Capitalist agriculture . . . the profits of doom (1994)

Ever since Malthus, population growth has been the subject of heated controversy. By and large, disputants in the debate have tended to polarise into two camps.

For the Neo-Malthusian pessimists there is no prospect of an end to world hunger while population growth continues, indeed it could well increase as the latter begins to exceed — and thereby undermine — the carrying capacity of the land.

Then there are the Technological Optimists. For them, the concept of a “carrying capacity” is problematic; it is not something that is fixed but can be enlarged by human effort and ingenuity. Indeed, Ester Boserup has argued in her book The Conditions of Agricultural Growth that population pressure, far from being a harbinger of doom, is a prime stimulus to technological change. Thus, extensive farming practices, which become subject to diminishing returns, are abandoned and more intensive forms of land use are introduced, resulting in an increased “carrying capacity”. In fact, some of the wealthiest parts of the world — like Western Europe — are also amongst the most densely populated.

Where do Socialists stand in this debate? At first glance, we appear to side with the technological optimists in asserting that the world is not overpopulated. We base this claim on an empirical analysis of the relationship between global food demand and the global capacity to satisfy that demand. This suggests that the world could adequately feed its population. According to the World Bank in its 1986 Report Poverty and Hunger: Issues and Options for Food Security in Developing Countries, enough grain is already produced to provide everyone with 3,600 calorics per day, well above the recommended 2,400 calories for an adequate diet — though, much of this, it should be said, is (inefficiently) used to feed livestock.

The prevalence in hunger does not arise from any shortfall in agricultural potential but from the operation of economic factors which impede full realisation of this potential for the benefit of all. The objective of capitalist production is not primarily to meet human needs. Instead, human needs are only met to the extent that these are backed up by purchasing power. That is why vast quantities of food are destroyed and why farmers are paid not to produce, while millions starve because they lack the means to buy or grow food. In short, the much-vaunted productivity of capitalism has now reached the point of open and irreconcilable conflict with its social relations of production, its mode of distribution.

There is a further point on which we part company with many technological optimists. This concerns the nature of technology itself. This is not independent of, but is profoundly conditioned by, the social relations of production. In this regard we share the concern of many environmentalists about the impact of modem capitalist agriculture on the environment. It is conceivable that this, rather then pressure of population, may ultimately precipitate the doomsday scenario. Unless, that is, a socialist transformation of society — and thus of its productive methods — can intervene first.

Not neutral
Technological innovation does not occur in a vacuum; it has socioeconomic consequences in a capitalist economy which benefit some but often at the expense of others. An example is the Green Revolution initiated in the 1950s 

This represented a major incursion of an industrialised mode of fanning into Third World countries. Based on the introduction of new high yielding varieties (HYVs) of cereal crops, it sought to increase the productivity of local agriculture. However, this required the application of a whole package of inputs, around which HYVs were specifically designed having in mind, the interests of multinational conglomerates supplying such inputs. This absence of any one of these inputs meant that the expected gains in productivity would not be realised, and HYVs would tend to perform poorly compared with traditional crops. Thus, without irrigation, nutrient uptake would be much reduced, without pesticides, the very inputs, such as chemical fertilisers, that promote crop growth, will encourage a proliferation of weeds, and so on.

It is this in-built complementarity of inputs, not just the costs of individual inputs, which explains why it is mainly richer farmers, particularly in Asia and Latin America, who have benefited from “Green Revolution” technology, accentuating the process of land concentration in these countries at the expense of poorer farmers. It raises the critical threshold at which farmers are able to afford, and make effective use, of such technology.

But what of the long-term productivity of an industrial mode of fanning promoted by capitalism, i.e. its sustainability? To increase output, more land could be cultivated. However, much of this uncultivated land is ecologically marginal and would be highly vulnerable under capitalist industrial farming. Alternatively, cultivated land could be made more productive. Since the 1950s, rapid increases in output — faster than population growth except in Africa — have been based upon increasing applications of four major non-land inputs: artificial fertilisers, pesticides, irrigation and mechanisation. However, there are now growing doubts about the wisdom of such an approach. Since the 1970s, there has been a levelling-off of per capita output.

According to J. Harris in World Agriculture and the Environment, these earlier increases were made possible because they occurred in a world not yet heavily damaged by soil erosion. But today, the current annual rate of topsoil loss — 25 billion tonnes — is such that the world can expect to lose 50 percent of its topsoil by 2050. Since there is a strong correlation between topsoil depth and crop yields, this is an alarming development for the future of fanning.

Soil erosion
Applying yet more fertilisers to compensate for the loss of soil fertility will not solve the problem in long run. Indeed, US agriculture today uses five times more fertiliser than in 1947 to produce the same amount of crop, but it is not clear whether this growing demand for fertilisers — particular phosphates — can be indefinitely met. There are also many minor nutrients and trace elements, lost through harvesting, which are not being replaced by industrial fanning, but which may be essential to long-term maintenance of yields. Furthermore, excessive applications of fertilisers actually exacerbate the problem of erosion by facilitating a breakdown in soil structure — both directly, through its effect on soil chemistry and, indirectly, by allowing farmers to dispense with organic recycling, leading to a decline in humus content which binds the soil together and helps it to hold water and oxygen essential for plant growth.

A similarly worry emerges in the case of other major agricultural inputs. The narrowing down of the genetic basis of farming, typified by HYVs, and the simplification of the agro-ecological landscape associated with market-oriented monocultures, has created ideal conditions for the spread of pests. To counter this threat, chemical pesticides have been applied on an increasing scale. However, it is often the natural predators of pests which are more severely affected by this than the pests themselves which, because of their larger populations, are more easily able to develop mutations giving them resistance to pesticides. This in turn, tempts farmers to apply more frequent, and stronger, doses, but the evidence suggests that, as with artificial fertilisers, this too may be subject to diminishing returns. As a result, farmers find themselves trapped in what is aptly called a “pesticide treadmill” while a significant proportion of output — some 45 percent overall — continues to be lost through pests.

Increased mechanisation and tractorisation too contributed to soil erosion through deep ploughing, a practice that is particularly damaging when applied to the fragile soils of many tropical countries.

Sustainable
Technology, as pointed out, is not neutral; it is conditioned by the economic system in which it is applied. Capitalist agriculture is constrained by the profit system and the need to maximise output in the short-term without regard to wider consequences for the environment and society. The type of technology this entails cans only be modified with extreme difficulty. Farmers must, afterall, seek a financial return on any investment they make.

The trend towards environmental deterioration and social dislocation associated with capitalist agriculture, is likely to gather pace as recent developments in the world economy unfold. An example is the new GATT agreement which covers 90 percent of the world’s agricultural trade which will further strengthen the hand of agribusiness at the expense of many small farmers and undermine much existing environmental legislation. Similarly, structural adjustment programmes imposed by the IMF on many debtor countries to reduce their debts will increase pressure on them to expand cash crop production and to that end employ industrial methods of farming, despite the fact that the cost of these have risen far more steeply in recent years in comparison with the price of agricultural commodities.

In short, agriculture today stands at a critical crossroad; where we go from here will have profound repercussions for both urban consumers of the products of farming as well as farmers themselves who, lest we forget, still constitute a majority of humankind. We can choose to retain the status quo and risk going down the road of possible, if not probable, ruin. Or we can decide to take Earth, and all that is in and on it, into common ownership and democratic control. By fundamentally changing our relationship to one another, we shall fundamentally change our relationship to nature. You cannot do one without the other.

