Proper Gander: Far into the far right (2024)

The Proper Gander column from the December 2024 issue of the Socialist Standard

Despite its promotional graphics promising a flashy spy thriller with steely black-clad secret agents, Channel 4’s documentary Undercover: Exposing The Far Right was more sobering than spectacular. Cameras followed investigators from advocacy group Hope Not Hate as they went incognito among far-right activists to learn more about how they operate. As Hope Not Hate’s Director of Research Joe Mulhall says, ‘the far right often present one image to the world, and what they’re saying when they think no-one is listening is different. We have to be in the room when they think no-one’s listening’.

Two researchers who get ‘in the room’ are Harry Shukman and Patrik Hermansson. They travel from London to Tallinn, Warsaw and Athens, with Harry wearing a hidden camera and adopting the persona of ‘Chris’ to infiltrate a far-right network. This is composed of the richer, entrepreneurial type of activist, rather than the thuggish, St George’s flag-wearing variety, but their attitudes are the same, as shown when secret filming reveals abhorrent racist views.

By attending meetings online and in person as ‘Chris’, Harry pieces together information about what he calls a ‘very secretive company’: the Human Diversity Foundation, whose CEO Emil Kirkegaard is described as a ‘scientific racist’. One arm of the company arranges and funds research into ‘race science’, with articles published by its other arm, the Aporia website, established by ex-RE teacher Matt Archer. Aporia’s essays defend conservative values, with an unnerving emphasis on discussing genetic differences between groups. The documentary goes on to explain that the Human Diversity Foundation is a replacement for the Pioneer Fund, a financial backer of the far right. Being a charity, the Pioneer Fund had to disclose its funding sources, but as a private company, the HDF has no such requirement. ‘Chris’ is keen to find out the identity of a donor willing to invest $1.3 million, who Kirkegaard says is ‘between white nationalist and libertarian’. When ‘Chris’ asks if this person’s views could attract criticism, Kirkegaard replies ‘he’s so well off that it doesn’t really matter what they say’, which was one of the more depressing lines in the programme. Harry and Patrik eventually learn that the donor is Andrew Conru, a millionaire who made money in the early years of the internet by setting up online dating sites. Captions at the end of the documentary say that Archer and Conru have now ended their involvement with the HDF.

A previous covert operation by Hope Not Hate to infiltrate the fascist group National Action helped prevent a murder attempt on Labour MP Rosie Cooper, and was later dramatised for ITV. The documentary features its work to investigate and expose other far-right players, such as Paul Golding and Tommy Robinson. Golding, leader of the Britain First party, is filmed by Harry’s hidden camera saying he wants the country to deteriorate, as he sees it, so that this will motivate more people towards the far right. Tommy Robinson (formerly of the English Defence League) was found guilty of defaming a 15-year-old refugee from Syria, and went on to break a court order by repeating his claims in interviews and broadcasts. He was sent to prison for this in October 2024, with evidence for his trial contributed by Hope Not Hate.

Fighting the far right comes with risks of threats and retaliation; its ideology attracts people attracted to violence. The documentary itself was pulled at the last minute from premiering at the London Film Festival in case its screening led to reprisals. And while it was being recorded, Hope Not Hate’s founder and CEO Nick Lowles heard that the police had arrested someone who was arranging to have him targeted. The programme shows the strength and perseverance of those such as Patrik and Harry in particular who have kept up a persona to go undercover amongst such hate-fuelled people, although they’ll have to find other activities now their identities have been broadcast.

Contrasted with the bravery of the investigators is the confidence of the far right, no doubt boosted by the wealth available to organisations such as the Human Diversity Foundation. The documentary focuses on revealing Conru’s identity, but presumably there are also other millionaires who feel that their privileged status is best defended by investing in ‘race science’. The more money which goes into researching ‘race science’, the more it can gain traction in the market for ideas, regardless of the weakness of its arguments. The far-right activists featured in the documentary promote their ideology with a professional, business-like approach which suits their aims. The HDF aspires for its research to influence public policy and the views of the capitalist class, whereas the likes of Tommy Robinson and Paul Golding aim to attract support among the working class. This potentially makes the HDF and its associates more dangerous than the ‘populist’ far right, because of the power wielded by the elite. Even with a proportion of the capitalist class backing ‘race science’ – ie, race-based eugenics, how successfully they could translate this into furthering their own wealth would depend on the vagaries of the economic market and attracting broader support. Still, it’s concerning that ‘race science’ is now more prominent as part of the far right’s ideology than at any time since the 1930s. Hope Not Hate aims to combat this tendency by unearthing how its organisations are run and working with the police when they break the law. However many successful investigations they complete, the struggle is too wide for them to win, as it will continue as long as the societal conditions exist which breed far-right ideology.

Does race exist (1999)

Book Review from the August 1999 issue of the Socialist Standard

The Racialization of America by Yehudi Webster. St Martins Press. 

In the pub after a meeting a socialist was arguing with a man with dreadlocks. “You’re not black,” he said. “Yes, I am,” the man replied. “No,” the socialist went on, “you are no more black than I’m white. We’re both human beings.” Yehudi Webster, the author of this book, would have appreciated this exchange; indeed, he became acquainted with the Socialist Party and our ideas when he was in Britain before moving on to America.

Webster’s basic argument is that the all-pervading classification of the population in America into “whites” and “blacks” is logically absurd, scientifically unsound, self-fulfilling, counter-productive and in fact racist. There are of course anatomical differences between human beings—millions of them in fact—but it is not nature which decides which of these are to be regarded as significant for purposes of classifying people into so-called “races”. That is done by humans and, in this case, on a completely arbitrary basis. Races don’t exist in nature but are an artificial politically-motivated creation.

A question on race was first included in the US Census of 1890, at a time when segregation was being consolidated and given a legal basis. But, nowadays, racial classification is championed more by people who consider themselves anti-racists than by open racists. Sociologists, educationalists and others routinely carry out studies based on comparing the education, health, level of employment, unemployment, wages, housing, etc of those they classify as “whites” and “blacks”. In fact, many universities now have special departments devoted to studying “race relations”. But, argues Webster, as this classification is scientifically absurd, it creates or at least perpetuates artificial “racial” divisions amongst the population by encouraging people to think of themselves as “whites” and “blacks” who are homogeneous groups competing with each other for access to limited resources. In other words, it encourages “racial consciousness” and so racism.

Some partisans of racial classification for social studies purposes, realising that the definition of races on the basis of anatomical characteristics is scientifically unjustifiable, seek to define race more in terms of culture than of anatomy; hence their talk of “ethnic groups” rather than races. But this, says Webster, is even more racist as it posits a link between a person’s psychology and behaviour and their supposed race. And of course, as all humans are capable of acquiring any culture, no particular culture can be, or is, exclusive to one supposed race.

Others, some imagining themselves to be Marxist, try to combine race and class and see those they call blacks as a super-exploited fraction of the working class. Webster has no trouble demonstrating the contradictions of this view. All he does is to point to the existence of “black” capitalists and better-paid “black” workers, thus showing that those “blacks” who are below the poverty line cannot be said to be poor just because they are black. In fact, in absolute numbers, there are more “white” people in America below the poverty line than there are “black” people. Clearly, then, poverty is not due to racism but to some other cause.

Although Webster shows himself to be well aware of the Marxian theory of class and class consciousness—at one point he denies the existence of a so-called middle class—apparently he no longer agrees with a class analysis of society (he sees capitalism as an irrational human social arrangement which prevents humans from living in a human way). Nevertheless, he still realises that a class analysis and a race (even a race/class) analysis of society are quite incompatible. Either you analyse society and history in terms of class or you analyse them in terms of race, but it is not possible to analyse them in terms of both.

