The Myths of Race (1965)

A few years ago, an American professor created three fictitious races, gave them names, habits and customs and asked people what they thought of them. A large proportion of those tested were hostile to the non-existent races, and thought that they should be restricted. This is typical of the confusion which surrounds the subject of Race; confusion inspired at the best by misunderstanding and at the worst by calculated malice. A man will be dispassionately scientific when he is talking about the differences between his dog and his neighbour’s, but he will be exactly the opposite when he is discussing the differences between his neighbour and himself, if the neighbour happens to have a coloured skin. The very word Race is distorted and , misused more than most others. It is, for example, common to hear talk about the White Race, the Aryan Race, the British Race—all of which are different, indeed contradictory, ways of using the word.

A first step in clearing this confusion is to realise that the word Race is useful only in so far as it is restricted to a concept in the science of biology. It cannot be used for a political, or sociological, or historical, concept—although this happens too often.

Biology is concerned with the study of life and its processes, their classification and reduction, to order. The basis of the system of classification was laid down in the eighteenth century by the Swedish botanist Linnaeus; from this basis an efficient system has been evolved. Millions of distinct species—some living, some extinct—have now been defined, and their relationships with other species identified. And the work is still going on.

This system of classification originally depended wholly upon physical characteristics — stature, type of hair, skin colour and so forth, The rise of other sciences—of genetics (the study of heredity) and biochemistry (the chemistry of living organisms) in the present century has provided other means, which may turn out to be more useful.

The basic unit of biological classification is the species—a unit, of plants or animals, which can interbreed and so can form a single, natural breeding population. All existing men and women belong to the species homo sapiens. But as we all know, human beings, just like any other species, are not all exactly alike. The physical differences between, say, a Senegalese Negro and a fair haired, blue eyed Swede are all too obvious; they are, moreover, differences which have been inherited and which can be passed on to another generation.

It is clear, then, that the human race can be divided, on the basis of physical characteristics, into subspecies—into races. A race, says one biologist, is “a group of related intermarrying individuals, a population which differs from other populations in the relative commonness of certain hereditary traits.” But when we try to elaborate on this we encounter some important questions which show up our original proposition in a rather more doubtful light.

We meet these questions immediately we try to divide people on the basis of their colour. Any large gathering of “white” people is bound to include a variety of skins, from chalky white (considered to be very undesirable!) to swarthy. Any large gathering of Negroes will include many whose skins are not black, but varying shades of brown, some of them actually lighter than many of those who are considered white ”. Many “white” people have physical traits—a heavy mouth, a flat nose, fuzzy hair—which are supposed to be the identifying marks of a Negro and many Negroes have physical traits which are supposed to be exclusive to “whites ”.

We can extend the questions even farther. Where do we fit in those people in South East Asia, such as the Malays, who appear to be the result of a cross between ”brown” and “yellow” ancestors? Then, outside the field of skin colour, how do we classify the white Europeans who show clear evidence of racial mixing—for example those who bear remnants of the periodical raids into Europe, centuries ago, by the Mongolian hordes? There are many more such questions which, although they do not deny that differences exist between people, expose the absurdity of laying down rigid lines upon which mankind can be divided.

It is not surprising, then, that the very scientists who have tried to classify man should produce such widely differing estimates of the number of races into which he can be divided. Linnaeus said that there were three; Morton thirty-two; Crawford sixty-two; Gliddon one hundred and fifty. It is also not surprising that the same difficulty has afflicted those whose interest in the matter is anything but scientific.

In the United States there has always been confusion over the legal definition of a Negro. In Maine in 1852 a person having one-sixteenth “African blood” was held not to be a Negro for the purposes of intermarriage. In 1910 in Louisiana a coloured person was defined as anyone who had “an appreciable amount of Negro blood.” (What is an “ appreciable amount”?) The Official Census in 1890 applied the term “Black” only to those who had three-quarters or more “black blood”. The 1920 Census tried to distinguish between “full blooded” Negroes (who were classed as “Black”) and those having a proportion of “white blood” (who were returned as “Mulattoes”). The 1930 Census instructed its enumerators to return as Negro those having one half or more “Negro blood”; by the Census of 1940 anyone of mixed white and Negro parentage was classed as Negro.

