journal of Agricultural Economics, November 1981), in which he argues that it is not the existence of a commons that is the problem but uncertainty in the context of interdependent decision-making. Hardin assumes that the decisions reached by his herdsmen are made in isolation from one another. A more appropriate model, Runge suggests, permits communication between the parties concerned. In this way a compromise could be struck between them which results in a better outcome than would otherwise be possible.
Within actually existing pastoral societies such mutual assurance is secured through the institutionalisation of rules that allow herders to adapt their behaviour in the light of the expected behaviour of others. Once established, herders have a vested interest in maintaining such rules through the exercise of moral sanctions because of the high opportunity costs involved in finding an alternative. Group size may be an important consideration insofar as it affects the transmission of information within, and the cohesiveness of, the group.
Significantly, Hardin felt compelled to qualify his theory in his response to Reader's article when he explained that the title of his article should have been "The tragedy of the unmanaged commons" (New Scientist, 22 October 1988). But since the commons as a rule are not unmanaged, this made the whole relevance of his theory questionable.

When we look at the historical development of private property it is abundantly clear that what characterises this process above all is its coercive nature. The gradual demise of the commons in Britain from the 15th century onwards was not the result of their decline into ecological ruin. It was the deliberate result of the state's policy of land enclosure to meet the agricultural capitalists' demand for more land.
This same process of land enclosure is still going on in many parts of the Third World today. In the colonial era, conservationist arguments were often used to justify the appropriation of other people's land. Communal tenure was dismissed as "primitive" and "unscientific", and conducive to poor economic performance as well as environmental deterioration. By and large, these same attitudes continue to inform the policies of many post-colonial regimes. As Vink and Kassier point out, there are "numerous examples of livestock development projects in sub-Saharan Africa which have, implicitly or explicitly, been based on the tragedy of the commons hypothesis" (South African Journal of Economics, No 2, 1987). Such projects have sought to substitute private for communal tenure but have been "characterised by a pervading sense of failure".
There is scant evidence to show that environmental management of rangelands has improved as a result of introducing private ownership. On the contrary, the undermining of communal institutions in the Sahel and Southern Africa has led to increased overgrazing. Land enclosures in drought-prone semi-arid areas preclude the application of traditional risk-avoidance grazing strategies involving the movement of cattle to less vulnerable areas. Moreover, the commercialisation of agriculture accompanying the spread of private tenure tends to make the private rancher vulnerable to the vagaries of the market. As he put it. "the air and the waters surrounding us cannot be so readily fenced".
But he saw the tragedy of the commons reappearing here in another form, as pollution, when a "rational man finds that his share of the costs of the wastes he discharges into the commons is less than the cost of purifying his wastes before releasing them". Even where privatisation on a limited scale could be introduced the basic problem would remain:
“The owner of a factory on the bank of a stream—whose property extends to the middle of the stream—often has difficulty seeing why it is not his natural right to muddy the waters flowing past his door.”
For Hardin, the solution to this problem necessarily entailed some infringement of the rights of property owners. In this regard, he saw a role for the state. However, the difficulty with this approach is that, though the state may have more room for manoeuvre, it is subject to the same competitive pressures that face industry on which it depends for its tax revenue. Ironically, state enterprises are often among the worst transgressors when it comes to pollution.
Hardin's theory of the commons is basically an attempt to vindicate the principle of private property in respect of the Earth's resources. As such it can be shown to be both empirically suspect and theoretically unsound. In the counter-arguments it has provoked, we can glimpse the potential of a sustainable alternative to the imposed monopoly on what should be our common heritage.

This year's Nobel Prize for Economics

Every year the Bank of Sweden awards a prize to some economist, often called the Nobel Prize for Economics even though it wasn’t established by the old merchant of death himself. It has in fact only been going since 1968. Usually the prize goes to some obscure economist for work on some obscure aspect of the market economy. Sometimes it goes to a big name such as the Keynesian Paul Samuelson (1970) or the Monetarist Milton Friedman (1976). Even the mad marketeer Baron von Hayek got one, in 1974.

Very occasionally it goes to someone who has done some interesting work, as when in 1998 it went to Amartya Sen who had shown that famines were caused by a collapse in legal access to food (via money or direct production) and not by any actual shortage of food or overpopulation. This year, too, it has gone to someone whose work sounds interesting – Elinor Ostrom whose 1990 book Governing the Commons: The Evolution of Institutions for Collective Action refuted the so-called “Tragedy of the Commons” parable that is often used to try to show that socialism wouldn’t work.

In 1968 an American biologist Garrett Hardin conceived of a parable to explain why, in his view, common ownership was no solution to the environmental crisis and why in fact it would only make matters worse. Called “The Tragedy of the Commons”, his parable went like this: assume a pasture to which all herdsmen have free access to graze their cattle; in these circumstances each herdsman would try to keep as many cattle as possible on the commons and, in the end, its carrying capacity would be exceeded, resulting in environmental degradation.

Hardin’s parable was completely unhistorical. Wherever commons existed there also existed rules governing their use, sometimes in the form of traditions, sometimes in the form of arrangements for decision-making in common, which precluded such overgrazing and other threats to the long-term sustainability of the system.

One of the conclusions that governments drew from Hardin’s armchair theorising was that existing cases where producers had rights of access to a “common-pool resource” the solution was either to privatise the resource or to subject the producers to outside control via quotas, fines and other restrictions. Ostrom took the trouble to study various common property arrangements some of which had lasted for centuries, including grazing pastures in Switzerland, forests in Japan, and irrigation systems in Spain and the Philippines.

According to The London Times (13 October),

“Based on numerous studies of user-managed fish stocks, pastures, woods, lakes and groundwater basins, she asserts that resource users frequently develop sophisticated mechanisms for decision-making and rule enforcement to handle conflicts of interest”.

In other words, common ownership did not necessarily have to lead to resource depletion as predicted by Hardin and trumpeted by opponents of socialism. The cases Ostrom examined were not socialism as the common owners were private producers. In socialism the producers, the immediate users of the common resources, would not be trying to make an independent living for themselves but would be carrying out a particular function on behalf of the community in a social context where the aim of production would be to satisfy needs on a sustainable basis. But the rules they would draw up for the use of the grazing land, forests, fishing grounds and the like would be similar to those in the cases she studied.
