Nuclear near-miss (1986)

It is difficult to decide whether ignorance, complacency or callous cynicism best characterises the nuclear power industry. Since the accident at the Chernobyl power station in the Ukraine, most countries with a nuclear power programme have proclaimed that there is nothing to worry about, that their power stations are absolutely safe. In America the authorities claim that nothing similar could happen in the United States since western safety standards and reactor design are superior to those used in Russia. In West Germany official government statements have said that such an accident could not occur there because its nuclear reactors as "absolutely safe". Japan, because it has almost no fossil fuel deposits of its own, is committed to increasing nuclear power generation. Energy authorities there have rejected calls even to review their nuclear programme, let alone halt operations at its 32 nuclear plants as is demanded by trade unionists and environmentalists. A Japanese official said there would be no change in plans to increase nuclear power output from 26 per cent of total energy supply to 35 per cent by 1995. Ignorance, complacency or cynicism?

And what about these comments made before the accident by various "experts" in the field?

  • In June 1983, B. A. Semenov. Russian Head of the Department of Nuclear Energy and Safety at the International Atomic Energy Authority said of Chernobyl: "A serious loss-of-coolant accident is practically impossible".
  • In 1975 a study by the American Atomic Energy Commission concluded that an accident serious enough to kill 70 people would only happen once in a million years of a reactor's operation.
  • The US edition of Soviet Life earlier this year published a feature on Chernobyl under the headline "Total Safety" which described the idea of a core melt-down as "incredible".

Such statements cannot be the product of ignorance of the risks involved in nuclear reactors. In Russia, apart from the Chernobyl accident, there has also been a core accident at an experimental fast reactor; in America there has been the accident at Three Mile Island and a fast reactor core melt-down at the Fermi reactor; and in the UK the Windscale plant suffered a serious accident in 1957. One international study has calculated that nuclear power plants in 14 countries have experienced 151 "significant nuclear-safety incidents" since 1971.

So if nuclear accidents can and do happen, why do governments world-wide seem intent on ignoring, or down playing, the risks? The example of Russia is instructive. Russia has considerable oil and gas resources and is, in fact, an oil-exporting nation. But both oil and gas fields are in Siberia in the east of the country, whereas the main industrial centres are in the west and the area of most rapidly expanding population in the south. European Russia consumes 60 per cent of the country's total electricity and yet produces less than 20 per cent. Much of that power must therefore be brought thousands of miles and it has been estimated that the cost of power doubles for every 1.000 miles that it has to be transported. Thus, nuclear power stations which can be built where they are needed represent a solution to the problem of providing cheap energy. So the Ukraine, far from the oil and gas fields of Siberia, gets 40 per cent of its electricity from nuclear power stations, the biggest of these being at Chernobyl.

At present nuclear power provides 10 per cent of electricity used in Russia and there are plans to increase output by 400-600 per cent over the next 15 years. If, as a result of the Chernobyl accident, the nuclear programme is slowed down Russia will have to continue to pay the much higher price for bringing power from Siberia and suffer the consequent loss in exports as oil and gas are diverted for domestic consumption. Nuclear power is, therefore, important to maintaining profits in Russia: cheap energy means lower unit costs and higher profit. And this is the motivation behind nuclear power in other countries too — a motivation that is sufficiently powerful to make it worthwhile to conceal or play down the considerable, often unknown, risks involved.

The ruling class in the western capitalist countries have been swift to try to make political capital out of the Chernobyl accident, alleging the inferior quality of Russian reactors and lamenting the lack of openness on the part of the Russian government. But on both issues their hypocrisy is breath-taking. The British reaction was typical. It was argued that a similar accident could not happen in Britain because the Chernobyl reactor was of a unique Russian design which is not found in this country and had no form of secondary containment (a strong, enclosing structure around the entire reactor and heat exchanger that would contain the radioactivity should there be any leak) and so would not meet British safety standards. It was further claimed that Russian reactors were built dangerously close to densely populated areas and. to reinforce the message. Peter Walker, the Energy Secretary, said that there had never been in the UK any "emergencies involving significant radiological hazards to the public at any civil nuclear installation".

These statements are a mixture of misinformation. half-truths and lies. Although it is true that the Chernobyl reactor was one of a unique Russian design (a graphite moderated boiling water system) it is also true that it is a "hybrid" comprising features commonly found in reactors throughout the world, including Britain. In fact the most serious nuclear accident so far in this country that at Windscale in 1957 — involved a graphite-uranium core which caught fire releasing large amounts of radioactive iodine over a wide area. Graphite moderators were also used in the early British and French Magnox reactors. Many of Britain's older nuclear power stations, including the Magnox reactors and the advanced gas-cooled reactors, do not have secondary containment. In the early years of the nuclear power programme it was boldly argued that reactors would not be built unless they were totally safe and so secondary containment was both unnecessary and would undermine public confidence since they implied the possibility of a leak. (Of course, secondary containment also increased the cost of the power station).