The definition of Negro varies from state to state. Some (Alabama and Arkansas) say that anyone having Negro ancestors, however remote, is coloured. Others define their non-white population according to the amount of “black blood” in them; of these states, Florida and Louisiana require one-sixteenth, Mississippi and Maryland one-eighth. Thus a person in Louisiana whose Negro ancestors ended with his great-great grandfather is classed as coloured. But he can legally change into a white man simply by moving across the border into Mississippi, which sets the limit at his great-grandfather.

Before the war the Nazis conveniently modified their ideas of racial purity so that their Italian and Japanese allies could be included in the Master Race. The South African government (whose official, legal definition says that a white person is anyone who is “generally accepted” as such) has for commercial reasons admitted the Japanese into the “White" ranks, although at present the Chinese are excluded. .

Whatever the race maniacs say, a “pure” race is almost an impossibility; it could only exist among a few small isolated groups who by virtue of their remoteness have been able to inbreed for generations. Man has spread all over the Earth during his life, and wherever he has gone he has interbred, swamping any “pure” races that may have existed. There is hardly a country—certainly there is no modern country— which is not now a racial melting pot. To talk, therefore, of Race as something which is rigidly definable is nonsense. To support such theories with a political policy of discrimination, suppression and extermination is pernicious.

But in face of all the facts the racists carry on; one of their most popular arguments today is that Negroes are mentally inferior to white people, and that the white race has been responsible for all the cultural achievements of the modern world. One of the happy hunting grounds of such theorists are the intelligence tests which have been carried out in the United States, and which usually show the Negro scoring lower than the white person.

Even if we accept the validity of I.Q. tests as a measure of mental capacity, it does not' follow from their results that the Negroes are inferior. To begin with, we must take account of the fact that nowhere in the United States are educational facilities and opportunities for Negroes equal to those for white children. In the South, where the mass of Negroes still live, the discrepancy is especially wide. Yet even without taking this into account, the fact is the tests have not demonstrated that skin colour has anything to do with intelligence.

One of the most important—and widely quoted—of these tests was one which was given to nearly two million United States Army recruits in 1917/18. Although the results put the Negro at the bottom of the IQ scale, they also showed Negroes from urban areas in the North on average scoring higher than white recruits from some states in the South. Of the other tests, those carried out by S. D. Porteus draw results from many areas of the world, including Hawaii, Australia and parts of Africa. Again, although the coloured people were generally lower, the results were uneven; some of the most primitive groups, for various reasons, actually surpassed other, more culturally advanced groups. In the Fifties, tests on Negro children who had moved from the South to New York City and to Philadelphia showed that their I.Q. went up with the length of time they had been away from the South.

In any case, all of these tests can only have a limited usefulness. Scientists have not been able to devise a means of testing innate mental capacities, and what tests they have devised have not even been able to separate innate from acquired capacities. Some tests, for example, have discovered that Africans who could not readily recognise diagrams and pictures when they were drawn on paper had no difficulty when the same shapes were cut out in the more familiar ivory or leather. Swazi natives were found to be unable to arrange coloured pegs into a simple pattern, although they frequently planted trees in that very same pattern.

The other popular argument — that coloured people are inferior because their cultural achievements do not match those of the white race — has gathered a certain amount of support from people who claim that North West Europe has alone been responsible for modern civilisation. But the history of the human race started a long time before Europe became civilised; while the people there were still primitive savages, coloured races in parts of what are now India and China had developed civilisations with a high standard of cultural achievement.

These civilisations rose and declined for the very same reasons as those which later allowed and encouraged developments in Europe. Civilisations depend for their life upon many influences — primarily economic, but also geographical, climatic, historical. Where such influences are favourable, settled life can take root and flourish. Where they are not favourable, it is a different story; there are many areas in the world which even the so-called Superior Races cannot tame and which remain deadly wildernesses.

Culture is not something innate, something which human beings are born with. It is something which they acquire, in reaction to their external conditions. These conditions affect people of all colours; some Negroes are undoubtedly culturally backward but then so are the Poor Whites in the American South, and so are the Hillbillies of Kentucky and Tennessee. Not all white countries are in the forefront of modern culture: some are distinctly backward and may soon be overtaken by some of the new African states. Culture is only one of the characteristics man has acquired during his lifetime; it can be acquired by all people, whatever their race or colour. It has nothing to do with man's innate capacities, which are probably not much different now from what they were eighty thousand years ago.

