Social Insanity

Dear Editors,

I should like to bring to the attention of your readers a double question, about the so-called “balance of terror". I am hoping to encourage some debate on this, having already tried without great success to obtain some response from the so-called “intellectual elite" on this matter. What difference is there between the "totalitarian" political regimes where the voice of reason is automatically stifled, and the so-called liberal regimes, where the free voice of irrationality overwhelmingly stifles, in practice, the voice of reason? Don't these two types of regime suffer from the same malady, which we might call a kind of politico-military paranoia? With regard to the future of humanity, these rival oligarchies show themselves to be accomplices caught up in one demented course, based on a barbaric strategy: "If you want peace, prepare for a universal holocaust”.

We endorse fully the suggestion that the governments of both West and East are engaged in a kind of madness, or irrationality which threatens to end in a nuclear war which would probably wipe out a large percentage of the human race. We would add two important points. Firstly, the "madness" of leaders and governments to which our correspondent refers cannot be considered in isolation from the rest of the population. Their power is ultimately a reflection of the failure of the working class to assert its interests; their ability to inflict “paranoia" and the hatreds of nationalism and warfare on the rest of us arises directly out of our acquiescence. Secondly, weapons proliferate not for their own sake, but in order to fight wars, and wars in their turn do not take place in isolation from social forces. The cause of war in the modern world is the competition between rival capitalist power blocs, including Russia and China as well as the more openly capitalist countries. They compete over markets, trade routes and raw materials: all sources of profit for the propertied minority within each state. These issues need not concern the working class majority, who are merely used as cannon fodder.

The only way to end the madness of preparing for a universal holocaust is to prepare for a universal revolution. This revolution must democratically replace the profit system with the common ownership of the world's resources. For this, we need a majority of socialists, and the present growth of the socialist movement must be actively encouraged by all who seek to remove the threat of war from the face of the earth.

Space in British Aerospace (1981)

The view is widely held that workers in the aircraft industry are somehow cosseted from the worst effects of booms and slumps in the economic cycle; the fact that, until very recently, the industry in Britain had apparently been little affected by the current recession gave some support to the idea. The truth, however, is that the fortunes of the industry fluctuate just as much as those of any other in the capitalist economy, as those aircraft workers involved in such recent traumas as the TSR2 cancellation will testify.

One of the reasons for this is the sheer size of the product, the design timescale of which has escalated tremendously in the industry’s comparatively short life. Nowadays the time from drawing board to entry into service can be twelve years or more, which means that a vast expenditure over a long period is required before there can be any hope of a profit. The necessary funding has therefore increasingly been provided by government agencies, so making the industry more and more susceptible to the political climate. Charles Gardner, in his history of the British Aircraft Corporation (Batsford, 1981), maintains that in 1970 Wedgwood Benn, Minister of Technology in the Labour Government, would have approved the loan requested by BAC for the 311 airliner, but the Tory government which was elected that year had other ideas. Similarly, a large defence contract signed with Libya in 1968, centring about Thunderbird and Rapier, was terminated after a military coup the following year. The main factors which influence these government decisions are thus not necessarily economic: the industry has suffered severe setbacks in times of general expansion and, conversely, has until recently expanded its workload in some areas in the face of recession.

Further political influences have been introduced as a result of international co-operation in the building of new aircraft. From such has come, among others, the Anglo-French Concorde, the European Airbus Industry and, in the military field, the Anglo-French Jaguar and Anglo-German-Italian Tornado. Amalgamation within the industry has also proceeded with breakneck speed. In Britain at the end of World War II there were 27 different aerospace companies; by 1960 the development of the industry, with some government pushing, had reduced these to only two — British Aircraft Corporation and Hawker Siddley, each with their aircraft and guided weapons divisions. The subsequent amalgamation into British Aerospace, involving so-called “nationalisation" followed by “denationalisation", will be considered later. The development of joint projects with European concerns is a natural continuation of the amalgamation process. If the separate governments concerned could always agree on all matters affecting the projects, perhaps no additional uncertainties would be injected. Under capitalism however such an idyllic situation cannot be expected. Differences between the partners have appeared in connection with all the projects just mentioned. Currently some French interests are pressing for the abandonment of Concorde, whereas earlier it was the French government, who had committed Air France to the plane, which resisted waverers on the British side. All these political factors increase the feeling of insecurity within the industry.

Running parallel with the amalgamation of the companies, and arising from the same economic causes, has been a change in the nature of the work itself. On the production side automation has proceeded much as in engineering in general. Big changes have taken place on the design side also, with the old type of boffin little in evidence. Computer aided design and the large structural analysis programmes now available have taken most of the glamour out of the process. Each worker can now be assigned routine, boring tasks. One effect has been to increase the militancy among designers as the apparent differences between them and workers on the factory floor are eroded. Another is that it is now possible to stress complicated structures more uniformly than before. Under the constant competitive pressure to reduce weight and cost, aircraft are being produced which have smaller safety margins, and this is reflected in an increasing number of fatigue problems.

The current recession is having its effect on the industry despite appearances to the contrary. Although Keynesian economic theories are still quite widely upheld, particularly in France and in the British Labour Party, governments have generally reacted to a slump by trying to reduce their expenditure, as was done in Britain in the 1930s. On defence, the commitment to Trident reduces the amount available for other projects. Another factor is that contractors whose markets in the civil sector have shrunk are delivering defence goods faster and presenting bills for payment more quickly than anticipated. In fact, there has been no overall reduction in defence spending and the 3 per cent increase promised to NATO may well be kept. But even with an increase in defence spending jobs can be lost, as Herman Rebhan, General Secretary of the International Metalworkers’ Federation, made clear when he addressed the United Nations.
There has been a steady increase in military spending in the United States in the past five years. In 1975 there were 97,300 members of the machinists union employed on military contracts. By 1978 there were 85,000, a drop of 12,300. It is because military production operates at the very fringe of technological development. Military industries are both capital intensive and technologically highly advanced. Both aspects mean a decline in labour. Even with a massive new twist in the arms race the military industry is the worst place in which to invest with a view to creating jobs.

The British Government, having earlier resisted the efforts of West Germany to cut back on Tornado production, is now having second thoughts, possibly reflecting a toughening attitude following the recent Cabinet reshuffle. At the same time British Aerospace has been forced to ask for aid on interest payments to enable it to continue as a partner in the Airbus project. These cashflow problems are threatening to strangle at birth the latest aircraft to appear on the drawing board, the P106/P110 (information on this project can be obtained from an article in The Times, 22.4.81 by the air correspondent Arthur Reed). The Lancashire Evening Post (15.9.81) reports that the Tory Conference would be lobbied in an attempt to save the enterprise.

How is the workforce in British Aerospace reacting to this escalating uncertainty? Some of the younger workers have gone on contract work, mainly in the United States. This offers high rates of pay in the short term, often enabling them to accumulate some savings. However, it does nothing to banish insecurity or lack of job satisfaction; indeed these are rather intensified — contract workers at Boeing have been on as little as one hour’s notice. It is noteworthy that the AV8B contract with McDonnell Douglas was presented on the British media (BBC1 9 o 'clock News, 24.8.81) in terms of the number of jobs it would “secure”. This would not have happened in the United States, where the effect on company profitability may have been stressed but “job security” is not considered possible. Attempts by British Aerospace workers to “do something about it” are confined to fights for a change in government policy. Despite the lip service now being paid to disarmament, this can lead to open advocacy of increased arms expenditure. The slogan “Jobs not bombs" has a hollow ring to these people because to them, bombs and bombers are jobs. The recent cancellation of Skyflash II and delays to the Sea Eagle programme in the 1981 Defence Estimates caused 600 redundancies at the Hatfield and Lostock (near Boston) missile plants. The New Statesman (12.6.81) reports that immediately shop stewards went to lobby Parliament to openly urge the continuation of these projects. The Chairman of Vickers combined shop stewards committee summed this feeling up when he said on television earlier this year: “We don’t sec anything else that could secure full employment. We would welcome five Tridents on our slipways” (New Statesman, 12.6.81). Behind all this activity is the old illusion that capitalism contrary to its nature, can somehow be run in the workers’ interests.

The forced amalgamation of BAC and Hawker Siddley in 1977, to form the “nationalised” British Aerospace, followed this year by "denationalisation” in the form of a public limited company, has introduced another red herring. Not even the most starry-eyed Leftie among the employees can argue that his position as a wage slave has been in any way altered by these changes. Indeed, management in both cases issued statements making clear that terms of employment would remain unchanged. Yet among those active in the trade unions and reformist politics there is still strong support for the nationalisation concept. These workers do not understand that nationalised industries under capitalism are intended to provide a service to the capitalist class as a whole, and are administered in this way by the state, “the executive committee of the ruling class”.

