Foreword

An address that William Morris delivered at University College, Oxford, was reprinted by him in the magazine Today, in February 1884, under the title “Art Under Plutocracy”.

In 1907 the larger part of it was published by the Socialist Party of Great Britain in pamphlet form as Art, Labour and Socialism.

It has long been out of print and we are issuing it again because, in the words of our Foreword to our original edition:
“It is not often that an accepted master in the arts can express himself with lucid brevity in the language of the common people; and even less frequently is that master able to scientifically diagnose the conditions of his own craft”.

“It is therefore the more refreshing to discover a work by an admittedly great figure in the artistic world which gets down surely to rock bottom facts, and in a style of quite charming simplicity establishes the connection of art and labour, and the conditions of labour which, after all—and however distasteful the information may be to the school of the ‘Intellectuals’—art is, in the final analysis, no more than a reflection”.

“We do not claim for Morris that he was always a convincing and consistent instructor in economics. Indeed, his work in this direction, regarded as a whole, entitles him to no more than a place in the category of the Utopians . . . But this does not blind us to the fact that Morris occasionally struck shrewdly at the pretensions of a vainglorious and shoddy intellectuality, placed art in its proper perspective, and did effective service by his unequivocal insistence upon the necessity, not only of passive working class discontent with, but active working class revolt against, the system of society that enslaves them, robs them of the results of their labours, and incidentally deprives them of that joy in the work of their hands which stands for him at the very foundation of art”.

A Modern Assessment

I. Morris and His Work

Most of the writings about Morris concentrate upon his work as a poet, interior decorator, printer and designer of coloured glass windows, but neglect the other side of his activities: speaker, teacher, and writer about Socialism.

He was already an international figure in the art world when the poverty, squalor and ugliness that constantly confronted him led him to probe into the problem, and he began to take an interest in Socialism, and finally came to study Marx’s Capital.

He joined the Social Democratic Federation, which claimed adherence to Marxism, in 1881. However, he soon became dissatisfied with its reformist policies and its electioneering tactics. He left the organisation along with Eleanor Marx, Belfort Bax, Frederick Lessner (and old associate of Marx in the production of the Communist Manifesto) and Marx’s son-in-law Edward Aveling. They then formed the ‘Socialist League’ in 1884. Along with Bax he edited the ‘League’s’ Journal The Commonweal. In the first number of this journal, on the front page, there appeared an ‘Introductory’ by Morris and the ‘Manifesto’ of the League. The beginning of the ‘Introductory’ was as follows: – “We beg our readers’ leave for a few words in which to introduce them to this socialist journal, The Commonweal. In the first place we ask them to understand that the Editor and Sub-Editor of The Commonweal are acting as delegates of the Socialist League, under its direct control; any slip in principles, therefore, any misstatement of the aims and tactics of the League, are liable to correction from the representatives of that body. As to the conduct of The Commonweal, it must be remembered that it has one aim—the propagation of Socialism”.

This was certainly an innovation and a very promising start. A few paragraphs from the League’s ‘Manifesto’ will further indicate how far Morris and his associates had progressed in understanding:
“Fellow Citizens,

We come before you as a body advocating the principles of Revolutionary International Socialism; that is, we seek a change in the basis of Society—a change which would destroy the distinctions of classes and nationalities.

As the civilised world is at present constituted, there are two classes of Society—the one possessing wealth and the instruments of its production, the other producing wealth by means of those instruments but only by the leave and for the use of the possessing classes.

These two classes are necessarily in antagonism to one another. The possessing class, or non-producers, can only live as a class on the unpaid labour of the producers—the more unpaid labour they can wring out of them, the richer they will be; therefore the producing class—the worker—are driven to strive to better themselves at the expense of the possessing class, and the conflict between the two is ceaseless. Sometimes it takes the form of open rebellion, sometimes of strikes, sometimes of mere widespread mendicancy and crime; but it is always going on in one form or other, though it may not always be obvious to the thoughtless looker-on.

We have spoken of unpaid labour: it is necessary to explain what that means. The sole possession of the producing class is the power of labour inherent in their bodies; but since, as we have already said, the richer classes possess all the instruments of labour, that is, the land, capital, and machinery, the producers or workers are forced to sell their sole possession, the power of labour, on such terms as the possessing class will grant them.

These terms are, that after they have produced enough to keep them in working order, and enable them to beget children to take their places when they are worn out, the surplus of their products shall belong to the possessors of property, which bargain is based on the fact that every man working in a civilised community can produce more than he needs for his own sustenance.

This relation of the possessing class to the working class is the essential basis of the system of producing for a profit, on which our modern Society is founded.”
Although this was written so long ago, how well it fits conditions today, despite the claims that capitalism has changed and society has progressed. There is a further quotation from the ‘Manifesto’ which makes the comparison even more apt:
“Nationalisation of the land alone, which many earnest and sincere persons are now preaching, would be useless so long as labour was subject to the fleecing of surplus value inevitable under the Capitalist system.

No better solution would be that of State Socialism, by whatever name it may be called, whose aim it would be to make concessions to the working class while leaving the present system of capital and wages still in operation: no number of merely administrative changes, until the workers are in possession of all political power, would make any real approach to Socialism.

The Socialist League therefore aims at the realisation of complete Revolutionary Socialism, and well knows that this can never happen in any one country without the help of the workers of all civilisation.”
The last three paragraphs show how far in advance Morris was in relation to the Socialism in one country Communists, the Labour Party, and the multitude of reformers who misuse the word Socialism.

As this pamphlet shows, what was of abiding interest to Morris was to build up a Socialist system, devoid of wage-slavery and degrading toil, in which conditions would enable the producer to find joy in his labour, and would therefore enable him to make articles that were both useful and beautiful.

In Art, Labour & Socialism Morris had something worthwhile to say to his generation; we must consider now whether it is relevant to the conditions of today—and tomorrow. Some of the problems are examined in the following pages.