The racist argues against this. At its highest, his case confuses the innate characteristics of man with the acquired. At its lowest, his case is a mass of evasions and distortions, which in the end can only be asserted by oppression. The only way to avoid this morass of confusion is to subject the racist’s arguments to a searching examination. This is bound to show them up for the pernicious sham that they are, and to illuminate the fact that there is no reason, in biology or elsewhere, why men of all colours, shapes and sizes should not live in harmony and co-operation.

Letter: IQ tests and racism (1992)

Dear Editors.

A brief (and inadequate!) response to your somewhat misleading article dealing with "intelligence testing" (‘We Are Not Inferior', Socialist Standard, November 1991).

There is a long tradition among traditional “socialists" that rejects IQ testing. Stalin banned IQ tests in 1935 on the grounds they were grounded on “bourgeois ideology"; Hitler made them illegal at the same time because of their “Jewishness”. (In numerous studies, the largest in Glasgow, Jews do significantly better than Gentiles—hardly a finding to endear the procedure to the Fuhrer!). And now, the Socialist Party has to put in its two pennies-worth, arguing that the social scientists who support the concept of IQ arc racist and anti-working class.

The racist argument just doesn’t stand up. Both Eysenck (a Jewish refugee from Nazi Germany) and Jensen have repeatedly drawn attention to the fact the Japanese and Chinese, individually, whether tested in their own countries or as American immigrants, do better on blind IQ tests than do their white counterparts—but nobody accused the researchers as advocates of yellow supremacy! And, yes, they also report that literally hundreds of tests of black and white Americans have found that the former score lower (although. ironically. Jensen found that blacks perform relatively better on the more culture-loaded verbal tests!)

Likewise, the IQ advocates cannot be accused of arguing that the working class is "innately inferior”, as your writer suggests by repeated references to Herrnstein. Indeed the logic of statistical repression theory, fundamental to an understanding of Eysenck and his colleagues, is exactly the opposite to a "genetic" justification of social class division in society.

As Eysenck puts it: 
  Regression is intimately connected with social mobility. In Western societies, only one person in three retains the social class of his or her parents. The major determinant of this upward or downward movement is IQ. When we look at children of a given family, we find that the brighter ones rise in the social scale and the duller ones drop despite the same education, socio-economic status and home background . . . (Intelligence: The Battle for the Mind. Pan Books 1981, p64)
Contrary to your writer’s assertion, the overwhelming majority of psychological researchers base their theoretical work on the biological basis of human behaviour. We have all met unfortunate individuals born with damaged bodies/brains and consequently limited in their abilities. Only simplistic thought imagines that the handicapped are qualitatively different from the rest of us: we all form an extended continuum. What we are and what we may attain is determined firstly by the genes we inherit from our parents and secondly by environmental factors (especially “educational”— especially in the critical first years of life).

If we reflect upon the great number of genetically determined characteristics and potentialities that vary between major racial groups— body size and proportions, cranial shape and size, hair and eye colour, number of vertebrae. fingerprints, bone density, age when we cut teeth, blood groups, colour blindness, diabetes. depression. schizophrenia—wouldn't it be truly amazing if genetically-conditioned mental traits were a major exception?

When Karl Marx suggested for socialism the slogan "from each according to his abilities, to each according to his needs” he was, as a disciple of Darwin, acknowledging the importance of genetic factors.

This is why IQ tests, for all their failings (and let’s be under no illusions, psychologists do not even have a universally agreed definition of the multi-dimensional construct "intelligence"!) can be a valuable tool for identifying "problems" children are likely to experience as they travel through the vital "learning years”. Knowing each individual's strong and weak attributes can help the teacher devise an appropriate learning environment.

Bob Potter should re-read the article in question and he will find that we did not say that all who support the use of IQ tests are racist and anti-working class. What we said was that racists have been able to use IQ tests to back up their views since the term "intelligence quotient" misleadingly suggests that what the tests measure is "innate intelligence".

Differences in IQ Test scores between so-called "racial groups" (which are in reality cultural groups) are to be explained by the groups' different opportunities to learn to do and/or by their different attitudes towards what is being tested. Thus the high scores of people from Jewish. Chinese and Japanese backgrounds is to be explained in terms of their group's particularly favourable attitude towards intellectual achievement rather than to genetic factors. Similarly. the better scores Bob Potter mentions of American Blacks on verbal tests are due to cultural factors amongst this group favouring verbal expression.