This is why we as Socialists are so opposed not just to racism but to racial classification (we refused to answer this question when it was introduced, for the first time, intoBlogg the British Census in 1991). Both encourage racial consciousness while our task is to encourage class consciousness and, once classes have disappeared, a universalist human consciousness. We want people to think of themselves as members of a world working class and as members of a single human race, citizens of the world, Earthpeople, rather than as British, America, French or black or white.

Is Webster, then, denying that there is such a thing as racism and discrimination against people with black skin? Not at all, but he sees this as but one example of the many ways in which some humans treat or have treated other humans in an inhuman way. Those who oppose such discrimination should, he says, oppose all other inhuman treatments too and strive for a world in which all humans would treat each other in a human way. The answer to “racial” discrimination is not a multi-racial society in which each “race” would get exactly the same treatment (an equal percentage of unemployment, of people living below the poverty line, in bad housing, in bad health, etc) but a completely non-racial society from which the very concept of race would have disappeared. In his view, the first step towards such a society should be the ending of all racial classification, for whatever purpose, both by governments and by social scientists.

Racism and hostility (2022)

Of Fear and Strangers: a History of Xenophobia. By George Makari. Yale University Press £20.

The word xenophobia may sound as if it is from Classical Greek, but in fact it is much more recent. It dates from the 1880s, as a psychiatric condition (pathological fear of strangers) and a term for irrational enmity towards other nations, with terms such as Francophobia found. But its real use for dislike of ‘foreigners’ dates from the 1900 Boxer Uprising in China, after invasions by various European colonial powers led to a resistance movement which included the slogan ‘destroy the foreigners’. It was thus employed to explain why people living in Asia or Africa might hate Western armies and colonialists.

A so-called racial science was developed, which inter alia claimed that ‘primitive races’ saw all outsiders and strangers as enemies. This licensed violence against those who evinced such hatred. But, as George Makari shows here, this position was gradually undermined. Reports such as Roger Casement’s on Belgian atrocities in the Congo, together with many other examples of colonial murders and forced labour, made it clear that Western behaviour and attitudes were to blame: ‘Their wild and primitive xenophobic rejection of us was actually our violent dehumanization of them.’ Immigrants to the West, such as Jews fleeing pogroms in Russia, encountered xenophobia from organisations like the British Brothers’ League, which at the start of the last century wanted to halt immigration by ‘destitute foreigners’.

In the 1930s there was a ‘general panic’ in Europe against migrants, and Nazi policies had been foreshadowed in many ways by earlier colonial conquest and domination. Their killings of Jews and others seemed to go beyond ‘just’ xenophobia, and the term genocide was coined in 1944 to describe the intent to destroy a human identity.

Makari provides a full and detailed account of how xenophobia and other racist views have been used to justify mass killings, slavery and so on. The second half of the book, which examines the ideas of psychologists and writers such as Jean-Paul Sartre, is less interesting, but the final section has a useful discussion of the return of xenophobia, especially since 2016, as witness Brexit and Trump. It cannot be explained simply as due to economic problems or ‘cultural preservation’. Perhaps more extensive discussion of populist politics would have been helpful here.

It is sometimes argued that it is just part of human nature to distrust strangers or outsiders, who are not part of some in-group and so threaten ‘us’ and need to be driven off. But Makari cites the research of various writers who have argued that restraining aggression had advantages for survival and so led to bands of humans becoming larger, safer and not living in constant fear.

The Myths of Race (1965)

A few years ago, an American professor created three fictitious races, gave them names, habits and customs and asked people what they thought of them. A large proportion of those tested were hostile to the non-existent races, and thought that they should be restricted. This is typical of the confusion which surrounds the subject of Race; confusion inspired at the best by misunderstanding and at the worst by calculated malice. A man will be dispassionately scientific when he is talking about the differences between his dog and his neighbour’s, but he will be exactly the opposite when he is discussing the differences between his neighbour and himself, if the neighbour happens to have a coloured skin. The very word Race is distorted and , misused more than most others. It is, for example, common to hear talk about the White Race, the Aryan Race, the British Race—all of which are different, indeed contradictory, ways of using the word.

A first step in clearing this confusion is to realise that the word Race is useful only in so far as it is restricted to a concept in the science of biology. It cannot be used for a political, or sociological, or historical, concept—although this happens too often.

Biology is concerned with the study of life and its processes, their classification and reduction, to order. The basis of the system of classification was laid down in the eighteenth century by the Swedish botanist Linnaeus; from this basis an efficient system has been evolved. Millions of distinct species—some living, some extinct—have now been defined, and their relationships with other species identified. And the work is still going on.

This system of classification originally depended wholly upon physical characteristics — stature, type of hair, skin colour and so forth, The rise of other sciences—of genetics (the study of heredity) and biochemistry (the chemistry of living organisms) in the present century has provided other means, which may turn out to be more useful.

The basic unit of biological classification is the species—a unit, of plants or animals, which can interbreed and so can form a single, natural breeding population. All existing men and women belong to the species homo sapiens. But as we all know, human beings, just like any other species, are not all exactly alike. The physical differences between, say, a Senegalese Negro and a fair haired, blue eyed Swede are all too obvious; they are, moreover, differences which have been inherited and which can be passed on to another generation.

It is clear, then, that the human race can be divided, on the basis of physical characteristics, into subspecies—into races. A race, says one biologist, is “a group of related intermarrying individuals, a population which differs from other populations in the relative commonness of certain hereditary traits.” But when we try to elaborate on this we encounter some important questions which show up our original proposition in a rather more doubtful light.

We meet these questions immediately we try to divide people on the basis of their colour. Any large gathering of “white” people is bound to include a variety of skins, from chalky white (considered to be very undesirable!) to swarthy. Any large gathering of Negroes will include many whose skins are not black, but varying shades of brown, some of them actually lighter than many of those who are considered white ”. Many “white” people have physical traits—a heavy mouth, a flat nose, fuzzy hair—which are supposed to be the identifying marks of a Negro and many Negroes have physical traits which are supposed to be exclusive to “whites ”.

We can extend the questions even farther. Where do we fit in those people in South East Asia, such as the Malays, who appear to be the result of a cross between ”brown” and “yellow” ancestors? Then, outside the field of skin colour, how do we classify the white Europeans who show clear evidence of racial mixing—for example those who bear remnants of the periodical raids into Europe, centuries ago, by the Mongolian hordes? There are many more such questions which, although they do not deny that differences exist between people, expose the absurdity of laying down rigid lines upon which mankind can be divided.

It is not surprising, then, that the very scientists who have tried to classify man should produce such widely differing estimates of the number of races into which he can be divided. Linnaeus said that there were three; Morton thirty-two; Crawford sixty-two; Gliddon one hundred and fifty. It is also not surprising that the same difficulty has afflicted those whose interest in the matter is anything but scientific.

In the United States there has always been confusion over the legal definition of a Negro. In Maine in 1852 a person having one-sixteenth “African blood” was held not to be a Negro for the purposes of intermarriage. In 1910 in Louisiana a coloured person was defined as anyone who had “an appreciable amount of Negro blood.” (What is an “ appreciable amount”?) The Official Census in 1890 applied the term “Black” only to those who had three-quarters or more “black blood”. The 1920 Census tried to distinguish between “full blooded” Negroes (who were classed as “Black”) and those having a proportion of “white blood” (who were returned as “Mulattoes”). The 1930 Census instructed its enumerators to return as Negro those having one half or more “Negro blood”; by the Census of 1940 anyone of mixed white and Negro parentage was classed as Negro.

The definition of Negro varies from state to state. Some (Alabama and Arkansas) say that anyone having Negro ancestors, however remote, is coloured. Others define their non-white population according to the amount of “black blood” in them; of these states, Florida and Louisiana require one-sixteenth, Mississippi and Maryland one-eighth. Thus a person in Louisiana whose Negro ancestors ended with his great-great grandfather is classed as coloured. But he can legally change into a white man simply by moving across the border into Mississippi, which sets the limit at his great-grandfather.