II. Has Machinery Lightened Labour?
In Art, Labour & Socialism Morris invited his readers to look at the purpose for which employers had used machinery. Like Marx before him, Morris agreed with John Stuart Mill who had written in his Principles of Political Economy:
“It is questionable if all the mechanical inventions yet made have lightened the day’s toil of any human being.”
Mill went on to say:
“They [machines] have enabled a greater population to live the same life of drudgery and imprisonment, and an increased number of manufacturers and others to make fortunes.”
One evil consequence of the introduction of machinery was that it increased the employment of women and children in the factories. Sir William Ashley in his work, The Economic Organisation of England (Longmans, 1921, page 161), wrote of this development:
“The new machinery rendered the work physically so light that it became possible to employ women and children in large numbers; and the sinking of capital in costly machinery made it seem in the interest of employers to work that machinery as continuously as possible. Neither the employment of children nor excessive hours were absolutely new phenomena. Both had been seen in the domestic workshop. But the employment of children was now systematised and extended on a vast scale; and excessive hours, instead of being an occasional episode, say once a week, became a regular thing, every day in the week.”
In the same year that Mill’s work was published, 1848, Marx and Engels had written in the Communist Manifesto:
“ . . . in proportion as the use of machinery and division of labour increases, in the same proportion the burden of toil also increases, whether by prolongation of the working hours, by increase of the work exacted in a given time, or by increased speed of the machinery etc.”
Marx, Mill and Ashley were writing of a period when machinery was taking away the livelihood of craftsmen and forcing them to work in factories under harsh conditions and for long hours. Since then, as the working hours of most workers have been much reduced and child labour in factories has been made illegal, we may ask to what extent the statements made by Marx and Mill in 1848 would be true today. We can accept that there are fewer workers doing jobs which involve heavy lifting, hauling, hammering, excavating and other hard physical effort, but along with a fairly general shortening of the working day and working week labour has been intensified, the speed of machines has increased (and with it the number of accidents) and more workers are compelled to perform monotonous repetition work which can be as tiring as heavy physical labour. It is the aim of employers to exact as much effort in the shorter working week as before, a fact making itself felt in the workers’ fatigue at the end of the day and the week.

The claim made in the early days of machine production that machinery lightens the labour and increases the comfort of the worker is being made now for automation; but again the high capital cost is leading to a worsening of conditions—this time in the increase of shift working. Mr P. G. Hunt of the Labour Relations Staff of the Ford Motor Company wrote about this in 1958. After claiming that with automation “almost invariably . . . the physical effort of the operator is vastly reduced or even completely eliminated”, he went on:
“A further factor that emanates from the high initial cost of automated plant is the need to recoup on capital outlay within a reasonable period, which can be achieved only by high utilisation of the equipment concerned. Such a recoupment in turn can be achieved only by longer hours, and longer hours mean shift working. . . . There is no denying the unpopularity of shift work particularly night work—with the majority of those who are called upon to operate it. It seems clear, however, that the trend towards such working must continue and increase, and that automation is at least in part responsible for this” (Financial Times, 1 December 1958).
Even the reduced hours of work are an illusory gain because, with the concentration of manufacture in big industrial areas, workers are compelled to travel longer distances between home and work.

Machinery has clearly failed to give that lightening of toil that it could have given and that economists and employers claimed in the early days that it would. We have an illustration of this in the picture that industrialisation presents to workers in less developed countries. Far from being invited to enjoy the prospect of having machines to lighten toil for them, and raise their standard of living with less effort on their part, they are being told by their leaders to be prepared to work harder: Mr Jomo Kenyatta, leader of Kenya Africans, hit on the appropriate phrase of calling on his followers to be prepared to work as hard as white men! (Daily Express, 6 November 1961).

 III. The Employers’ Attitude to Machinery
We live in a world in which each day brings news of inventions and discoveries in the field of industrial machinery and methods; but not all of them are applied. Some never get beyond the stage of being tested; they are ideas that will not work in a practical way. But some which are proved to be technically sound and practical never come into commercial use. As it is put in a pamphlet on Automation: “Technically about every industrial operation could be made automatic but economically many are impracticable” (What is this Thing called Automation; published by ASSET). It is only the economically practicable ones that are of interest to employers, the ones that will increase their profit.

There could be no clearer illustration of this than the fact that employers, after installing new machinery, will even remove it if it does not pay. Over a century ago a Government Commission of Inquiry into the conditions of hand-loom weavers reported instances in 1834 “where employers gave up machinery and went back to hand labour as it was cheaper” (Industrial and Commercial Revolutions in Great Britain in the Nineteenth Century, Professor L C A Knowles. Second Edition, page 119). That happening in Britain in 1834 has its recent parallel in USA. The pamphlet on Automation referred to above relates how “In Cleveland, Ford management reverted to hand insertion of small liner bearings in the engine-block because automation of this process was uneconomical”.

What most commonly determines whether a new machine will be economic is the level of wages of the workers whom the machine will displace. It follows from this that variations of wage levels can cause machinery to be economic in one place and not in another and at one time and not at another.

Marx wrote about this in the eighteen-sixties:
“Hence the invention nowadays of machines in England that are employed in only North America; just as in the sixteenth and seventeenth centuries machines were invented in Germany to be used only in Holland, and just as many a French invention of the eighteenth century was exploited in England alone” (Capital, Vol. I. Kerr Edition, 1906, page 429).
It is not labour-saving as such that the capitalist seeks, but cost-saving, and if for any reason wages are relatively low the capitalist will be quite content to carry on production by methods which employ large amounts of labour. As Marx put it, “Nowhere do we find a more shameful squandering of human labour-power for the most despicable purposes than in England, the land of machinery”.

It is the same in our own times. Machinery is manufactured in one country or locality where wages are low for use elsewhere in relatively high wage areas.

It was the scarcity of workers in rural areas of Britain and America during the two world wars that led to a great increase in the use of machinery that had been long available. Milking machines were being marketed for many years before labour-shortage caused them to be taken up in considerable numbers. The Encyclopaedia Britannica has the following on the use of these machines in USA: “The shortage and the high price of desirable labour for milking cows has extended the use of milking machine” (1950 Edition, Vol. 6, page 983). Even so it was estimated that in 1944, nearly 30 years after such machines were available, only 25 to 30 per cent of American dairy farmers used them.

Sometimes new machines are brought into use not because they directly save labour or cost, but because they give additional precision, which is of course indirectly profitable for the manufacturers selling the products of the machine in competition with other, less efficient products. And sometimes the gain is simply speed of production. It may be good business for a company to use machinery which is quicker, but the products of which are more costly, if by this means the products can be put on the market for quick sale, in advance of the cheaper but more slowly completed products of rival firms.

This is a particular example of a widespread waste that results from capitalist competition. The successful competitor who captures the market is not concerned that his success may mean the bankruptcy of unsuccessful rivals and the consequent breaking up of plant and machinery which could still be useful. When competition is keen it will induce profitable companies to scrap their own plant and machinery while it still has years of useful life before it in order to install costly improved machinery that will enable them to keep ahead in the race for markets.

The picture of capitalism’s use of machinery is hardly complete without reference to the construction of a £30,000 mail bag, power machine shop in Leicester Prison in November 1961, ending the years-long prison labour of hand-stitching. Mechanisation was needed “to meet the mail bag supply demands from the Post Office”.