Freed from the constraints of market competition, we could begin to adapt our technology to suit our needs within limits imposed by nature We cannot predict precisely what this entails but we can tentatively sketch the broad outlines of a new agriculture:
  • A scaling-down in the overall use of industrial inputs with some redistribution towards those parts of the world where marginal productivity of such inputs is still relatively high.
  • The adoption of a more labour-intensive approach to farming, particularly in the more developed areas, where today the proportion of socially unproductive labour is highest, i.e. occupations essential to the functioning of capitalism which will disappear in socialism.
  • Greater emphasis to be placed on small-scale mass-produced “appropriate technology” which would rapidly transform the situation that currently exists in the less-developed areas of the world.
  • Selective reversion to traditional farming practices, such as intercropping and agro-forestry, combined with a careful "holistically-oriented” application of useful innovations in the field of biotechnology, e.g. self-fertilising crops.
  • Blurring of the distinction between town and country; a huge expansion of small-scale horticulture in and around existing conurbations with the aim of ensuring a substantial and diverse supply of locally-grown food, thus incidentally reducing the costs of transportation.
  • Related to the above, a massive phased programme to systematically overhaul existing urban infrastructure to facilitate the return of off-farm wastes to the land.
  • Finally, to conserve ecologically marginal land by restricting the use of it to rotational/extensive farming.
To those who dismiss this, our response is quite simple: never has the need for a clear and practical alternative to the chaos of capitalism been more pressing, more vital. Only on this basis can we ensure a fruitful and sustainable future for ourselves and our children’s children. The seeds of that future lie within us; it is up to us to nurture and cultivate them.

Cooking the Books: Capitalism – an irrational system (2025)

The Cooking the Books column from the December 2025 issue of the Socialist Standard

‘Landowners see more profit in solar farms than growing crops’ read the title of an article in the Times (20 October).
‘The largest farm management company in Britain is cancelling 20 per cent of its contracts with landowners because it is becoming harder to make money from arable farming. Industry insiders fear soon-to-be-released farmland could be turned into solar parks, which gives landowners a greater return on their investment.’
Although only landowners can switch from having their land farmed to using it for solar parks, ‘landowners’ is not the entirely accurate word here as it could imply that the management company concerned (the Velcourt Group) is working with those who own the land; in fact, it is with those who farm it whether or not they own it. Some will be landowners who farm their land themselves; others will be tenant farmers who are paying rent to the landlord. So, the ‘returns’ in question are capitalist profits rather than rents paid to landowners.

Land is not used just for growing crops; it can also be used for raising livestock or for growing timber or for quarrying or mining (or, for that matter, for building houses and factories), depending on the land’s particular characteristics. The article was reporting that investing capital in arable land was, for various reasons, becoming less profitable and that the owners of Velcourt had therefore decided to cut back on their investment in that and to invest in other types of farming.

Capitalism, as an economic system, is based on the resources that society needs to survive being monopolised by a section only of society and being used to produce goods and services for sale with a view to making a profit. Decisions on what, where and how much to produce are made by capitalist enterprises, whether private or state owned, each seeking to make a profit. That, not to meet people’s needs, is the incentive to produce.

Under capitalism productive units do not primarily produce useful things (even if what they produce has to be useful to some person or body, otherwise it wouldn’t sell); what they are essentially doing is seeking to increase the value of the capital they invested in them by making a profit. If those who control the deployment of capital consider that they can make a bigger profit from investing in some other activity than the particular one they have been investing in, they will withdraw from that and invest in the other.

So it is quite in accordance with the logic and imperatives of capitalism that a capitalist enterprise such as Velcourt should cut back on its investment in an activity that is no longer making enough profit or whose future profit-making is not bright. It is equally logical that the owners of the land should look for other ways of using their land so as to get ‘a greater return’ even if this has nothing to do with agriculture. That’s the way the capitalist economy works.

The change from one line of production to another doesn’t reflect a change in real demand for something, only changes in paying demand. Given that under capitalism about 20 percent of paying demand comes from capitalist enterprises in search of profit — and that that is what drives the economy — and that the smaller your monetary income the less your real needs are taken into account, what results is an irrational use of resources in the sense of not meeting everyone’s needs.

Harvest hunger (1979)

While millions starve, it is a fact that humankind possesses the technical potential to feed everyone. Yet this potential is not being realised because of the restrictions imposed upon production by the present world system of buying and selling. In this system, food (and indeed, anything else) is produced only on condition that a profit will be realised if there exists what the economists call ‘effective demand’ (human need backed up by ready cash).

This point was forcefully made in a BBC Radio 4 International Assignment broadcast of November 11 last. In what turned out to be an astonishingly frank expose of the absurdities and contradictions of the production for profit system, BBC correspondents from all over the world reported on the gathering of the world’s harvests. The presenter began by pointing out that last year’s bad summer may seem to have had a disastrous effect on food production, but that in fact modern techniques were such as to have all but eliminated the consequences of bad or unexpected weather conditions.

Hence, we learned, most parts of the world had had a bumper harvest, and even in South East Asia, where severe flooding had limited rice production, use was being made of the massive crop from the previous year, much of which had not been put on the market.

In America next, farmers had reaped record’ harvests yet faced the problem that with so much food about, prices were being forced down, and they were having to lobby the government to fix higher prices. In view of this, the government had warned them to keep production down for this year (1979). In the meantime, part of the American grain crop had been sold to the Russians, whose own production could easily cover domestic needs but who preferred to leave their own fields fallow and import food more cheaply.

Conversely, many producers the world round had actually grown food but couldn’t afford to put it on the market as the price was too low. They would therefore stock it, hoping for a better price later, let it rot in the fields, or destroy it.

The presenter’s conclusion on all this was that we had a “world bursting at the seams with food, but beset with problems of distribution”. The situation was described as “paradoxical” in so much as those who had got the food couldn’t sell it, and those who needed the food hadn’t got the money to buy it.

With India’s ‘Green Revolution’, the programme went on, vast progress had been made in agricultural activity over the past twelve years. There was now a permanent stock of 21 million tons of grain (more than the whole annual production of the UK), yet malnutrition was still rampant. In addition, vast acreages still remained unexploited through lack of fertilisers, insecticides and modern techniques generally.

The correspondents in Africa and South America had the same kind of tale to tell. “In Nigeria”, one reported, “it’s said that if you plant a broom handle it will grow.” But here too, he went on, production was severely limited, this time by the system of land tenure in operation.

After pointing out that in a century’s tune the world’s population should stabilise at twice the present level, with the need for three times the present output, the presenter concluded with a question put to an academic expert on the subject; “Can the world feed us all?” The academic’s reply was: “Yes, if exploitation is rational, and even at the present level of technology.”

The key words in this reply are, of course, “if exploitation is rational”, for in a world where the means to produce food, and indeed everything else, are the property of a small minority of human beings competing to sell their produce at a profit, exploitation of resources car. never be rational. It can only be carried on in the overall interest of this small owning minority. ‘Rational exploitation” can only come about when the means to produce food and other goods are the common property of the whole of humanity and are used co-operatively in a system of free access and democratic control.

In the meantime, the small minority will continue to have it their way. Their political control, either through state dictatorship as in Russia, China and Cuba, or through representative government as in Britain and the USA, safeguards their economic position while assuring continued waste and artificial shortage in all parts of the world.

It is up to the vast non-owning majority to take this political control for themselves and to use it to create a non-class divided society which will release the rich abundance of food and other goods which the earth has to offer.