The present discussion on arms conversion and alternative products must not be confused with the position of future socialist society deciding how best to make use of available resources. In the latter case, arms production of all kinds will have ceased and things will be produced solely for use and not for sale with a view to profit. With production geared to satisfying human needs and free access to all goods and services, a decision to cut back on articles no longer required could not menace anybody’s livelihood; a complete contrast to the situation under capitalism. Most of those now discussing “alternatives” believe that disarmament is perfectly feasible under capitalism. While this is manifest nonsense, it does not follow that these ideas can be totally dismissed. We have already seen that increased arms production cannot always prevent contraction in the workforce employed. Also, both the United States and Russia have more than enough arms stockpiled to knock each other out. They could severely limit arms production and still retain this capability, although there is admittedly no sign of such a reduction right now. It is possible however to envisage the capitalists faced with the very difficult problem of unused resources formerly employed on arms production, and needing to convert these to other uses with the minimum of social unrest. The position of the Labour Party, as declared in their latest manifesto, is that
A Labour government will plan to ensure that savings in military expenditure do not lead to unemployment for those working in the defence industries. We shall give material support and encouragement to plans for industrial conversion so that the valuable resources of the defence industries can be used for the production of socially needed goods.
In the United States these ideas have been carried a stage further. A Defence Economic Adjustment Act has actually been introduced into the Senate (Congressional Record, volume 125, No. 50, 26.4.79), the principal sponsors being George McGovern and Charles Mathias. (The first Bill on these lines was put to Congress as early as 1963.) It legislates for the social problems resulting from the arms race. Professor Seymour Mellman, co-chairman of the peace organisation Sane, is quoted: “Economic conversion is the only way of reconciling fear of job loss with opposition to the arms race” (New Statesman, 12.6. 81).

Despite the optimistic phraseology in the wording of the Bill and by some of its supporters, suggesting belief that capitalism can disarm itself, such an Act never be more than a capitalist answer to one of capitalism’s problems. As for “socially needed goods”, even in the deepest recession a little cash could doubtless be found for a pilot scheme to produce a few of these. The problem, as shown by such absurdities as the butter mountain, is how to sell these goods once they are produced. It is this vital point that the Left and other well-meaning reformers seem unable to grasp.

Reagan's new bomb and how to fight it (1981)

At a time when governments are pleading with unemployed youths not to commit acts of violence on the streets, President Reagan has announced that the United States government intends to proceed with the manufacture of the neutron bomb.

The new weapon (officially known as an Enhanced Radiation Warhead) has the unique capacity to kill people while leaving property intact. By emitting an intense lethal pulse of neutron radiation, the weapon has the necessary radio-active potentiality to destroy urban populations, but leave the surrounding cities standing. According to US army field manual 100-5, published in July 1976, the new bomb is an effective killer:
A one kiliton neutron artillery shell can release about 8.000 rads. An active soldier suddenly exposed to 3,000 rads could become incapacitated within 3 to 5 minutes. He may recover to some degree within 45 minutes, but, due to vomiting, diarrhoea, and other radiation sickness symptoms, he would only be partially effective until he dies within about a week.
It is a tragic symbol of the perverse use of modern technology, which could otherwise be applied to feed the thirty million people who die of starvation each year. But what else should we expect under a social system where life has always had to come second to the needs of capital? Labour is cheap and replaceable; not so factories and machinery.

If there is another world war—which is always a distinct possibility so long as society is organised on the basis of a mad race for profits—it is unlikely that modern nuclear weapons will remain unused. Of course, even a third world war involving the conventional military strategy employed in Dresden in 1945 (which killed more people than the Atomic Bomb on Nagasaki) would be far worse than anything experienced throughout most of the last two world wars. But in all probability; the next world war would involve the use of weapons of hundreds of times more destructive power than those used on Hiroshima and Nagasaki. Many military strategists, especially the Chinese, regard such a war as being inevitable. It is easy to be emotional about this prospect, but by any objective reckoning millions of human beings would perish if nuclear weapons were used in a future war. And despite dishonest and hopelessly inadequate government plans for civil defence, it is very likely indeed that those who survive such a holocaust will envy the dead.

It is assumed by some people that a third world war will never happen because governments will not want to see the level of destruction to their own property which such devastation would cause. It is argued that by pressing the button on hundreds of thousands of profit-producing wage slaves the capitalists will be killing the goose that lays the golden egg. Such an argument fails to recognise the anarchy of the capitalist system. Capitalists do not want to fight expensive and damaging wars but, when economic rivalries within the capitalist class intensify, war is the only way open to them.

If there is a third world war, the main concern of the capitalist class will be to get their industries back on to a profitable basis as soon as hostilities are over. It is quite possible that a nuclear war could be fought without the majority of the world’s population being killed. A nuclear war might take place in Europe, with millions perishing either side of the Iron Curtain. Foreseeing such a situation the American and Russian imperialists, both equally concerned with expanding their areas of territorial domination, both want to ensure that the areas hit by their weapons will be industrially operable once the war is over. This is the great value of the neutron bomb: having killed enough people to assure surrender, the factories and machinery would remain intact.

Despite the fact that many people have fallen for the pernicious government lies that bombs are a means of preserving peace and that so-called civil defence will protect them in the event of a third world war, an increasing number of working class people are opposed to the ever-increasing weapons of destruction. It is a pity that so much energy is going in support of reform bodies like CND which are wholly bankrupt of any real policies which can avert the threat of war.

To eradicate war and all of its grotesque weaponry requires more than moral indignation. Modern wars are fought under particular economic conditions and it is only when we eradicate those conditions that we can live without fear of war. In the capitalist system which exists throughout the world today in the misnamed Communist countries as much as anywhere—the ownership and control of the means of producing and distributing wealth is in the hands of a small minority. This minority—the capitalist class—is divided into competing blocs, each fighting one another over markets, raw materials and strategic positions. On the other hand the working class constitutes the vast majority of the population of the earth. Between us, we run society from top to bottom, but we do not own much of the social wealth. We do not have property to protect. We do not have overseas investments to fight about. We do not have working class enemies in Russia or China or America who we want to fight with. Fighting wars is never in the interest of the working class. It is a sacrifice of our own class interest for that of the owning class.

But CND, and all other bodies which urge us to protest about the symptoms of the system while leaving the disease intact, divert many well-intentioned workers from their real enemy which is not simply the existence of bombs, but the existence of the profit system. In The Guardian (5/8/81) a group of well-meaning reformists published a draft letter which all readers were asked to post to President Reagan. Its effective message was: ‘Please, Mr. Reagan, we don’t want to be blown up by nuclear weapons. Will you do something to make capitalism a bit safer for us?’ Such a futile plea leaves several questions unanswered: Who elected Reagan, Thatcher and the other leaders? Who is it that produces the armaments? Who provides the political consent which allows governments to pursue their militarist policies? The fact of the matter is that the working class does these things; the workers support capitalism every time there is an election; and bodies like CND openly claim that members of any party may join them because CND does not take a political stance. War will only be eradicated when the majority of the working class does take a political stance in favour of production for use and against the system which puts profits before need.

On the day BBC radio announced that Reagan had given the go-ahead to the neutron bomb, there was also a news item that bubonic plague had been detected in a wood rat in the vicinity of Reagan’s country retreat. The President’s men, it was reported, were out shooting wood rats in the area around the retreat so as to kill off the disease at its source. The working class can learn a lesson from this. The bubonic plague is a natural disease, but it can be eliminated by eliminating its source. Neutron bombs, nuclear fall-out and napalm are not natural diseases, but they too can only be remedied by removing the system which gives rise to them. Unless, of course, you are a skyscraper or a tank, in which case neutron bombs are not reported to be damaging to your health.

So They Say: Non-starters (1977)

Non-starters

The Labour Party is always assuring us that they stand for a “fairer and more just society” (Mr. Ron Hayward, General Secretary of the Labour Party, 15th March) but we think it reasonable to add that all of the parties who try to run capitalism would claim the same. Circumstances however always seem to intervene before they, or the others, can actually put their words into action. As unemployment and prices rise, as they have done under the Labour Government, and wages and public services fall, there are the men like Mr. Hayward talking about the unfortunate circumstances which newly confront us and so prevent “the fairer and more just” from taking immediate effect.