IV. Socialism and Work
The establishment of socialism will bring far-reaching changes in production and distribution, flowing logically from the ownership of the means of producing wealth being transferred to the whole of society.

The products of labour will no longer be privately owned; incomes from property ownership and from employment will alike disappear, along with buying, selling, and profit-making.

In distribution the principle will be “according to need”, and, of course, without the double standards that now exist throughout the capitalist world, of best quality for the rich, and varying degrees of shoddiness for the poor; which, in turn, presupposes that in production every person will give “according to his or her ability” and will see to it that there are no poor quality goods turned out.

Unfettered access to educational and training facilities will enable all to acquire knowledge and skill and end the existing barriers between unskilled and skilled, manual and mental labour.

Great demands will be made on the productive capacity of society but there will be ample means of satisfying them. With the ending of capitalism enormous additional resources of men and materials will become available through stopping the waste of arms and armaments, and the innumerable activities that are necessary only to capitalism, including the governmental and private bureaucracies, banking and insurance, and the monetary operations that accompany every branch of production and distribution. On a conservative estimate this release of capacity will double the number of men and women available for the work of useful production and distribution. In addition, we may expect a continuing annual increase of productivity resulting from the accumulation of skill and knowledge and of productive equipment.

With these large additional resources at its disposal society will easily be able—if need be with some loss of productivity in particular fields—to end excessive hours of work, harmful speed and intensity, and unnecessary night and shift work, and to use machinery to replace human labour for types of work that cannot be other than unpleasant. This socialist policy will be a reversal of the capitalist policy applied in the nationalised coal industry, the head of which, Lord Robens, can declare that “there are literally thousands of jobs in industry which can give no satisfaction to the workers and never could” and can at the same time be increasing anti-social hours of work by pressing for shift working round the clock in order to avoid “expensive machinery” standing idle for a large part of the 24 hours (Times, 9 October 1961, and Sunday Telegraph, 9 July 1961).

Morris and Marx stated a positive attitude to labour, but before considering what they said it will be useful to examine the criticism that both were viewing the problem in relation to the ruin of craftsmanship by machinery, and that in the present century the problem is a different one and needs a different approach.

Marx and Engels, in the Communist Manifesto to which reference has already been made, wrote about the advent of machinery in the late eighteenth and early nineteenth century:
“Owing to the extensive use of machinery and to division of labour, the work of the proletarian has lost all individual character, and consequently all charm for the workman. He becomes an appendage of the machine, and it is only the most simple, most monotonous, and most easily acquired knack, that is required of him.”
One critic of Marx was the late Henri de Man who published a study of machine work in Germany in the early nineteen-twenties, part of which was republished in England under the title Joy in Labour (George Allen & Unwin, 1929).

His criticism was that Marx drew a general conclusion about machine work based largely on the textile industries and that while that conclusion remained unquestionably applicable to “large strata of the working class . . . there are other strata to which the technical developments of the last eighty years have made it completely inapplicable, so that of them the reverse is true” (page 85).

Henri de Man’s two conclusions were that even under capitalism “the existence of detail work is not necessarily a cause of distaste for work” and that it is not impossible for skilled machine work to give the work full satisfaction even though much machine work fails to do so. We can accept both points, but they do not affect the validity of the general principle behind Marx’s words. Marx was not arguing that work with machinery is necessarily an evil. Like Morris, he recognised that it would be a positive gain if much unpleasant and degrading manual work was done by machines: as already mentioned, one of his charges against British capitalists was that they had failed to replace labour of that sort by machinery because it did not pay them to do so.

Following on the same train of thought Marx maintained that Socialism would do what capitalists had failed to do and that “in a communist society (*) there would be a very different scope for the employment of machinery than there can be in a bourgeois society” (Capital Vol I, Chapter XV, Section 2).

In a speech made in 1856 Marx had this to say of the possibilities of machinery: “Machinery, gifted with the wonderful power of shortening and fructifying human labour, we behold starving and overworking it”.

(*) In the middle of the nineteenth century Marx preferred to use the word communism because of the current misleading ideas associated with the word Socialism. Later on, he used the two words interchangeably to mean what the SPGB means by Socialism: which, of course, has no relationship to the misuse of the terms Socialism and Communism as applied to Russia today.

The central point of Marx’s criticism was that man should not be an appendage of a machine, doing monotonous work robbed of all individual character and charm, any more than he should be doing manual work of a like kind.

There are three principles that can be applied to work and production. The capitalist would like to have a working class which “lives to produce”; working class life being subordinated to the need of producing profit. A second attitude is that of many non-socialist workers and trade unions, that workers should “produce to live”; work being accepted as a necessary evil, to be kept to a minimum, and “life” to be lived in the leisure hours.

Marx and Morris took a third view, that the aim for a society of free men and women should be that work is part of life, no more to be neglected than other intelligently conducted human activities.

Marx, writing in 1875, stated his view with force and passion:
“ . . . when the slavish subordination of the individual to the yoke of the division of labour has disappeared, and when concomitantly the distinction between mental and physical work has ceased to exist; when labour is no longer the means to live, but is in itself the first of vital needs; when the productive forces of society have expanded proportionately with the multiform development of the individuals of whom society is made up—then will the narrow bourgeois outlook be transcended, and then will society inscribe upon its banners ‘from everyone according to his capacities, to everyone according to his needs’” (From Marx’s Criticism of the Gotha Programme, SLP Edition, page 9).
There is a certain irony in the situation that while many workers are content to accept tedious, repetition work as a necessity some employers have themselves discovered that its damaging effect on the workers is such that it does not pay. The Economist (2 December 1961), writes about this discovery:
“In the early years of scientific management it was presumed that the greater the breakdown of jobs into their component parts, the greater the efficiency. The trouble with this, however, was that men came to be treated as mere extensions to their machines. Today, industrial theorists have come to realise that beyond a certain point the simplification of work creates so many problems of boredom and dissatisfaction among workers that diminishing returns may set in. as a result, in many firms the pendulum has begun to swing back a little, and some tasks are being deliberately re-combined to make their execution more complex”.
It will be seen that Marx posed the same issue as did Morris. Is it still a real issue? Some people think that automation will abolish all work problems, and that we shall have workless production:
“Today our life is largely shaped by having to produce goods for our feeding, for our clothing, and so on. Suppose we could just turn on a spigot and have all these basic things just as we now have water?” (Robert Jungk, Guardian, 2 November 1961).
That idea came into the minds of many people (Robert Owen among them) in the early days of machinery; but for the foreseeable future it is a fantasy. Not that it would be technically impossible to build a factory operated by very few workers (this is an early possibility); but that is not production without workers, any more than the automatic telephone system or the driverless train system is production without workers. What has been going on for a century or more is the progressive elimination of workers from some manual operations, with simultaneous increased numbers of machine-making workers in the metal, engineering and electrical industries and of workers in engaged on maintaining the machines. Overall, there is a continuing small net saving of labour, but no dramatic developments that would change the present dependence of production on human labour in some form or other.