Britain is far more densely populated than Russia. A nuclear accident here is likely therefore to have far worse effects than a similar accident in Russia. At the time of the Windscale accident the Atomic Energy Authority said that the release of radioactivity presented no "hazard to the public". Nevertheless the sale of milk was banned within a radius of 200 square miles of the reactor. In fact the full extent of the Windscale accident was not made known until 1983. In that year the National Radiation Protection Board said that the accident may have caused up to 260 cases of thyroid cancer, 13 of which had proved fatal. So much for British freedom of information.

But why is it that the Russian authorities did not provide information which might help the Russian people avoid the effects of radiation? Like the West, the Russians have constantly told people that nuclear power stations are completely safe. Despite this there has been considerable opposition to the building of new reactors, especially in the Balkan republics — opposition which the Russians. given their commitment to nuclear power for economic reasons, would be unhappy to encourage by giving out information about a serious nuclear accident. The accident is, anyway, likely to have adverse economic effects on trade with East European countries, which the Russians will be anxious to minimise. As the Guardian (30 April 1986) reported:
  The whole thrust of the latest Comecon joint nuclear plans is that there should be more and bigger plants to save fuel and to facilitate the building of bigger and better manufacturing centres If these plans are now delayed, as seems highly likely, a whole series of capital investment projects will also have been thrown into disarray.
Many East European reactors are built along similar lines to the one at Chernobyl using Russian-built components. That market for Russian goods will be under threat unless the Russians can minimise the seriousness of the accident.

Most people don’t understand very much about nuclear power so when they read about the release into the atmosphere of radioactive substances like iodine and caesium (already detected in countries far away from the site of the Chernobyl accident), or about the possible release of strontium. ruthenium and plutonium-241, it really doesn’t mean very much to them. They have to rely on experts, who claim to have information and knowledge, to translate this into things that they do understand. And they do understand when Friends of the Earth in Sweden say that the total number of cancers from the radioactive cloud, if it travels over highly-populated areas, may exceed 10,000 over the next 20 years; that it is estimated that in order to de contaminate the affected area around the site of the Chernobyl reactor it will be necessary to remove at least four inches of top soil. They do under stand that in addition to the two people killed (according to the Russian figures) and the many more who were undoubtedly hurt as a direct result of the accident, numerous others face long-term health risks, and Russian workers — scientists and engineers — had to risk their lives by entering the highly radioactive Chernobyl site in order to make the three other reactors safe. (There are four reactors on the same site because this reduces costs although it compounds the risk). And they also understand that those people who are responsible for making decisions about whether to build nuclear reactors, and about safety standards, are not coming clean about the risks that are posed to ordinary workers throughout the world. People like Lord Marshall, Chairman of the Central Electricity Generating Board, with a vested interest in expanding the nuclear power programme, who said, in the week of the Chernobyl accident, that the radiation inside the exclusion zone was "no worse than smoking a couple of cigarettes a year" (Observer, 4 May 1986). Do you trust a man with such a complacent attitude to human health and safety to be making decisions about nuclear power on your behalf? Do you trust the social system which needs people like that to spread verbal smokescreens over situations of such peril to the human race?

The State and Chernobyl (1990)

It is now four years since the disaster at the Chernobyl nuclear reactor on April 26, 1986. Information about its consequences is now becoming available in spite of attempts by the Russian government to prevent knowledge leaking out into the public domain. Glasnost may be Gorbachev’s policy in most things but not where Chernobyl was concerned. The scale of the disaster is far greater than has been supposed till now.

A significant feature of this disaster is that it was partly caused, and to a large extent made worse, by state secrecy. For instance, it was the state’s obsessional secrecy on all matters nuclear which meant that the reactor’s operators were not allowed to know that withdrawal of all the control rods could cause an explosion. All they were told was that this was “forbidden” (New Scientist, 11 November 1989).

Similarly, it was a military secret that a previous graphite fire had occurred, in 1958, at Kyshtym in the Urals. Not only did the Chernobyl management and engineers know nothing of this (except what had leaked back to them from the West), but again according to the New Scientist “those who had dealt with it were not called to Chernobyl until three weeks after the accident”. During those weeks a lot of harm was done. Fruitless attempts to dowse the fire were unsuccessful, only resulting in contamination of the watertable. Meanwhile radioactive material continued to escape into the atmosphere.

Political considerations led Gorbachev, in his TV statement about Chernobyl 18 days after the accident, to allege that the western media had lied and exaggerated the scale and nature of the disaster with their claims that there would be “thousands of casualties” (quoted in Frederick Polil’s novel, Chernobyl, 1987). This was part of the cover-up agreed to by the politbureau and recently exposed by Gorbachev’s opponent, Boris Yeltsin.

This cover-up involved misleading the people at risk so that many of these within Russia believed themselves to be safe. Chernobyl is in the north of the Ukraine, very close to the southern border of Byelorussia and not far from the border, to the east, with Russia proper. The plume of radioactive particles drifted north and east, and seriously contaminated a large part of Byelorussia and adjacent provinces of Russia.

“They were not told. They had to guess…”

The original disaster was bad enough. What made it worse was misinformation, the attempt to pretend that the only areas at risk were within a neat, circular, 18 mile (30 km) “exclusion zone”. The result of this official policy was that people have still not been evacuated from many seriously contaminated areas. In the week after the disaster, official policy decreed that “communities were left to rot in ignorance…”. Over the border, in Russia proper, people “were very frightened. They were not told. They had to guess …. Nobody knew what was happening. Burly peasants were collapsing in the fields” (Sunday Times, 29 April 1990).