Food as a weapon (1992)

With the ending of the Cold War. American military power is no longer sufficient to hold its real economic rivals— Europe and Japan—in check, and the three power blocs are squaring up for the battle for world economic domination in the 21st century.

The current battlefield is a scries of talks on world trade, the General Agreement on Tariffs and Trade (GATT), which have now been stalled for nearly two years, with the European and US governments hurling abuse at each other over the emotive issue of farm subsidies.

So what is GATT, and why does an apparently minor dispute over handouts to farmers threaten to bring the world trading system to the point of all-out economic war?

The GATT process is aimed at promoting “free trade" amongst the competing states of the world, tearing down barriers to imports and allowing consumers to choose the most efficient supplier of anything from banking services to hairdryers.

In reality, of course, there is never any such thing as free trade among equal players— no ‘‘level playing field". US-based multinational corporations. with the economic battering ram of vast scales of production behind them, and the military and political power of the US state in the not too distant background, are clearly going to make easy meat of the struggling young industries throughout the “Third World”, currently protected by their own governments’ trade barriers.

Trade wars
Now all this is fine with European governments as well. They too have multinationals based on their soil, only too eager to participate in the turkey shoot. In the coming months you will doubtless hear ministers extolling the virtues of Free Trade for the health of the world economy.

But when we come to agriculture. there is a slight fly in the milk churn. European farms tend to be small and “inefficient" (unprofitable), whereas their US competitors tend to be large and “efficient"—fully industrialised and reaping the advantages of economics of scale.

This, of course, would give them a significant advantage in a genuinely free market, almost certainly devastating the European farm industry, and scoring round one of the battle for 21st century economic domination to America.

And American farmers have never been more desperate for markets for grain, which regularly gluts the American market. (Of course, this does not mean that there are no hungry people in America, simply that they can’t afford to buy what lies rotting in warehouses).

In fact this is another bizarre consequence of the ending of the Cold War. since in those good old days the Soviet empire bought all Americas surplus grain and paid on the nose with hard currency.

Europe’s governments, then, urged on by the powerful farming lobby, are determined not to give up their agricultural subsidies, while the US is desperate to prise the European market open.

A few months ago. a high- level EC delegation led by Portuguese Prime Minister Cavaco Silva and Commission head Jacques Delors, visited President Hush in Washington for crisis talks, with Cavaco Silva making it quite clear how deep the rift had become. “Sometimes there is a discrepancy between the apparent political goodwill and the technical proposals put on the table by the US”, he told the European (9 April).

And that’s just about as close as a diplomat comes to calling the other side a dirty cheating liar.

Both sides only entrenched their positions at the G7 economic summit in Munich last month, with John Major suffering a major rebuff to his attempts to break the deadlock, and vowing to continue to “bully, badger and cajole" fellow leaders into living up to the undertakings to conclude a deal by the end of the year.

In fact, although the European side has offered a 30 percent reduction in protection and support for agriculture, this would be on the basis of levels operating in 1986—a real cut of little more than 15 percent (The Grocer, 23 November 1991).

In the EC’s last review of support prices in June 1991. ministers cut a modest 1.5 percent from levels of support for oilseed, and at the EC Lisbon summit price support for cereals was cut 29 per cent. "Still not enough" said Hush.

Agri-business
The Daily Telegraph issued a dire warning following the failure of the Munich summit that the world is edging closer to a menacing era of protectionism. “There is a real danger that the Uruguay round of GATT could breakdown altogether, taking us back to the unstable trade bloc structures of the 1930s” (9 July).

The point is that food production is governed by the laws of competitive production for profit. Manufactures of food only survive by selling at a reduced price against their competitors, and with a glut of unsaleable food on the world market, pressure to subsidise unprofitable, mainly small-scale European producers against their industrialised US rivals is immense.

So the EC’s subsidies pile up yet more unsellable food, and US farming corporations are forced to watch their own surplus production rot in warehouses because it can’t be sold anywhere. The GATT negotiations are therefore a trial of political and economic strength between US and European agri-business, with their respective governments fighting their corners round the negotiating table.

What insanity! Capitalism— the competitive production of goods for sale at a profit—yet again proves itself to be completely unable to cope with a world in which we could provide an abundance of food for each citizen of this planet. It is the only system that actually manages to find adequate food production a major crisis. Surely its time to establish a system where this is an opportunity. through free access to all food production, to abolish hunger once and for all.

Sting in the Tail: An open letter (1996)

An open letter

Dear Colin,

We enjoyed your recent diatribe in the Independent on Sunday against the effects of the profit motive on agriculture.
You explained how your researches into famine convinced you that food production in “the modern world” is not aimed at feeding people but at making money. Then you condemned the “bad husbandry” which led to BSE and the tortures inflicted on farm animals and provided the reason:
"When profit is the driving force. .. those who do not cut corners go to the wall."
Yes, you certainly put the boot into the profit motive in agriculture, but that doesn’t go nearly far enough, does it? After all, food is only one of society’s necessities: housing, clothing, medicine, in fact all the things we need are produced for profit and not people.

So, Colin, what you call “the modern world” is really the capitalist system and that’s what you should be attacking, not just one aspect of it.


Science and profits

The Observer (28 April) has revealed another piece of capitalist skulduggery in the relentless pursuit of profit:
"Boots, one of Britain's most trusted companies, commissioned research and then suppressed it after the results showed that its most lucrative drug could be replaced by products three times as cheap and just as effective. ”
After paying $250,000 for the survey by the University of California to test their drug Synthroid against cheaper ones produced by their rivals, they threatened legal action against publication. They used a team of private investigators to discredit the report, another example of the waste of human effort and the distortion of science caused by a society based on the profit motive.

Inside a society based on production for use the disinterested pursuit of human knowledge will be essential. Inside that society distortion of scientific research for profit will be impossible.


Learned fools

Below are some examples of “howlers” from last year’s GCSE exams:
Q. If the letter MW appear on a radio, what does it mean? 
A. Don’t play it on top of the microwave.

Q. Name some key figures from the industrial revolution. 
A. Harold Wilson and Arthur Scargill.

Q. Give an example of the use of the word “judicious”. 
A. The hands that judicious can be soft as your face with mild, green Fairy liquid.
Here are some howlers provided by very important public figures:
The core of empire was not profit but governance (Prof Max Beloff).

Iran is a theocracy but it is also a democracy (Louis Farrakhan of the Black Muslims).

Private ownership is the basis of all ethics on which man’s personality is built (Cardinal Józef Glemp, Primate of Poland).

Prescott’s pretensions

John Prescott, deputy leader of the Labour Party, declares that he is middle class, so Barry Hugill writes in an article in the Observer (14 April) entitled “We’re all middle class now”.
"It's a tricky question because there is no right answer. Karl Marx, never the snappiest of writers, dreamed up ‘relationship to the means of production’ as the key factor. So an engineer earning more than £40,000 per year would be working class because he doesn't own the company he his working for—he is just a prole like the rest of us. "
This won’t do for Hugill. After discussing education, vocabulary, occupation, housing, income and snobbery he concludes “So what are you? And does it matter?”

Well, yes it does. Class is determined by none of the categories in Hugill’s 600-word article, but by Karl Marx’s “relationship to the means of production”. Snappy enough for you, Mr Hugill?


Hattersley’s hesitations

Somewhat surprisingly, Prescott’s predecessor as Deputy leader of the Labour Party, Roy Hattersley, has an inkling that this might be so, writing in The Guardian (22 April) that:
"Social groups are determined by their relationship to the means of production. It is just my luck to begin spouting Marxism at the moment when nobody else believes a word that he wrote. ”
Hattersley’s comment on Marxism is wrong, but if by “social groups” he means classes then he is right. People who work for a wage or salary are working class whether they know this or not, and those who think they are “middle class” are only kidding themselves.