Before the war the Nazis conveniently modified their ideas of racial purity so that their Italian and Japanese allies could be included in the Master Race. The South African government (whose official, legal definition says that a white person is anyone who is “generally accepted” as such) has for commercial reasons admitted the Japanese into the “White" ranks, although at present the Chinese are excluded. .

Whatever the race maniacs say, a “pure” race is almost an impossibility; it could only exist among a few small isolated groups who by virtue of their remoteness have been able to inbreed for generations. Man has spread all over the Earth during his life, and wherever he has gone he has interbred, swamping any “pure” races that may have existed. There is hardly a country—certainly there is no modern country— which is not now a racial melting pot. To talk, therefore, of Race as something which is rigidly definable is nonsense. To support such theories with a political policy of discrimination, suppression and extermination is pernicious.

But in face of all the facts the racists carry on; one of their most popular arguments today is that Negroes are mentally inferior to white people, and that the white race has been responsible for all the cultural achievements of the modern world. One of the happy hunting grounds of such theorists are the intelligence tests which have been carried out in the United States, and which usually show the Negro scoring lower than the white person.

Even if we accept the validity of I.Q. tests as a measure of mental capacity, it does not' follow from their results that the Negroes are inferior. To begin with, we must take account of the fact that nowhere in the United States are educational facilities and opportunities for Negroes equal to those for white children. In the South, where the mass of Negroes still live, the discrepancy is especially wide. Yet even without taking this into account, the fact is the tests have not demonstrated that skin colour has anything to do with intelligence.

One of the most important—and widely quoted—of these tests was one which was given to nearly two million United States Army recruits in 1917/18. Although the results put the Negro at the bottom of the IQ scale, they also showed Negroes from urban areas in the North on average scoring higher than white recruits from some states in the South. Of the other tests, those carried out by S. D. Porteus draw results from many areas of the world, including Hawaii, Australia and parts of Africa. Again, although the coloured people were generally lower, the results were uneven; some of the most primitive groups, for various reasons, actually surpassed other, more culturally advanced groups. In the Fifties, tests on Negro children who had moved from the South to New York City and to Philadelphia showed that their I.Q. went up with the length of time they had been away from the South.

In any case, all of these tests can only have a limited usefulness. Scientists have not been able to devise a means of testing innate mental capacities, and what tests they have devised have not even been able to separate innate from acquired capacities. Some tests, for example, have discovered that Africans who could not readily recognise diagrams and pictures when they were drawn on paper had no difficulty when the same shapes were cut out in the more familiar ivory or leather. Swazi natives were found to be unable to arrange coloured pegs into a simple pattern, although they frequently planted trees in that very same pattern.

The other popular argument — that coloured people are inferior because their cultural achievements do not match those of the white race — has gathered a certain amount of support from people who claim that North West Europe has alone been responsible for modern civilisation. But the history of the human race started a long time before Europe became civilised; while the people there were still primitive savages, coloured races in parts of what are now India and China had developed civilisations with a high standard of cultural achievement.

These civilisations rose and declined for the very same reasons as those which later allowed and encouraged developments in Europe. Civilisations depend for their life upon many influences — primarily economic, but also geographical, climatic, historical. Where such influences are favourable, settled life can take root and flourish. Where they are not favourable, it is a different story; there are many areas in the world which even the so-called Superior Races cannot tame and which remain deadly wildernesses.

Culture is not something innate, something which human beings are born with. It is something which they acquire, in reaction to their external conditions. These conditions affect people of all colours; some Negroes are undoubtedly culturally backward but then so are the Poor Whites in the American South, and so are the Hillbillies of Kentucky and Tennessee. Not all white countries are in the forefront of modern culture: some are distinctly backward and may soon be overtaken by some of the new African states. Culture is only one of the characteristics man has acquired during his lifetime; it can be acquired by all people, whatever their race or colour. It has nothing to do with man's innate capacities, which are probably not much different now from what they were eighty thousand years ago.

The racist argues against this. At its highest, his case confuses the innate characteristics of man with the acquired. At its lowest, his case is a mass of evasions and distortions, which in the end can only be asserted by oppression. The only way to avoid this morass of confusion is to subject the racist’s arguments to a searching examination. This is bound to show them up for the pernicious sham that they are, and to illuminate the fact that there is no reason, in biology or elsewhere, why men of all colours, shapes and sizes should not live in harmony and co-operation.

Colour mania in the past (1965)

Colour prejudice, and the classification of people as “superior” or “inferior” simply because of the colour of their skin, is one of the most persistent and pernicious of fallacies. The important thing to remember is that such an attitude is completely modern. It is not something that has existed from the beginning of man’s life, and neither is it a deep-rooted human instinct.

Its origins lie a mere three or four hundred years back. No European regarded Genghis Khan or Suleiman the Magnificent as inferior beings, or worried about their colour. And they themselves were “colour-blind;” their murderous and highly efficient armies were multi-racial. The shock troops of the Turkish army, the Janissaries, contained a large number of white men in their ranks. Again, in the 15th Century when Portuguese ships were edging their way around the coast of Africa, they did not consider that the colour of the Continent's inhabitants was important. Anybody who embraced Christianity and fitted into the economic set-up was accepted into the fold. Both Mulattoes and Negroes rose to high positions in Portuguese society. They commanded Portuguese ships, and many became priests, often rising to be high dignitaries of the church. They became interpreters and advisers to native chiefs and to resident Europeans, as well as brokers and merchants. Many settled in Europe, after a successful career of moneymaking. More important still, many became slave-traders of great importance, feeling no more affinity with negro slaves than a European aristocrat felt for a European peasant.

Certainly prejudices and hatreds of one sort or another have existed for centuries. Religious bigotry, fear and suspicion of strangers, aristocratic contempt for the lower classes, hostility between cities or states, and the bitterness of the merchant classes towards the landed nobility are a few examples. The permutations were endless, but they had nothing to do with colour. The Jews were the object of bitter persecution for many centuries, but this was purely a religious matter, and not racial.

It is to the history of modern Europe that we must turn for an explanation of colour prejudice. For about 300 years Western Europe had it all its own way, and dominated the world. As Europe moved from Feudalism into Capitalism, it went through a period of intense development—technological, military, and political. This gave it an immense advantage over other areas, especially the two great continents of America and Africa, whose inhabitants were in a much earlier stage of development. Ancient empires went down before mere handfuls of Europeans, and the treasure houses of Peru and Bengal were open to these rapacious plunderers. Whole continents were colonised and exploited by these same small nations. This gave rise to ideas about the superiority of the white races. The workers of Europe, slaving away in their dark Satanic mills, were able to console themselves with the thought that they were members of a “Master Race”. This gave rise to race theorists whose ideas, suitably simplified, are still trotted out today.

Of course three hundred years is a very short time in over five thousand years of recorded history, and if you apply the test—that military or scientific ability equals superiority—to five thousand years, and not just three hundred, then the white races have come out pretty badly. Race theories are now being put forward again in this country, for example by the British National Party, who are trying to exploit immigration difficulties in Southall. They overlook the fact that the people who formed the spearhead of European expansion—Portuguese, Spaniards and Italians: men like Columbus, Cortez, Vasco da Gama, and Cabot — were members of what race theorists consider an inferior section of the white races, dubbed by Lapouge, one of the most rabid of racists, as Homo Alpinus. You may not be able to have your cake and eat it but race theorists are always trying to.