Were a bookmaker to assure his clients that he stood for “fairer and more just” racing results so that all of them would win, they would know that something was up. When the Labour Party does it, and explains the inevitable losses in terms of circumstances—the going as usual got rougher than we thought and you’ve all lost again—it should signal the time to stop betting on these three-legged creatures.


Winning

To be fair to Mr. Hayward and other members of the Labour Party, they do not give pride of place to this notion of a “fairer and more just society.” This is usually thrown in as an after-thought, and Labour supporters should not put too much weight on it. They would be best advised to put none at all, which would at least make honest men and women of them. Mr. Hayward has identified the fundamental objective of Labour.
Membership of the Party involves joining an organisation whose objective is to win and retain power in order to reform our society in the direction of our democratic socialist beliefs and ideals. Let me emphasise that objective—to win and retain power.

The Self-Interest Thing

The director of the US Office of Population is concerned about “over-population”—a term used in capitalist society to justify the starvation, or near starvation, of millions, while alongside them exist the privately owned means to meet their requirements of food, clothing and shelter. Overpopulation to the capitalist and his well-fed entourage refers to those who cannot be used in the process of accumulating wealth. Dr. R. T. Ravenholt, the aforementioned Director, describes as his office’s aim the creation of medical technology to render infertile 100 million women in developing countries. This they call “advanced fertility management” and the programme they have launched will operate over the next nine years.

Although different people will draw different moral conclusions on the correctness of the programme, this should be seen for what it is, a capitalist “solution” to a “problem” which has arisen because the capitalist mode of production denies access to the means of life, unless it makes a profit for someone. That the means of life are in existence, or could be readily brought into existence, is irrelevant in this society.

The US Office of Population does not plan to limit future generations in an attempt to curtail misery from any moral standpoint however, their Director was most explicit on the intentions: Population control was needed to maintain
the normal operation of US commercial interests around the world. Without our trying to help these countries with their economic and social development, the world would rebel against the strong US commercial presence. The self-interest thing is a compelling element. If the population explosion proceeds unchecked, said Dr. Ravenholt, it will cause such terrible economic conditions abroad that revolution will ensue.

Confessions

There is a strange figure who occasionally appears in detective stories and radio plays, best described as "the innocent man who proclaims his guilt.” Inevitably towards the end, this gallant red-herring is discovered, and receives a minor ticking-off because he had acted from the best intentions. How then are we to take India’s Prime Minister, Mr. Maraji Desai, who gave a press-conference on his way to the Commonwealth Conference.
Would India sign the nuclear non-proliferation treaty? Certainly, he replied, when those asking me decide to give up nuclear weapons. Those who commit thefts have no business to tell me not to be a thief.

Mr. Desai, it will be remembered, is not a character in a radio play.


Of his own colour too

One of the more colourful scientific debates centres around the probability of 100 chimpanzees, who are confined in a roomful of typewriters together with an endless supply of paper, being able to bang out by accident the entire works of Shakespeare within a given period. Although highly improbable, it is generally conceded that the task is not impossible. The odds of success for the chimps are in fact infinitely higher than those of the eight international economists who have been confined for some time deep within the Organisation for Economic Cooperation and Development’s centre in an attempt to find “a path out of the economic quagmire which threatened to end more than two decades of growth and high employment.” They have been working on the premise that it is possible to remove capitalism’s problems, without removing capitalism 

The chief primate in the group, Mr. Paul McCracken, has offered their version of “the complete works” after only two years confinement, which, as far as probability goes, is stretching belief. We do not know how many typewriters they had at their disposal, but this is the result.
Fitting budgetary targets into regularly revised medium term projections would provide the required flexibility to adjust the longer-run budget posture to unexpected events and changing public preferences with regard to longer-term economic and social priorities.

Roughly translated this means that their solution, in Shakespeare’s words “is shaped sir, like itself, and it is as broad as it hath breadth; it is just so high as it is and moves with its own organs; it lives by that which nourishes it; and the elements once out of it, it transmigrates.” These economists are learned men indeed.

Johnny Mushroomseed (1983)

In American folk history there is a character called “Johnny Appleseed" who is reputed to have crossed the North American continent planting appleseeds and thus, in the space of a few years, bringing apple trees to America. A cartoon in The Bulletin of Atomic Scientists borrowed the idea of Johnny Appleseed to portray American nuclear policy since the Atoms for Peace programme launched in 1953. The new character was Johnny Mushroomseed who disseminated civil nuclear reactors throughout the world and in doing so created the possibility of future nuclear weapon states. This is because any nuclear reactor — Magnox, AGR, PWR or Candu — produces plutonium even though its principal function is power generation. Plutonium, or rather the plutonium isotope 239, is bomb-making material and as little as 4kgs are required to manufacture a nuclear bomb; therefore, the expanded production of plutonium resulting from civil nuclear reactors poses a serious proliferation threat. The central problem of nuclear non-proliferation has been how to have one — nuclear power — without the other — nuclear bombs. America has never been able to reconcile the interest of its nuclear industry with those of non-proliferation; in other words, profits come before the prevention of nuclear weapons proliferation.

The Atoms for Peace programme was a contrast to the first eight years of American nuclear history, when the MacMahon Act prohibited the disclosure of nuclear secrets and the transfer of nuclear materials. The fledgling American nuclear industry feared that it was in danger of being excluded from a highly lucrative market by the more advanced British state controlled nuclear industry, and it was this which contributed to the change in policy. However, there was no assessment of the political implications of selling nuclear reactors since the risks of proliferation from a civil nuclear fuel cycle were not considered relevant. The uranium route to the bomb was reckoned to be too technologically sophisticated for most states, and since plutonium produced by a civil reactor was thought to be of no military use on account of the existence of the heavier plutonium isotopes, plutonium 240 in particular (weapons grade plutonium constitutes ideally 93 per cent Pu-239) the sale of nuclear reactors did not constitute a proliferation risk.

The Atoms for Peace programme, however, let loose an avalanche of nuclear hardware and knowledge; for example, over 11.000 technical papers on plutonium were de-classified. This has, in effect, enabled such states as Brazil to produce their own nuclear weapons. In fact Brazil, according to a report in the International Herald Tribune 4 February 1983, has taken a significant step towards developing a nuclear weapons potential by producing its own plutonium in a US supplied research reactor. The plutonium was produced in the 5-megawatt Babcock and Wilcox reactor at Brazil’s leading atomic research centre on the outskirts of Sao Paolo. South Africa’s research reactor, SAFARI-1 — South African Fundamental Atomic Research reactor — was also provided by the US. and according to Dan Smith, “the aid South Africa has received under the Atoms for Peace programme has had a central role in the development of a military potential'' (South Africa’s Nuclear Capability, Dan Smith. World Campaign against Military and Nuclear Collaboration with South Africa, London, 1980, p!4). SAFARI-1 is a light water reactor which uses highly enriched uranium and was provided by the Allis Chalmers Corporation. For years the Americans rationalised their continued sale of nuclear reactors and provision of nuclear fuel on the grounds that this allowed the US to exert leverage over the recipient states and thereby prevent them from developing their own nuclear weapons.

This was to change. Although the French and German nuclear industries were based on American technologies, the light water reactor, Framatome and Kraftwerk Union began to challenge the Americans for a share of the world nuclear reactor market. Furthermore, the development of uranium enrichment plants in Western Europe by Urenco (West Germany, Britain and the Netherlands) and Eurodif (France, Spain, Belgium and Italy) threatened the American monopoly for the supply of enriched uranium. The ensuing competition undermined the already flimsy international safeguards system. In 1975 West Germany agreed to supply Brazil with a complete nuclear fuel cycle which would, theoretically, lay the basis for Brazilian nuclear self-sufficiency. Not to be outdone the American company Bechtel offered to build Brazil a uranium enrichment plant, even though official US policy sought to prevent Brazil from obtaining such a facility.

In contrast to the Atoms for Peace era of American nuclear policy, the US government was now more proliferation conscious. However, the attempts of the State Department to dissuade the West Germans from going ahead with the deal were regarded as little more than a thinly veiled attempt to protect US commercial interests rather than an expression of proliferation concern. But since the German nuclear industry has come to depend on the export market, American non-proliferation policies were unlikely to be well received. The nuclear market favours the buyer who is more likely, therefore, to prefer suppliers who are less insistent on full scope safeguards for the transferred nuclear plant and material. The recent French decision to supply enriched uranium to India might not have been reached if the French had insisted on stricter safeguards. Indeed French eagerness to conclude the nuclear fuel deal was not unrelated to the fact that:
The French were understood to be eager to resolve the Tarapur dispute quickly so that they can cultivate the government of Prime Minister Gandhi for lucrative arms contracts and deals for transfer of technology to compensate for tight Western markets. The Americans were powerless to stop this deal going ahead.