Alderson in Wonderland

The left was delighted, the right were enraged, and socialists were amused.

John Alderson, ex-Chief Constable of Devon and Cornwall, wrote in the left-wing journal Red Pepper claiming that Britain is becoming a police state and anti-road protesters and protesters against the export of veal calves are the hope for the future.

Alderson gave his Humpty Dumpty view of the world in the statement:
"The primary task of policing is to uphold and safeguard human rights, he says, calling for an independent police commission to resolve conflict between police and public ” (Observer, 21 April).
The primary task of policing is to protect private property. The hope for the future is in workers organising for a society based on common ownership.

Alderson, Red Pepper, its left-wing supporters and its right-wing opponents, are united in their opposition to that revolutionary aim. Curiouser and curiouser.

Not—so—bon appetit (1989)

One thing is clear in all the fuss and confusion about salmonella in eggs, listeria in cheese and BSE in beef: the statements of, and advice from, ministers have not been fit for human consumption. There is nothing new in that: at the time when the radioactive cloud from Chernobyl passed over Britain, letting fall its lethal chemicals with the rain onto the sheep of North Wales and Cumberland, the then Minister of Agriculture was self-sacrificially emphatic about how harmless it was. He declared that he was going to spend that week-end “enthusiastically" eating British lamb. So far he has not grown two heads, but evidence has emerged that the meat in those parts was dangerous to eat then and will remain so years after the fall-out.

Although the most recent row became public with Edwina Currie's famous remark about how widespread salmonella is in egg production, that was by no means the beginning of the affair. Currie's reputation for valuing career-sustaining self publicity over facts made her vulnerable to the kind of assault which the farming interests launched on her. When we saw TV pictures of adorably fluffy chicks on their way to being gassed because of her ill-considered words, her fate was sealed.

But anyone with the most cursory acquaintance with what passes for farming and methods of the food industry had known for a long time about the active threats to health which they represented. There has been no shortage of information, available to anyone who wanted it, about the effects on cattle and on the people who eat beef of pumping the poor beasts full of hormones, not to cure them of some disease but to make them more copious producers of milk and beef. Yet another hormone — bovine somatropin — is now under test, although an unusually sensitive National Farmers' Union seems to be opposed to its use, presumably because they are anxious to avoid more bad publicity for their members.

Battery hens — quite apart from the sickening conditions in which they spend their brief, wretched lives — have long been known to be a source of salmonella poisoning, made worse by the fact that they have commonly been fed on the already diseased remains of slaughtered hens. That is why there have been warnings, albeit muted, about the need to cook chickens thoroughly and to avoid re-heating them.

So why didn't the government simply publicise the whole issue, a long time ago? Why didn't they tell us not to touch any intensively reared meat, or eggs from battery hens, or soft cheese? Or, more effective, why didn't they rush through parliament some sort of legislation to outlaw the production methods which cause the illnesses?

We saw the answers to these questions in the Currie affair. Intensive food production was developed because it is more profitable than the old, slower, less certain methods. The big drugs companies have enormous investments tied up in the production of the chemicals which the farmers shove into their animals. If enough people become scared of buying the food, demand for it can collapse to the point at which it becomes unprofitable to produce it. That may save a few lives and prevent a lot of very distressing sickness but it would play havoc with the profits of the farmers and the drug companies and that is not what the government is there for. Governments exist, not to look after the wellbeing of what is called the consumer — workers who spend their wages on the things they need to re-produce their energies — but to protect the profits of the class who own the means of production, which in this case means the farming industry. the food production firms and the drug companies.

That is why the first official reaction to the slightest breath of truth about something like salmonella in eggs is to rush to conceal the facts. If public pressure becomes so fierce that some of the facts must be allowed out they will often be so mangled and restricted as to be unreconcilable with the truth. This stubborn rearguard action can go on for a very long time, while workers endure painful and possibly fatal illnesses because of their ignorance of the facts.

The great food scandal brings us once again up against the reality that capitalism puts profits before people. Currie's big mistake was that, while she so ardently supports this social system, she allowed herself to voice a passing doubt about the effects of this principle. The penalty she paid, was a lot less distressing than what was endured by those who experienced what it meant from the business end of a sick-bed.

The formidable crisis which accompanied the introduction of machinery into industry at the beginning of last century is well known. From day to day thousands of workmen were thrown out of work upon the pavement of the towns, without money and without bread. As the factory chimneys rose, as the progress resulting from the slow elaboration of ages, and produced by the successive efforts of past generations, replaced the less docile, less rapid and more costly hand of man in the daily labour by the brutal strength of steam and electricity, cries of poverty and anguish came from the breasts of the workmen violently expropriated from their living, hunted from the workshops by the discoveries of science by the onward march of mankind. It is remembered to what extremities misery forced the crowds of famished men, who threw themselves upon and broke into pieces the machines which had been substituted for them.

The same events which happened nearly a hundred years ago in industry are being repeated to-day in agriculture. Machinery is being introduced everywhere in our fields. The consequence of this new state of things, if it does not end as formerly in violence of the worst kind, is nevertheless most important and most dangerous to social life.

It is not only from to-day, however, that the machine has made its appearance in agriculture : twenty-five or thirty years ago the use of the steam threshing machine became general and replaced (by the aid of the traction engine which takes it from farm to farm) the antiquated threshing with the flail on the barn floor which occupied an entire staff of workers on all important farms during the whole of the winter. This transformation, however, was hardly felt because it occurred at a time when agriculture was at the height of its prosperity, when cultivators had not yet passed that crisis which has weighed upon them for so long a time and has caused them to modify more or less completely their old manner of life and ancient customs.

During the agricultural crisis the landowners and farmers have been led to cut down expenses, and they have sought to restrict in particular that item which costs most the labourer. Wherever possible they have abandoned the culture of cereals in favour of meadow and pasture for which practically no labour is required. It is indeed to be remarked that cattle raising has never suffered so much from market depreciation as the production of wheat, oats or rye. In many districts to-day only sufficient corn is sown to provide the straw necessary for wintering the cattle.

Cultivation, which was the great occupation of the rural population in former times, is much restricted to-day. Enforced idleness exists during a considerable portion of the year ; indeed, scarcely, except at the times of haymaking and harvesting, is the agricultural labourer sure of finding work. During these two periods of hard labour, the peasants, in several countries, have sought to earn more than in the past in order to compensate by a temporary but suitable wage for the long days of unemployment that they suffer during the winter and autumn. Conflicts, declared or veiled, have arisen recently between farmers and labourers, and they become each day more and more numerous. In order to oppose the demands of the labourers the masters shake before them the spectre of the machine. “If you create difficulties for us,” they say, “we will purchase machines. Then you will have no more work and you will earn nothing. It is preferable for you that you accept what we propose, even though you find it insufficient.”

A large number of farmers have passed from threats to acts. With the openly avowed aim of undermining the least manifestation of energy and combination among the agricultural labourers, they have purchased mowers, patent rakes and self binders, which enable them with an extremely reduced staff to take in their crops in a few days.