As conditions change, so we are witnessing the racists shifts in attitude. Not so long ago the Chinese were regarded in a rather patronising manner. Romantic or sinister, mysterious or comical, but definitely inferior. A popular song of the 1920’s —Limehouse Blues—describes them as “Chinkies”. That sinister lot, with their opium dens in a kind of East London hell —any schoolboy, who could afford the price of a Tuppeny Blood knew that they were up to no good. In reality the Chinese of East London were small in number and engaged in the most mundane of occupations. But China, having led the world for most of its history, had temporarily fallen behind. It was divided and militarily weak, a prey to the greed of the European powers, and overshadowed by its pushing neighbour Japan. The Chinese could be regarded with amused tolerance. Today such expressions as “Chinkies” and “Chinaman” have a strange, archaic ring, and it is difficult to realise that they were once in common usage. Today China is a major power with its foot on the nuclear ladder, and is now challenging the U.S.A. or Russia. Chinamen are no longer comical.

But of all race prejudices, one stands out above all others—that against the Negro. An American Negro folk singer summed up the position in a few bitter lines.
If you're White, alright,
If you're Brown, stick around,
But if you’re Black, get back—get back—get back.
Unbelieveable lengths have been gone to, to keep the image of the Negro as an inferior being, and to write the lie into the sub-conscious mind. One example will suffice. The great folk hero of the 20th century is the cowboy, played against a backcloth of the legendary West. For fifty years they've galloped across the screens in their thousands. One thing you will never see; a Black Cowboy. But at the time of the great cattle drives, there were estimated to be over five thousand Negroes working as cowboys. This is not surprising, as cattle droving was a dangerous and badly paid job, and Negroes, like other members of the working class including Mexicans and Chinese, worked at it.

Forty years ago in the early Western films all cowboys were Whiter than White, while Mexicans, with their nasty faces under their big hats, were the villains. Today Mexicans and Chinese cowboys are portrayed, but the Negro still must not be allowed to be a folk hero. Why does such an attitude exist? The answer lies in one word; Slavery. With the opening of the American Continent there began a gigantic forced migration. The caravels that sailed from West Africa to the New World with their tragic cargo were radically to alter the pattern of world population. They were to make the Negro races second only to Europeans in their dispersion throughout the world. Estimates vary, but certainly many millions of Negroes were transported. Chattel slavery was an ancient institution, it was one of the economic stages through which humanity had passed. But modern slavery was unique.

In slave societies slavery was accepted as part of life, just as wage labour is accepted today. Anyone of any race or religion was liable to be a slave; even a member of a ruling class could be captured in war and enslaved. Slavery was regarded as a misfortune, it was not regarded as a sign of racial inferiority. But there was an important difference about the slavery that grew up in the modern world, in that the people who practised it had long left slavery behind. Europe had passed out of slavery, through feudalism, and was emerging into Capitalism by the lime the Western slave trade got under way. The world was treated to a new spectacle — slave traders who prated of freedom. At least the slavers of ancient Rome or Baghdad had not accompanied their activities with shouts of Liberty and Equality.

After all, the logical conclusion of a belief in liberty is that all men should be free, but the slavers’ profits were far too good for that kind of logic. To struggle, and even suffer, for political freedom on one hand, and accept slavery on the other, requires the kind of attitude that can look at a modern dictatorship and call it a Peoples’ Democracy, it also needs justification, and the only way the slavers could do this was to convince themselves that the slaves were sub-human, and fit only for slavery. To achieve this end the bottom of the intellectual barrel was scraped, and the Bible as well as pseudo-science were dragged into bolster up the double talk.

But colour mania goes beyond a mere question of skin colour. Race theorists have invented divisions within the “white” races themselves, with colour of hair, eyes and the shade of skin as the “tests’’. These divisions have been given such names as the Latin, Celtic, Slav or Aryan races. In fact these divisions are purely linguistic, and extremely vague ones at that; .they have nothing whatever to do with race. Which of them is held to be inferior or superior depends largely on which group the particular theorist happens to belong to. 

Perhaps the most violent and disastrous of all these myths was that of the Aryan, Nordic or Teuton, which reached its ultimate lunacy in Nazi Germany. “Teutons" are, roughly those people living in North West Europe, mainly Germany, Scandinavia, the Low countries and England. They are, according to themselves, the finest flowering of the human race. The "true Teuton” is blond, tall and blue eyed. This is so silly, as a glance at the majority of people in these countries will show, that one would be inclined to dismiss it, if it were not for the terrible example of Nazi Germany. One has only to look at many of the Nazi leaders — including Hitler — to realise the depth of self-deception that the racists can plumb.

The definition of the “true Teuton” is interesting. Every age and civilisation has its ideal type of person, and an ideal conception of beauty. This ideal changes, often from generation to generation, as a study of advertisements, matinée idols and popular magazines over the last half century will show. These ideal types tend to be portrayed in popular literature, art or poetry, in spite of the fact that they bear little or no relationship to the vast majority of people, so that a picture of an age, taken from these sources alone, would be completely deceptive. The “ideal person ’ of the Vikings and early North Europeans appears to have been tall, blond and blue eyed. All of the ”best people” in their sagas and poems, all the gods, heroes, and nobility, are portrayed in this manner. With the rise of German and other European nationalisms these ancient writings were brought out, and it was concluded, quite incorrectly, that all early and therefore “pure” Teutons were; tall, blond and blue eyed.

Workers who profess to support the theories of the racists, should read them a little more carefully. All the race theorists —Gobineau, Lapouge, Houston Chamberlain or Nietzsche to name just a few—had another side to their theories. This was their contempt for the working class. Whatever their differences on other fields they were agreed on this one point. The mere fact of being workers, they thought, marked people out as lower human types. All the race theorists had axes to grind — German nationalism, British Imperialism, control of immigrants into the U.S.A., and above all aristocratic supremacy. They would not have been at all impressed by such slogans as Keep Brixton White, considering that Brixton, like other working class areas, was fit only for what they called “lower human types” to inhabit.

Race theorists today are unscientific, inconsistent and pernicious. In this, they arc carrying on an inglorious tradition, and perpetuating a history of cynical deception..

“Race” and “Blood”
Scientists have for many years attempted to discover whether or not any differences exist in the blood of different peoples, but the results of such investigations have always been the same—no difference has been discovered, except in the statistical distribution of the traits which all human beings possess in common. In short, it cannot be too emphatically or too often repeated that in every respect the blood of all human groups is the same, varying only in the frequency with which certain of its chemical components are encountered in different populations. This similarity cuts across all lines of caste, class, group, nation, and ethnic group.

Racist Theories (1960)

Those individuals who put forward argued theories to justify racial discrimination, as distinct from the huge majority, whose prejudices are generally of the crudest and simplest kind, usually try to embroider their theories with a smattering of science. By this means, of course, they endeavour to lend an air of scientific truth to their doctrines. This “science” generally consists in little more than the use of high-sounding phrases cunningly and skilfully worked into their other main arguments. Others, with a considerable knowledge of science, by devious means try to make the facts fit the particular theory they wish to put forward. Some of the less fanatical, very few in number, carry on genuine research work, but go completely off the rails when it comes to interpreting the results of their research. Such a man was Broca, a French investigator, who adopted various new methods of investigation which were afterwards taken over and developed by others of a more impartial turn of mind. These investigations, however, did not prevent him from putting forward race-theories based on the flimsiest of evidence. Of what value as a scientific investigator is he when, to explain on a race basis the existence of classes, he uses an argument like this?:-
He measured 125 skulls found buried opposite the Palais de Justice in Paris. From their position below the surface he assigned them to the twelfth century, and from the aristocratic nature of the district in that century he believed them to belong to the upper classes. He compared them with 259 skulls originating from nineteenth century pauper's graves. He measured, multiplied, divided, grouped them, and then showed the difference between the wealthy classes of the Middle Ages and the modern proletarians. (Race: A Study in Modern Superstition. Barzun. p. 164.)
This sort of argument is used by a man who, in scientific circles, has a standing. In what light must it throw the theories of the others!