We criticised people like Jensen and Eysenck for suggesting that biological factors related to "race" were at work in such cases. Clearly different human beings do have different abilities—as is indeed implied by the old socialist slogan "from each according to their abilities, to each according to their needs"—and some of this at least will be due to their different individual genetic make-up. But. frankly, since our correspondent asks, no, we don't think it likely that this will be found to be linked to factors such as skin colour, head shape, blood group or big toe size.

Myths of ‘race' exposed (1978)

The National Union of Teachers (Hamilton House, Mabledon Place, London WC1 9BD) have just brought out an excellent short pamphlet Race, Education, Intelligence which debunks some of the popular myths about so-called race and about IQ tests. To illustrate its worth we can do no better than quote its conclusion, which brings out many of the points we ourselves have made in the two pamphlets we have published on the same subject. The Racial Problem (1948) and The Problem of Racism (1966): 
  1. "In biological terms the concept of race’ is meaningless for human populations.
  2. More than 94 per cent of all genetic differences between individuals that have been studied occur between individuals of the same ‘race’, not between ‘races’.
  3. Intelligence tests may help predict children’s school performance but they say nothing about any fixed ‘biological potential’ of the individual.
  4. It is not meaningful or possible to divide a child’s performance into ‘genetic’ or ‘environmental’ components.
  5. The determinants of ‘civilisation’ and the development of different human societies should be sought in social, economic and historical factors, not in biology.”

Letter: Myths, Equality and Race (1969)

I have recently become acquainted with the facts of race. As I believe that you are honest men at heart I feel sure that you will be able to peruse (and take action upon) the enclosed document in the spirit of scientific investigation and its strict regard for truth. I am sure you will agree that the facts presented in this document make nonsense of the egalitarian myths propounded in Socialist dogma.

The document Mr Hidson encloses is a leaflet issued by the National Front, headed ‘Are You a Multi-Racialist?’ which discusses a recent article in the Harvard Educational Review by Dr Arthur Jensen, an educational psychologist. On the back, under the irrelevant and misleading title ‘Human Progress and the Race Problem' is a photocopy of an article, Negro IQ Handicap’, on the same subject from the Sunday Telegraph of March 23, 1969.

Socialists have never said that all men are equal, in the sense of having the same abilities and the same needs. Far from it; we have always recognised that each individual human being has different abilities and needs, a point summed up in the old socialist slogan "from each according to his ability, to each according to his needs”.

The NF leaflet asks if we think that ‘‘children of all races possess the same potential at birth”. First, let us have a look at ‘the facts of race’.

The word race is a technical word in the science of biology (Dr Jensen, an educacational psychologist, avoids the word and uses ‘group’ instead, judging by newspaper reports). It refers to a sub-species, a subordinate division of a species. For instance, homo sapiens is a species so the various races of mankind would be its sub-species. Biologists have never been able to agree on how many races there are, and indeed never will, since where you draw the line will always be a matter of convenience and argument. Some argue that mankind is so mixed that it is not worth trying to draw any lines and that the concept of race has no use in the study of mankind. Of course there are recognisable differences in physical and mental characteristics between individual human beings and these can be the subject of scientific investigation and classification. Whether biologists use the word race or not here is not our concern as socialists. That is up to them and we would not presume to tell them what to do in their own subject.

The word race is also used outside biology as a political term. On this we do have something to say. Sometimes it is used as a synonym for nation (another vague concept), language group, those who share a common tradition, those with the same range of skin colour. Even in otherwise careful books and journals you can read about ‘the Celtic races' (language) or the black race’ (skin colour). This causes no end of confusion. So we say the word should be banished from political discussion and confined, if used at all, to a specialist term in biology.

We can now return to the NFs question: Do we think that "children of all races possess the same potential at birth”? This is meaningless, but can be boiled down to two questions:

Do we think that all children possess the same potential at birth? Not necessarily.

Do we think an individual child’s ‘race' is a guide to his or her potential? No, nor does Dr Jensen.

Given the fact that human beings are not the same or of equal ability, it is a valid line of scientific research to see if there is any correlation between the inequality of intellectual skills and some physical characteristic like skin colour.