The oil crisis of 1973 had a major impact on the energy policies of Western Europe, North America and Japan. The desire to avoid external dependence for energy supplies was instrumental in confirming the need for nuclear power largely because it appeared to offer the best road to energy independence. In terms of energy independence reactors based on plutonium were considered, even from the early days of nuclear power in the years after 1945, to be the best option; the fast breeder reactor produces more fuel than it consumes. In order to establish a fast reactor programme it is essential to reprocess the spent fuels from the earlier thermal reactors to provide the initial load of plutonium fuel. Even without commitment to the fast reactor reprocessing was, and remains, desirable because it makes more efficient use of the original uranium fuel, and when doubts exist about the future availability of uranium supplies the attractions of a fast reactor seem obvious. There is, however, a major proliferation risk associated with expanded use and production of plutonium since there is nothing to stop such material from being diverted from ostensibly civil stocks to military programmes. Accounting of plutonium is very imprecise and even a one per cent loss in the “statistical noise” would release enough plutonium to build several atomic bombs. For example, India has had a long standing commitment to reprocessing and fast reactor technology since it corresponds to a national policy of nuclear self-sufficiency. India commenced large scale reprocessing at the end of 1982. When we consider that India’s nuclear test (107m down a shaft at Pokharan in the Rajasthan desert on 18 May 1974) used about 15kgs of plutonium derived from the Canadian supplied CIRIUS reactor, the proliferation risk associated with large quantities of separable plutonium is only too apparent.

The Americans, beginning with the Ford Administration and carried on by its successor, concluded that moves toward undue reliance on reprocessing and the “plutonium economy” were events to be avoided; therefore. Carter’s nonproliferation initiative deferred American commitment to reprocessing, and the fast reactor project at Clinch River, Tennessee, was indefinitely postponed. This was done in the hope that such self-sacrifice would persuade others, primarily the Europeans and the Japanese, to do likewise. They were, however, unimpressed primarily because they had extensive plutonium projects which they regarded, especially the French, as vital to their energy security and hence political independence. Moreover, they suspected that concern with proliferation was yet another attempt by the US to regain its nuclear monopoly since the Americans were lagging behind the Europeans in reprocessing and fast reactor technology. In fact it was doubts about the reliability of the US as a supplier of nuclear materials that had provided the impetus for the development of indigenous nuclear facilities, such as reprocessing and uranium enrichment, in Europe and the developing world. In short, American opportunities to influence the behaviour of states through relationships of dependence were disappearing fast.

Profit first
Although non-proliferation was ostensibly a major issue for the Carter Administration, reflected in the Nuclear Non-Proliferation Act of 1978, the interests of profitability came first; for example, the US continued to supply India with uranium fuel notwithstanding India’s refusal to sign the NPT and submit all her nuclear plants to international inspection. In Hazards of the International Energy Crisis (eds. I). Carlton & C. Schaerf, Macmillan Press Ltd, London, 1982, p 11) it is argued that “the export of reactors is now vital to the economic viability of national nuclear industries and has a higher priority than the overall main goal of preventing nuclear weapons proliferation”. Even a Commissioner with the American Nuclear Regulatory Commission, Victor Gilinsky, was able to remark that:
despite international safeguards, the NPT and various international co-operative arrangements, the history of the past 25 years suggests that in reality commercial considerations have tended to dominate security concerns, complicating and even undermining efforts at control. (“‘Plutonium, Proliferation and the Price of Reprocessing", Foreign Affairs, Winter 1978/9 No.2, Vol.57, p376.)
In an attempt to forestall the dissemination of “sensitive” nuclear technology the supplier states, including America, came together in the Nuclear Suppliers’ Group. The object was to restrain the spread of proliferation sensitive technology and impose stricter safeguards on all exports. Items on the list included isotopic separation plants, reactors, reactor control rods, fuel fabrication plants, heavy water manufacturing equipment and spent fuel reprocessing facilities. However, states in the developing world have no time for what they see as the technological colonialism of this nuclear cartel. In any case, as has been shown, commercial imperatives tend to outweigh any notional commitments to non-proliferation. Furthermore, those states on the nuclear weapons threshold can no longer be denied the expertise and hardware since they already possess them; moreover, such states as India and Argentina, both of whom are outside the NPT. can now export their own nuclear materials and know-how.

The International Nuclear Fuel Cycle Evaluation Programme, largely instigated by the US. was another attempt to find a technical solution to a political problem since its aim was to find a more proliferation resistant fuel cycle. The INFCEP failed to do this, nor did it generate any new radical ideas on how to deal with the proliferation problem. Needless to say the American nuclear industry was none too keen on the restrictive policies of the Carter Administration; therefore, it was not surprising that the nuclear industry eagerly anticipated the advent of Ronald Reagan.

According to the Reagan Administration nuclear proliferation was not really a problem. Mahlon Gates, Assistant Secretary for Energy, informed the Senate Appropriations Committee that he was "pleased to announce that the Department had embarked on a course of action intended to reverse the deterioration of our nuclear industry and restore us to a position of leadership in the international community”. Moreover, the earlier decision to deter reprocessing and the Clinch River reactor was revoked. But the principal threat to the non-proliferation regime comes from US military policy. Although there is a shortage of plutonium and tritium (necessary for thermonuclear bombs) the US military expansion requires an increase in the number of nuclear warheads. Previously fissile material from older warheads was re-cycled, but with an expansion of 15,000 warheads planned, existing plutonium stocks will be insufficient. This shortage is generating pressures to reprocess spent fuel from commercial pow'er stations, which will, as The Guardian notes (10 March 1982, Reagan atomic plan ‘breaks rules’), violate the principle laid down by the International Atomic Energy Agency — and incorporated into the NPT — that civilian facilities should never become involved in military programmes. The most likely consequence of this development will be the further weakening of the already fragile non-proliferation regime. The technical relationship between civil and military technology is again proving to be the undoing of non-proliferation policies.

After almost forty years the nuclear arms race continues unabated. Civil nuclear technology figures prominently in the energy policies of many states in the developing world, and despite their assurances that such programmes are purely for peaceful purposes, bomb manufacture is within their grasp. It has been said that the nuclear genie is very definitely out of its bottle; therefore, the main aim of policy must be to put it back; however, the chances of achieving a successful non-proliferation policy, whether American or international, within the confines of capitalism are as great as finding the Lost Dutchman Mine.

The Arms Industry: From Bazil Zaharoff to Ray Brown (1966)

The affairs of arms manufacturers and their agents have for many years been a fertile field of investigation for social reformers who look for the cause of human suffering and social chaos in the activities of evil men. The recent appointment of Ray Brown to the new government post of Head of Defence Sales, for example, let off a storm of protests by government back-benchers. An old bogey was raised in a question by Labour M.P. John Rankin: —
Is my Right Honourable Friend aware that the appointment of Mr. Brown seems to be similar to a former appointment, that of Sir Bazil Zaharoff, who earned a reputation in this country and in the Labour movement for his nefarious practices which were widely condemned by every member of the Labour movement?
A brief study of the development of the arms industry over the last hundred years will show the points of similarity.

The second half of the 19th century was a period of rapid technical advance in armaments. The industrial revolution produced the coal, iron and steel, chemical and mechanical engineering industries which were to make this possible. The Industrial Revolution was itself part of the development of a society where antagonisms made arms production a necessity.

For about 300 years naval warfare had changed little. It was fought in wooden sailing ships carrying bronze cannons with the winds and human energy as their only sources of power. Between the Crimean War and the end of the century great changes took place. Steam powered, armour-plated ships built with rifled steel guns capable of hurling shells of three-quarters of a ton many miles with great accuracy. Armoured plate became thicker and tougher as the guns became more powerful. At the end of the century the torpedo shattered the supremacy of the battleship. On land similar advances were made by artillery. In small arms the machine gun, developing from hand operated models to the Maxim automatic, gave the infantry far greater firepower. The railways also made it possible to deploy men and war materials rapidly.