The Jewish “Race”
There is not the slightest scientific evidence to show that the Jews are a race. They were not a “pure race” when they left the desert over 3,000 years ago; they are even less of a “pure race” today. Despite their segregation, compulsory and voluntary, they have frequently mixed with other peoples. Huxley describes them as a “socio-religious” group, and there is little to quarrel with in this. Although some Jews have themselves become bitten with the “ racial bug,” they can no more justify their belief in a “Jewish race” than the Nazis could justify their “Aryan race.” In their efforts to defend themselves against the racialists, some Jews have become racialists themselves.

From Eyes to Isopoints (2021)

Book Review from the August 2021 issue of the Socialist Standard

How to Argue With a Racist: History, Science, Race and Reality. By Adam Rutherford. Weidenfeld & Nicholson £8.99.

Rutherford defines racism as ‘a prejudice concerning ancestral descent that can result in discriminatory action’, and his book is an extended argument against racist ideas. Race exists, he says, because it is a social construct, but its lack of scientific validity is illustrated by the fact that racists cannot even agree on how many races there are. The concept of race was invented during the era of European exploration and exploitation, as a way of justifying the mistreatment of subject people.

The first chapter deals with the complex interactions between genes and inheritance. Even standard schoolbook examples such as red hair and eye colour are far more complex than they appear, and a child can in fact have any colour eyes, whatever the combination of their parents’ eyes. Over the millennia humans have moved around a great deal, and, as one example of the consequences, a small number of white Yorkshiremen have Y chromosomes most commonly found in countries such as Guinea-Bissau, a gene flow that may date back to Roman Britain. Homo sapiens originated in Africa, and pale skin is an adaptation via natural selection to exposure to a weaker sun in northern regions. But even then there is no simple correlation between skin colour and latitude, and there were diverse skin colours well before the human dispersal from Africa.

Going backwards in time, family trees frequently intersect, and the genetic ‘isopoint’ is the time when the whole population is the ancestor of the entire population today. For Europe the isopoint is the tenth century CE, so all Europeans are related in this way. As Rutherford says, ‘every Nazi has Jewish ancestors’. True ‘indigenous Brits’ lived here a million years ago, and were not sapiens. There is ‘no such thing as racial purity’.

A discussion of links between ancestry and athletic and other kinds of ability is interesting. Long-distance running was once dominated by Finns, but now the medal-winners are largely from specific areas of Ethiopia and Kenya. This seems to be explicable by a combination of lean body shape and a culture of running, not some supposed racial advantage. Most classical musicians are white, while most jazz musicians are black, and this is clearly due to cultural traditions. Intelligence is not a single thing, so measuring it by a single IQ score is not sensible, and IQ tests are culturally biased.

Rutherford’s book gives a clear and well-argued account of the fallacies of racist ideas. However, it is unfortunate that some of the works mentioned in the text are not included in the list of references. Also that it is necessary to deduct 26 or so from the page numbers stated in the index in order to find the actual discussion of the terms in question.

Letter: IQ tests and racism (1992)

Dear Editors.

A brief (and inadequate!) response to your somewhat misleading article dealing with "intelligence testing" (‘We Are Not Inferior', Socialist Standard, November 1991).

There is a long tradition among traditional “socialists" that rejects IQ testing. Stalin banned IQ tests in 1935 on the grounds they were grounded on “bourgeois ideology"; Hitler made them illegal at the same time because of their “Jewishness”. (In numerous studies, the largest in Glasgow, Jews do significantly better than Gentiles—hardly a finding to endear the procedure to the Fuhrer!). And now, the Socialist Party has to put in its two pennies-worth, arguing that the social scientists who support the concept of IQ arc racist and anti-working class.

The racist argument just doesn’t stand up. Both Eysenck (a Jewish refugee from Nazi Germany) and Jensen have repeatedly drawn attention to the fact the Japanese and Chinese, individually, whether tested in their own countries or as American immigrants, do better on blind IQ tests than do their white counterparts—but nobody accused the researchers as advocates of yellow supremacy! And, yes, they also report that literally hundreds of tests of black and white Americans have found that the former score lower (although. ironically. Jensen found that blacks perform relatively better on the more culture-loaded verbal tests!)

Likewise, the IQ advocates cannot be accused of arguing that the working class is "innately inferior”, as your writer suggests by repeated references to Herrnstein. Indeed the logic of statistical repression theory, fundamental to an understanding of Eysenck and his colleagues, is exactly the opposite to a "genetic" justification of social class division in society.

As Eysenck puts it: 
  Regression is intimately connected with social mobility. In Western societies, only one person in three retains the social class of his or her parents. The major determinant of this upward or downward movement is IQ. When we look at children of a given family, we find that the brighter ones rise in the social scale and the duller ones drop despite the same education, socio-economic status and home background . . . (Intelligence: The Battle for the Mind. Pan Books 1981, p64)
Contrary to your writer’s assertion, the overwhelming majority of psychological researchers base their theoretical work on the biological basis of human behaviour. We have all met unfortunate individuals born with damaged bodies/brains and consequently limited in their abilities. Only simplistic thought imagines that the handicapped are qualitatively different from the rest of us: we all form an extended continuum. What we are and what we may attain is determined firstly by the genes we inherit from our parents and secondly by environmental factors (especially “educational”— especially in the critical first years of life).

If we reflect upon the great number of genetically determined characteristics and potentialities that vary between major racial groups— body size and proportions, cranial shape and size, hair and eye colour, number of vertebrae. fingerprints, bone density, age when we cut teeth, blood groups, colour blindness, diabetes. depression. schizophrenia—wouldn't it be truly amazing if genetically-conditioned mental traits were a major exception?

When Karl Marx suggested for socialism the slogan "from each according to his abilities, to each according to his needs” he was, as a disciple of Darwin, acknowledging the importance of genetic factors.

This is why IQ tests, for all their failings (and let’s be under no illusions, psychologists do not even have a universally agreed definition of the multi-dimensional construct "intelligence"!) can be a valuable tool for identifying "problems" children are likely to experience as they travel through the vital "learning years”. Knowing each individual's strong and weak attributes can help the teacher devise an appropriate learning environment.

Bob Potter should re-read the article in question and he will find that we did not say that all who support the use of IQ tests are racist and anti-working class. What we said was that racists have been able to use IQ tests to back up their views since the term "intelligence quotient" misleadingly suggests that what the tests measure is "innate intelligence".

Differences in IQ Test scores between so-called "racial groups" (which are in reality cultural groups) are to be explained by the groups' different opportunities to learn to do and/or by their different attitudes towards what is being tested. Thus the high scores of people from Jewish. Chinese and Japanese backgrounds is to be explained in terms of their group's particularly favourable attitude towards intellectual achievement rather than to genetic factors. Similarly. the better scores Bob Potter mentions of American Blacks on verbal tests are due to cultural factors amongst this group favouring verbal expression.

We criticised people like Jensen and Eysenck for suggesting that biological factors related to "race" were at work in such cases. Clearly different human beings do have different abilities—as is indeed implied by the old socialist slogan "from each according to their abilities, to each according to their needs"—and some of this at least will be due to their different individual genetic make-up. But. frankly, since our correspondent asks, no, we don't think it likely that this will be found to be linked to factors such as skin colour, head shape, blood group or big toe size.

In a sieve they went to sea.”
And then, after extravagant and variegated adventures, in the last verse he informed us:

I mention this to introduce you to the great thought that has struck Professor Arthur Thomson! He thinks we should all go into the sieve again; and, unlike kindly Edward Lear, he doesn’t want us all to come back.