We have not yet read Dr Jensen’s article and so have had to rely on newspaper reports. But we will take his word for it that so-called IQ tests carried out on groups of the American population labelled ‘Negroes’ and ‘Whites’ consistently show that on average Negroes do worse than whites. So what? All that shows is that the group called Negroes on average do worse in IQ tests than the group called Whites. That is the only fact, Mr Hidson. The real question is why. Dr Jensen’s hypothesis that “genetic factors are responsible for low intelligence among Negroes” has every right to be considered. Mr Hidson seems to forget that a hypothesis (“a position assumed for the purpose of argument”) in science is not the same as an established fact. Dr Jensen’s hypothesis, or any other one for that matter, cannot yet be proved. For, although it is known that genes govern inherited characteristics and although genes governing some physical characteristics have been identified, biology has not yet discovered the genes governing intellectual skills (if there are any). Research into this is only in its earliest stages and certainly it would be premature now to say that there is an established link between genes governing intelligence and genes governing skin colour.

Anyway, this is not what Dr Jensen is saying. From a biological point of view, the American Negroes are a mixed group descended from slaves imported from North and West Africa, from immigrants from various parts of Europe, and from the original inhabitants of America. Their skin colour varies from white to dark black and Dr Jensen has not suggested that the lighter your skin the more able you are to do IQ tests. He has only said that ‘genetic factors’ are involved. Where they came from (perhaps from the Whites!) if they are is another question altogether.

So the American Negroes are not a biological race. The White/Negro division of America’s population is a political division which has nothing to do with genes or biology. And it is not a very meaningful one at that. What, for instance, is the logic of saying that anyone with an identifiable Negro ancestor is a Negro instead of that anyone with a White ancestor is a White? This is an important point, because when you are dealing with averages your results depend partly on the groups you are comparing. Say the political definition of a White had been ‘anyone with a White ancestor’. Then the groups that were compared would be different. So would the results but the individual scores would still be the same.

Dr Jensen has proceeded on the basis of the existing non-biological division of the American population. His results show that on average Whites do better than Negroes. They did not show that all Whites do better than all Negroes. This is why it is impossible to say how an individual White or Negro will do. As Dr Jensen himself pointed out:
  Since, as far as we know, the full range of human talents is represented in all the major races of man and in all socio-economic levels, it is unjust to allow the mere fact of an individual’s racial or social background to affect the treatment accorded to him. (quoted in the Financial Times, April 16).
Another passage (which oddly enough appears on an NF leaflet) from his article, however, goes further than this:
  If a society completely believed and practised the ideal of. treating every person as an individual it would be hard to see why there should be any problem about ‘race’ (quoted Sunday Telegraph, March 23).
Precisely. This is the socialist case on race. Treat human beings as individuals and work for a society where the principle “from each according to his ability, to each according to his need” prevails.

Three final points:

Even if science were to establish (which it is nowhere near doing yet) a correlation between intellectual ability and some physical characteristic, that would not alter the socialist case in the least. A world community, without frontiers, based on common property and production solely for use, would still be the solution to working-class problems. The case for Socialism has never rested on the absurd proposition that all men are the same, physically and intellectually.

What relevance have the results of Dr Jensen's IQ tests to the NF policy of ‘Keep Britain White’ and ‘Send Them Home’? Very few immigrants to Britain are American Negroes, the specific group about which Dr Jensen makes his hypothesis. What evidence have the NF for saying that what might be true of the American Negroes is true of other ‘non-whites’? Dr Jensen does not suggest any correlation between intelligence and skin colour. That is something the NF seems to have mistakenly read into his findings.

The word equal has a double meaning— the same and not inferior or superior to. Because people are different does not necessarily mean that they are inferior or superior. Yet this simple error is often made. To talk about inferior/superior is to erect some standard against which people can be judged, a standard that is manmade and outside biology and genetics. Are those who fare badly on IQ tests of less worth than those who fare well? If this is what the NF or Mr Hidson are saying, let them say it. We answer that every human being, whatever his abilities, is of equal worth and should have an equal say in the running of human affairs. That is the equality socialists stand for. Nothing in Mr Hidson’s letter or the NF leaflet makes nonsense of it.

The Rise of the Meritocracy (1959)

When Swift, with satirical solemnity, suggested in his “Modest Proposals” that poverty in Ireland could be abolished by raising the children of the Irish poor for food, many at the time were shocked. The current suggestion that one day all children will be raised for fitting them to the rigid requirements of a stratified society evokes no great outcry, even though the consequences would be for humans as disastrous as if the “Modest Proposals” had been put into effect.