The great technical development of the advanced countries and the consequent rapid increase in production provided not only the wealth, but also the source of frictions which were to make increased arms expenditure necessary. One result was the intensified rivalry in the search for markets for the increasing volume of commodities. There were many chances for the weapons to be proved in battle; the American Civil War, Franco-Prussian War, Boer War, Russo-Japanese War and so on until the First World War.

The great arms manufacturers were drawn into the industry by the prospects of greater profits. The steel and heavy engineering industries were in the second half of the 19th century plagued by fluctuations in the demand for their goods. Expansion during boom time and prospects of bankruptcy during slumps made it urgent that their activities be diversified. The British government, in order to have the latest technical developments incorporated in the weapons of its armed forces, placed orders for components such as gun barrels with the Sheffield steel makers and later for the complete guns. It was in this way that pickers came into the industry. Their activities grew as they took over a shipyard at Barrow and the Maxim Machine Gun Company. By 1914, Vickers had grown to an international combine, whose products ranged from complete battleships to machine guns. Armstrongs, a general engineering firm in north-east England, also became a giant of the arms industry. Krupp in Germany and Schneider in France were their main rivals.

Like any other commodity, armaments were—and are—made to be sold profitably. Governments were usually the customers and the industry's sales methods were tailored to suit the markets. The major manufacturers had well staffed branch offices in the capital cities that offered the best prospects of sales. These offices were private diplomatic missions in close contact with the government; some were reputed to have greater knowledge of local politics than the official embassies. Where local conditions demanded it, bribery and corruption were used.

Zaharoff, whose early life was spent in the Balkans, started his career in the arms industry as the Balkans agent for the Anglo-Swedish firm of Nordenfeld. Among their products was the first commercial submarine. His first success was the sale of one of these to the Greek Navy in 1877 followed by an order for two from the Turkish Navy. This was the start of Zaharoff’s reputation for playing one nation against the other; for exploiting a rivalry which already existed. Zaharoff was well equipped for his job; he was fluent in several languages, a great charmer, had a wide knowledge of the world and politics, all of which he applied with great success to his job. He quickly became Nordenfeld's agent for the whole of Europe.

In this new capacity Zaharoff was up against Maxim’s, whose machine gun was far superior to Nordcnfeld's. Zaharoff tried every dirty trick in the trade to win orders for his firm but they were of no avail against the superior product. The result of the clash was the merger of the two firms with Zaharoff looking after the sales and Maxim's the technical details. Later in the 1890’s, Vickers took them over and it was with Vickers that Zaharoff reached the height of his career. His activities look him all over the world, negotiating orders wherever the demand occured.

Vickers at this lime obtained large shares in a number of overseas arms companies including some in Spain. Italy and Japan, as well as contracts to manage the government dockyards of Russia and Turkey. Other international activities included membership of a syndicate of British, French, German and American firms to divide territories and profits and to pool patents for armoured plate; licensing a German firm, Deutsche Wallen, to manufacture and sell machine guns with shared profits in certain markets; an agreement whereby Vickers made and sold Krupps time and percussion fuses. There were also gentlemen’s agreements with Armstrong to avoid clashing in foreign markets.

It is probable that Zaharoff had a hand in negotiating many of these agreements, which were, after all, normal business arrangements. He was also credited with controlling sections of the foreign press and of getting into the confidence of the world’s leading politicians. His tactics included philanthropy; grants to set up aviation studies at one university, financing literary prizes and establishing homes for disabled sailors. It was rumoured that he was one of the richest men in the world and had control of the world's armament industry. When he died in 1936, he left only £1 million which is far from making him one of the richest men but very good for a salesman.

The First World War caused the expansion of the arms industry so that a large part of world industry was geared to supplying the combatants. The war provided the incentive to develop Switzerland’s aluminium and hydro-electricity generating industries: Japanese industry prospered greatly and expanded. The opposing forces faced each other with international armaments. 'The world's navies were clad with Krupp’s patented armour plate. The armies used machine guns operating on principles developed by Maxim. The torpedoes were Whitehead’s design.

Once the war was over the accounts had to be settled. Krupp’s and Vickers were in dispute over royalties on fuses and Vickers and Deutsche Wallen were in dispute over royalties on machine guns. Business, in other words, as usual.

The ending of the war produced the very situation—the slump—which the arms makers had tried to safeguard by joining the industry. Their activities had expanded continuously for many years during the pre-war arms race and during the war had expanded much more again. In Britain, there was a boom in engineering and ship-building for two or three years after 1918, then the slump came with production and prices dropping drastically. Both Vickers and Armstrong had tried to diversify their activities into a wide variety of products from locomotives to sewing machines, but to no avail. By 1925 they were both in great difficulties and outside experts were called in to advise. The two firms were merged and Vickers-Armstrong struggled on for many years before another arms race restored their profits.

In the slump, these two mighty firms were powerless. Their best salesmen could not revive the market. Their close contacts with the great politicians and military leaders of the world could not help them. In fact, capitalism mastered them and not the other way round.

Various efforts were made by the League of Nations to regulate the arms industry but with little success. Many hooks were published during this period exposing the arms industry. They were useful in showing the workings of the industry but their solutions limited to such useless measures as nationalisation and international commissions to control sales. Disarmament conferences were piecemeal affairs, trying to limit the number of battleships and cruisers, weapons which were on the way out.

The arms race before World War Two was concerned with aircraft, tanks, armoured cars and submarines. The industry became more subject to government control. Instead of setting the pace with design and innovations, it became more and more dependent on working to government specifications.

The Second World War saw the introduction of some of the war material with which we are familiar today—electronics in radar and rocket guidance, rockets and the atom-bomb.

The atom-bomb could only be developed by governments; it required far greater resources than any private firm could muster. The IJSA was the first to produce it, over a million men being involved in this project. In spite of the greatest secrecy about its production, there are now five countries openly making this weapon. The main rivalry since the Second World War has been between the USA and Russia. There has been a continuous high level of spending on arms, including a race in the production of nuclear weapons and the aircrafts and rockets to deliver them. This rivalry is now carried on into space.

The expense of this development can only be borne by the giant nations such as the USA and Russia. The former great nations are now left well behind.

Since the war the international arms trade has continued. The Nato and Warsaw Pact alliances provide large markets, as do the new independent countries many of which spend over 30 per cent of their budgets on so called defence. For all the government control, the internationalisation of the industry is still there. The British Hawker Hunter and Canberra aircraft and the American F104 have been built in many countries. The Russian MIG fighter is built not only in Warsaw pact countries but also in India.

The arms trade has continued to flourish but the British capitalists’ share of it has declined steadily. Russia and America now oiler a far more attractive range of goods and are also better organised to take advantage of the market. Russia’s triumphs include breaking into the Egyptian, Cuban. Indonesian and Indian markets. Private enterprise USA is also showing the way by having a government sales organisation with Henry J. Kuss in charge under the title of Deputy Assistant Secretary of Defence for International Logistics Negotiations. Kuss is a career Civil Servant and The Observer (15.5.66) reported, “Last year he was given a medal by McNamara for selling 9,000 million dollars worth of arms since his appointment in I960.” He also forecasts a booming market. “Mr. Kuss was recently quoted as saying that over the next ten years about 100,000 million dollars would be spent in the free world outside the United States on military hardware." (Financial Times, 22.12.65).

This brings us back to Mr. Ray Brown and his job of expanding Britain’s arms sales. Despite such promising markets, only £125 millions of British arms are being exported each year. The Labour Government are hoping that an increase in exports will help to solve their balance of payments problem. At present, Mr. Brown must he a little confused with his job. as there are certain promising markets out of bounds: South Africa and Spain, for instance. The conditions for sale to America must be hard to swallow: no doubt the Labour conscience would he calmed if the arms were only used for peaceful purposes like strike breaking or quelling riots.

And this brings us back to the agony of the Left. Mr. Rankin sees a similarity between the roles of Zaharoff and Brown. Of course there is: the only difference being that Zaharoff worked for Vickers and not (as Mr. Rankin thought) for the Government. The conditions of 1966 may require different selling techniques to 1906 and, as men, Zaharoff and Brown may be as different as chalk and cheese but the essential features are the sun. Weapons of war are made to be used and their effects will be the same whether gentlemen or rogues sell them or whether it be governments or private firms that employ the salesmen.

The Next War (1951)

Every time a war comes, it's surprising. That doesn’t mean that the war, as such, is unpredictable—the Socialist Party of Great Britain has quite consistently predicted the wars that have happened since its inception—but simply that they aren’t quite the sort of war that’s expected. It always seems to be assumed that the next war will be much like the last, only bigger and better.

This assumption is usually wrong.