The cover-up meant that the May Day parades were ordered to proceed, in Kiev and Minsk, as though everything was normal. Thousands of schoolchildren were thus exposed to radioactive open air. It also meant a delay even in evacuating Pripyat, the nearest town to Chernobyl. It is now thought that 4 million people are living with radiation, including 34,000 in areas very seriously contaminated. Yury Cherbak, a Ukrainian Green politician, claims that 85 villages in Byelorussia, 19 in the Ukraine and 14 in Russia should be urgently evacuated (The Independent on Sunday, 22 April 1990). In these unevacuated areas, where people are still growing food crops, not only are they eating the contaminated food they grow but, according to the Sunday Times again, “Soviet trade officials collected it and distributed it in Moscow, Kazakhstan and elsewhere”.

Now, four years later, the consequences of Chernobyl are becoming apparent. Children are suffering from leukaemia or cancer of the thyroid. There are a number of babies born with serious congenital abnormalities, a disaster similar to but worse than that caused by thalidomide in Britain or Agent Orange in Vietnam. In Byelorussia, over 2 million people are at risk, one-fifth of the population. Yet in the capital city, Minsk, there are no ultrasonic scanners (essential for diagnosis and treatment of leukaemia) or intensive care units. Medicines, even for pain relief, are in short supply. The authorities have decreed, harshly, that no treatment at all, not even for pain relief, be given to terminal cases. In the West, leukaemia cases have an 85 percent chance of survival. There, they only have a 15 percent chance.

Acute food shortages mean that children are not getting a proper diet. They die of quite common illnesses, with their immune system weakened by radiation. Experts claim that “it is not ‘Chernobyl Aids’ that kills them, it is the lack of proper food” (Sunday Times).

The state showed its “concern” in February 1988 by decreeing the sort of information which should be made available to the media. The increased incidence of anaemia, hypertension and hyperplasia of the thyroid was hushed up as a result of “official policy”, and there was to be no mention of any “loss of physical capacity for work or professional skills” (New Scientist, 28 October 1989). Who was the state trying to protect?

Delay and Disinformation

The role of the state in this disaster has been to make things worse: the delay in issuing warnings, the misinformation as to which areas were at risk, the suppression of information on the deaths and diseases related to or caused by Chernobyl, the refusal to allow scientists to do research, the publication of underestimates of the amount of radiation released, the refusal to arrange for evacuation from areas known to be contaminated, the despatch of contaminated foodstuff from these regions to uncontaminated regions, the lack of provision of decent medical facilities, the secrecy surrounding the lessons learnt earlier at Kyshtym – the state and its officials bear a heavy load of responsibility for this massive catastrophe and its (too-often avoidable) tragic consequences.

Probably this is the worst environmental disaster the world has yet seen. Large areas of land are uninhabitable yet in many of these people are still living – living a nightmare. In one village, in a single year, 30 babies were born with serious deformities.

The danger to humanity, and to the planet, of continuing to allow capitalist priorities – production of cheap, rather than safe, energy – and capitalist political structures – such as rule by a Party hierarchy, determined to control the information released to the population under its rule – this is the lesson of Chernobyl. The land is poisoned with pollution, the forest trees produce abnormal mutated growths, and the watertable is polluted. On the farms cows give birth to deformed calves, in the villages young women dread giving birth to monsters. Children are not allowed out of doors except to go to and from school.

Genetic mutation is a high price to pay for the government’s mistakes, for cheap electricity for export to Poland and Rumania, and for plutonium for the military, a by-product of the Chernobyl reactor. It is a price being paid partly because the world has trusted technical experts too much. There were experts in the Ukraine who claimed that Chernobyl’s four reactors were totally safe. After the accident Britain’s best-known expert on nuclear power, Lord Marshall, asserted that the risk from radiation inside the exclusion zone (less than 20 miles away from Chernobyl itself) was “no worse than smoking a couple of cigarettes a year” (Observer, 4 May 1986).

The likes of Lord Marshall have been making reassuring noises in the Soviet Union and doing their best to prevent doctors and scientists revealing the truth about Chernobyl’s legacy, Gorbachev’s glasnost did not apply in this special case. So long as society’s class divisions mean the necessity for the continued existence of states and national governments, and so long as production is for profit not for use, the danger of continuing to use such extremely risky technology will be too great – the victims are already too many.

Principled hostility

Socialists are opposed to capitalism and its parties, Left, Right or in between. From our Declaration of Principles: ‘That as all political parties are but the expression of class interests, and as the interest of the working class is diametrically opposed to the interests of all sections of the master class, the party seeking working class emancipation must be hostile to every other party.’ We have as a Party, since our inception in 1904, been maligned, misunderstood, occasionally praised but more often than not just ignored. The conservative news site www.bizpakreview.com recently drew attention to our Twitter feed in an article titled ‘Stephen King and writer of HBO series get ‘Chernobyl’d’ by Dan Bongino when they make the show about Trump’ (31 May). Such attention is very rare, however. Ironically, it is often those praising ‘socialism’ who do just as much damage as its opponents: Andre Vltchek, author of ‘Europe in irreversible decay, UE [sic] elections are proof of it!’ (informationclearinghouse.info, 1 June) is just one example.