What then should be the Socialist attitude to the issues posed by Marx and Morris? There is no doubt what the answer must be. In a free society, depending for its healthy functioning on agreement and voluntary co-operation, in which “the government of persons will have given way to the administration of things”, people will not wish to spend the working part of their lives as human automatons serving machines, any more than as human automatons performing monotonous manual operations. The principle must be that people in a Socialist society shall be able to bring to all the various aspects of life, including work, all qualities of body and mind, skill, knowledge, thought and imagination.

Arts, crafts and machine techniques will all have their place as Marx and Morris would have urged. The difference since their day is that powers and methods of production have become vastly greater and more varied; which means that man’s power to control the conditions of his life is correspondingly greater. He has potentially must greater freedom of choice and it is inconceivable that under Socialism man will decide to enslave himself to productive processes of his own making.

We are confident that the reader will find Morris’s work ideas worth thinking about, including that most important idea of all, that in order to get a better system of society it is necessary to get rid of Capitalism and establish Socialism.

Letter: Machinery and Socialism (1932)

Letter to the Editors from the December 1932 issue of the Socialist Standard

A correspondent asks us what is our attitude towards those who condemn machine production and want to go back to handicraft methods.
“Some time ago, within the past year, I read an issue of the Saturday Evening Post, one of the most widely circulated weekly magazines in America, and a correspondent, Marcossan it was, gave an account of the character, aims and objects of the Nazi, or National Socialists in Germany in that issue of the Post.

Among the points he listed and described as features of that movement, was one that struck me as having a lot in common with the Socialist philosophy, and it was this : —

The Nazi’s organisation deplore the predominant role that the machine occupies, in this day and age, in the lives of the masses living within those countries that are for the most part industrialised.

They go in for rites and ceremonial functions that are reminiscent of Mediaevalism, as a reaction to the machine age, and they would revive the colourful picturesqueness of the people lived back in the period of the Holy Roman Empire.

However fallacious all this may seem to us, is there not something wholesome and worthy in a resentment against the necessity for being dominated by the machine, both in economic and social phases of life ? Many authorities agree in this; that the machine age has all but done away with a desire in the present generation for the acquisition of culture, i.e., literature, music and art, and the tendency on the part of the younger generation, so far as the development of their mental capabilities go, are all too one-sided, in the direction of motor mechanics and the repair of engines, etc. The types of people who can carve wonderful designs in wood-work, plaster or clay are only to be found in remote districts like the Bavarian Alps, the Black Forest, Sicily, and other places where the spirit of the Middle Ages still lingers on.”

Reply.
It may be as well to start off by explaining that the name used by the Hitler Party in Germany—”National Socialists”—does not justify the assumption that they have something in common with Socialists. Hitler, in the attempt to build up a large working class following, has found it useful to talk in the phrases of his opponents, the Social Democrats. But neither in his mouth nor in their mouths do these phrases betoken knowledge or acceptance of socialist principles.

Nor do we share Hitler’s alleged longing for medievalism and hatred of machine production. That such a hatred should exist is natural enough among workers who knew or have heard from their parents of the easier conditions under which handicraft production was carried on before the craftman’s products were swept off the market by the cheaper products of the capitalist factory. But it is not correct to describe the workers’ subjection to the capitalist as being simply a condition of “being dominated by the machine,” and it is also fallacious to assume that the course of industrial development can be reversed. If it were possible to reproduce the greatly overpraised conditions of the Middle Ages the same developments which undermined feudalism and led to its replacement by capitalism and machine production would be at work, leading on to the same results.

The chief objection, however, to our correspondent’s argument is the belief that the disabilities under which the workers now suffer are due to their subjection to machines. It is true that machine production, like every other form of production, imposes certain restrictions on the producers. It is true, for example, that it is necessary for all the crew of a boat or a train to be ready for work at a stated time, although this may involve considerable discomfort for those who would prefer to stay in bed for another hour. But what of the discomfort of having to get up early to milk the cows ? What of the inconvenience of having to make hay while the sun was shining, instead of at some other time more pleasing to the mediaeval peasant ? Some machine work is monotonous under capitalist conditions (perhaps some monotony is unavoidable under any conditions), but what of the deadly monotony and brutal exhaustion of primitive agriculture, and of housework ?

Machinery possesses two associated possibilities. It will, when socially owned, act as a saver of much unpleasant and exhausting labour, and it will make it possible so to increase the production of articles needed by the population as a whole that the necessary hours of labour will be greatly reduced. When this happens the majority will have opportunities of recreation and self-development now denied to them. It is not the machine which prevents the workers from living full lives, but the private ownership of the machines, along with the remainder of the means of production and distribution.

Machinery in Agriculture. (1921)

An article in the "London Encylopaedia" 1837, dealing with the condition of agriculture in the 14th and l5th centuries, contains the statement that "the implements in use at that period were nearly the same as those employed at present." While it is possible that the strict accuracy of this might be questioned, it serves well enough to illustrate the rapidity with which this industry has progressed during the last two or three generations ; the most casual observer of developments in agriculture to-day could not fail to see that such a statement now would be ridiculous.

The same article enumerates the subjects with which the farmer should be acquainted, such as botany, vegetable and animal anatomy, etc., but does not mention mechanics. This is in striking contrast with the present, when in the words of an authority, the "agricultural engineer should first become an engineering expert and then acquire a knowledge of agriculture."

Apart from the technical aspect, which could be examined to show the general advance of human invention in the struggle with natural forces, this advance is of obvious interest to the workers on the land. The shortage of foodstuffs and labour during the war convinced the Government of the need for special measures, if they were to be better prepared when the attack of some other "Hun" on some other "Belgium" is made the excuse for another struggle between groups of capitalist States in commercial rivalry. In May 1919, therefore, the President of the Board of Agriculture and Fisheries as it was then, appointed a Committee having for its object the consideration of steps to promote the development of agricultural machinery. The Report issued by the Committee contains lessons useful to us as well as to the farmers and manufacturers for whom it was intended.

The aspects which chiefly concern us are these: the cause of the introduction of machinery into agriculture, the recent rapid extension of its use, and the effect it has had and is likely to have on the workers.

