What happened in history (1998)

Socialists have long argued that an appreciation of history is a key to understanding the present and making the future.
The materialist conception of history is the essential tool for explaining social development, on the basis of society’s economic foundations. People have to live before they can make history, so the way in which production is organised—how food, clothing and so on are produced—must be of crucial importance. Implicit in these ideas is the view that the environment in which people live itself affects production and hence the economic bases of society, as Karl Marx once wrote:
“Men make their own history but not of their own free will; not under circumstances they themselves have chosen but under the given and inherited circumstances with which they are directly confronted.”
The circumstances that confront people include the geographical and ecological situation in which they live.

The important role that geography, climate and so on play in human history has recently been emphasised by Jared Diamond in Guns, Germs and Steel (Vintage £8.99), which bears the intriguing subtitle “A short history of everybody for the last I3,000 years”. Diamond is an interesting writer, and his previous book, The Rise and Fall of the Third Chimpanzee, was discussed in the Socialist Standard of May 1993. His aim here is to address the question of why different continents developed in such different ways. Why, for instance, did people from Europe conquer the Americas, rather than vice versa? Why did agriculture and industry not emerge among the Aborigines in Australia prior to Western occupation? His own one-sentence of his book is:
“History followed different courses for different peoples because of difference among peoples’ environments, not because of biological difference among peoples themselves.”
Racist explanations, along the lies that (say) Australian Aborigines or Native Americans were too unintelligent or uninventive to achieve any kind of social progress, are excluded. The solution lies rather in the different circumstances that confronted people in different locations.

According to Diamond, one very important factor in determining the manner and rate of historical development has been the availability of wild animals and plants that could be domesticated. Most wild plants are of no use to humans, and in fact only a relative handful of plants have been domesticated to become staples of human diet.The Fertile Crescent in the Near East had a number of suitable wild plants and a favourable climate, and so was able to lead the way in the development of food production. Australia, in contrast, had few usable plants and much drier climate. Equally, domesticable animals were not distributed evenly throughout the world, being far rarer in Australia, the Americas and sub-saharan Africa, so that Eurasia had much greater opportunity to domesticate horses for riding and oxen to pull ploughs.

Geographical reasons also made diffusion of crops easier in some areas than others. Australia and New Guinea were too isolated to benefit from discoveries made elsewhere. Africa and North and South America have a north-south axis, with vastly different climates in different areas, so it is hard for a crop grown in one region to spread to another part of the same continent. But Eurasia has a basically east-west axis which, despite many climatic contrasts, does make it possible for crops to diffuse, and with them many other aspects of social organisation. Plant domestication and the use of writing, for instance, were not invented or re-invented in Britain but imported after spreading gradually across Western Europe.

The development of agriculture enables higher and denser populations, and leads eventually to villages, cities, chiefs, states and technology. When a Spanish army conquered the Inca empire of Peru in 1532, it was the Spanish who had the guns, armour and horses that gave them an overwhelming military superiority, and also had the writing-system that made them far more knowledgeable. Another, perhaps less obvious, “advantage” of agriculture society is the boost it gives to infectious disease. The domestication of animals increases the likelihood of diseases spreading from animals to humans (as happened with smallpox, plague and cholera, among others). These diseases need a sizeable and dense population in order to sustain themselves, and so flourish best in cities. One result is that infected communities develop immunity, as people with resistant genes survive and pass them on to their descendants. But other continents developed neither the diseases nor the immunity, which explains the devastating consequences of Eurasian diseases in conquered parts of the world. According to Diamond, “Far more Native Americans died in bed from Eurasian germs than on the battlefield from European guns and swords.”

In very broad terms, the last few paragraphs give an idea of Diamond’s arguments, and also of the enormous scope of his book. As he says, most historians do not even ask the kinds of questions that he is attempting to answer. He does provide an invaluable complement to the account given by historical materialism of class society and how the class struggle impels society forward.