Tweeting for socialism or the status quo

@OfficialSPGB takes @dbongino to task for tweeting ‘Why do Hollywood elitists continue to publicly humiliate themselves on Twitter? Chernobyl was a failure of socialism (where the govt controls the means of production), the exact opposite of the Trump deregulation and tax cut agenda.’ We replied ‘You persist in trying to keep the lie going that socialism is “where the govt controls the means of production”. The truth (not that you’re interested in that, obviously) is that socialism is where THE PEOPLE own and control the means of production. The USSR had state capitalism.’ Tom Tillison, author of the BPR piece in question, is incredulous. Yes, the Bolshevik coup d’etat of November 1917 hastened the development of capitalism there, not socialism. Lenin admitted such, and we made our position clear as early as August 1918 in ‘The Revolution in Russia – Where It Fails.’ Reading the BPR article could leave one with the impression that the ‘West’ has no record of nuclear accidents! There are currently 454 operable civil nuclear reactors around the world, with a further 54 under construction. Given worldwide capitalism’s concern for profits over people, further ‘accidents’ are inevitable.


Workers have no country

Vltchek, who recently toured seven EU countries, described as ‘decaying. . . even collapsing,‘ and met some of the people there, adds: ‘What I did not witness, was hope, or enthusiasm. There was no optimism. No healthy and productive exchange of ideas, or profound debate; something I am so used to in China, Russia or Venezuela, just confusion, apathy and decay everywhere. And hate for those countries that are better, more human, more advanced, and full of socialist enthusiasm.’ At one point even North Korea gets a favourable mention: ‘ On both sides of the Atlantic, the establishment is in panic. Their world is in crises, and the ‘crises’ arrived mainly because several great countries, including China, Russia, Iran, but also South Africa, Turkey, Venezuela, DPRK and the Philippines, are openly refusing to play in accordance with the script drawn in Washington, London and Paris.’ And his remedy: ‘ Let us [put] the people of Russia first … China first! And, Asia, Africa, Latin America first!’


Unite for socialism

Lenin wrote tellingly of Russia in 1918: ‘reality says that state capitalism would be a step forward for us; if we were able to bring about state capitalism in a short time it would be a victory for us’ (The Chief Tasks of Our Time). In his Report of an Investigation into the Peasant Movement in Hunan (1927), Mao admitted that the coming revolution would not be socialist: ‘To overthrow these feudal forces is the real objective of the revolution’. Iran is a theocratic dictatorship – Hell on Earth for scientific materialists! – and North Korea a family-run cult cum kleptocracy. ‘Maduro recognizes Venezuela is still a capitalist-based economy . . .’ (Popular Resistance newsletter, 27 May, 2018). Capitalist hallmarks, such as class society, commodity production, profit motive, exploitation of wage labour, markets, etc., are found worldwide. If you are of the Left, Right or in between and do not believe the capitalist stooge Vltchek, any of his anti-working class heroes, or us consider Thatcher: ‘there is only one economic system in the world, and that is capitalism. The difference lies in whether the capital is in the hands of the state or whether the greater part of it is in the hands of people outside of state control’ (House of Commons speech, 24 November, 1976).

Kill capitalism

You want to know more about socialism, who are you gonna call? Jeremy Corbyn? Antonio Costa? Bernie Sanders? No, they can’t see beyond capitalism. You will learn more from the console/computer game Assassin’s Creed, where Marx’s call for workers of the world to unite is repeated along with the following biography: ‘Karl Heinrich Marx (1818 – 1883) was a German philosopher, economist, journalist and sociologist considered the founder of the ideology of Marxism … Throughout his life, Marx published several books, the most famous of which are arguably The Communist Manifesto and Das Kapital. His work in economics laid the basis for much of the current understanding of labour and its relation to capital, as well as subsequent economic thought. Although many revolutionaries, such as Vladimir Lenin, Mao Zedong and Fidel Castro would later cite Marx as an influence, their fidelity to Marx’s ideas is highly contested’ (assassinscreed.wikia.com, accessed 7 November).


Same shit, different century

‘Communist [sic] dictator Nicolae Ceausescu’s iron-fisted rule of Romania was marked by several decades of brutal repression, fear and intimidation. But the most shocking details to emerge after his death were the conditions in the country’s orphanages — where thousands of emaciated and diseased babies were found slowly dying in filth infested cradles. Images of their plight shocked the world when broadcast in 1989. Now, 25 years on, these orphans have been found still living rough in underground sewers throughout the country — where diseases such as HIV run rampant and drug addiction is rife’ (dailymail.co.uk, 6 November). State capitalism then, crony capitalism today.