The development of machinery in our fields became generally noticeable four or five years ago, and it grows more and more in importance as rural knowledge becomes awakened. It is the direct reply of the exploiters to the demands of the exploited. It must also be remembered that the employers have been helped by recent improvements in agricultural machinery. Formerly the machines consisted only of a few parts, and when one of these was put out of action during operations (by the shock of a stone for instance) it was necessary to stop work and wait a considerable time for an urgent repair. At the present time, however, the new American machines are composed of many interchangeable parts, and when one of them is put out of truth or broken it is only necessary to unscrew a bolt and replace the part on the spot. The interruption of work is scarcely noticeable.

These various reasons are the cause that, this year in particular, complete train loads of harvesting machinery were to be met with in the stations of all agricultural districts. Everywhere, from every side, the agricultural labourer saw hitherto unknown machines arrive in the fields to displace him, and a dark anger takes possession of him as he sees these machines progressing and working by means of which it is designed to starve him into submission.

There have as yet been no acts of violence or grave and general disorders; nevertheless it sometimes happens, in the shadow of the hedge and under cover of night, that a machine left in the fields is destroyed.

As immediate consequence, the advent of machinery will hasten still more the exodus of the inhabitants of our hamlets and villages toward the towns. The periods of unemployment already so terrible will become intolerable, and the able-bodied of our country proletariat will be compelled to fly toward other destinies, to go into the great centres of population to find again the same poverty that they will have left behind in their cottages.

It is always said that “agriculture is short of hands.” No. It is agriculture that no longer employs the hands which are at its disposal. The rural proletariat in the literal sense of the word is no longer able to live. The advent of machinery has given it the final blow ; so true is it that, under capitalism, the most useful discoveries, the most remarkable inventions, every progress of science, if they profit a few, are nevertheless for the others—the victims—a cause of poverty and ruin.

Material World: Think global, act global (2023)

There is an interesting report in The Conversation of a recent paper by a group of academics on optimal land use for agriculture and carbon capture (see ‘Benefits and trade-offs of optimizing global land use for food, water, and carbon’ in the journal PNAS. They ‘targeted three key ecosystem service (ES) indicators: total carbon (C) storage (indicative of climate regulation and climate-change mitigation), crop production (indicative of food supply), and available runoff (indicative of freshwater supply)’ and produced models to balance these three objectives.

This is interesting to us, because it is an example of how we can look globally at land use, looking at competing objectives (and trying to balance them) and not using money as an indicator: in short, the things necessary to engage in a planned co-operative economy. We don’t need to endorse the specific results of this group of academics to see the possibility of this level of global land use planning. But, as they state: ‘Results show a potential to increase all three indicators (+83% in crop production, +8% in available runoff, and +3% in carbon storage globally)’.

However in the article, Deepa Senapathi points up what this could mean:
‘It’s also tough to see the suggested land use as feasible or pragmatic when geopolitical and socioeconomic factors tend to drive decisions on what to do with land. For example, the optimisation suggests more cropland in most of Great Britain, with parts of Scotland and southern and eastern England left to nature. But this would require significant policy and socio-culture change in a country where 52% of land is already enclosed farmland and only 11% is woodland.

‘Only a very brave politician would suggest abandoning British farms, or taking iconic woodlands or moorland grazed by sheep and turning them into wheat fields.’
She also notes that there are other factors: flood plains, biodiversity and insect life that would need to be taken into consideration. This is true enough. Impressive though the optimisation algorithms are on a global scale, the kind of changes that this paper suggests would be necessary would require detailed local planning and co-operation to achieve. We would not believe for one instant that a small group of academics in Germany could produce wholesale a plan to tell the world how to use its land. Indeed, in our pamphlet Socialism as a Practical Alternative we note:
‘In socialism a world specialist body like the FAO [Food and Agriculture Organisation] could be concerned with co-ordination, assistance and advice. It would be in a position to provide this service against a detailed world picture of all the problems associated with the need to increase world food production in ways which would be safe within the natural systems of the environment. This is not to suggest that such world bodies would be entirely centralized and operating from a single world location. They could operate regionally and locally and their members could be involved in any scale of activity where the necessity might arise.’
Freed from the imperatives of geopolitical confrontation between property owners and the incessant drive to make monetary profit, information from such studies as this PNAS paper could be part of a worldwide debate to democratically agree a common course of action, as well as guidance for local debate on implementation. Indeed, to even make their model work, the German academics had to assume an absence of trade barriers for food and water.

Even land non-use is important, as they note that their ‘results further strengthen previous work that highlighted the importance of conserving tropical and boreal forested regions for their unique climate regulation services […] and emphasize that crop and fodder production should be focused on temperate and subtropical regions.’ The logic of capitalism would see this as a waste, as it demands that everything be put to instrumental use in making profit, deliberately choosing not to exploit a resource is outside the capacity of the market system, no matter how vital it is to human survival.

Still, it is useful to note that the paper tells us that we have scope to increase food production, as well as a useful element in fighting climate change by securing more carbon in plants and soil.

It also shows us how computer algorithms and models can be applied to solving the world’s problems, but, again, not in isolation or as a technocratic fix, but as part of an ongoing discussion and democratic decision. That’s why it is important that the paper’s authors have made some of their data and models available (github.com/slautenb/lpjguessOptim) as a part of open science.

At each stage in the debate, to implement this sort of co-ordination would require openness and accountability.

A Look Round. (1905)

Councillor Hickmott is asking all who favour the establishment of an active Socialist organisation to write to him at St. John’s, Sevenoaks.

Active Socialist work in any district is to be welcomed, when it is Socialist, but all who accept Mr. Hickmott’s invitation should have a clear understanding with him before they start work. I do not know whether he is still a member of any organisation claiming to be Socialist, but I do know that he secured his seat on the Sevenoaks District Council as an ”Independent” because “you cannot run as a Socialist down here, you know.” I also know that he was the only advertised speaker at an open-air meeting of the Bromley South Liberal Association held on June 28th, and I am informed that this meeting was one of a series held in support of Mr. Maurice, the Liberal candidate. So I think a warning is necessary.

In my June notes I referred to the “Tactics” question in America. Victor Berger, who supported a capitalist nominee at the Milwaukee Spring elections, has been removed from the National Executive of the American Socialist Party. Verily, the way of the transgressor is harder in the States than in this country !

The working-man is free to work when, where and for whom he likes, say our opponents. Is he ? Lord Claud Hamilton declared last month that in West Ham the Great Eastern Railway Company pay £30,000 a year in rates, and if the cost of establishing a town for 2,500 men were less, they would move them to some other part of the country. The capitalist-class consider the workers as so many goods and chattels, as they really are, to be shifted from place to place as it suits the employing class to shift them. And this is freedom !

Another point often urged by our critics is that the capitalist is entitled to a greater reward than the worker because of what he risks. But the working-class risk every day that which the mere “investor of capital,” great or small, never jeopardises, and which, unlike that which the capitalist risks, “when, once destroyed can never be supplied”—his life. Such disasters as the recent explosion in the Wattstown colliery illustrates the fact.

Throughout the United Kingdom about 25 miners lose their lives at work every week, whilst upon the railways last year, excluding passengers, 958 persons were killed and 4,220 injured, which average 18 and 81 per week respectively. All other departments of industry claim their toll of the workers’ lives. Each member of our class takes his life in his hands every time he enters the mine, factory or dock, and all for a few paltry shillings per week.

A correspondent of a London financial journal, writing from Kalgoorlie under date June 17th, refers to the impending struggle between the Chamber of Mines and the workmen. He says that the prevailing impression is that an all-round reduction of wages will take place. So that, although “the representatives of capital and labour are marshalling their forces,” it is a foregone conclusion that victory will lie with the former, as it must as long as capitalism lasts.