But it is disappointing that Diamond only mentions Marx only once, in passing, and more so that the role of class in history is consistently played down. He has a chapter on the origin of government and religion, in which appearance of a tribal chief is viewed as a means of limiting conflict as communities grew too large for everyone to know everyone else:
“With the rise of chiefdoms around 7,500 years ago, people had to learn, for the first time in history, how to encounter strangers regularly without attempting to kill them.”
The chief had a monopoly on the use of force, and could therefore prevent violence on the part of others. This harks back to the argument of his previous book, that people began living in groups as a means of defence against other humans. And it is just as unsatisfactory, since there is no reason to think that, left to themselves, people will go around murdering each other.

Economics and the development of capitalism play very little role in Diamond’s explanations: he discusses the technical progress that enabled the Spanish army to be in Peru, but does not examine why European powers wanted to expand into the New World in the first place. Economic factors such as trade rivalry and the expense of overland routes to the East are crucial here. The impact of the conquest of Americas on the rise of capitalism in Europe also needs to be told in socio-economic terms. Without such a perspective, Diamond’s work, impressive though it is, is telling only part of the story.

Biology and Behaviour (1993)

It is clear that the biological characteristics of human beings have a great effect on the things we can and cannot do. For instance, the fact that we walk upright, can focus on the same object with both eyes, and have an opposable thumb determines various aspects of the way we interact with the world. If we had wings to fly or could breathe in water or survive by eating sand, we would behave and live very differently from the way we actually do. But how much of human behaviour is determined by our biological make-up? Are we the prisoners of our genes and of our animal forebears, or can we learn from experience, adapt to our surroundings and act in a manner that is not purely ordained by our biological inheritance?

A few moments’ reflection probably suggests that human beings are very different from other animals, that we can learn and invent and discover and develop in ways that no non-human can. Language gives the ability to pass on knowledge to the next generation, so that they can build on the expertise of those who have gone before, and do not need to start all over again at solving the problems they encounter. Some other animals have rudimentary languages, or make some elementary use of tools in obtaining food, but none of these is any way as sophisticated as humanity. While human beings are related to other members of the animal kingdom via the workings of evolution, we seem on the face of it to be animals with so many extra powers and abilities that we are quite unlike even our nearest non-human relatives.

Nevertheless, in spite of what common sense appears to tell us, it has often been argued that many aspects of human social behaviour are directly due to our animal inheritance. This implies that such behaviour is innate and unchangeable, and is as much part of being a human as upright gait and binocular vision. If it is claimed that aggression and genocide are an unalterable part of human nature, a challenge is thrown out to the socialist view that a society of harmony and co-operation is not just possible but is the sole answer to working-class problems.

For instance, back in the 1960s, writers such as Robert Ardrey and Konrad Lorenz wrote best-selling books in which they argued that our instincts made us violent, just as the instincts of many animals make them. Human beings have access to far more powerful weapons, thus rendering our ingrained capacity to violence all the more lethal. Ardrey even argued that it was hunting which made proper humans out of our closest ape ancestors; hunting and killing, then, is not just part of being human, it is what made us human in the first place. Socialists pointed out that these accounts were sheer fantasy, not supported by any evidence and totally ignored the fact that so much human behaviour is learned behaviour. Moreover, these views have a clear political role:
  The lie of innate depravity is a weapon in the hands of the capitalist class: it prevents criticism of capitalism, since there is supposed to be no possible alternative. (Socialist Standard, June 1969).
The Ardrey-Lorenz view tends not to be heard in quite such a blatant form today.

However, comparable ideas can be encountered in a more sophisticated form, even among those who take pains to criticize Ardrey’s distortions. A recent example of this is the book The Rise and Fall of the Third Chimpanzee by Jared Diamond (Vintage £6.99). The author presents a synthesis of a great deal of research in anthropology, biology and archaeology, aiming to show how human beings changed from being just another large mammal into a species that has an unprecedented geographical spread and impact on the world, and yet by its pollution and violence may well be responsible for its own destruction. The title refers to the fact that the closest relative to humanity is the chimpanzee, and that we share over 98 percent of our genes with chimps. We are thus the third chimpanzee species (alongside the common chimp and pygmy chimp).