Cruising to Chernobyl

Capitalism can seem like a crazy system where war, waste and want exist alongside wanton excess. Yet these are endemic features of a form of society which has outlived its usefulness rather than crazy per se. However, the following news item suggests that exceptions are to be found. ‘Plans to link a chain of rivers and canals in Poland, Belarus and Ukraine may release radioactivity from the remains emitted by the Chernobyl nuclear power station disaster of 1986, environmental experts say. The project, which would complete a huge trans-Europe waterway, is designed to increase trade between the three north European states, and to foster tourism and encourage more environmentally-friendly freight transport … Andrei Rehesh, secretary of the Commission on the Development of the E40 Waterway, the European Commissions name for the trans-Europe link, told journalists visiting the canal near Brest of the regular trips made through the zone by the river craft. These take them within an estimated 500 meters of the Chernobyl plant itself’ (truthdig.com, 1 November).


Blood money

We would like to think that bear baiting is extinct, but it continues in Pakistan and the USA. Similarly barbaric, cock fighting takes place in many countries. One clue as to why is given here: ‘ at the Bangkok Cockpit in Samut Prakan, a province on the outskirts of the capital, a 1,000-strong throng cheers on a pair of avian fighters whose necks are locked in combat as bets furiously exchange hands … A few weeks later the same stadium raked in 22.2 million baht ($618,000) for a record-breaking bet, venue manager Banjerd Janyai told AFP. In this lucrative industry “good fighting birds” can sell for more than $85,000, he added, with Thailand exporting cocks to neighbouring countries such as Malaysia and Indonesia and buyers arriving from as far afield as France and Bahrain’ (news.yahoo.com, 1 November).


Unsafe sex in a dangerous world

‘Indian Defense Minister Manohar Parrikar will leave for Moscow and St. Petersburg Friday, October 30 to finalize two defense deals …(over $1.8 billion USD) to acquire new equipment that (were) just approved by the Defense Acquisitions Council’ (valuewalk, 1 November). Meanwhile, in the world of the 99 percent, we read ‘India provides free condoms under its community-based AIDS prevention programme that targets high-risk groups like sex workers … The shortages come after Prime Minister Narendra Modi slashed federal AIDS funding in February by a fifth’ (asaiaone.com, 6 November).


No pies!

Capitalism exists worldwide. Nearly one in four Americans have more credit card debt than emergency savings and two out of three exist paycheck to paycheck. Yet members of the 1% have money to burn. Take Kanye West for example. He ‘… spends a whopping £120,000 a YEAR on getting his hair done …’ (heatworld,com, 3 November). Clearly it is time for capitalism to meet its Sweeney Todd in the form of an enlightened working class.

An Inevitable Accident (1986)

Book Review from the September 1986 issue of the Socialist Standard

The Worst Accident in the World - Observer staff (Pan Books. £2.95)

Nobody expects a team of writers from the Observer to turn out a Marxian treatise and this book is written on the assumptions necessary to capitalist society, crucially that productive activity should be assessed by reference to its profitability. Given that, it is by a long way superior to most of the quickie books which are rushed out to catch the market in the immediate aftermath of a newsworthy event. For this is a well written, informative account of what happened at Chernobyl on that awful day last April, with some historical background and a journalist's account of the chemical processes and their effects. Its theme is that the world's nuclear dream is at an end and that the future lies with new, safer technologies.

When it became apparent to the rest of the world that something had gone seriously wrong at the nuclear power plant at Chernobyl there was a gleeful stampede among the media here and in America to exaggerate what was in any event a horrifying incident. One report said that two thousand people had been killed at once; another predicted ten thousand deaths in the immediate future, another talked about 15.000 radioactive corpses being bulldozed into a mass grave. There had to be a backlash to this clumsy attempt to prove that Russian nuclear technology was shoddily dangerous and inevitably the question was asked: if Chernobyl, why not Sizewell, Dungeness, Dounreay? Was is safe to allow any nuclear power stations, anywhere, at any time?

This question forced the western media into the spurious line that only Russian nuclear plants were unsafe, that only the Kremlin would have been so cynically callous as to try to hide the truth about the explosion and so deny thousands of people the chance to take precautions against the lethal plume escaping from the stricken station.

The facts are a lot less favourable to the western powers. In October 1957 a fire took hold in the reactor at Windscale and raged out of control for 42 hours. The scientists and engineers were powerless and there was the beginning of a melt-down. Finally, in blind panic they doused the thing in a tidal wave of water, although they were not sure that this would not cause an even greater catastrophe. The sale of local milk was banned over a huge area and two million litres of it were poured away. All of this was obscured in as thick a shroud of official secrecy as the authorities could get away with. In 1976 two leaks of radioactivity were found at Windscale — one had been spewing out for four years and another huge one for seven years.

In the USA, in October 1966 there was an unexplained melt of the fuel in a reactor just outside Detroit. Nobody knew what to do to stop it and when it did stop nobody knew why this had happened. A relieved, but nonchalant engineer admitted that "We almost lost Detroit". In March 1979 there was a similar emergency in the plant at Three Mile Island, which came within an hour of a full melt-down Again, nobody knew how to control the problem and it was by "sheer luck" that a full melt-down was avoided. Between 1969 and 1979 there were 169 incidents in the USA, each one of which could have led to a melt-down.