Dr. Young’s book, The Rise of the Meritocracy (publishers, Thomas and Hudson, 15s.) outlines such a future. By A.D. 2034 Britain is ruled by an intellectual elite, a mere 5 per cent, of the population, “who know what 5 per cent, means.” It is no longer wealth assets but Intelligence Quotient assessment which fixes people’s place in society. All social philosophy is compressed into the formula, l.Q. + Effort = Merit. I.Q. prediction has been pushed back into the womb and the job of the educator is to train these “womb products” at the appropriate level. A society, presumably, where there will be equality of opportunity for everyone to become unequal.

But this exclusion of the many brings frustration and resentment among the masses, who are too stupid to realise that they have been placed in that station of life to which it has pleased their I.Q. destiny to call them. Certain intellectuals, mostly women, to whom the Meritocracy is anathema, excite the mob to revolt. The climax is reached when the Ministry of Education is gutted, a call made for a general strike as well as a great May Day demonstration to be held at Peterloo. The dissident intellectuals also frame a charter demanding, among other things, retention of primary schools, raising of the school age to eighteen and common secondary schools for all.

The book takes the form of a history of the use of the Meritocracy by an unnamed sociologist who is killed at Peterloo before he has time to submit the proofs that in a competitive world where other nations have made the Meritocracy the essence of the Establishment, social survival is only, possible by perpetuating the l.Q. way of life.

Government by the Super-Intelligent
Dr. Young’s satire is apparently a warning against what he thinks might be the outcome of present trends and widely held beliefs. First, that the working class is in economic and cultural decline; that there is a fixed and limited potential of intelligence and that these limited intellectual resources must be efficiently utilised by rigid educational discrimination if we are to hold our own against other nations.

The logic of events would seem to indicate a world controlled by “experts” and “specialists.” The dissolving of the present class structure and the emergence of a new two class system of high I.Q.s and low I.Q.s based finally by continuous selection and breeding on an hereditary principle. The only thing against Dr. Young’s views is that there is no evidence of such trends which point in the direction he adumbrates.

Dr. Young’s account of how the present ruling class is cajoled, indoctrinated and finally liquidated is thoroughly unconvincing. It is a shadowy world where politicians, psychologists, pundits and pedagogues possess enormous power and the complex character of capitalism is reduced to the dimensions of a Meccano set, whose parts can be interchanged in a most arbitrary fashion. The Aladdin’s lamp of the old technocrats’ fantasy is introduced as a device to help the story and the genie is, of course, “automation.” The ruling class—the high I.Q.s,—get enormous incomes and the low I.Q.s live quite comfortably, although, due to labour displacement, many become domestic servants. This may be good fun, but it is bad satire.

There is not the slightest evidence to show that the present ruling class is losing its grip and that effective power is passing into the hands of “experts” and “specialists” of attested I.Q. ability. History knows no ruling class that has voluntarily abdicated its power or has been persuaded out of it by those whose services it employs. The ability of a ruling class to rule is not basically a question of I.Q. assessments, but consists of tradition, cultural inheritance and social practice. A ruling class learns to rule by ruling. And the present ruling class has learned it well. It cannot, as Dr. Young imagines, be reduced to an instructed art or science. Again, people like Lloyd George, Churchill, Macmillan and many others have a knowledge of affairs born out of certain circumstances and experience not amenable to I.Q. prediction and perhaps inaccessible to I.Q. testers.

Fallacious Argument
An instructive part of the book, although perhaps not in the way the author intended, is when the dissident intellectuals of the Meritocracy argue that “people ought to be evaluated not merely in terms of their intelligence and education, but for their kindliness, courage, generosity, etc. And that people should have an opportunity to rise not in any mathematical sense but to each develop his special capacities for leading a rich life. Then we should have the classless society.” But why should sensibility, sensitivity, sympathy and ability to co-operate be excluded from intelligence rating?. The answer lies in the assumptions of present society about the nature of intelligence. In a society like the present one we have been taught to think of intelligence in a most unintelligent way, as something absolute and fixed. The most useful thing we can say about intelligence is that it is inseparably connected with the learning process. Given encouragement, sympathy and the appropriate conditions, people can go on learning all their lives. These prerequisites are gravely handicapped in present society. To-day the authorised pursuit of knowledge takes the form of the rat race of scholarships or later competitive exams, where concepts of status and privilege become the prime stimulus.