The 1914-18 war produced the first example of complete trench-warfare. Nobody expected that when the war began, and at first everyone was surprised, particularly the cavalry! As the war went on, both sides adapted themselves to the new situation. Trench warfare was accepted as the new norm.

When the 1939-45 war started, everyone was fully prepared—for trench warfare! The mightiest trenches ever constructed—the Maginot and Siegfried lines— were bristling with artillery, commodious and comfortable, well equipped with all the latest scientific devices. They were hardly used. The Blitzkreig had arrived on the scene. The enemy was advancing from behind, and the guns faced only forward! Everyone was surprised, particularly the fathers of the Maginot line! The blitzkreig, together with the increased use of air offensives, culminating in the devastation of the atomic bomb, became accepted as the new norm.

At the present time, everybody seems to be talking in terms of an all-out war between America and Russia, blitzkreig, atom bombs and all. But if we can get over our desire to be surprised, we can see that it may be different, simply because as things stand neither side stands much chance of winning such a war. Furthermore, it has been shown conclusively that the “winners” of such wars end up in hardly a better position than the “losers." Again, anyone thinking of starting a war would much rather it took place on someone else’s territory, rather than on his own. He might otherwise suffer himself, and that would never do!

What may happen, then? Are we not to have a war at all?

It seems doubtful at this stage whether capitalism can do without a war of some kind going on. When it was feared that there might be a cease-fire in Korea,, the whole of Wall Street slumped in one afternoon.

But the kind of war that will take place may be the type that is now going on in Malaya, Indo-China and Korea, and which may start in Persia, various parts of Africa, some parts (later on) of India and Germany. That is, it will be the type we first became familiar with in Spain—a “ Civil War ” which is either fomented or used—or both—by great powers who have theoretically no part in it whatever. This has been dubbed a “limited liability” war, and this phrase expresses very well the capitalist nature of the proceedings.

It can take three forms: the one, where an oppressed colonial people revolt, through the medium of a nationalist movement, against the “mother country"; another, where the oppressed peasantry or proletarians revolt, via a freedom movement, against the ruling class of their own country; and the third, where one part of a country which has been, split away, goes to the rescue of their “oppressed” brothers in the other.

Now, each of these types of war has in it the power to elicit sympathy. But in reality our sympathy should be for them, rather than with them, because they are so palpably misled. Their nationalist movements, in which they place so much hope, are movements leading them towards a narrow capitalism in which capitalists of their own nationality will oppress them and exploit them quite as enthusiastically as the colonists—and probably more so. Their “freedom” movements, in which they believe so fervently, will only succeed in changing one ruling class for a fresher and more efficient set of masters. And the “oppressed brothers” who are “rescued” or “ liberated ” soon find that under capitalism there is no rescuer powerful enough to save them, no liberation by mere force of arms.

These things would be true even if the protagonists were left to fight things out themselves. But they’re not.

As soon as one of these little struggles starts, round through the air swing the Russian and American vultures, the Russians with words (and arms), and the Americans with money (and arms). And another “limited liability” war has started. Strangely enough, the most important ones always start where strategy would dictate, either for position or for raw materials. Not so much for markets, because war is itself a market, a market in which expensive goods are sold, in large quantities, to people who are forced to pay for them, willy-nilly. For position, because a big war (Russia v. America) may come, and both sides want to get in the most favourable position in case it does; for raw materials, for internal consumption, export of finished goods, and war production, all of which must be conducted at a profit—preferably of the handsome variety.

But the “limited liability” wars could carry on for fifty years before the big battle commenced, quite easily. There are enough oppressed people in the world, in one way or another, to keep a dozen armies busy for thrice that time. And, as we have seen it suits the capitalist book very well to have a war or two going on. It’s very stimulating to trade.

But what a trade! Imagine for fifty years, the workers pouring out their, sweat and toil, producing commodities, not for their own consumption, but for the destruction of life and wealth in other countries, in which process the commodities consume themselves.

As the poet says.—
... and gun sales lead to more gun sales 
they do not clutter the market for gunnery 
there is no saturation ... 
because no other consumers are necessary. The great problem of markets is solved! Solved by allowing millions of hours of socially necessary labour-time, embodied in bullets, shells, bombs, tanks, bombers and fuel, to expend itself in the shortest possible period, and in the process to destroy lives and wealth laboriously built up over many decades. What a society, in which labour time so spent is “necessary”! Nowhere better than here is the open antagonism between what suits capitalists and what suits workers more glaringly revealed.

Capitalism thrives (albeit a temporary and precarious thriving) on the prosecution of wars. In the years following the great slump of 1929-32, re-armament was the main stream on which capitalism floated to recovery—if you can call what happened in 1939 recovery. Workers don't thrive on war. It’s workers who are driven to produce ever more and more, it’s workers who make sacrifices, it's workers who die. Capitalism wants fifty years—or more if possible—of “limited liability” wars. Workers don’t. There is nothing they want less—except the big all-out atom war that’s always lurking in the background as a possibility. But it’s what they’ll get—if they don’t get wise and turn to Socialism. There is no answer to Capitalism, and no answer to the workers’ problems, inside Capitalism. Capitalism must burst apart and change to Socialism. But this can only come about if you, the workers, understand and want Socialism.

You see where Capitalism is heading. Workers! Let’s use our heads, and head for something different!

SALT in the wounds (1978)

In the post-war struggle between East and West to establish spheres of economic and political influence, global networks of alliances have been sealed with aid in the form of arms and supportive technology. The foreign policies of the two major powers have been essentially nothing more than preparations for war. While direct confrontation has been avoided, opportunities to test the kill-effectiveness of their respective arsenals have not been lacking. The first thirty years of the United Nations saw 119 wars waged on the territories of 69 countries, involving 81 states, with a total duration of conflict exceeding 350 years and at a cost of tens of millions of casualties. The invitation of nominally independent, but in fact puppet, governments has been invoked to justify the presence of American and Russian armed forces in the Third World. An increase in the number of wars fought by proxy on foreign soil and the spread and strengthening of capitalism through nationalist movements and new states are responsible for the huge increase in conventional armament expenditure in the last decade.

Seventy million men and women are now fully engaged, directly or indirectly, in capitalism’s military programmes. Spending on ‘defence’, including research and development, has trebled in real terms since 1948 and now accounts for more than 7 per cent, of total world output, a figure representing the combined incomes of almost half the world’s population. No sharp contrast is evident between the general conditions of the Cold War and Detente eras; in fact, as far as actual war is concerned the latter is the more violent. The major powers have nevertheless gone to some trouble to ensure a truly lasting world peace. We have witnessed a considerably more polite use of diplomatic language and the number of nuclear weapons rise to 40,000, a figure exceeding the level of MAD (Mutually Assured Destruction). With fire strength increased a millionfold since ‘Little Boy’ fell on Hiroshima, present stockpiles are sufficient to annihilate the total world population a little over 690 times.

It was against this background that in June a United Nations Special Session on Disarmament was convened in New York (a monastic gathering to chat about the sanctity of life) and NATO heads of state at a Washington summit decided upon substantial military reinforcement in Europe.

The Big X-Ray
In April and May tentative agreement was reached in Moscow on the terms of the second SALT (Strategic Arms Limitation Talks) treaty intended for signature next winter. We can safely state that its concern will not be with reduction of nuclear weapons, but the setting out of marginal differences in their increase. According to a spokesman from Washington’s Arms Control and Disarmament Agency the treaty ‘will not prevent the United States from doing anything that it would otherwise have wanted to do’ (Guardian, 28 April); the quantity of nuclear warheads ‘permitted’ by 1985 will be at least double that of 1974. On 8 May, when nobody was looking, the two sides adjourned indefinitely quite separate talks in Geneva on banning radiological and mass destruction weapons.

Seven thousand nuclear warheads are deployed in Western Europe and half that number, but with considerably higher yields, behind the Iron Curtain. The strategy of massive nuclear retaliation has fallen out of favour as the capabilities of both sides have increased and underground and submarine based delivery systems introduced. United States policy in the event of a (much discussed) Warsaw Pact blitzkrieg is that attempts should be made to restrict the war to Europe, using tactical nuclear weapons (‘the theatre nuclear rung of NATOs ladder of flexible response by controlled escalation’ as the military would put it — or calculated genocide in English). The concept of ‘limited’ war, with homelands as sanctuaries and Europe as the graveyard, has not surprisingly found little support among political victims. This scenario has been played out in five NATO nuclear war games in the last two years, with victory being secured at the expense of Europe and the copyright sold to Waddington’s.