Are We Chimps?
Diamond’s essential technique in explaining human development is a materialist one, in that he argues the need to survive and reproduce drives our various responses to our surroundings. Unfortunately, he has not managed to rid himself of all the influence of biological determinism. While he acknowledges that our uniqueness as a species lies in the cultural traits (language, technology, etc) that rest on our genetic foundations he can still appeal to our genetic inheritance to explain certain aspects of human behaviour. Specifically, he provides an appalling catalogue of historical instances of genocide, and concludes:
  of all our human hallmarks . . . the one that has been derived most straightforwardly from animal precursors is genocide. . . . Chimpanzee behaviour suggests that a major reason for our human hallmark of group living was defence against other human groups, especially once we acquired weapons and a large enough brain to plan ambushes. If this reasoning is correct, then anthropologists’ traditional emphasis’ on “man the hunter” as a driving force of human evolution might be valid after all – with the difference that we ourselves, not mammoths, were our own prey and the predator that forced us into group living.
Let us look at the evidence behind this. It used to be argued that our nearest animal relations were essentially peaceful, and that there was therefore no reason in terms of evolution to consider humanity as innately aggressive. This exact argument can no longer be maintained, though: evidence cited by Diamond, and mentioned by a correspondent in the January Socialist Standard, shows that chimpanzees certainly can act aggressively, and ambush and kill each other. But what follows from this? Very little, since there is no evidence that chimp aggression is built-in to them. Furthermore, it is simply not possible to draw conclusions about human behaviour or human nature from observations about non-humans. One could pick and choose almost any aspect of animal behaviour, and point to it as a precursor of some similar human trait, but clearly this would prove nothing.

Adaptable
In any event, the case for innateness of genocidal instincts is non-existent. Only a tiny percentage of human beings have committed acts of genocide, and, as Diamond shows, they need to convince themselves that their victims are “sub-human”, or at least different from themselves, before they can bring themselves to undertake these acts. Moreover, they do so in certain specific conditions, usually when they are under the orders of rulers or leaders who think they see some political or economic gain. If genocide was a part of being human, it would surely be far more prevalent and far easier to people to commit. The whole point, which the biological determinists ignore, is the fact that humans can learn and change our behaviour drastically. Diamond himself points out that New Guineans whose parents lived virtually in the Stone Age now drive cars and fly planes; plainly they have learned to do this, not undergone some sudden genetic modification. No matter how genetically close we are to chimps, our unique ability to modify our behaviour makes all the difference in the world.

In conclusion, it can be said that the combination of our genetic and cultural characteristics makes humanity a superbly adaptable being, well-equipped to deal with the problems that the natural and social worlds throw at us. Not even human ingenuity, however, can make capitalism an acceptable social system. In a socialist society, all our abilities will be exploited (in the good sense) to the full, and claims that humans are born to fight rather than co-operate will be seen as truly laughable.

Why the West Rules – for Now. By Ian Morris. Profile Books.

The basic question addressed by Morris is why in recent times the Western part of the globe has been dominant over the Eastern part. Britain’s rulers, for instance, sent armies and gunboats to humiliate the Emperor of China in the nineteenth century and extract trading concessions, rather than vice versa. It is important to realise that the West (more precisely, the rulers in the West) has not always been top dog: from the sixth to the eighteenth centuries the East was more developed. Morris summarised his views in an article in History Today in October 2010, which can be read for free here.

Morris defines the ‘West’ as societies descended from the original core region of southwest Asia, so encompassing Europe and the Americas. The ‘East’ is those societies descended from the early civilisations between the Yellow and Yangzi rivers. Social development is quantified by looking at four criteria: energy capture (the capacity for extracting energy from the natural environment and for using it), urbanism (the size of a society’s largest city, as a proxy for the ability to organize complex situations), information processing (the power to communicate information) and the capacity to make war. The higher the score, the more powerful and developed a society is, and the more able it is to impose itself on others. The West was more advanced till around the middle of the sixth century CE and again from around 1800, when development leapt upwards, first in the West (the Industrial Revolution) and then in the East. The West is still ahead (especially in war-waging ability) but, as the title of the book suggests, this may not last for long.