However, our friend has made a discovery. He concludes his report by saying, “At the same time living on the fields is fairly high, and you very rarely hear of anyone living on the gold-fields from choice.” Does the scribe suggest that men are driven, say by the ever present fear of starvation, to leave England, home, and beauty in order to work and live on the goldfields ?

The Agricultural Returns for 1904 have just been issued and show that the area under corn crops has decreased from 8,517,000 acres in 1902 to 8,258,000 in 1904. This fact should be noted in view of our article on “Invasion or Starvation” in last month’s issue.

Eureka ! A Mr. David Lubin has held a meeting in his rooms at Kensington Palace Mansions to fully explain a scheme “to kill corners” ! It is the King of Italy’s plan, but was suggested to him by Mr. Lubin. The agriculturist, they say, is practically at the mercy of such people as the “cotton kings” and “wheat kings” of the United States, and so they will establish an International Chamber of Agriculture which will aim at the world-wide circulation of reliable information, by which every grower, manufacturer, and consumer can know the exact state of the market.

And this, according to Mr. Lubin, will “stop the ‘monkeyings’ of these new Mephistopheles who call themselves ‘kings’ ; there are to be no more corners.” I can imagine Leiter, Armour, Brown, Sully, and Co. trembling in their skins. Lubin, the new Jack-the-giant-killer, with the aid of a King-by-divine-right, who may be able to govern “his” people, but cannot prevent the real kings, thousands of miles away, from withholding their supplies of food and raw materials, has arisen, and by the aid of an information bureau, is going to lay them low. What do you say ? That the information will enable them to operate more successfully and will place the people move in their power than ever ? Perhaps so. But the real giant will one day awaken, will recognise that the only way to kill corners is to expropriate the possessors of the means of life, to assume the ownership and control, to organise production and distribution in the interests of the whole people.

Trade Unions fears about funds

We hear stories from time to time about the huge funds alleged to be held by the trade unions. There are jibes about the millions of pounds held in. capitalist stocks and shares, or reassurances about how nice it is to see workers' organisations with a stake in the country's wealth.

In fact, its all a lot of irrelevant bunkum. Take the National Union of Railwaymen as an example.

At their recent annual conference the railwaymen heard some hard words from their auditor. He told them that although their total funds increased by £250,000 to £6½ million, this did not mean a thing. All this money, he said, could be wiped out “literally overnight." Most of it was locked up in investments anyway and even if these could be realised at their full value, which, of course, would be highly unlikely, it would only be enough to provide each member with less than £10.

Strike pay works out at £1 per day, hardly enough to keep a worker and his family in luxury. Ten days on strike and they would blue the lot. No wonder there were no die-hard resolutions about fighting Beeching to the last penny of N.U.R. funds!

Thus is demolished yet another of the myths about workers’ affluence. Given favourable economic circumstances under capitalism, the trade unions may be able to bargain rather more effectively. But immediately the economic climate changes for the worse, the shakiness of their bargaining position is ruthlessly exposed.

If the N.U.R. do ever decide to make a do-or-die stand against Beeching, they will need to rely upon more than their £6½ million reserves. They will find their “stake in capitalism” small and transient indeed.


Agricultural exodus

In this country agriculture has become so mechanised that now only 5 per cent. of the British population depend on the land for their living. In Germany the proportion is 15 per cent., in France, 25 per cent., and in Italy it is as high as 44 per cent.

Even in Britain agricultural workers continue to drift into the towns. Year by year the number of machines increases at the expense of men, and more and more small farmers are forced off their holdings. But in other countries, the flow is even faster, the State actively encouraging this movement by paying small farmers to leave their land or by paying grants towards the amalgamation of smallholdings into bigger farms. But it is the basic economic forces within capitalism itself, in all countries, that provide the main impetus; the peasants are forced inexorably off the land and into the towns and factories.

France is a perfect example. A few years ago it was calculated that about 100,000 people were destined to leave the land every year. Many observers thought this an exaggeration. But now the recent census has shown that this figure, far from being an exaggeration, was in fact a hopeless understatement- no less than a quarter of a million of the rural population are apparently pouring into the towns every year.

At the same time, French agriculture, like the British, is becoming more and more industrialised. Within a few years the number of tractors in the country will be the highest in the world, after the United States and Russia. Inevitably, output continues to rise, to the point where surpluses have already become a grave problem. Equally inevitably, it seems, the problem will get worse, in spite of all the French government can do to find outlets for the increased output.

There have already been many violent peasant demonstrations; this year, it looks as though there will be even more. In Brittany, there have been protests at the entry of North African potatoes whilst the home farmer has been struggling to dispose of his own production (ironically, the British farmers have been making the same bitter complaints about Breton potatoes undercutting their produce).

In the South of France, there are similar troubles over fruit and tomatoes; the production of peaches, apricots, and tomatoes promises to be higher than ever. At the same time, British farmers are already disquieted about how the French are going to dispose of their forthcoming cereals crop. They feat dumping on a large scale.

All this explains why the French government seem to be taking an easier line over Britain and the Common Market. French agriculture wants freer access to the German market and Germany refuses to budge until France takes an easier line over Britain's eventual entry into the Common Market.

We are going to hear a lot about agriculture in the months to come.


Taxation without tears

We have often commented in these columns about the folly of making wealth comparisons under present day capitalism, without taking taxation into account. Thus, although one-tenth of the population of the country still owns about nine-tenths of its wealth, the gulf seems not half so glaring if one compares incomes, and even less glaring when one compares incomes after tax.

But what is always forgotten when this argument is used to bolster up the idea of the affluent society, and of how much better off the workers are relatively in comparison with the capitalists, is the way in which our capitalists make use of the tax system to add all sorts of hidden emoluments and “perks” to their incomes. Expense accounts on the firm are only the most publicised means they have of achieving this; there are many others, all quite legal and often more rewarding.

The Sunday Times recently ran an article which showed wonderfully well what scope there is, and all above board, for this type of operation.

At the moment, there is a nice market for selling “executive aircraft” to the bigger firms. One such plane is the Hawker Siddeley H.S.125, selling at £200,000, which is hardly a bagatelle even for our bigger capitalists. But so generous are the Inland Revenue with their allowances that, over five years flying, the firm buying one of these aircraft needs actually to pay out only £35,000 for it.

Ostensibly, of course, these planes are for transporting our businessmen quickly from place to place so that they can transact their big deals and be back at their big desks the next morning. But if they alternate their business trips with the odd flip to Paris or the South of France, in company with their wives, friends, and families, who is to know? Plus the usual hotels, good food, the best wines, and any other expenses on the firm, it all works out very nicely and makes a useful tax-free addition to the annual income.

Its an affluent society alright—for those for whom it has always been affluent, the capitalist class.

Material World: Why biodiversity matters (2023)

Biodiversity is vitally important to human society and human survival – not just the biodiversity of the wilderness but also the agrobiodiversity of domesticated plants and animals. One has to be constantly wary of the risk to such biodiversity posed by genetic erosion and species loss. These work to shrink the genetic pool – the natural variability of organisms – that breeders rely upon to select the kind of varieties they want to develop. That then reduces their room for manoeuvre. It makes agricultural output increasingly vulnerable to the effects of climate change and the emergence of new diseases or pests.