The readers of “John O’ London’s Weekly’’ for March 17th were informed, under the large heading, “Mankind Must Be Sifted,’’ of the pickle we are in.
  'There is too little sifting. If ten biologists were asked what feature in modern civilisation gave them most anxiety . . . we are inclined to think all would agree in placing first the relative slackness of selective processes working in the direction of progressive evolution.'
Now to his remedies, his sieves :
  'The multiplication of the radically undesirable must be checked.  . . . selection which takes the form of insisting on efficiency requirements. The more of this the better when the requirements are reasonable, and when they tend to make life more difficult for unreliable types whose multiplication is not in the interests of the race.'

Notice how the changes are rung on desirable and undesirable. By whom and for whom? Why is the question never once raised as to who and what are the defectives; whence they come or how they arise. I have seen it stated by another of the professorial fraternity that in spite of all hereditary taint 99 per cent. are born perfect. What happens after birth?

The employing class as a whole never says, “Low wages mean stunted men, starved women and defective children." It never says, “Long hours and intense toil mean premature age, empty lives and high accident rates for the toilers.” But they do mean so. For every defective born there is a hundred made by capitalism. For the defective born there is a hope of cure; for the defective made there is none—except Socialism.

Colour prejudice is just an idea (1970)

Anyone who ever gets involved in arguments with racists sooner or later runs up against their assumption—sometimes implicit, sometimes explicit—that their prejudices are based on an eternal, natural law. The assumption which follows this is that racism has an existence independent from other social factors and that, unlike other ideas, it came into being regardless of whatever else was happening in the world and will, therefore, remain regardless of whatever else happens. The importance of examining this theory is not so much to assess the value of the racists’ assumption but also to look at an example of the forces which operate for changes in society and in its ideas.

Let us begin with the simple statement that the Negro, who has suffered centuries of oppression in America, did not choose to go there in the first place. He was taken there—mostly by force. This transportation began at a time when manufacture was developing in North West Europe and a plantation economy taking root in the West Indies and the American South. The first Negroes were brought from Africa in 1510, to work the gold mines of what was then Hispaniolia. By the beginning of the 17th. century there were settlements all along the east coast of America, from Massachusetts to the West Indies.

These settlements represented one corner of a triangular trade, which supplied raw materials to another corner which was European industry. The third corner was Africa, where the Negro slaves were to be found. The sides of this triangle were the voyages between the corners— first the carriage of manufactures from Europe to be exchanged for African slaves who had been captured in tribal wars and raids; then carrying the slaves across to America to be traded for raw materials; and finally bringing the materials to Europe, to feed the appetites of the manufacturers there. At first the Negroes were treated in the same way as white indentured servants and were allowed to buy their freedom; they were not subjected to any race prejudice. It was the demands of the plantations, with crops depending on regular, disciplined tilling, which brought the pressure for outright slavery. Virginia, the first American colony to import Negroes, legalised slavery in 1617.

The side of the triangle representing the carriage of slaves from Africa to America was called the “middle voyage’’ and it was here that great cruelty was imposed and suffering endured — and vast profits made. It is possible now only to estimate the numbers who underwent the horrors of the middle voyage but a cautious figure would be 15 million, with a death rate of about 20 per cent. The central fact of this trade was that the slaves were not regarded as being any more sensitive than inanimate cargo. Thus they had to be packed into the holds of the slave ships as tightly as possible—one writer describes them as lying “like spoons”—and there could be no second thoughts about jettisoning them if disease broke out aboard, or if the ship ran into heavy weather. Those who survived the crossing were cleaned and oiled and polished for the auction.

Many great fortunes were made from the triangular trade. In 1789, the total trade of France amounted to £17 million of which San Domingo, with its slave economy, was responsible for £11 million. The bourgeoisie of Bordeaux and Marseilles, and the merchant capitalists of Manchester and Liverpool, owed most of their wealth—their big, comfortable houses, their carriages, their women—to the slave trade and all that it meant in human suffering and degradation.

There was of course a contradiction in the erection of an entire, and very important, economy on slavery at a time when the countries which were responsible for it were themselves developing the commodity production of capitalism, which needed free labour power. An attempt was made to resolve this contradiction by the simple expedient of classifying the Negro as an inherently inferior being. Thus American slavery could be distinguished from earlier forms, which were in harmony with the prevailing mode of wealth production, by its conscious dehumanising of the slave. Negro families were broken up either during or after the middle voyage ; the slaves were forbidden any education in reading or writing and they had no legal existence other than as the property of someone else. In 1857 the Dred Scott decision, which caused such an uproar, merely gave formal confirmation to something which had existed in fact for a very long time.

By that time the theories of racism, having taken something like three centuries of the slave trade to form themselves, began to emerge. Before then, the climate of opinion was such that the slave was regarded as outside the pale of humanity—without law, morals or religion. As each wretched shipment came in, religious divines rejoiced at all those souls saved from the moral depredations of paganism and idolatry. (At first any slaves who accepted conversion to Christianity automatically won their freedom. But by the end of the eighteenth century the Church had decided that there was after all nothing inconsistent in the converted Negro remaining a slave—and of course the slave owners agreed.) Dr. Cartwright, a professor at the University of Louisiana, diagnosed the slaves’ lack of interest in their work, and their tendency to run away, as mental diseases with impressive names—dyaesthesia and drapetomanie—for which the only cure was a whipping.

And not only the pro-slavers were affected. In 1765 Granville Sharp, who was later an abolitionist, intervened to save the life of a slave who had been flogged almost to death. At the time Sharp did not regard this incident as anything more than an act of private charity—certainly not as a condemnation of slavery. It is not surprising, that the whole thing eventually became rationalised into a theory, or perhaps a series of theories. In the early nineteenth century, for example, the “Teutonic Origin” theory—the idea that all worthwhile cultural achievements were the work of the peoples of North West Europe—took root, fostered by intellectual leaders like Bishop Stubbs of Oxford.

What this means is that any measures which, say, the American government now takes on civil rights must run up against opinions and prejudices which have become entrenched over centuries. These opinions have been responsible for some pretty dreadful episodes; for example the Tuskegee Institute documented 1,797 lynchings of Southern Negroes which took place between 1900 and 1964. This figure takes no account of the undocumented killings—the quiet murders with the body dumped in the river or the swamp and few people beyond the victim’s family marking their disappearance. More recently, between 1964 and 1967 over forty Negroes and whites have been murdered or lynched in Mississippi alone, without any effective action being taken against those responsible, although often their identity is general knowledge.

In addition, widespread, persistent segregation exists, in spite of the many Bills which have been passed to outlaw it. Sometimes this segregation is open, as it is in the schools of the Deep South, eight out of nine of which are still segregated. Sometimes it is a more subtle, de facto segregation, in which the whites simply move out of a district and leave it, with its schools, to the Negroes. The effect of this in Washington, D.C. is that in nearly all district schools black pupils are in a majority of over 95 per cent.

Herding any depressed group into a particular section of a city brings its own problems and tensions. In the case of the Negroes in America, these are accentuated when coloured workers from the South, thrown out of work by the increased use of mechanised farming methods and pesticides, migrate into that section. This produces the classic immigration situation, of desperate people pouring into an area already run down, an area of crumbling buildings which house rats and lice along with the people and where rack renters and other exploiters can take rich pickings.

There is a short, evocative word to describe these areas. Ghettoes. Officially, their names are, for example, Watts in Los Angeles and Harlem in New York. It is no cause for surprise, that they are breeding grounds for all manner of social disorders; in Harlem in 1964 the juvenile delinquency rate was twice that for the city as a whole, the proportion of drug addicts about ten times, the incidence of venereal disease in the under-21s six times.

Yet the very existence of the ghettoes, and the ways in which the Negroes protest—by riots, burnings, Black Power cells—are all taken by the racists as evidence to boost their conviction that Negroes are sub-human and therefore deserve nothing better than confinement in more ghettoes, and subjection to more prejudice and fiercer suppression. This racism is self-perpetuating, feeds upon its own appetite—and all in the conviction that it is an eternal and immutable truth.