In 1977 American military strategists, concerned at the increased ground attack capability of Eastern block forces and inspired by the President’s Human Rights campaign, enthusiastically adopted the neutron bomb. What endeared the device to them was its ‘increased kill capability, principally against personnel’ (US Defence Department spokesman) and relative sparing of property. Radiation emitted on impact would penetrate the armour of advancing tanks and kill cleanly those within a mile radius; after the crumbling off the skin, several days of spontaneous internal bleeding would be faced before death. The weapon could wipe out Russian armoured divisions in St. Peter’s Square without harming the Pope or damaging the Sistine chapel. Thus, not only would Christian civilisation survive, but the clearing away of bodies rather than the rubble of cities would mean significant savings. In short, a really effective labour killing and labour saving device. The diplomatic heat generated by the warhead’s proposed deployment led however to its temporary shelving; in June the United States Senate authorised procurement of components for its manufacture in 1979.

American capitalism’s investment has in the past few decades been increasingly transferred to ‘developed’ regions rather than raw material and extractive operations. Its vast investment in European industries, unsuccessful military intervention in Vietnam, and concern at the modernisation and expansion of Warsaw Pact forces (they are unsportingly weakening ‘NATOs historic qualitative advantage’) explain the desire to re-establish military credibility. At NATOs summit meeting members of the alliance agreed on an eighty million dollar increase in military spending for 1979 and outlined plans to bolster the morale of combat troops and patch up the southern flank. Calls were made to expand NATOs traditional military role, particularly to include Africa, where super power involvement is naturally discussed in terms of ideology rather than economic interest. On occasion however the military is liable to express clearly capitalism’s priorities, and in the week of the summit the last chairman of NATOs Military Committee stated:
The Allies are united in their detestation of the South African Government . . . but . . . South Africa produces three quarters of the West’s gold, she has three quarters of the world’s known reserves of chrome and is second only to the Soviet Union in its production, she has a similar share in industrial diamonds, and is second only to the United States in the production of uranium. All these undeniable facts make it mandatory for the Alliance to devise adequate defence of the Cape.

Standardisation of arms equipment was also on the summit agenda, providing an example of possible conflicts of interest within the western capitalist class. Although its need is generally accepted, standardisation could mean a loss of home development and production programmes by some countries, leading to a loss of technological expertise and profits from arms exports.

Meanwhile, back at the UN Disarmament Session the main Soviet speaker Gromyko was radiating goodness and light, calling for an end to the production of nuclear weapons and the complete destruction of nuclear stockpiles. President Carter sent film actor Paul Newman along, John Wayne being indisposed. Those awake were treated to a brief repetition of the Soviet government’s views on unpleasant wars and cruel weapons of mass destruction; they very much favour old fashioned mass destruction and humane devices like their own chemical warheads.

The peculiarities of the Soviet language were further illustrated in two recent documents. In a letter sent to President Carter by Russian scientists, we read that "for the first time in human history, favourable conditions have been created for concerted international measures to curb the arms race” and learn of a “disarmament campaign which progressive forces around the world have been waging for years” (Soviet Weekly, 25 March). The architect of the Russian Navy, Admiral Gorschkov puts it in a slightly different way however:
Soviet naval power, merely a minor defensive arm in 1953, has become the optimum means to defeat the imperialist enemy, and the most important element in the Soviet arsenal to prepare the way for a communised world.

This confusion of peace with war is not an easy mistake to make. The Soviet Union has 87 strategic nuclear powered and 286 conventional submarines, with an armoury of 845 nuclear missiles. They have not been sitting back contemplating their naval strength either. The tank force has increased from 47,000 to 60,000 in ten years, 4,600 combat planes are deployed on the Eastern front lines and 3.67 million people are under arms or engaged in support activities. The Soviets are also planning a new intercontinental missile family for the late 1980s.

The recognition that war may be suicide does not affect the drive towards a new world war. To argue, as would the liberal, that arms production and trade arc a cancer on the body politic is to misunderstand the nature of society. Militarism is a natural growth of capitalism. Armament expenditure offers the liberal a convenient explanation of world poverty; the transfer of ‘scare resources’ and money to areas of need is viewed as simply a question of will. In fact under capitalism war is the extension and consequence of underlying international conflict in trade and other spheres, and for the ruling class arms are essential for the maintenance of their privileged position and defence of their interests against rival states. Indeed in some cases, greater economic aid could result in radical changes in the economic and social structure of developing nations and so lead to the overthrow of political alliances favourable to the superpowers.

There is evidence of a strong association between high military spending, high rates of industrial growth and foreign dependence. The rise of weapons system armies coincides with the beginning of industrialisation and the need to create or preserve a social structure in which economic expansion can take place. The overwhelming part of aid received by underdeveloped nations consists of military assistance. Although Third World defence industries are growing in size and becoming more widespread, international trade in arms remains the chief source of major weapons. America and the Soviet Union have captured, respectively, 38 per cent. and 34 per cent. of the conventional arms market, with Britain and France bringing up the rear. In the Middle East, with its resources vital for the economic expansion of the major powers, arms spending has now increased at an annual rate of 22 per cent. since 1965, compared with 15 per cent. in Asia and Africa. Iran has one of the world’s most sophisticated defence systems and in May signed a protocol with the British Government which could lead to the latter’s biggest ever arms contract — £750 million.

Force has played an essential role in the process of economic and social change throughout history, the particular form of force reflecting its social setting. Whereas formerly the weapon was the instrument of the soldier, the soldier now appears to be the instrument of the weapons system, reflecting the importance of machines in society as a whole and minimising the possibility of individual action. Developments in electronics are rapidly rendering weapons platforms, aircraft carriers and tanks vulnerable and completely depersonalising the killing between enemies at war.

The barbarism of the Twentieth century cannot be explained in terms of conflicting ideologies of malevolent leaders and nothing is more fallacious than the idea that increases in knowledge and the progress of what is called civilisation bring with them increased social harmony. The sterility and waste of capitalism are laid bare in its wars — men fall in their millions that shares might rise.

50 Years Ago: Peace — in Principle (1985)

The 50 Years Ago column from the June 1985 issue of the Socialist Standard

The statesmen of Europe are in high feather just now. traveling thousands of miles and engaging in pow-wows. dinners, and triumphal tours that delight the hearts of politicians. And it is all being done in a good cause. Over and over again they point out that they are determined to secure peace, perpetual peace.

Capitalist interests may be what they will, but all representatives are agreed on peace — in principle. That is why they are engaging in such a terrific armament race. Building numerous fast and powerful bombing planes. Concluding pacts of mutual support in case of attack. Staging aeroplane attacks on towns and teaching the citizens the art of dodging gas attacks. No expense is grudged in convincing all and sundry of their peaceful intentions.

The capitalists assert they are too poor to pay workers a wage that will ensure a comfortable existence. Now surely this seems strange when wealth to the value of thousands of millions of pounds is used up providing battleships, tanks, planes, guns and the men to man and use them, and the people to minister to these armies of men. And more extraordinary still, all this wealth is simply wasted because none of the powers that be have warlike intentions — at least in principle!

Not Worth the Paper (1998)

Various treaties exist concerning different types of weapons of mass destruction but all of them contain escape clauses and ambiguous formulations that facilitate routine violations

According to newspaper reports, a number of geologists have suggested that the recent nuclear explosions in India and Pakistan may have triggered an earthquake in northern Afghanistan. Whether or not this is the case, many people are likely to have suffered residual damage from the global wave of hypocritical vibrations which rapidly followed. Unquestionably the decision by the rulers of two such economically troubled countries to engage in a futile and costly nuclear rivalry should be regarded as insanely foolish. Nevertheless, such folly is hardly likely to be constrained by moralising lectures from the very governments who were content to make huge profits supplying the nuclear materials and technologies in the first place. Especially when those same governments continue to pursue their own strategic programmes with single-minded zeal, the US military alone admitting to no less than 1030 tests. Classified documents yet to be released are expected to reveal that there were more.

The posture currently adopted by the senior members of the nuclear club as concerned guardians of the environment, although unconvincing, is perfectly consistent given the demented system of logic they embrace. Not one of them signed the Comprehensive Test Ban Treaty until their own experiments were satisfactorily concluded and greater technical expertise, together with improved computer simulation, rendered further testing unnecessary. At the same time they have all promised under the terms of the Non-Proliferation Treaty to strive in “good faith” to halt the nuclear arms race and work towards nuclear and general disarmament. It is a promise that is being cynically betrayed.