As José Esquinas-Alcázar notes:
‘The conservation and sustainable use of genetic resources goes far beyond avoiding the extinction of species. The objective must be to conserve and use as much diversity as possible within each species. Plant genetic resources can be conserved ex situ, for example in gene banks (facilities that store samples (accessions) of crop genetic diversity, usually as seed and vegetative material) or in situ, either on-farm for farmers’ varieties, or in natural reserves or protected areas for wild plants’. (‘Protecting crop genetic diversity for food security: political, ethical and technical challenges’, Nature Reviews/Genetics, Vol 6, December 2005).
‘In situ’ conservation is being threatened by the spread of a homogenising commercial agriculture both in the form of habitat destruction impacting on native species and varieties as the amount of land farmed expands and, also, via the aforementioned marginalisation of traditional farming practices that maintain diversity. But what of ‘ex situ’ conservation in the guise of gene banks?

This is a relatively cheap method of conservation but it has drawbacks:
‘The main drawback, however, is that a genetic resource ceases to evolve as the natural processes of selection and adaptation are halted. In addition, only a small amount of the genetic diversity present in a given population is usually represented in the collected sample. This is further reduced every time the resource is regenerated, owing to genetic drift and natural selective pressures under different environmental conditions. Furthermore, many gene banks do not meet appropriate standards of storage and regeneration, resulting in poor seed viability’.
Genetically modified seeds are not currently allowed (at the time of writing) to be stored in seed banks. One reason why this is so is because seed banks are subject to legislation contained in the International Plant Treaty whereby they are obliged to agree to multilateral access to their collections. This, in effect, means treating those collections as the common heritage of humanity. However, that is clearly at odds with the status of GM seeds as patented inventions deemed to be the private property of corporations that undertook the initial research. It is yet one more illustration of the way in which private property relations work to impede the effective use (and conservation) of resources at our disposal.

In their article entitled ‘Seed banks: the last line of defence against a threatening global food crisis’, Salome Gomez-Upegui and Rita Liu point out that there are about 1,700 seed banks around the world ‘housing collections of plant species that are invaluable for scientific research, education, species preservation and Indigenous cultures’. They cite Stefan Schmitz, executive director of the Global Crop Diversity Trust, an organization dedicated to preserving crop diversity for food security:
‘At a first glance, seeds may not look like much, but within them lies the foundation of our future food and nutrition security, and the possibility for a world without hunger… Well-funded, well-maintained seed banks are critical to reducing the negative impact of the climate crisis on our agriculture globally’ (Guardian, 15 April 2022).
Without decrying the importance of seed banks for the future of farming it is surely overstating the case to suggest that the ‘possibility for a world without hunger’ depends on them. To reiterate – hunger is an economic and political problem; it does not arise from the lack of some kind of technical solution to growing more food.

This fixation with ‘technological fixes’ (at the expense of social fixes) fails to see that technology is not developed in a vacuum; it is shaped by powerful economic forces. A particularly perverse example of this is so-called ‘terminator technology’ – the development of seeds (dubbed ‘suicide seeds’) that are specifically designed to ‘genetically switch off a plant’s ability to germinate for a second time’ – thus compelling the farmer to buy in a fresh supply of seed each season (Link).

There is no rational technical reason for the development of such a technology; it seems to be solely designed for the purpose of securing increased profits for agribusiness. More to the point, it undermines the ability of traditional farmers to develop a range of local seeds adapted to local conditions as they have done in the past in time-honoured fashion.

Town and country (2023)

The cessation of capitalism will signify, amongst other things, the elimination of the enormous structural waste associated with this system. In other words, the elimination of all those numerous, often explicitly money-based, occupations that, whilst being required by (indeed, indispensable to) capitalism, do not in themselves perform any socially useful function whatsoever. They do not contribute in any meaningful way to the enhancement of human well-being. Minimally, we are talking about at least half (though some estimates are significantly higher) of the current workforce today no longer being required to do the work they currently do. In short, the replacement of capitalism by a post-capitalist society will liberate vast amounts of labour (and material resources) for socially useful production.

The implications of this for the future of farming are obvious. There can be little doubt that some of this labour will find its way into the agricultural sector of our future-post capitalist society. With the very idea of private ownership of the means of production (in this case, of agricultural land) becoming redundant, the break-up of large farms into more manageable and human-scale farming units will become possible. Along with this, the opportunities for farm work will be greatly expanded. Farms will then be able to more flexibly adapt their methods of farming to the new circumstances they find themselves in, unencumbered by the need to realise a profit through the sale of their produce.

In particular, the influx of more labour into this sector will enable it to transition to a more organically based and environmentally friendly, but also a more knowledge-based and productive, mode of farming. That, in turn, will transform the very nature of agricultural work into something more mentally stimulating and emotionally rewarding. The point being that all of these different facets of this farming model would be closely interconnected and mutually reinforcing.

It is quite true that, to an extent, organic farming, for instance is already being practised today. Nevertheless, it will always struggle to make inroads in an industry driven and dominated by the ruthless pursuit of profit at all costs. The tendency today is for agricultural land to become increasingly concentrated in fewer hands and this is what fundamentally militates against the large-scale application of organic methods even if it does not rule it out completely.

Organic farming, on a small scale, is arguably feasible as a way of supplying some niche market by charging premium prices to mainly better-off consumers who can afford to buy quality food – unlike, for instance, the growing numbers of people now dependent on food banks. This is not to dismiss organic farming as such – if we are able to consume authentically organic food (or, better still, grow our own) then so much the better. However, we need to be aware how the concept itself has all too often been cynically harnessed to the cause of ‘greenwashing’ capitalism.

The illusion is insidiously fostered that a gentler, kinder and more environmentally benign version of capitalism is entirely within our grasp. As consumers we are encouraged to believe that we are quite capable of bringing it into existence simply by dint of exercising our will and opening up our wallets. No need to politically or collectively organise to overthrow a fundamentally rotten system; it can be induced to reform itself through the informed decisions of individual consumers.

Here, yet again, we see how the individualistic ideology that capitalism nurtures in us surreptitiously shapes the political agenda in ways that shore up the very system itself. In the meantime, the marketing of our food continues unabated and, with it, the studied manipulation of images that all too often, belie the ugly reality of food production today: foodstuffs laced with chemicals or pumped with hormones, battery hens suffering under a cruel regime of factory farming and caged Scottish salmon being consumed alive by sea lice in what are euphemistically called ‘fish farms’.

As the saying goes, we are what we eat. Changing society must involve, amongst other things, changing how we go about producing the food that we eat. This is something most of us have little or no control over at the present time. For more and more of us our links with the land have long been severed in a world of exploding megacities. Huge, powerful corporations absolutely dominate each and every stage in the food supply chain – from the field to the supermarket shelf. But, apart from this, you cannot hope to change society – the way things are done today – without having some larger vision of what you would want to put it in its place. This unfortunately is what is conspicuously lacking today.

Utopian though such a vision might seem from the vantage point today of our (apparent) collective helplessness and political impotence, it is indispensable to reaching some kind of coherent understanding of this world we live in — not to mention, deriving some sense of direction about the way forward. For the direction in which society is currently heading is clearly not one that is conducive to human happiness and well-being.

Part of that vision of an alternative future has to do with the kind of spatial reorganisation of human society that will be required to ensure the sustainable production of food at a level adequate to meet the nutritional needs of humanity in general. Concretely speaking, this hinges to some extent on overcoming or breaking down the distinction between the town and the countryside and addressing the vexed question of how to achieve some kind of suitable or healthy balance between them.

The built environment that is our towns and cities represents the embodied labour of many generations long gone – an enormous monument to human ingenuity. It is a legacy we should embrace, not abandon. Abandoning it would be as preposterous as it would be scandalously wasteful.