As for the first, the witnesses were in complete agreement (a state of affairs unusual enough at these examinations of "experts"), and the Report does not leave any room for doubt. The cause is the desire on the part of the farmers to lessen the cost of production by reducing their labour bill, in order to meet the constantly increasing pressure of competition. It is true that within certain limits the cost of production can be lessened in other ways, such as by improved, and therefore more economical, methods of cultivation, by the increased use of fertilizers, etc., but it has to be realised that much of the land in this country was well and highly farmed, and therefore it is not surprising that farmers look to machinery rather than to the further study of the soil to serve their purpose. One must consider, too, the immense advantage of the greater power and concentration of mechanical over human or animal energy in an industry where so much depends upon taking advantage of short spells of fine weather in winter.

It naturally follows that low wages offer but little, and high wages a great, inducement to employers to replace workers by machinery. One would expect the amount of machinery at any given period to bear some relation to the level of wages, and this is what is actually found.

According to a manufacturer of agricultural implements, steam ploughs were being largely used in the seventies of last century, but in the depression that followed many of them disappeared. From 1900 there was a gradual and from 1910 a rapid increase until the outbreak of war, since when what might be described as a revolution has taken place.

The movement of farm workers' wages over the same period was as follows : Starting at 14s. 2d. in 1879 there was a slight decline to 13s. 7d. in 1892, then a steady rise to 14s. 5d. in 1898, 14s. 8d. in 1902, 14s. 9d. 1907, and a sharp rise to 16s. 9d. in 1912. A slight fall to 16s. 3d. preceded a swift increase to 46s. in 1920. In the words of the report, "the unreadiness of many farmers in the past to adopt labour aiding devices .... is largely attributable to the cheapness of labour. . . It is a commonplace of industrial history that low wages tend to stereotype methods of production, and agriculture has not been exempt from that tendency."

Of course, that "labour aiding" is not meant to be taken seriously—you know your employer does not spend money on machinery merely to save you trouble. As one witness said, "many new implements, so called labour savers, actually only saved the labourer trouble and did not reduce the number of horses or men necessary to deal with a given area of land." "What a farmer wanted to know about an implement was, firstly, how much labour it saved . . ." This same farmer "deplored the fact that no systematic study had been made of the best methods of employing labour with such costly contrivances as the Elevator, nor scientific research into the avoidance of injury to the crops dealt with by the implement." Not, Mr. Landworker, the "avoidance of injury to you" in working the machinery, but the "damage to the crops" and the "care of the implement." The Elevator (appropriately spelled with a capital E) costs money to repair, while the farmer can insure against loss through injury to you.

The Committee came to the conclusion that a heavy labour bill could be met by the farmer in two ways: "by obtaining a more efficient service from each worker, or by adding his labour costs to the price of his products." It is always amusing to see a man make a virtue of necessity. The second of these two ways means the raising of the price of farm produce to the buyer, which if it were possible at will, would presuppose that hitherto the farmer had been selling cheaper than he need have done ; which isn't done outside of university text books on economics. So they took Hobson's choice and patted themselves on the back for not doing what they could not do. "Of these alternatives we do not hesitate to suggest, only the former can be considered."

Besides the mechanical problem there is an other it is as well to consider here. The great obstacle the progressive employer immediately meets, is that the average worker has not had the training which will fit him to use to advantage costly and intricate machinery. Even the minimum of education and specialised instruction given to the industrial population has been largely denied to the children of the rural workers, and the war has taught our rulers that this has been quite insufficient. Little as the capitalists like spending their money on you, they have learned that they must have more highly skilled workers to enable them to compete with their late enemies, and particularly with America and Japan, more formidable commercial rivals, even although sometime allies.

The Committee reports that "with few exceptions all our witnesses were agreed that education must play an important part in stimulating the use of improved machinery. We believe that it will not be the least of the benefits conferred by the new Education Act, that the raising of the standard of general education will stimulate the interest and quicken the appreciation of all classes of workers in tasks other than dull routine; and this in itself will lead to a better and more instructed use of agricultural machinery, and a broader outlook upon its possibilities. But beyond this, direct instructions in the principles and use of machinery is required by all classes of the agricultural community." One of the suggestions they made was that instruction in the principles of mechanics and in their practical application to agriculture should be given to youths above the age of 14.

One witness of a type familiar to every worker was "opposed to the special mechanical training of labourers as it would tend to make them dissatisfied with farm life." What he meant, of course, was that he feared the land workers would want higher pay when trained than they did before, and it is to be hoped that they will; but because some farmers do not voice this sentiment it must not be supposed that they are essentially different. All employers have the same object, that is, to make, profit out of your labour, and naturally enough they want as much as they can possibly get ; but they differ as to the best method to be used. The obvious, but old-fashioned and uneconomical way is to pay as little in wages as they can, and demand in return as many hours work as are physically possible. The new way—the Leverhulme-Rowntree way— is to get the pick of the highly-skilled, healthy and capable workers "by offering comparatively good rates of pay, and by systematic speeding-up and elimination of waste, to obtain in a six hour day a bigger output than can their less far-sighted competitors in eight, nine, or ten hours. Remember, the capitalists control the sources of education as they control all the services of modern society, and they will not give you more than the working of their system requires that you shall have.

It is impossible to deal adequately here with the extent to which manual labour is being displaced, but some instances will illustrate the great strides that are being made all over the civilised world. The frequent exhibitions of farm machinery, and the advertising columns of any farmers' journal show a really bewildering variety of implements now in every-day use, and these are being improved and added to with each round of the sun.

The manufacturers will supply all sizes of machines, adapted to all kinds of work, from the powerful five-furrow steam plough to the handy little one-and-a-half horse-power machine guided by hand like a horse plough of the same size ; reapers and binders—to which an American firm has now added a machine for "stocking" or "shocking" ; hay-loaders which enable one man on the waggon to load in a fraction of the time it took several to pitch by hand; ingenious milking machines, now no longer in their experimental stage; seed drills, and potato pickers; machinery for the dairy, milk coolers, separators, butter makers ; in short, machinery for almost every one of the normal activities of the farm. Before long the traditional placidness of rural life will be a thing of the past, and it will be necessary to go to the pages of the novel for a picture of it; such, for instance, as the description of the almost impossibly pleasant dairy farms of the Dorset "milk" country in Hardy's "Tess of the D'urbervilles."

However, to return to our report.

A land agent referring to the acute shortage of skilled labour for farms in the West of Wales, owing to the continued demand for miners, gave an account of farms he knew of 140-200 acres "where the hay was secured in a very short time with only the farmer himself and a lad. The hay was mown, perhaps, with a tractor, then the tedder and haymaker were both used, then gathered by a side rake, . . lifted with a hay loader, and afterwards deposited in a Dutch barn by a carrier worked by a petrol or oil engine."