So far as the educational system becoming a power in itself, it only makes sense in the light of the requirements of capitalism, i.e., by fashioning the raw material of working class children into the manufactured article required by employers. Education, like charity, is still for the deserving poor. This may offend starry-eyed educationalists dedicated to some abstract principle of education, but they are the facts. Mental testers, administrators and teachers are only doing what capitalist society requires them to do. Many teachers, we believe, recognise this, but there is little they can do about it in practice.

Equality and Equality of Opportunity
Apparently the high I.Q. reformers of the Meritocracy have learned nothing from the reformers of the past—no, not even that they have learned nothing. They want a classless society based on the poetic sentiment of “something nearer to the heart’s desire" ignoring the fact that a privileged society conditions hearts, among other things. The latter day egalitarians, like the earlier ones, try to apply the concept of equality in a social context profoundly unequal. They even confuse themselves and others by equating equality with equality of opportunity, which is, of course, one of the major contemporary confusions. But in a privileged society opportunities are not born free and equal, and the demand for it is the demand of the underprivileged. The demand by Labour egalitarians for equality of opportunity merely turns out to be an opportunity of inequality. That is their dilemma.

We shall, of course, never grasp what human equality really means until we recognise where the source of inequalities lies, i.e., in the ownership of existing wealth resources by a privileged few.

Keeping up with the I.Q. of the Joneses
In a truly classless, society, where all members freely and equally participate in the life and work of the community, the term equality will cease to have meaning; it will have become dissolved into the every-day life and practice of social organisation. There will be no exclusion from above or inclusion from below. People will not be chosen, but do the choosing. As always when people are allowed to choose, they are for the most part sensible about it. In a classless society people will be able to freely avail themselves of a variation of choices and so richly utilise their various capacities. There will be no attempt to shape other people’s lives on some arbitrary intelligence model.
 
In spite of their high I.Q.S, the rulers of the Meritocracy are crass victims of their own ideology, where status and prestige are the ultimate values, and where the chosen themselves have no choice in the matter. A society where it seems families will emblazon their escutcheons not with a coat-of-arms but with I.Q. assessments, a kind of intellectual variation of keeping up with the Joneses. At least the present ruling class have a more intelligent view of the sources of their power and the reason for keeping those sources.

The book is a fusion of elements of Orwell’s 1984, Huxley’s Brave New World and Burnham’s Managerial Revolution, and a rehash to a large extent of the Superman theory of the dead thinker, Shaw. Dead in more senses than one. Like many more, the author is so busy reading the future that he misses what is going on under his very nose. He looks for problems that are not really there, instead of solutions which are right here. i.e., the supersession of present-day profit motivated society for one based on free and equal access to the means of living.

The story of Meritocracy is the story of push-button capitalism and where every push-button country is furiously in competition with every other push-button country, although why, we are never told. The author has a naive belief in the miraculous powers of increased productivity via technocracy and science. For him all human problems are really technical problems which men may fail to master and so produce the Frankenstein of the Meritocracy.

It is a twice-told tale, first told more than half a century ago. There is no more human evidence or non-human evidence for believing it now than for believing it then.

As a book it belongs more properly to science fiction than to a serious social work.

Pathfinders: The Mismanagement of Measuring (2016)