Healing the rift between the town and countryside has long been an aspirational goal of utopian thought. However, to be truly realisable and effective, it has to entail a two-way movement – not just some one-way ‘back to the land’ exodus from the towns precipitated by the break-up of large agricultural estates in the countryside itself or the implementation of measures to make farming more attractive and stimulating. We also need to be thinking in terms of ‘bringing the countryside into the towns’ themselves, so to speak, – through the reinvigoration and greening of urban land blighted by dereliction at the hands or urban speculators or by inappropriate and uninspiring urban ‘development’.

What the market does to Agriculture (1995)

Agriculture today is increasingly production for cash — and
 that means that the lifestyles and needs of both producers
 and consumers are afflicted by the blight of profit, like in any
 other sphere of capitalism, with poor working environments,
 ecological destruction and second-rate products. In socialism, 
human “intervention ” in the form of agriculture would no
 longer be dominated by the impersonal forces of the market, 
but would be under conscious human control. Socialism 
could use the technology developed by capitalism in frame-
works best suited to the requirements of farmers and consumers alike, and would substitute production for the sake of
 capital accumulation with production solely for the satisfaction of needs and desires.
Ecology is about the relationships of living organisms to one another and their physical environment. This complex of relationships is arranged into a number of relatively well-defined ecosystems.

Left to itself, an ecosystem will tend to evolve in a process of “ecological succession", from a simple pioneer stage, through intermediate stages, towards a natural “climax". This is when the diversity of life forms that a particular area can support (under prevailing physical and climatic conditions) has reached its full potential, when there are no more ecological niches or unutilised food resources left for new arrivals to exploit. A climax community will tend to be a relatively stable one — that is, the populations of its constituent species fluctuate very little over time — because of the checks and balances they exert upon each other through the food chain.

Human intervention in nature has the potential to profoundly alter this picture. In a sense, though, to talk of intervention is a misnomer. Strictly speaking, we are part of nature—albeit, a uniquely self-conscious part—and act upon other parts of it to meet our material needs. However, because everything is connected in nature, such actions cannot fail to have ecological repercussions for us and other species. A relatively early example of human intervention is agriculture.

Agriculture entails some reduction in the complexity of plant and animal species inhabiting a particular area; it represents a shift backwards along the line of ecological succession. The climax community is replaced by a “successional community” in which nutrients are made available to a relatively smaller and less diverse number of domesticated species selected for human consumption, with potentially destabilising consequences for the ecosystem in question.

This need not necessarily give cause for concern. In any case, we have little choice in this regard, the existing population could not support itself by reverting to hunting and gathering. What should really concern us now is the sustainability of our agricultural practices. This behoves us to take into account the ecological consequences of such practices, to devise some workable compromise between the pressure of human needs and the ecological integrity of nature.

Typically, this is what traditional systems of fanning tended to do. Indeed, the sustainability of such systems is evidenced by the fact that many small farmers, largely concentrated in the so-called Third World, still substantially rely on a repertoire of time-honoured techniques. These help to reinforce, and in turn are rooted in, the social relations of production of traditional societies, characterised by a strong sense of communality and co-operation. Two closely related aspects of this ecological approach to fanning are diversity and self-sufficiency.

The precise package of techniques adopted will tend to subtlely differ from one locality to the next. This is indicative of a highly sophisticated understanding on the part of traditional farmers of the specific environmental constraints they face, and to which they must adapt, with little or no assistance from outside.

Transition to the market economy
Nevertheless, the outside world has increasingly intruded into the realm of traditional farming. With the historical expansion of the market economy, the relationship between human groups and their environment has undergone a profound transformation. Despite the persistence of a large non-market sector—mainly in the Third World, where much of the output of peasants is destined for household consumption or localised gift exchanges—the market has become the dominant economic system in the world today; it connects every part of it in a complex pattern of physical and informational flows.

How has this affected people’s relationship with the land? In small-scale, autarkic pre-capitalist societies, direct dependence on local resources meant that wanton exploitation of these resources would spell ecological (and thus economic) ruin and the disintegration of the community—unless it could migrate or develop new resources.

With the coming of the market economy, the purpose of farming changed radically—from production for local need to production for the market. This has brought about a corresponding change in the nature of farming. An ecological mode of farming, emphasising risk avoidance and long-term stability of output, has gradually given way to a more ecologically exploitative, “industrial” mode of farming.

This mode of fanning is driven by the need to maximise output, to produce agricultural surpluses, to feed a growing urban population resulting from the development of capitalism, This physical separation of the producers and consumers of food, highlighted by the largely one-way flow of organic material (food products) between them, has entailed not only an increasing problem of waste disposal in the urban centres but also a discontinuation of the traditional practice of recycling such material.

When nutrients removed from the soil as harvested crops are not returned to the soil, agricultural productivity will steadily fall—unless this loss can be made good in some other way. That is precisely what industrial fanning has endeavoured to do through increasing applications of industrially produced artificial fertilisers (and other) inputs to boost yields. Thus, by replacing a cyclical flow of nutrients with a linear one it has reduced the dependence of farmers on local resources but only by increasing their dependence on resources originating outside their locality.

It is important to realise that it is not global economic integration as such that is the cause of the abandoning of “conservationist” agricultural practices. What has caused this is the form economic integration has taken historically until now—the profit-driven market economy.

The dynamic of capitalism, regulated by the law of market competition, is to accumulate capital through the maximisation of profit. This puts pressure on economic actors to cut their unit costs in order to undersell their rivals, not to do so would be to risk being priced out of the market. This, in turn, disposes them to adopt both a short-term and narrow view of production.

Commercial farming
From this perspective, the return of off-farm organic wastes to the land, for example, while technically feasible, will be seen as economically undesirable. Firstly, though the benefits it could bring cannot be doubted, these need time to take effect and in the world of business competition “time is money”. Hence, it will tend to be bypassed in favour of techniques which produce more immediate results.
even where these deplete the natural productivity of the soil in the long run.

Secondly, there are costs considerations which make such a proposition problematic. Thus, domestic sewage and industrial wastes tend to be mixed because it is cheaper to dispose of them in this way, rather than separately. This means, however, that the resulting mixture cannot be applied to the land because of the high levels of toxic chemicals and heavy metals it contains. But while it might thus make “economic sense” to apply artificial fertilisers to the land, rather than separate out domestic sewage for recycling, there are other hidden costs involved in such a course of action; these are not reflected in the narrow definition of“cost” employed by a market-based methodology of cost accounting. An example is the leaching of nitrates into rivers which then have to be removed through expensive technology to make drinking water safe. Such incidental costs are treated as “externalities” insofar as they are not shouldered by the enterprise—the commercial farmer—responsible for them, which would make such an enterprise less competitive were it to take such costs into account.

This is not to suggest that production for the market must completely rule out ecological or organic methods of farming. Nevertheless, such methods go against the grain of capitalism. Organic products are usually more expensive than those produced by industrial farming. Farmers hooked on industrial farming often find it very difficult to convert to organic agriculture; in the transition they will usually have to contend with a significant drop in output and probably profit too. Above all, organic agriculture faces formidable and well-organised opposition from multinational corporations supplying industrial inputs to farmers. It is thus hardly surprising that only a tiny fraction of agricultural land in the developed capitalist countries— less than 3 percent in Europe—is devoted to organic agriculture.

In contrast to capitalism, socialism, as a society freed from the profit motive and competitive pressures “to produce as much cash as possible, as cheaply as possible, and as quickly as possible”, will be able to adopt agricultural methods which will achieve a working compromise with nature respecting the long-term considerations which ecological science teaches are vitally important.