Perhaps the most striking case is that of the Scandinavian countries. True they possess what is almost lacking here—abundant and constantly flowing streams for water power ; but the initial problem, that of applying machinery to the working of the soil, is the same whatever the source of the power.

The General Secretary of the Agricultural Organisation Society had visited Denmark after an absence of twenty years and remarked on the progress made in this direction. ''In Sweden a number of huge hydro electric power stations were producing electricity much cheaper than was possible with any kind of fuel. Three of these (owned by the State) between them developed one-third of the total. As a result of the cheapness of this source of power there is a great and growing inducement to install electrically driven machinery on the farms. On one farm of 800 acres every machine except those used for cultivating was so driven. The farmer stated that previous to the electrification of the farms he had to employ for his threshing operations five pairs of horses, sixteen men and four boys, whereas under the electrified system, for the same work, he employed one horse, seven men, and two boys. To this he added the enhanced value of the product due to the smoother working of the electrical machinery and he estimated a total saving of £5 a day on this farm in respect of threshing operations." He considered that in addition to yielding interest on the outlay, the plant, which cost £1,250 at much inflated war prices, would pay for itself in fifteen or twenty years. His own opinion was that before long it will be the exception to find a farm or estate in Sweden or Denmark not so equipped.

Further, although the depopulation of the countryside cannot be ascribed entirely to this one cause, it has nevertheless been a great factor. Whereas in 1851 on an average forty-three men were employed to each 1,000 acres of cultivated land in England and Wales, the number has now fallen to twenty! Whereas in 1914 there were 693,000 male agricultural workers, in January 1920 there were only 550,000. There has certainly, during this latter period been a marked tendency to put arable land under grass, which, of course, means a reduction in labour, but this by no means accounts for all the falling off; undoubtedly machinery has played a great part.

Now, while a reliable and exhaustive investigation into this subject has yet to be made, there can be no denying the most obvious consequence, that other things remaining constant the use of a machine means that some portion or the whole of the services of one or more workers is no longer required. If a farmer spends on machinery an amount which is equivalent to a weekly expenditure of £2 over the period the machinery lasts, it can only because for the same amount of work done he is going to save more than £2 on his labour bill. If, as in the past, the more keen agricultural labourer could get employment on the railways, in the police force, or in the towns, or could emigrate to regions where his skill was still in demand, then this tendency would not be felt so acutely as with industrial workers who had no such avenue of escape. Similarly, of course, during a period of agricultural prosperity, the position would be that a larger demand for farm produce would be satisfied by the same number of workers giving, with the aid of machinery, greater output per man than before.

Nevertheless, the process is going on and must make itself felt in due course. That this is realised, if without being clearly understood, is evidenced by the instinctive dread of machinery shown especially by the older men. It is only the younger ones who are considered worth the trouble of teaching new methods. It was further recognised by the representative of the Agricultural Workers' Union when he said that "It was very improbable that any general opposition would arise amongst labourers on the grounds, for example, that the introduction of machinery would diminish employment." His following remark that ''certainly any opposition of that sort would not receive recognition from the Union" was simply an admission that effective opposition was impossible, and that any attempt to resist would be as futile as that made by the Luddites in somewhat similar circumstances to prevent the setting up of machinery in the factories after the Napoleonic wars one hundred years before.

It is well to recognise the part that Trade Unions play in this. They exist for the purpose of obtaining by means of organisation, a better price for the labour power of the worker than he could get by individual bargaining. Their object is limited, and so must be their success, for to the extent that they raise wages they invite the purchase of machinery to put their members out of work. "Any action that increases the cost of production provides greater incentive to the capitalists to devise means to reduce it, and results in more determined efforts to improve existing, and introduce new, machinery. An increase in the number of the unemployed inevitably follows" (Manifesto, p. 18). This is confirmed by an instance of only recent date. The success of the Dockers in obtaining their 16s. per day was followed by a remarkable activity in applying machines to dock work, and the consequent unemployment had an admittedly serious effect on the strength and solidity of the Unions concerned.

This is not an argument against Trade Unionism. While the present system remains, that is, while the land workers, like their fellows in the towns, live by selling their labour power to their employers, it is not only desirable, but a positive duty, for them to see that they get the largest possible price for what they sell. It is for them to organise to that end, and it must be admitted that so far the new Trade Union movement among the agricultural workers has shown a commendable singleness of purpose in keeping to the main issue, that of getting better pay and shorter hours, at a time when many of the older organisations had turned into sick and unemployed benefit societies, and were apparently more interested in assisting the capitalists to run their war and exploit their workers more effectively than in advancing working-class interests.

Nevertheless war conditions and the labour shortage, have gone, and the agricultural workers will be hit by the prevailing trade depression just like other sections, even if less acutely and not so immediately, and it behoves them now to find a way out of the unhappy position in which they and all other workers find themselves—not a temporary expedient like the Government "doles," but a real solution. If experience teaches, as it surely does, that there are comparatively narrow limits only within which the Trade Union can function, that the strength of the organisation is sapped by the very evil, unemployment, which it seeks to remedy, they must look further afield and learn the reason. If the system is such that substantial improvement of the worker's position within it is impossible (and we contend this is the case), then it is for you who have suffered and will continue to suffer from its wars and from its peace—it is for you, the workers, to study its construction, understand its stupidities, and its injustice to you, and join us in the task of overthrowing it. It can be replaced by a system of society in which technical developments of machinery, inventions and discoveries will benefit you instead of rendering your position more insecure; in which education, real education, will be within your reach ; in which poverty will be a memory and nothing more.

It can be done, but your rulers will not, and your leaders can not, do it for you. You must do it yourselves. When you understand the system you can end it.

50 Years Ago: Machinery (1962)

Machinery, says the Liberal, has deepened the working man's chest and increased his stature by shortening the hours of work. When he says ‘shortened hours' we promptly ask ‘compared with when?’ and as promptly comes the answer: 'In comparison with the hours worked in the hungry forties’, or ‘when my grandfather was a lad’.

To compare present hours of work with the length of the working day in that transitional period when capitalism was in its birth throes (with the aim of extolling the difference), is an inane procedure.

Thorold Rogers has shown the comparative leisure of the workers under the system of ‘small production'—with that we need not deal. If we take our case at its worst and compare hours of work today with the hours toiled in the early years of capitalism, we find justification for our case. We find that side by side with the shorter working day has come a quicker pace, a more rapid rate of production, a faster consumption of working-class brain, nerve and muscle. Whether it be in the sphere of production—at lathe or loom, or in distribution on train, tram, or taxi, the working pace is fierce.