See what you think of this recent statement by a genetics researcher, commenting on the long-running political war over IQ testing: “The left-wing view is that everyone’s born the same and you can make everyone achieve the same way. From genetics research, we’ve shown that’s not true” (Link).
Chances are you’ll first bridle at the phrase ‘the left-wing view’, this being the sort of careless and sweeping precursor to some equally careless right-wing prejudice. Then you’ll try to recall if you’ve ever heard anyone, regardless of political orientation, come up with the fundamentalist view that ‘everyone’s born the same’. You’ll probably decide that you haven’t, because in your experience nobody really buys this ‘blank slate’ argument. Your conclusion? That the above statement is a pretty vacuous straw man argument which reflects badly on its owner and indeed invites some suspicion over the ‘genetics research’ being thus promoted.
Research into human intelligence, what it is and how to measure it has made great strides since the days of the craniologists and their tape measures, but the debate is as plagued now as it was then by political bias, and by the tendency of both sides to dig trenches and fire heavy caricatures at each other. The ‘left’ trench had a big hitter in the form of palaeontologist Stephen Jay Gould, who launched a flamethrower with his 1981 book The Mismeasure of Man, which set out to savage the ‘genetic determinists’ and their class-based obsession with rankings, reification and hierarchies. But opponents responded angrily that Gould had missed the point by attacking largely out-of-date research and methodologies and ignoring new research, and that ultimately his argument assumed what he set out to prove. Richard Dawkins, with whom Gould had a famous spat over the question of ‘adaptations’ in evolutionary theory, would likely agree that Gould was not above caricaturising the views of his opponents for the sake of a good polemic. But Gould was also the subject of savage caricature, notably by the philosopher of science Daniel Dennett, known by certain wags as Dawkins’ bulldog.
Complex and heated as the arguments are, the basics of the IQ question are simple enough. Modern computing power combined with big data and meta-analyses (discipline-wide reviews of all relevant studies), together with a torrent of new knowledge from MRI scans of the working brain, present a forceful case that genetics has a clear role in human intelligence, almost regardless of how you care to define that word. To put it bluntly, everyone can’t be Einstein, even given all the opportunities in the world.
On the other side of the scale sits the ponderous and imponderable combined weight of social, environmental and other factors. Nobody argues that these don’t exist, but nobody knows how to control for these factors in testing, so no scientific test can realistically be pronounced conclusive or even fair. To be sure, studies of twins, raised separately yet exhibiting identical IQ scores, mannerisms or other habits, are powerful genetic evidence that lead some researchers to claim that the genetic component of intelligence is anything up to 70 percent. But while these twin studies seem to remove much of the common environmental background noise, nobody can say what other factors might have been introduced instead. You can’t control for coincidence. If you meet and talk to 10 random people at a bus stop, the chances are you’ll share certain behavioural, emotional or intellectual tics with at least some of them. Thus the interpretations based on twin studies may look strong without necessarily being so.
The well-known Flynn Effect, named for the observation that IQ scores have increased on average by three points per decade for a century, also throws a hefty spanner in the genetic works. If IQ really is genetic, how can it keep getting better at a rate far in excess of the glacial pace of natural evolution? James Flynn himself thinks he has the answer, in short that people are drawn to environments that suit their genes, thus creating intellectual feedback loops that amplify their genetic differences (New Scientist 30 July) This is similar to Dawkins’ idea of the extended phenotype, which sees not just your physical body as a uniquely identifiable genome, but extends the idea to include your house, shoes and career choices too.
What do socialists say? Obviously, that we don’t know any better than scientists, and await their further research with interest. We are committed to the view that humans should be able to live in an equitable world in which they can give to the community what they are able and willing to give, whatever the practical limitations on that may be, while at the same time being entitled to receive whatever it is that they need, with similar provisos, and crucially, without the one in any sense entailing the other.
But we might also say that capitalist society is a terrible test bed on which to study intelligence or any other human quality because being in no sense a ‘fair’ system it can therefore in no sense deliver a fair test. Riddled with bias and rigged by the rich, it can never be the definitive authority on who we are as humans or what we’re really capable of.
The real ‘mismeasure of man’ that blights the human condition is not some reductionist mission to isolate, count, measure and label every atom of what it means to be a sentient human. It is the fact that all this science is done in the interest of the plundering of our bodies and minds and abilities by the rich elite. The ugliness behind the façade isn’t the feuding partisanship of the technical arguments, it’s the fact that the rich elite who ultimately bankroll the debate don’t look upon us, the vast majority of humanity, as people or even as workers, they look on us as a natural resource, a money-generating human ‘ore’ with the magical ability to mine itself and refine itself and then grade and polish and put itself to use for life until it wears out and discards itself, but not before helpfully providing its own replacement. The IQ debate isn’t really about science, it’s about quality control on the capitalist production line, and that’s why socialists should refuse to get drawn into it, either on the nature or the nurture side.
In socialism, in most normal circumstances where risk to others is low or zero, the real arbiter of a person’s ability should, like that person’s needs and that person’s interests, be that same person and nobody else. Whether objective estimations of IQ continue to be seen as valid or relevant may be a moot point. After all, it was people with such objective expertise who told Einstein he would never amount to anything.
Paddy Shannon