One of the few remaining jobs for life in capitalist society is that of disarmament negotiator—an occupation demanding the analytical brain of chess grandmaster combined with the duplicity of a card-sharp. Since the signing of the Antarctic Treaty in 1959 (making the world safer for penguins) a further nineteen have been drafted dealing specifically with nuclear weapons, as well as others concerning chemical, biological, conventional, environmental and—er—“inhumane” weapons. Some are still to be signed or ratified but all of them incorporate escape clauses and sentences sufficiently ambiguous to admit interpretations facilitating routine violations. In any event, should even the most binding agreement become inconvenient, it would simply be ignored. As Richard Perle US Defense Secretary at the time of the Star Wars (SDI) hysteria wrote on 8 October 1982 with reference to the Anti-Ballistic Missile Treaty ” . . . we would not hesitate to renegotiate and failing Soviet acquiescence . . . I hope we would abrogate the treaty”. The examples that follow typify the sort of trickery employed.

Outer space treaty 1967

Article IV decrees: “States Parties to the Treaty undertake not to place in Orbit around the earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner.”

At first sight this seems quite unequivocal but if it were it would never have been sanctioned. During the lengthy discussions prior to signing, a memo to the American Secretary of Defense from the Joint Chiefs of Staff (23 November 1965) stipulated: ” . . . the provisions of this treaty should not preclude the conduct of intelligence activities deemed essential to security.” Nor does it! Significantly the agreement fails to prohibit the launching of nuclear reactor powered satellites and, consequently, there are dozens of nuclear reactors orbiting the globe. Should their deep space disposal boosters malfunction then highly radioactive debris would fall to earth, adding to that already deposited from earlier mishaps in space.

To a disarmament negotiator words seldom mean what they appear to say and Article IV of the OST is no exception. One contention is that it only excludes nuclear weapons if they are intended for mass destruction and would not apply to any positioned in space to intercept missile attacks. This kind of sophistry merely fuels the suspicion that the reality was accurately encapsulated in the famous declaration by Senator Barry Goldwater: “Space is just another place where wars will be fought.” A view that is widely echoed (though not publicly endorsed) by policy makers in the Pentagon. In 1976 a convention was established that required any object being fired into space to be registered by the United Nations. Curiously, it does not demand an independent examination to verify the nature and objective of satellites-an omission that could be construed as ominous.

Non-proliferation treaty 1968

Since coming into force in 1970 (extended indefinitely in 1995) this treaty has been signed by all but five states-India, Pakistan, Israel, Brazil and Cuba-and is widely regarded as the most successful of modern times. But the promise of the nuclear signatories to work for disarmament and not to supply, or assist others to obtain, nuclear weapons has manifestly been broken. The arms race continues and the capacity for other powers to make nuclear weapons has markedly increased. Indeed, after the Gulf War ended in 1991 it was discovered that they were about to be built in Iraq despite the pledge of that government not to do so under the terms of the NPT.

Because of the comparative ease in evading the existing monitoring mechanisms of the International Atomic Energy Agency (IAEA), a provision was added to the NPT in 1997 granting wider powers of inspection and control. Unfortunately it is only obligatory for the members who voluntarily accept it which, so far, is only a small minority. Yet 60 countries now have nuclear reactors and if the rulers of any one of them decided they needed a nuclear bomb, the NPT could not stop them getting it. Most conveniently, under Article X each party has the right to withdraw at three months notice “. . . if it decides that extraordinary events, related to the subject matter of this treaty have jeopardized the supreme interests of its country”. In certain circumstances, of course, the notice given might be a little less!

Sea bed treaty 1971

This treaty bans nuclear weapons from being fixed to the seabed beyond a twelve mile coastal limit. Its inadequacy becomes immediately obvious if you imagine a similar restriction being applied to aircraft on runways. Unhindered by the treaty an unceasing high-tech war is being waged at sea. In the attempt to counteract the threat of nuclear submarines the oceans has been transformed into a gigantic listening station, with underwater sensors fixed to the seabed, others suspended at different levels up to the surface and still more towed by ships. Smart mines with in-built computers are able to distinguish between the different sounds made by various vessels, while hunter-killer submarines-with their own delicate sensors-patrol in silence, armed with nuclear rockets (SUBROCS) and torpedoes. But whatever expensive or extravagant countermeasures are devised (including the deployment of specially trained dolphins) they can do little to diminish the awesome threat posed by submarine launched ballistic missiles (SLBMs). The Trident carrying boats, for instance, are almost 200 metres long and can remain submerged deep below the surface for several months. Each one can deliver nearly 200 warheads with a range of thousands of kilometres and costs in excess of a 100 billion dollars. Trident missiles, already capable of devastation on an unprecedented scale, are currently being updated to make them more efficient. At any given time there are almost two thousand warheads at sea, the majority of them under US command.

Not surprisingly there is a chilling legacy from all this activity. Over three thousand naval accidents have occurred during the nuclear age, leaving eleven nuclear reactors and at least fifty nuclear warheads on the ocean floor. Since they are not “fixed” however, they do not contravene the SBT.

Chemical weapons convention 1993

This Convention which came into force in 1997, requires the destruction of all chemical weapons stockpiles within 10 to 15 years. Although the failure to dispose of old stocks is highly dangerous, the programme is already well behind schedule and despite the considerable powers granted to inspectors under the CWC cheating about production is still possible. One obvious reason is that so many of the chemicals produced for quite different purposes can be used in combination to make weapons. The stockpiles of chemical weapons held in America and Russia are at least 30 thousand tonnes each and both of these governments have authorised the use of chemicals in war and in experiments on civilians.

When a stockpile of nerve-bombs was destroyed by the US in the 1970s they kept the “remnants” in case the “Russians had some” (they did). These “remnants” were theoretically capable of killing 140 billion people. Johnston Island in the South Pacific, previously the target for nuclear test explosions, houses a vast incinerator complex for the disposal of enough chemical waste to kill most of the inhabitants of Earth.

Biological and toxins weapons convention 1972

Signatories agree not to develop, stockpile or acquire “microbial or other biological agents or toxins . . that have no justification for prophylactic, protective or other peaceful purposes” or “weapons . . . designed to use such agents or toxins for hostile purposes or in armed conflict”.

Once again the wordsmiths have displayed their special skill. Here the key phrases are “other peaceful purposes” and “hostile purposes”, leading to repeated claims by Western and Russian governments that they are only producing “antidotes” in their laboratories which is permitted by the Convention. The legitimate use of toxic microbes in the production of vaccines only compounds the difficulties of the highly complex mechanisms for verification, making deception even easier than it is with chemicals. Many governments, including those of Britain, America and Russia are known to have authorised the use of biological agents in war and in experiments upon civilians.

The important thing to remember about treaties is that no government is forced to sign them and, if they do, they cannot be made to keep them. One thing is for sure: for as long as we live in a system in which the protection of minority economic interests is paramount the arms race will continue. Even if the nuclear powers had a genuine desire for disarmament, which they don’t, the cost of disposing of the massive, highly toxic arsenal (100s of billions of dollars) remains. The very size of these arsenals creates another problem-the decommissioning of nuclear reactors will take hundreds of years. The automatic response has been to attempt to solve the problem as cheaply as possible, with scant regard for the environment or the safety of those who inhabit it. Even the penguins are not really safe since the Antarctic treaty does not forbid the presence of “peaceful” nuclear reactors.

While defence expenditure by the major military powers is declining-dramatically in Russia and by over 5 percent annually in the US-weapons research, refinement and development continues to expand. For some projects in the US funds have actually been increased and the current defence budget of the US is still a staggering $242.6 billion. The projection of the present administration is that it will begin to rise again after 2001.

One of the justifications for this is GPALS (Gee, Pals, we can still make a buck or two)-Global Protection Against Limited Strikes. Even if the Start II reduction program is completed on schedule (2003) which is highly improbable, each side would still be entitled to keep 3500 deployed nuclear warheads and the only ones likely to be discarded are those it is no longer considered necessary to keep.

Meanwhile, secret military budgets continue to finance research into a new generation of weapons. Already a huge and fast expanding military-cybernetic complex has been established and experiments of electromagnetic radiation (EMR) as a weapon continue unabated. EMR signals which cause neurological alteration and can induce sickness or death are known to have been beamed upon civilians in both Russia and America. Some scientists believe that transmitting these highly powerful waves may not only cause earthquakes but “airquakes” as well . . .