This remarkable history spotlights the fact that nuclear energy is fraught with peril which will not disperse under the verbal massage of the industry's officials. We have had these assurances before, telling us that the designers have learned their lessons and that another "accident" has been designed out of credibility. In fact, Windscale continues to be a threat, thirty years after that first fire and people who live under its menace, even as far away as the Isle of Man, have become irritably accustomed to being cautious about what they eat. what sort of milk they drink and so on. Chernobyl happened nearly thirty years after a terrible incident at Kyshtym, in Siberia, which made it necessary for the Russian government to evacuate and abandon hundreds of square kilometres of land which now lie empty and sterile, the road through bearing warning notices to vehicles not to stop, to keep their windows closed and to drive as fast as possible.

The future is no more reassuring. The new-defunct Greater London Council (which the nuclear lobby would probably consider to be not unbiased) estimated that a disaster at far-off Sizewell would produce some 2.400 fatal cancers in London, would lead to the evacuation of 3½ million people from the capital and lay waste to 240 square miles of London. One expert has predicted. from existing evidence, that we must expect a Chernobyl every ten years, spewing out wastes which will remain malignant for hundreds of thousands of years.

This all sounds incredible, and incredibly stupid, except that by the logic of capitalist society it is all very believable, all very sensible. Nuclear powers have invested enormous amounts of capital and ability into producing their bombs and their reactors, from the first plant at Hanford in Washington State to the modern showplace at Chernobyl. After the war, when the specious justifications for Hiroshima and Nagasaki no longer applied, the Labour government in Britain (who had promised us peace, international harmony and socialism, although not necessarily in that order) took a secret decision to manufacture a British bomb Only six ministers knew about this; the cabinet were not told, neither was parliament and neither, of course, were the voters. The project was given the highest priority, by Attlee's personal command. It was a disgraceful, but typical, episode, motivated entirely by a desire to re-establish the British capitalist class as a leading power in world capitalism.

But the bomb was not universally loved, as the ruling class and the Labour government wanted it to be. Doubts were expressed about the morality of a weapon of such fearful and enduring destructiveness The prospect of producing electricity through nuclear reaction was held out as a beguiling counter to these objections. The first plants got onto the drawing board under a haze of maniacal optimism which spoke of humanity overawing the most basic forces of nature, to produce electricity so cheap that it would be impossible to meter it. In 1965 a Labour minister of power hailed the Advanced Gas-Cooled Reactor as "the greatest breakthrough of all time" (although he did not go so far as to compare it with sliced bread) which was a measure of the deception in which the whole business was steeped.

In reality, the plants were massively more expensive, and more difficult to build than had been expected and when they were in operation they were plagued with breakdowns. Dungeness, in Kent— an AGR station — was estimated to cost £89 million and to be completed in 1970. Its first electricity was fed into the grid in 1983. at a building cost of £600 million. And when it finally comes on stream, a nuclear power station is selling its wares in a highly competitive market. At present, the power market is typically unstable, under the influence of falling prices for oil and for coal. By the standards of the capitalist market (but not by those of the "consumers", thousands of whom cannot afford to heat their homes in winter) there is now something of an over-production of electricity; the French industry, which drove through a programme of nuclear power stations with ruthless efficiency. is desperately seeking an export market for its "surplus ".

The mania of optimism stifled much of the opposition to nuclear power and a sizeable export trade in stations has been built up over the years. Plants have been sold to such countries as Mexico, South Africa, South Korea, Taiwan and India (which is a world leader in nuclear pollution - one of the reactors there has exposed over 300 of its workers to levels above the international safety limits). Much of the world reaction to Chernobyl was concerned with the stability of the export trade before human interests. There was pressure from the British industry on the Italian not to close the Magnox plant at Latina, just south of Rome, for fear that this would encourage the campaign to close Magnox reactors in Britain. The French government deliberately tried to conceal the news of Chernobyl, as they have suppressed news about incidents in their own nuclear plants, to protect the industry A similar disregard for human safety caused the EEC to exclude East Germany from its ban on the import of foodstuffs from the countries affected by the Chernobyl fall-out; West Germany was concerned about the effect of such a ban on their trade with their supposedly ideological rival.

In the light of all this, it is hardly appropriate to describe Chernobyl as an accident, any more than it would be an accident if a car with no brakes and with defective steering came to grief on a journey down a steep, winding mountain road. Capitalism applies nuclear energy, as it does everything, with the motive of production for sale and profit. The drive for profit can reach the proportions of an all demanding. all-consuming, all-distorting hysteria, to the point at which the decision-makers begin to lose touch with even capitalist realities and become energised by their own ballyhoo. In this situation, human interests have a very low priority and when the inevitable disaster happens there is a ready supply of cynicism and deception as unguent for our fears.

Whatever criticisms we may have of this book, it is not composed as an unguent. Within its limited scope — its acceptance of the capitalist basis of profitability — it makes a strong case against nuclear power plants. Its conclusion — that the days of the nuclear industry are numbered — may be correct but if so it will not be because of any human factors but because yet another bubble of capitalist deception has burst.

Editorial: Chernobyl - an accident? (1986)

Among the more obvious and immediate dangers of Chernobyl one which went unpublicised was the possibility that the disaster will be regarded as in some way exceptional and unique - the result of some human fallibility or secretiveness by the Russian authorities. In fact, there is more to be said about it.