Even if we examine types of work where steam-power cannot be applied —office executive and the like—we find mechanical appliances such as calculating machines, typewriters, dictating appliances, etc., adding to the intensity of the workers grind.

The Influence of Machinery upon the Working Class. (1912)

J. S. Mill, to the surprise of the Radicals. said that it was “questionable if all the mechanical inventions yet made have lightened the day’s toil of any human being. They have enabled a greater population to live the same life of drudgery and imprisonment, and an increased number of manufacturers and others to make fortunes.” We of the Socialist Party have always held that labour saving devices have not lessened the sum total of work that is done by the workers, or increased the remuneration they receive for that work.

This position we defend against “cheery” social reformers who contend that machinery has had a beneficial effect upon working class conditions; that it has brought us nearer to a heaven upon earth.

They assert that machinery has (1) shortened the working day, (2) abolished heavy and wearying work, (3) educated the worker by giving him intricate machinery to mind, (4) lowered the price of commodities, (5) whilst negatively it is contended that it has not made employment more irregular, nor caused any considerable amount of suffering by disturbing working conditions when applied to new industries. All misery attendant on machine production is due to Free Trade, or Protection, or Land Monopoly, or some other Will-o’ the Wisp.

The spheres of production and distribution are worked at such a pace that even porters and packers and carmen and shopworkers and the like are affected by the pace which permeates from the departments where machinery reigns as God. The change from the leisurely life of the 17th. century to the horrid bustle of to-day is a change so scenic, so grim, so fraught with great possibilities and fearsome forebodings, that one’s brain whirls at the revolution — and one smiles at fussy politicians and dozy economists. Machine production under private ownership has rendered futile the behest to “love thy neighbour” and ushered in the modern cry: "Get on or get out!"

Economists tell us that machinery is abolishing heavy and “very laborious” work. But whilst machinery has a tendency to make work less “ muscular,” we must not forget that (as J. A. Hobson puts it): “As regards those workers who pass from ordinary manual work to the tending of machinery, there is a good deal of evidence to show that, in the typical machine industries, their new work taxes their physical vigour quite as severely as the old work.” And: “A lighter form of labour spread over an increased period of time, or an increased number of minor muscular exertions substituted for a smaller number of heavier exertions within the same period of time, may, of course, amount to an increased tax upon the vital energy.” (“Evolution of Capitalism,” pp. .'337 et seq.)

We must not overlook, either, the striking number of horrible accidents arising from the tending of machines. Even if those gullible optimists who find in machinery a “ palliative,” an economiser of working class energy—if these people had a defensible case at all it is destroyed by this one factor, the mutilation, mortal and otherwise, traceable to machinery.

If we examine the tables of death rates in various occupations we find evidence of the risk run by the workers. Taking figures for 1900-1-2 (and an index number of 1,000), we find that in the list of occupations “ men of God ” stand well at 524, and farmers at 590. Tramway workers are represented in the holocaust by the number 1,013; copper, tin, etc. workers by 1,043; tool, saw, and file workers 1,315; cotton workers 1,114; brush makers 1216: whilst publicans (terrible example of the pious) are overtopped in the figures by general labourers at 2,235.

General labourers! The phrase calls up reflections of physical and mental misery deeper than of Grecian helot or “the rude forefathers of the hamlet.” 2,235! Pythagoras saw things strange and mystical in numbers; in the death rates and the accident rates of the class of labourers and miners Christian capitalists see things tangible— say a safe twenty per cent.; Socialists see the machine and the man, and curse the capitalism which serenely massacres the real pillars of society.

The machine (so we are told) “educates” the worker by giving him a complex machine to make and tend. If we grant the intricacy and skill involved in machine manufacture (an exercise of skill on the workers' part as great, as the much puffed “labour of superintendence”), it is more than counterbalanced by the tedious times of the machine-tenders, by the “sameness” of the proletarian's work. His home. Ins necessities, and his “luxuries,” all bear evidence of the mechanical, low-priced, and mean. Production in iron, brass, copper, wood, cotton, etc., is simply a story of the exercise of similar actions, the making of prosy repetition articles. To quote J. A. Hobson : “The constant employment on one sixty-fourth part of a shoe offers no encouragement to mental activity, but dulls by its monotony the brains of the employee to such an extent that the power to think and reason is almost lost.”

The workers, as Dickens said, are “those people who all go in and out at the same hours to do the same work; people to whom every day is the same as yesterday and to morrow, and every year the counterpart of the last and the next." The “rude forefathers of the hamlet" were oblivious of the motor car. the Linotype, and the music hall; hut in every village the craftsman in metals, wood, stone, or leather had by his daily work qualities of initiative and forethought cultivated, contrasting with the heavy band laid by machines on their bored minders.

The individual who has heard of the “miseries of grandfather’s days,” challenges us with the assertion that machinery has lowered the price of the necessaries of life. A quotation from Marx’s “Poverty of Philosophy” is apt here: “ The price of food [in civilisation] has almost continually risen, while the price of manufactured articles and luxuries has almost continually fallen. Take the agricultural industry itself: the most indispensable objects, such as wheat, meat etc. increase in price, while cotton, sugar, coffee, etc., fall continually in a surprising fashion. Even among food stuffs, properly so-called, luxuries, such as artichokes, asparagus, etc., are relatively cheaper to-day than the objects of prime necessity. In our epoch the superfluity is more easily produced than the necessaries of life. Finally, at different historical epochs, the reciprocal relations of price are not only different but opposed. All through the Middle Ages agricultural products were relatively cheaper than manufactured products : in modern times the relations are reversed.”

So Liberal-Nonconformists expect the worker to be ridiculously thankful at the cheapness of questionable boots, frail sovereign suits, and dollar watches, while the rent of his “ home,” the price of his beer, his food stuffs, his fuel, etc., was never so prohibitive as in the “palmy” present. On every point the machine defender is worsted. 'The worker is, indeed, badly housed, badly clothed, and badly fed.

The defenders of capitalism deny our assertion that machinery has made unemployment more acute. 'They admit that a new machine might cause a temporary displacement of labour, but contend that the decrease in price resulting from the use of machinery causes a new demand which absorbs the displaced labour. Things “adjust” themselves and all is for the best. But whilst the “adjusting” process is fructifying, the worker is being pushed further into the mire. The adjusting period may be only temporary, but human lives are likewise temporary. A knotting machine dispenses with five or six “twisters”; the later try to adjust themselves. Twisting is one of the numerous processes in cotton manufacture, and obviously the number of twisters is determined by the whole industry.