And that really is the key to it. Contrary to what the racists think, racism as much as any other idea is a product of the prevailing economic conditions in society. Which means that, like other ideas which in their day were just as reactionary, just as powerful, it must change, and die, as conditions outside it require.

Do races exist? (1970)

In biology the word race is used as a synonym for sub-species which is a sub-division of a species. So biologists talk about races of plants and other animals besides Man. Applied to mankind, a race would be a sub-division of the species homo sapiens. It is worth emphasising here that all human beings are members of the same animal species. All men and women, whatever their different physical characteristics, are members of one vast human family. We really are, as the saying goes, brothers and sisters under the skin.

Obviously human beings do differ one from another in their physical characteristics and so, for purposes of scientific investigation, can be classified into groups based on those characteristics which are common to a number of them. Some biologists call these groups races. Others prefer to avoid this word altogether, on the grounds that its constant misuse in politics has made it unsuitable as a precise, scientific term; they want to use some other term like ethnic group.

Given, then, that there is nothing wrong in principle with classifying mankind into sub-groups on the basis of common characteristics, the problem arises of how many such groups there should be. Or, if you believe in using the term, how many races are there? This is a question on which biologists are not agreed, never have been agreed and never will be agreed. There are two reasons for this.

First, dividing mankind into sub-groups is a matter of scientific convenience so as to understand better Man as part of the animal kingdom. There are thus grounds for proper disagreement as to which system of classification is the most useful. Indeed, as knowledge advances, one system may become outmoded and need to be replaced with another.

Second, the same human beings can be included in different groups depending on which physical characteristics you use to define the group—for instance skin colour, or hair, or bone structure, or blood group.

This second point brings out once again the essential unity of mankind from the point of view of biology, and shows that in the course of Man’s existence on this earth as a separate species there has already been considerable intermixing of people with different characteristics. Indeed, this intermixing has been such that it is utter nonsense to talk of “pure races”.

The plain fact of the matter is that it is now quite impossible to draw hard and fast lines between groups of human beings. Any lines biologists feel they must draw are necessarily imprecise and always changing.

Racists argue that the groups into which they classify mankind not only have distinct physical characteristics but also differ in intellectual capacity. There are, according to the racist, superior and inferior races.

But what are the facts? Despite repeated attempts to get such evidence, nobody has been able to show any innate connection between a person’s intellectual ability (which in any event is not just a matter of biology since the mind is a product of society too) and some physical feature like the colour of his skin. The full range of intellectual ability seems to exist in all the groups into which biologists have ever divided mankind. Experience has shown that members of all these groups are capable of absorbing modern culture—reading, writing, operating machines and so on—in a comparatively short period of time. The difference which now exist between human beings as far as their level of civilisation is concerned are not the result of different natures but the result of living and having lived in different environments. There are no superior or inferior races.

What the study of human differences brings out is, oddly enough, not how different human beings are but how alike they are. It points to the conclusion that there is really only one race: THE HUMAN RACE.

Any More For The Sieve? (1923)

From the April 1923 issue of the Socialist Standard

You will remember the immortal lines of Edward Lear :
“They went to sea in a sieve they did ;
In a sieve they went to sea.”
And then, after extravagant and variegated adventures, in the last verse he informed us :
‘‘In forty years they all came back,
“In forty years or more.”
I mention this to introduce you to the great thought that has struck Professor Arthur Thomson! He thinks we should all go into the sieve again; and, unlike kindly Edward Lear, he doesn’t want us all to come back.

We welcome the appearance in popular journalism of the man of science. It is good and fitting that those who have been enabled to withdraw from the cut and thrust of commercial life and pursue the search for knowledge exclusively should repay their debt to society in this way. It is to be feared, however, that with the standard of popular journalism fairly low, the scientific contributor is apt to follow suit. But to return to the sieve. The readers of “John O’ London’s Weekly’’ for March 17th were informed, under the large heading, “Mankind Must Be Sifted,’’ of the pickle we are in.
  “There is too little sifting. If ten biologists were asked what feature in modern civilisation gave them most anxiety . . . we are inclined to think all would agree in placing first the relative slackness of selective processes working in the direction of progressive evolution.”
Professor Thomson apparently does not agree with Viscount Grey, who in a recent lecture said that the great question which transcended all others in importance at the present time was the relationship between Capital and Labour. But that is merely by the way. Each to his taste, as it were. He summarises in an able and popular way the successive conquests of poor, puny man over rugged, titanic, barbaric Nature.
  ‘‘These were ages of stern sifting; they lasted long, and they had good results. Man was lifted to good purpose.”
But Professor Thomson almost deplores the fact that in the contest, microbe versus man, it is the microbe which is increasingly taking the count. There are some diseases, he tells us, that weed out the weaker and leave the stronger surviving.
  “But this is a rapidly dwindling process, for the progress of hygiene and preventive medicine tends to eliminate the eliminators; and if we devise methods for saving useful lives, . . .  we have to use them for saving weakly lives as well.”
How sad! How Professor Thomson must have cursed his article of the previous week, wherein he praised the work of Jenner and his conquest of smallpox. That’s the worst of this journalism business; your stuff’s in print before you have time to think. However, at the time of going to press, pending the publication of a further article on a new dilemma of civilisation, there seems to be a case for the scrapping of our sewage system and the return of the cesspool. Let Nature do the sifting. The weakest to the wall, that’s Nature’s way. There are sections of mankind who, so other professors have told us, do give Nature a chance with the sieve. Babies not up to market size are exposed to the vultures, or thrown to the crocodiles. Elderly people who feel the strain of living getting too much for them have their brains beaten out with clubs by their sons. The natives of India treat as sacred the poisonous reptiles which wipe out a few thousand of them every year. They decline to resist the claim of the bubonic plague germ to a place in the sun.

I fear I am doing Professor Thomson an injustice. He sees the other horn of the dilemma. Space precludes quoting in full, but he says :
  "Now, the throwing off of the yoke of Natural Selection without substituting for it any processes of sifting that can pretend to be adequately testing or consistent or well thought out means for man a difficult dilemma and a great danger . . .  the growing solidarity or integration of society makes it easier for the inferior, or defective, or undesirable slacker, to continue to live and multiply. ”
Now to his remedies, his sieves :
  "(1) The multiplication of the radically undesirable must be checked. (2) . . . re-education of public opinion in the lines of the old-fashioned eugenic ideals of pride of race and pride in having a vigorous family. (3) . . . selection which takes the form of insisting on efficiency requirements. The more of this the better when the requirements are reasonable, and when they tend to make life more difficult for unreliable types whose multiplication is not in the interests of the race. (4) . . . To put an end—so gradually that the process is not cruel—to the less desirable occupations. (5) Perhaps the sifting may come sooner than we think, and in an undesirable form.”
He does not mean warfare, for, as he says, war thins rather than sifts, and works in the wrong direction by removing the bravest and best. He concludes rather nebulously by saying :
  “Perhaps it is safer to say that man must more resolutely seek to discover rational and social modes of selection to take the place of Natural Selection, whose rule Is almost over—What is needed is a progressive evolution of sieves."
Nebulous certainly seems the aptest adjective. Notice how the changes are rung on desirable and undesirable. By whom and for whom? Why is the question never once raised as to who and what are the defectives; whence they come or how they arise. I have seen it stated by another of the professorial fraternity that in spite of all hereditary taint 99 per cent. are born perfect. When one thinks of the lives led by millions of workers, this figure is surprisingly low. What happens after birth the war recruiting strikingly revealed, for to get an army of any size, the deaf, the half-blind, the half-witted, and the epileptic were roped in by the hundred. Reflect upon the thousands of dentists, tearing out the teeth of the nation; upon the thousands of oculists attending to our eyes; the battalions of doctors waxing fat on our unhealthiness; our huge and overcrowded hospitals, asylums, yes, and prisons; and then ask, is it sieves we want? Many “enlightened" employers have found that garden cities, well ventilated factories, fatigue reducing methods, staff athletic clubs, canteens, etc., result in higher efficiency, reduced sickness and greater contentment. They have found that the manufacture of defectives does not pay in their particular business. In scores of other businesses it does not matter. Any lapse through the non-operation of these factors is speedily remedied through the Labour Exchange. The employing class as a whole never says, “Low wages mean stunted men, starved women and defective children." It never says, “Long hours and intense toil mean premature age, empty lives and high accident rates for the toilers.” But they do mean so. For every defective born there is a hundred made by capitalism. For the defective born there is a hope of cure; for the defective made there is none—except Socialism. Professor Thomson would chuck him in the sieve. The Socialist would render the sieve unnecessary by ceasing the manufacture of defectives. The scientific professor is concerned with effects, the Socialist with causes. Judge you between us.