The Green lobby, as might have been expected, seized on the disaster as ammunition for their attack on the policy of building nuclear power stations. This attack is extremely effective, backed up with impressive evidence, but it has one vital defect. It encourages the belief that nuclear power stations, like other threats to the environment, are peculiar acts of blind folly on the part of governments. The conclusion from this is that if we change the governments, or persuade them to change their policies, the problems will disappear. We will still be able to breathe the air. eat vegetables, drink milk, without going some of the way to committing suicide. So the Greens campaign to keep capitalism in being, while hoping to make it alter course in some respects.

The facts are not encouraging to their case. There is nothing exceptional or surprising about states acting in ways which are known to have perils for human life. Every state, for example, has its armed forces whose object is to destroy things and kill people. Every state is responsible for assaults of pollution on the environment killing off forests. lakes and seas, creating dust-bowls, wrecking scenic peace with dams, power stations, motorways and the like. Governments press on with these crimes in spite of the apparent cogency of the environmentalist case against them.

This is how it has been with nuclear power stations. These are not confined to the big industrial powers, there are nearly 400 of them in operation around the world, including Brazil, Argentina, South Korea and India, and more are planned. Their existence is justified by the governments concerned on the grounds that there is no real choice. France gets 65 per cent of its energy from nuclear power. Japan 26 per cent; in both cases the official line is that the lack of any other resources makes reliance on nuclear plants unavoidable. Russia draws 11 per cent of its power from atomic energy and plans another 34 nuclear stations as part of a drive to build up the economy into a stronger competitor - a policy spurred on because of doubts about the extent of Russian oil resources. So the questions are: why do governments argue that there is no alternative to nuclear power stations and what is nuclear power essential for?

Some answers to these questions are provided, in the case of Britain, by extracts from the diary of Tony Benn. published in the Guardian on 3 May. Benn was, of course, once Minister of Technology and then of Power in a Labour government, which made him not only a supporter of nuclear power plants but also gave him an insight into the motivation behind them. (On this, as on other issues, he has recently undergone a somewhat tardy change of mind). In December 1969, worried about the safety of the Magnox reactors, particularly the one at Bradwell in Essex where there had been some ominous problems. Benn called two officials from the Atomic Energy Authority and the Central Electricity Generating Board to his office. Both men were reassuring about the safety of the plant, where there had been corrosion of bolts holding the core restraint, caused by high operating temperatures. This was no minor problem for, according to Benn, it threatened an incident (it could hardly have been called an accident) which " . . . would kill many thousands of people in the area of Bradwell and would send a radioactive cloud that might kill people in London". That risk did not prevent Bradwell station raising its operating temperature, and so increasing the danger - a gamble which was taken "In view of the problem of the fuel situation this winter and the fear of a strike and cold weather . . . " But there was more to it than a concern to supply cheap power to British industry and forestall a strike: "The thing that worried them was the possibility that this might do damage to our nuclear exports . . . "

This concern for profits before people is perfectly acceptable, indeed necessary, under capitalism. That is why there was such a determined effort to suppress news of failures in British stations and to issue soothing reassurances about their safety. A letter in The Times of 5 May reveals:
In my 25 years at, first, Windscale (now Sellafield) as a research and development officer, then Harwell as a senior principal scientific officer. it was more than anyone's career was worth to talk to the Press or write a letter about what went on inside the nuclear establishments. Radioactive spills and leaks did happen at times, but they were hushed up. Every scientific paper declared for publication had to be submitted to a most rigorous declassification rigmarole.
That is why even now. with the mounting evidence from Chernobyl that nuclear reactors are desperately dangerous, things which no social system with any concern for human welfare would contemplate, the spokespeople for the industry and the government continue to insist that they are really good for us.

Nuclear power could be safe. It menaces our life now because we live in a society of class ownership of the means of production, in which wealth is turned out for sale and profit. In this system human interests have a very low priority; if something is profitable then it happens, whatever the risk to people. The Greens attack this as if it were a form of madness when by the standards of capitalism it has a deadly sanity and logic. If anyone should doubt this, they might ponder on a certain reaction to the speculation, soon after the explosion at Chernobyl, that a total meltdown was imminent. If that had happened, the consequences for the world would have been incalculably horrific. For everyone, it seemed, this was dreadful news. But not quite everyone. The prospect of the destruction of the Ukraine sent grain and livestock prices soaring in Chicago. When there is extra profit to be made, even out of human misery, the capitalist class are keen to do so.

If Chernobyl illuminated one thing it is that human society is at present organised in the interests of a small minority and that, short of dealing with that basic condition any efforts, however sincere or thoughtful, are futile. Anyone who has been frightened by nuclear "accidents" or who is concerned for what is happening to our environment can now have no reason for standing aside from the case for the abolition of capitalism and its replacement by a social system where people are the priority

Pathfinders: Fission confusion (2011)

The political fall-out continues from the Fukushima plant as radiation levels continue to be revised upwards and the problems continue to cascade, with each solution itself presenting a new problem. Neighbouring states glare balefully as the Japanese now try to justify dumping 110,000 tonnes of  radioactive water into the local fishpond. Meanwhile governments across the world hold Nuclear Safety Reviews in a fever to satisfy worried populations that they are not being as careless over nukes as they usually are over everything else.