The production of cotton goods must increase six times if all the twisters are to find employment at their own occupation. Machinery thus makes the workers’ jobs more hazardous and temporary. It throws out six twisters and finds employment for one mechanic making the new machine. The mechanic in turn is displaced by a lad working a new machine which “economises labour” in the engineering shops. Commonplace statistics have shown the existence of unemployed in every “skilled’’ trade.

In conclusion. Socialists do not see a “devil” in machinery. They appreciate its value to a society wherein are neither peers nor paupers, moochers nor millionaires. Socialists object to the capitalism which uses machinery as a means of more rapid and efficient exploitation of the workers; object to the degradation resulting from the existence of a factor which, under Socialism, will add leisure and pleasure to life.

Socialist Economics: 4. Do Machines Produce Surplus Value? (1974)

Historically the function of the capitalist system of production was to replace the previous mode of production prevailing within Feudal society by the more efficient capitalist mode of production. This involved the amalgamation of small fragmented and even individual means of production into a social force. Capitalism socialized the means of production. All the productive forces which were capable of being developed were developed. The capitalist could ensure the presence of large numbers of wageworkers in any one place co-operating with each other within the process of production, with a view to cutting down the time expended in the process.

Even on the basis of simple manual labour, it is a fact that 20 men working in unison can perform tasks that 40 men working individually could never do. The secret is that the 20 men are operating socially, or in concert, as a productive force; a force almost as old as mankind. The sub-division of labour is accelerated as each process becomes repetitious and broken down so that a number of operations can happen at the same time. It is quite obvious that a productive force based on even a high sub-division of manual labour was inadequate so long as it continued to rely on mainly manually operated tools. There were limits as to how many men you could get into a factory or one place, and there were also limits to the amount of time you could work the labourer without his health deteriorating. This productivity of labour could only be increased by the introduction of machinery. The motive force for this machinery was, in the first instance, provided by men or animals, but eventually by water, steam, gas and electricity, in that order.

It should always be borne in mind that the natural forces in social labour, i.e. sub-division of labour and co-operation, cost the capitalist nothing; likewise with the physical forces, water and steam. It is true that physical forces have to be harnessed in order to be exploited. This involves costly power-generating stations, hydro machinery, etc., but the cost of these is recovered over the period of their operation. Capital, therefore, has not only inherited the earth, but the natural physical forces so far discovered, and perhaps some at present undiscovered.

The gigantic means of production existing today bear little resemblance to the industrial scene when Marx made his analysis of machinery, manufacture, and the position of the working class in relation to the development of these technical productive forces. Automation, computers, nuclear energy, are certainly new, but the basic Marxist theory on machinery embracing these new developments is as true today, and of equal application, as it was in 1860. Today, capitalists and their economic advisers will go to great lengths to stress that most of the profit created by modern industry is due mainly to the increasing mass of constant capital vested in plant and machinery.

This appears on the surface to be the case, but Socialists do not take things at their face value. We fully agree with Marx that machines do not produce surplus value, and consequently profit, even if whole areas of production were based entirely on automated processes involving little direct labour participation. The reason why machinery, however highly developed does not produce surplus value is not difficult to understand. Machinery is an extension of the labour process which is carried on mechanically.

Machines are, in effect, social tools created by the man for the sole purpose of replacing human labour-power, and cutting down the time expended by human labour. The productiveness of machinery is measured by the labour it replaces. It is a fact that there are quite a number of processes which can only be done by machines, but all complicated processes have evolved from a sub-division of simple labour, and therefore the fact that simple labour has been intensified to the point of the scientific skill needed to produce and operate a machine to replace that simple labour, in no way alters the basis for calculating the productiveness of a machine.

No matter how complicated machines become, even to the point of the capitalist’s wildest dreams — the push-button society — they are still produced and maintained by men. Being a product of labour, a machine like every other commodity contains value in addition to its use-value. That value is determined by the amount of socially necessary labour required to produce the machine. During the productive process, the machine wears out, and has to be replaced in the course of time. It follows then that the machine cannot pass on any more value than that which is contained within it in the first place. The machine is used in the production of commodities, and it gradually by stages, perhaps over years or decades, comes to the end of its working life. But during its working life it has added value to the particular commodity for which it was designed. Each of the commodities, therefore, has consumed part of the value of the machine, and consequently the machine has transferred its value to the products.

Suppose, for example, a machine cost £10,000, and would operate efficiently for 10 years, and at the end of the period would require to be replaced. The capitalist owner of the machine would therefore add £1,000 to the value of the products produced annually, representing 1/10th of the value of the machine. In this way the capitalist ensures that he can replace that portion of his capital vested in the machine. Any depreciation of value of machinery, however complicated, is always compensated by the amount returned to the capitalist by way of the value added to the commodity.

Value, in the form of capital, lives on — it has the gift of eternal life. Not only do the workers produce surplus value at the point of production, but they also preserve existing value. It is the phenomenon of the social relation of value that whilst it owes its origin to the social relation of human labour it has an independent existence, working through its own anarchistic economic laws; consequently it is no longer under the control of the society which gave rise to it.

If we consider the productive process as a whole, with computers, electronic devices, and highly developed machinery, there can be no doubt that these have added greatly to production. It appears that any increase in profit, apart from cutting wages, can only be derived by introducing machinery. This is true, but the profit, or surplus value, cannot come from an inanimate object. The technical foundations of modern industry are built on machinery. This machinery has been created by men under the capitalist mode of production and distribution; the incentive to its invention and introduction has always been the profit motive. If a machine is to replace labour it must perform its operation in less time than that required by human labour — it is no good otherwise.

Any substitution for labour, including the substitution of natural force for human force, is an extension of the labour process carried on by the working class. It is not disputed that machinery is a means to the production of surplus value, but this surplus value is produced by the people who make and operate the machines. The production of the worker working with machinery is increased tremendously, but the workers are paid not for what they produce but for what they sell, their labour-power. It follows, therefore, that the introduction of machinery serves only to increase the rate of exploitation; that is, the difference between what the worker produces and what he receives in the form of wages.

Each fresh introduction of machinery  into the working process is always done with a view to cutting down the amount paid in wages, by reducing the number of wage workers. Capitalists find the machine a useful ally in the struggle over wages.

Most of the industrial processes today could not, as they are, serve the needs of a Socialist society. Existing technology would provide the basis for developing socially acceptable industrial processes, free from noise, dirt, and non-injurious to life and limb. At the moment, the plain fact is that scientific progress in the development of machinery, as in all things, serves capital and not man.