Biological explanations (to the effect that people from the West are more intelligent) do not hold up, since human beings are basically the same everywhere. Rather, the factors behind the differences are claimed to be essentially geographical. A period of global warming around twenty thousand years ago led to the growth of agriculture in the ‘Hilly Flanks’ (covering the valleys of the Tigris, Euphrates and Jordan rivers) and so to a distinctive ‘Western’ core. At the end of the last Ice Age, agriculture began between 20 and 35 degrees north, a region with plenty of domesticable plants and animals (unlike, say, sub-Saharan Africa). Millennia later, by around 700 CE, China was a unified empire, with an enormous capital city and woodblock printing, while the West remained divided and much less developed, in the period known as the Dark Ages. But it was Europeans who encountered and exploited the Americas, because it was easier for them to cross the Atlantic than for Chinese explorers to cross the Pacific. Chinese fleets sailed through Southeast Asia and the Indian Ocean in the fifteenth century, but distances and prevailing winds meant that sailing eastwards into an empty ocean was unlikely to be attempted.

Western Europe (especially Britain) was well-placed to start off industrialisation because it could build on the gradually-accumulating technologies of previous centuries, but also because it possessed plenty of natural resources, colonies and warships, much more so than China at the time. We might add that it benefited from the profits of the slave trade, too. The various graphs that Morris presents suggest that the East will overtake the West in development early next century; compare predictions that China will become the biggest economy within just two decades, though Morris is not simply dealing with China. He argues, however, that geography will soon cease to mean anything anyway, as globalisation undermines real differences and produces a true worldwide system.

Morris’s work is probably most reminiscent of Jared Diamond’s Guns, Germs and Steel, which emphasised the importance of environmental factors, such as the relative shortage of domesticable animals in Africa and the Americas, in determining the course of historical development in different areas. In The Enigma of Capital, David Harvey accuses Diamond of a geographical or environmental determinism: on Diamond’s view, he says, ‘Africa is poor for environmental reasons, not … because of centuries of imperialist plundering, beginning with the slave trade’. This objection misses the point, though, since there needs to be an account of why it was Westerners who enslaved Africans, rather than vice versa. A geographical explanation is perfectly compatible with the view that the slave trade contributed to the impoverishment of Africa. In connection with the determinism objection, Morris is right to quote Marx to the effect that people make their own history but under circumstances they have not chosen themselves; their geographical situation being part of those circumstances.

Astonishingly, the word ‘capitalism’ is absent from the book’s index, though there is much discussion of industrialisation and industrialists (i.e. capitalists). It is all very well to say that ‘Change is caused by lazy, greedy, frightened people looking for easier, more profitable, and safer ways to do things’, but there needs to be explicit recognition that this often involves people getting others to work for them, and so exploiting them. Life for the earliest workers in capitalist factories was in no way easy or safe, and the profits went to the owners, not to those who toiled in the factories. The owners were not so much lazy and frightened as hungry for wealth and power.

Marx attributed the growth of the industrial working class to deliberate acts by the capitalists, fencing off the countryside and so driving people into towns to labour as propertyless wage workers. Rather, says Morris, it was due to increases in life expectancy and hence in population (Britain’s more or less doubled between 1780 and 1830). But he does not seem to deny that the rural dispossession took place, and it clearly contributed to the availability of urban workers as a labour force to be exploited by the new lords of capital.

One thing the book does show is that societal arrangements are never permanent. We could turn its theme around and say that the capitalists rule – but only for now.

Living in the Past (2014)

Jared Diamond: The World Until Yesterday: What Can We Learn from Traditional Societies? Penguin £8.99.

This is another wide-ranging book by Diamond, following Guns, Germs and Steel and Collapse. By ‘traditional societies’ here are meant those living in small groups and subsisting by hunting-gathering or agriculture. This covers a spectrum from bands with just a few dozen individuals, through tribes with hundreds of people, to chiefdoms with several thousand people and more complex social organisation. All humans lived in one of these systems till around 11,000 years ago (which, in evolutionary terms, really is ‘yesterday’) and many have done so far more recently.