The UK’s Chief Nuclear Inspector, Dr Mike Weightman, has been hurriedly asked to do a review of all nuclear facilities, and has delivered his interim report (Link). The bemused Dr Weightman sees ‘no reason for curtailing the operation of nuclear power plants or other nuclear facilities in the UK’, no doubt because category 9 earthquakes and giant tsunamis tend not to happen in Britain very often.


However this hasn’t stopped the Nuclear Free Local Authorities pressure group, together with the Greens, from trying to whip up the anti-nuke fever with a briefing seminar at Westminster on the future of nuclear new build (http://www.nuclearpolicy.info).


Now the EU is even talking about a nuclear-free Europe, after Germany and Switzerland have announced the winding down of their entire nuclear programme and Italy has just overwhelmingly voted against nuclear energy in a landslide referendum (BBC Online, 14 June).


Almost alone in Europe, France continues to be independent and pro-nuke, possibly because of its history of being invaded by other Europeans, and Britain too remains resolute, possibly because of its history of being invaded by the French.

Folks with long memories were probably surprised at the renaissance in recent years of the nuclear option. There was a time when the anti-nuclear lobby seemed to have won the argument, or at least the contest for public opinion. The anti-nuke brigade had always got its biggest boosts from accidents at nuclear power stations, notably at Windscale in 1957, later at Three Mile Island in 1979, and of course famously at Chernobyl in1986.

Older Britons might remember having to pour all their milk down the sewers in Lancashire in 1957, but it was a shock to have to do it again in 1986 because of a leak the other side of the world. From this last disaster the pro-nuclear lobby seemed destined not to recover. Soon after this the German Greens saw a large increase in their support and the Green Party in the UK had its peak electoral success. But the opposition would not last indefinitely.


Indeed it was the very success of the environmentalist agenda itself which began steadily to erode the consensus against nuclear power. It was after all the only realistic alternative to fossil fuels, and there wasn’t much doubt among experts that fossil fuels were implicated in global warming.


While environmentalists protested loudly about viable alternatives it was clear to many that these didn’t amount to much in practice. As solar, wind, geothermal, hydrogen and other more exotic technologies continued to make little headway, the debate remained a two-horse race of fossil versus fission.


The problem is that nothing comes close to fossil fuels for reliability, adaptability or energy conversion efficiency, while alternatives are always piecemeal solutions which cost a fortune to implement and maintain, and for comparatively low returns.


Short-term governments dislike sinking money into projects with long-term gains (for which they won’t get the credit) when there are always more immediate demands for cash (for which they might). So all the most viable sustainable energy technologies continue to contribute negligible amounts to global energy requirements and where they contribute more, like hydro or biofuels, they end up causing massive environmental or social damage of their own. If there is any major technological advance it is not likely to come from the so-called viable methods but from some less likely source, as Scientific American argued in May this year.


So, as the new century dawned and no new technologies were found and significantly, no new Chernobyls occurred, people began listening to the pro-nuke assurances that ‘lessons had been learned’ and ‘technology had progressed’. As old installations neared their pension dates and the question of replacement became pressing, governments talked bullishly about expanding their nuclear build, confident that the people would accept the least-worst option, with resignation if not enthusiasm.

Then Fukushima. And what it has showed is a fundamental split between what governments want and what populations want. The real problem that faces the world’s governments, and by extension the various warring parties of its ruling class, is nothing to do with the environment. It’s the ability of some countries, notably Russia but also China, Venezuela, the Gulf states and potentially even Norway and  Canada, to hold the world to ransom through their ownership and control of oil and gas supplies.


The recent Gulf wars, together with Russia’s trigger-happy hand at the gas tap, have persuaded every economic bloc that it’s either Do It Yourself nuclear or Do As You’re Told fossil imports. And for a bonus, with nuclear power you can get nuclear bombs, as the mullahs in Iran are keenly aware. In any conflict with your neighbours it’s much more effective to throw lumps of plutonium than lumps of coal. Thus, with the global balance of power at stake, nobody’s much interested in the environmentalists and their windmill schemes.


And this is the nub of the matter for socialists. Global energy policy is not being driven by concerns about the environment, however much governments dress the thing up in a pretty green frock, it’s about ownership and control of key resources, who has them, and who’s got the weaponry to seize them.


In capitalism such conflicts are endemic and often end up as wars, but in socialism, where by definition resources are shared and controlled by the collective human race, the problem would be a simple technical one uncomplicated by geopolitical or military questions.


Can nuclear power ever be safe, and even if it can, what do we do with the waste? Can a mix of sustainable resources really meet local needs and what are the environmental or social costs? Can wholesale reduction in consumption, facilitated by non-market production methods, help solve the  problem? Will fusion ever work? Is there something we haven’t thought of yet? Well there is something the world hasn’t thought of yet.


The only way to take politics out of the energy question is to take capitalism out of the equation. Of course capitalist governments are not going to entertain that option. But we ought to.