Letter: Myths, Equality and Race (1969)

As I believe that you are honest men at heart I feel sure that you will be able to peruse (and take action upon) the enclosed document in the spirit of scientific investigation and its strict regard for truth. I am sure you will agree that the facts presented in this document make nonsense of the egalitarian myths propounded in Socialist dogma.

The document Mr Hidson encloses is a leaflet issued by the National Front, headed ‘Are You a Multi-Racialist?’ which discusses a recent article in the Harvard Educational Review by Dr Arthur Jensen, an educational psychologist. On the back, under the irrelevant and misleading title ‘Human Progress and the Race Problem' is a photocopy of an article, Negro IQ Handicap’, on the same subject from the Sunday Telegraph of March 23, 1969.

Socialists have never said that all men are equal, in the sense of having the same abilities and the same needs. Far from it; we have always recognised that each individual human being has different abilities and needs, a point summed up in the old socialist slogan "from each according to his ability, to each according to his needs”.

The NF leaflet asks if we think that ‘‘children of all races possess the same potential at birth”. First, let us have a look at ‘the facts of race’.

The word race is a technical word in the science of biology (Dr Jensen, an educacational psychologist, avoids the word and uses ‘group’ instead, judging by newspaper reports). It refers to a sub-species, a subordinate division of a species. For instance, homo sapiens is a species so the various races of mankind would be its sub-species. Biologists have never been able to agree on how many races there are, and indeed never will, since where you draw the line will always be a matter of convenience and argument. Some argue that mankind is so mixed that it is not worth trying to draw any lines and that the concept of race has no use in the study of mankind. Of course there are recognisable differences in physical and mental characteristics between individual human beings and these can be the subject of scientific investigation and classification. Whether biologists use the word race or not here is not our concern as socialists. That is up to them and we would not presume to tell them what to do in their own subject.

The word race is also used outside biology as a political term. On this we do have something to say. Sometimes it is used as a synonym for nation (another vague concept), language group, those who share a common tradition, those with the same range of skin colour. Even in otherwise careful books and journals you can read about ‘the Celtic races' (language) or the black race’ (skin colour). This causes no end of confusion. So we say the word should be banished from political discussion and confined, if used at all, to a specialist term in biology.

We can now return to the NFs question: Do we think that "children of all races possess the same potential at birth”? This is meaningless, but can be boiled down to two questions:

Do we think that all children possess the same potential at birth? Not necessarily.

Do we think an individual child’s ‘race' is a guide to his or her potential? No, nor does Dr Jensen.

Given the fact that human beings are not the same or of equal ability, it is a valid line of scientific research to see if there is any correlation between the inequality of intellectual skills and some physical characteristic like skin colour.

We have not yet read Dr Jensen’s article and so have had to rely on newspaper reports. But we will take his word for it that so-called IQ tests carried out on groups of the American population labelled ‘Negroes’ and ‘Whites’ consistently show that on average Negroes do worse than whites. So what? All that shows is that the group called Negroes on average do worse in IQ tests than the group called Whites. That is the only fact, Mr Hidson. The real question is why. Dr Jensen’s hypothesis that “genetic factors are responsible for low intelligence among Negroes” has every right to be considered. Mr Hidson seems to forget that a hypothesis (“a position assumed for the purpose of argument”) in science is not the same as an established fact. Dr Jensen’s hypothesis, or any other one for that matter, cannot yet be proved. For, although it is known that genes govern inherited characteristics and although genes governing some physical characteristics have been identified, biology has not yet discovered the genes governing intellectual skills (if there are any). Research into this is only in its earliest stages and certainly it would be premature now to say that there is an established link between genes governing intelligence and genes governing skin colour.

Anyway, this is not what Dr Jensen is saying. From a biological point of view, the American Negroes are a mixed group descended from slaves imported from North and West Africa, from immigrants from various parts of Europe, and from the original inhabitants of America. Their skin colour varies from white to dark black and Dr Jensen has not suggested that the lighter your skin the more able you are to do IQ tests. He has only said that ‘genetic factors’ are involved. Where they came from (perhaps from the Whites!) if they are is another question altogether.

So the American Negroes are not a biological race. The White/Negro division of America’s population is a political division which has nothing to do with genes or biology. And it is not a very meaningful one at that. What, for instance, is the logic of saying that anyone with an identifiable Negro ancestor is a Negro instead of that anyone with a White ancestor is a White? This is an important point, because when you are dealing with averages your results depend partly on the groups you are comparing. Say the political definition of a White had been ‘anyone with a White ancestor’. Then the groups that were compared would be different. So would the results but the individual scores would still be the same.

Dr Jensen has proceeded on the basis of the existing non-biological division of the American population. His results show that on average Whites do better than Negroes. They did not show that all Whites do better than all Negroes. This is why it is impossible to say how an individual White or Negro will do. As Dr Jensen himself pointed out:
  Since, as far as we know, the full range of human talents is represented in all the major races of man and in all socio-economic levels, it is unjust to allow the mere fact of an individual’s racial or social background to affect the treatment accorded to him. (quoted in the Financial Times, April 16).
Another passage (which oddly enough appears on an NF leaflet) from his article, however, goes further than this:
  If a society completely believed and practised the ideal of. treating every person as an individual it would be hard to see why there should be any problem about ‘race’ (quoted Sunday Telegraph, March 23).
Precisely. This is the socialist case on race. Treat human beings as individuals and work for a society where the principle “from each according to his ability, to each according to his need” prevails.

Three final points:

Even if science were to establish (which it is nowhere near doing yet) a correlation between intellectual ability and some physical characteristic, that would not alter the socialist case in the least. A world community, without frontiers, based on common property and production solely for use, would still be the solution to working-class problems. The case for Socialism has never rested on the absurd proposition that all men are the same, physically and intellectually.

What relevance have the results of Dr Jensen's IQ tests to the NF policy of ‘Keep Britain White’ and ‘Send Them Home’? Very few immigrants to Britain are American Negroes, the specific group about which Dr Jensen makes his hypothesis. What evidence have the NF for saying that what might be true of the American Negroes is true of other ‘non-whites’? Dr Jensen does not suggest any correlation between intelligence and skin colour. That is something the NF seems to have mistakenly read into his findings.

The word equal has a double meaning— the same and not inferior or superior to. Because people are different does not necessarily mean that they are inferior or superior. Yet this simple error is often made. To talk about inferior/superior is to erect some standard against which people can be judged, a standard that is manmade and outside biology and genetics. Are those who fare badly on IQ tests of less worth than those who fare well? If this is what the NF or Mr Hidson are saying, let them say it. We answer that every human being, whatever his abilities, is of equal worth and should have an equal say in the running of human affairs. That is the equality socialists stand for. Nothing in Mr Hidson’s letter or the NF leaflet makes nonsense of it.