Traditional societies of course differ, and not just in terms of the size of the group. Thus many such societies have engaged in quite bloody inter-group warfare, but plenty have not, and Diamond argues, ‘All human societies practise both violence and cooperation; which trait appears to predominate depends on the circumstances.’ War may take place over resources such as land (and women). But nobody fights all or even most of the time, whereas we have to co-operate in order to survive. And even those who fight have to co-operate with each other against the enemy.

This theme of co-operation is returned to when discussing childhood and play: ‘Whereas many American games involve keeping score and are about winning and losing, it is rare for hunter-gatherer games to keep score or identify a winner. Instead, games of small-scale societies often involve sharing, to prepare children for adult life that emphasizes sharing and discourages contests.’ This illustrates one of the book’s strengths, its recognition that the way people live now is absolutely not the only possible way.

Diamond does claim, though, that almost all human societies have had religion or ‘something like it’. Religion is claimed to fill various functions, such as providing comfort (‘the heart of a heartless world’, as Marx said), which may explain why, on the whole, poorer countries tend to be more religious than wealthier ones. The US, of course, is an exception to this tendency.

In his epilogue, Diamond makes the point that modern-day hunter-gatherers who encounter Western life-styles are keen to adopt them, as they are understandably attracted by material goods, education, healthcare, longer life-spans, and so on. And some traditional life-styles have advantages and shortcomings which may be two sides of the same coin: nobody is lonely but there is little room for personal privacy.  So earlier social forms were not versions of paradise. But, for instance, traditional societies had few or none of the non-communicable diseases that kill most Westerners today, such as hypertension and heart attacks.

Protect and Survive (2006)

Jared Diamond: Collapse: How Societies Choose to Fail or Survive. Penguin Books

This is another erudite yet readable book by Jared Diamond, following on from The Rise and Fall of the Third Chimpanzee and Guns, Germs and Steel. His theme this time is how and why past societies have or have not collapsed, and how an understanding of such issues may be of help in the present-day world. The Maya civilisation of central America, for instance, collapsed in the early tenth century CE, after a period of 700 years or so. A number of contributing causes can be distinguished: population outgrew available resources, deforestation reduced the amount of available farmland, fighting among the Maya increased, a severe drought occurred, and the rulers had no interest in long-term concerns.

Diamond distinguishes five points that are generally relevant to societal collapse: environmental damage, climate change, hostile neighbours, friendly trade partners, and a society’s responses to its environmental problems. Often, for instance, forest will be removed and soil eroded, or newly-introduced animals may eat native species or destroy crops: all this may cut the numbers who can survive in a particular area. Destroying unrenewable resources is particularly crucial. Unfriendly nearby societies can also play their part in disrupting production and everyday life. Globalisation has increased the importance of other (not necessarily nearby) parts of the world: China, for instance, accepts untreated garbage, including toxic waste, form other countries (for a fee, of course).

Like his other works, Collapse is wide-ranging and thought-provoking, containing much material that we can’t do justice to here. A useful chapter on the Rwanda massacres of the 1990s makes the point that it was not a simple matter of Hutu against Tutsi. Many other factors played a part, including population pressure and falling world coffee prices. The final chapter asks what all the facts and theories that have been marshalled before mean to us today, emphasising ‘the unsustainability of a world in which the Third World’s large population were to reach and maintain current First World living standards.’ Diamond’s conclusion is that we need ‘the political will to apply solutions already available’, as if it were merely a matter of convincing politicians to do the right thing.

In fact he is far too uncritical in his acceptance of capitalism as the framework within which present-day problems have to be solved. He is well aware that companies exist to make profits, not as charities concerned to protect the environment. Yet, he says, it is not enough to blame companies, for ‘ultimate responsibility’ lies with us, ‘the public’, since we supposedly have the power to make destructive environmental policies unprofitable, e.g. by means of consumer boycotts or pressurising politicians to pass laws that force businesses to clean up the mess they have created. Sadly, this ignores the fact that capitalism needs profits and, while companies will sometimes be keen to play the environmental card if it suits them, they have to put profits first. No amount of legislation or boycotting can change this.

So the c-word to ponder is not ‘collapse’ or ‘climate’ but ‘capitalism’. And the political will that matters is the will to replace capitalism with a sensibly-organised society, within which problems can be tackled in a way much more likely to yield effective solutions.
